சென்னையில் ஒரு வெள்ளி மோதிரத்துக்காக 3 பேர் கொலை செய்யப்பட்டுள்ளனர்.



சென்னை அருகே துரைப்பாக்கம், சீவரம் என்ற இடத்தில் சென்னை மாநிநராட்சிக்குச் சொந்தமான இடம் உள்ளது. தென் சென்னை நகரில் சேகரிக்கப்படும் குப்பைகள் அனைத்தும் இங்குதான் கொட்டப்படும். கிட்டத்தட்ட 50 ஏக்கர் பரப்பளவில் இருக்கும் இந்தக் குப்பை மேட்டில் சேரும் பொருட்களை பிரித்து எடுப்பதற்காக ஏகப்பட்ட குடும்பங்கள் இப்பகுதியில் உள்ளன.

குப்பையில் கிடைக்கும் பொருட்களை இவர்கள் தங்களுக்குள் பங்கிட்டுக் கொள்வார்கள். அப்போது பெரும்பாலன சமயங்களில் அவர்களுக்குள் மோதலும் ஏற்படுவதுண்டு.

அவர்களில் குமார் (40) என்பவரும் அடங்குவார். குப்பை பொறுக்கி வந்த இவரது மனைவி ஆண்டாள் (35), மகன் ஆனந்த். நேற்று குமார் குப்பை பொறுக்கிக் கொண்டிருந்தபோது ஒரு வெள்ளி மோதிரம் கிடைத்தது.

இதனால் சந்தோஷமடைந்த குமார், அதை குப்பை பொறுக்கிக் கொண்டிருந்த மற்றவர்களிடம் காட்டியுள்ளார். இதைப் பார்த்த மற்றொரு குடும்பம், அங்கே வந்து அந்த பகுதியில் பொருட்களை சேகரிக்கும் உரிமை எங்களுக்கே உண்டு. எனவே மோதிரத்தை எங்களிடம் கொடுத்து விடு என்று குமாரிடம் சண்டை போட்டுள்ளனர்.

குமார் தர மறுக்கவே இரு தரப்புக்கும் அடிதடி தகராறு ஏற்பட்டது. பின்னர் அந்தக் கும்பல் அங்கிருந்து போய்விட்டது.

இந் நிலையில் இன்று காலை துரைப்பாக்கத்தில் உள்ள சீவரம் குப்பைமேடு பகுதியில் குமார், ஆண்டாள், ஆனந்த் ஆகியோர் குடும்பத்தோடு கொலையாகிக் கிடந்தனர்.

இதையடுத்து தென் சென்னை காவல்துறை இணை ஆணையர் சைலேந்திரபாபு அங்கு வந்து விசாரணை மேற்கொண்டார். வெள்ளி மோதிரத்துக்காக இவர்களுடன் தகராறு செயத் இன்னொரு குப்பை பொறுக்கும் குடும்பம் தான் இந்தக் கொலையைச் செய்தது தெரிய வந்துள்ளது.

ஆண்டாள், குமாரின் தலையில் வெட்டுக் காயம் உள்ளது. ஆனந்தை விரட்டிச் சென்று அக் கும்பல் வெட்டியுள்ளது. அவனது இடுப்பு, கழுத்தில் வெட்டு விழுந்துள்ளது. கொலையான குமார் திண்டிவனத்தைச் சேர்ந்தவர் ஆவார்.

கொலையைச் செய்த குடும்பமே தற்போது தலைமறைவாகி விட்டது. அவர்களைப் பிடிக்க தனிப்படை அமைக்கப்பட்டுள்ளது.

Royal Mail has 28 days to appeal against the fine

Royal Mail is facing a record £11.4m fine for failing to adequately prevent mail being lost, damaged or stolen.
Regulator Postcomm said Royal Mail was guilty of "serious breaches" of its licence in relation to mail security measures and staff vetting.

Postcomm launched an investigation in 2004 after media reports claimed that some staff were tampering with mail.

Royal Mail said it would appeal against the fine - the largest ever proposed by the regulator - calling it "unfair".

Royal Mail could also be fined £270,000 for poor delivery performance in London during 2004-5.

<b>'Serious shortcomings'</b>

Royal Mail has admitted that more than 14 million letters and parcels were lost, stolen, damaged or tampered with last year.

However, it insists that its service is one of the safest in the world.

In its investigation, Postcomm found that many Royal Mail agency staff were not properly vetted before being employed and that this had compromised the safety of deliveries.

It also concluded that co-ordination of measures to prevent theft and damage were "ineffective" and that Royal Mail had failed to adequately monitor the effectiveness of its own procedures.

"Customers are entitled to expect that when they post mail it will reach its destination," said Nigel Stapleton, Postcomm's chairman.

"A Postcomm review uncovered serious shortcomings in Royal Mail's application of its procedures for properly protecting the mail."

<b>'Unreasonable'</b>

Postcomm said Royal Mail had made significant efforts to tackle the problem over the past nine months.

However, it said the proposed fine of £11.3m reflected the "extent and seriousness" of the identified shortcomings, most of which could be put down to "management failings".

Royal Mail said the fine was "unreasonable", stressing that it had significantly tightened up its security procedures since 2004.

The amount of lost mail had halved over the last three years, it said, while stolen mail accounted for just 0.001% of the 22 billion items handled every year.

It also stressed that the money spent on paying the fine could be better used to improve customer service.

"Clearly we have substantially improved," chief executive Adam Crozier told the BBC.

"But clearly it is very important we continue to improve our service. We are aware of that."

But consumer watchdog Postwatch said it supported the fine, arguing that Royal Mail had "let its customers down".

<b>'Tough action'</b>

"Tough action is necessary and it would have played to Royal Mail's complacency not to impose a penalty," said Postwatch chairman Millie Banerjee.

"The fact is, letters are still being lost daily; some are stolen, many are misdelivered."

Under legislation passed in 2000, Postcomm has the right to fine Royal Mail up to 10% of its annual turnover if it is found to have breached its licence obligations.

Royal Mail was fined £7.5m in 2003 - the largest fine levied to date - after it was found to have missed performance standards for delivering business mail.

தலை மற்றும் பிடரிப் பகுதியில் கூரிய ஆயுதத்தால் வெட்டப்பட்ட நிலையில் இளம் குடும்பப் பெண் ஒருவரின் சடலம் நேற்றுக் காலை திருநேல்வேலி பாற்பண்ணைப் பகு தியில் உள்ள ஒரு வீட்டில் கண்டுபிடிக்கப் பட்டது. இந்தப் பெண்ணை அவரது கண வரே படுக்கையில் வைத்துப் படுகொலை புரிந்துள்ளார் என்று சந்தேகிக்கப்படுகின்றது.
பாற்பண்ணை, இரண்டாம் ஒழுங்கை யில் வசித்துவந்த சிவசீலன் ஜெயசுதா என்ற 29 வயதுடைய குடும்பப் பெண்ணே கொலை யுண்டவராவர்.
குறிப்பிட்ட வீட்டில் இவரும் கணவரும் மட்டுமே தங்கி இருந்தனர் என்று கூறப்படு கிறது. எட்டு வயதேயான இவர்களது மகள் ஒருத்தி தனது போர்த்தியார் வீட்டில் வசித்து வந்தார்.
நேற்றுக் காலை உறவினர்கள் வீட்டின் உள்ளே சென்று பார்த்தபோது பிரஸ்தாப பெண் தரையில் படுக்கைப் பாயிலேயே சடலமா கக் காணப்பட்டார். தலையின் பின் பகுதி வெட்டுக்காயங்களால் சிதைந்து காணப்பட் டது.
உடனடியாக அங்கு திரண்ட உறவினர் களும் இளைஞர்களும் பெண்ணின் கணவ ரான சிவசீலன் என்பவரைத் தேடிப் பிடித்து நையப்புடைத்தனர். தனது மனைவியை தானே கொன்றதாக அப்போது அவர் ஒப் புக்கொண்டார் என்று கூறப்படுகிறது. பின் னர் அவர் கோப்பாய் பொலீஸாரிடம் ஒப் படைக்கப்பட்டார்.
யாழ்.மேலதிக நீதிவான் திருமதி ஸ்ரீநிதி நந்தசேகரன் நேற்றுப் பிற்பகல் சம்பவ இடத் துக்குச் சென்று சடலத்தைப் பார்வையிட் டார். உறவினர்களின் வாக்குமூலங்களைப் பதவுசெய்தார்.

மணி இரவு 11 ஐ- தாண்டுகிறது- அவரவர்க்கு இருந்த ஆயிரம் கடமைகள் முடித்துவந்து-படுக்கையின் மீது மெதுவாய் சாய்கிறோம்-

வெப்பமேற்றியின் சீரான தொழிற்பாட்டில் - அறை முழுக்க இதமான சூடு- காதுவரை போர்வையால் மூடிக்கொண்டு கண்களை மெதுவாய் மூடுகிறோம்- கனவு-!

20 வருஷம் ஓடிட்டுது - அதே கனவில்-
இப்போ மனசுகள் கனவு மரத்தின் கிளைகளில் -!
- பேசுகின்றன-!

"யாழ்களம் என்னு ஒன்னு இருந்திச்சே- ஒரு காலம்- எவ்ளோ சந்தோசமான -காலம்!-
அது ஒரு அழகிய நிலாகாலம்-!"

"சகோதரா- அப்போலாம் - நீ பேசுறது சரிதான் என்று தெரிந்தும்- எப்பிடியாவது உன்னை வெல்லணும்- உன் கருத்தை என் கருத்து வென்றது என்று யாரும் சொல்லணும் என்றதுக்காகதான் போரிட்டேன் - வாதிட்டேன் -
இப்போ அதற்காய் -நான் வெக்க படவா? வேதனை படவா?" - ஒரு மனசு!

"நண்பா- புரியாமல் நான் வாதிடுகிறேன் என்றதை நீ எத்தனை முறை சுட்டிக்காட்டியும்- அதனை புரிந்துகொண்டும்- புரியாத மாதிரி -இணையதளத்துக்குள்ளேயே- ஒரு எல்லை சண்டை தொடர்ந்தோமே- இப்போ அதுக்காய்- வெட்கப்படவா-? இல்லை...................??" இன்னொரு மனசு!

"பாதி வழியில் நின்று கொண்டு எந்த வழி- என் வழி என்று எனக்கு தெரியாது - என்ற பொழுதிலும்- ஜாதிக- கெல -உறுமய -செய்வதுதான் சரி என்று "மாற்றுக்கருத்து வைத்தேனே" வெட்கப்படவா? வேதனை------??"மற்றும் ஒரு மனசு!

"நியாயமாய் நடப்பவன் நானென்று- பிறர் அறிந்து-பொறுப்பொன்று கொண்டேன் - என் - சக்தியெலாம் காட்ட போய்- களங்கமில்லாமல் கதைத்தவர் கருத்தையெல்லாம்-

"நிற்பதுவே- நடப்பதுவே-பறப்பதுவே" என்று ஹரிஸ் ராகவேந்திரா குரலில் பாடுறேன் என்ற நினைப்பில் களத்திலிருந்து அப்புறப்படுத்தினேனே-
வெட்க....? ----------- வேதனை...........?"-மனச்சாட்சியை தானே கேக்கும் மனசு!

"மாவீரர் நாளதிலும்- காதல் பத்தி கவிதை பகுதியில் எழுதி தொலைச்சேனே-!
அழுகிறது - இன்னொரு மனசு-!"

டொக்கென்று தலையில் யாரோ குட்டியது போல உணர்வு- கனவு கலைந்தது- அட எல்லாமே சும்மா-சும்மா- என்றபடி மனசு மறுபடியும் முருங்கை மரத்தில்-! 8) :roll:

புலம் பெயர்ந்து வாழும் தமிழ் மக்கள் கிரிக்கட் தொடரின் போது சிறிலங்கா கொடி தூக்குவது நியாயமானதா???


அல்லது புலம் பெயர் நாட்டிற்கு விசுவாசமாக இருப்பது நல்லதா!!!!!!!!!!!

UK universities are finding it hard to recruit overseas

The anxiously awaited university application figures are due next week.

They will show that the introduction of "top-up" fees is having an impact on the demand for university places in England.

However, soundings suggest they will be down by only a few percentage points which, after last's year spike in demand, will not yet ring alarm bells or suggest school-leavers are abandoning the idea of going to university.

This will be a great relief to the government which, with its hands full on schools policy, would not welcome a re-run of concerns over the effects of higher university fees.

Nevertheless these are anxious times for universities. While student demand is healthy at present, there is a big demographic decline looming from 2010 when the number of 18-year-olds in the population goes into a long and steady decline.

At the same time, university leaders point out that the extra income from "top-up" fees will make only a marginal difference, as much of it will go on funding student bursaries.

Despite predictions that "top-up" fees could rise to £5,000, there is no chance of the £3,000 cap being raised before the promised review of student finance in 2009.

That is why so many universities have been pinning their hopes on recruiting more international students who, providing they come from outside the EU, can be charged much higher fees.

So far this has proved to be a very lucrative business for British universities: international students are estimated to bring in about £4bn a year to British universities and some £10bn to the economy as a whole.

Numbers have been steadily rising for some years and there are now around 300,000 overseas students in the UK.

Recent predictions have suggested the global market for international students will grow fast. A recent major study, called "Vision 2020", suggested there could be a tripling of demand in the UK by that date.

<b>Too hopeful</b>

On this optimistic outlook, that would mean 850,000 overseas students in the UK by 2020.

However, a conference organised by the Universities and Colleges Admissions Service (Ucas) this week suggested that this optimistic prediction could be just that - too hopeful.

The message was that the UK has been complacent and the international student market for British universities could be about to collapse.

If it does - on top of a slowing of domestic demand because of "top up" fees and demographic change - then universities face a bleak future.

We might not quite be into the territory of ghost campuses with grass growing up through deserted accommodation blocks, but there might have to be painful contraction.

The reason for the concern lies in the fact that the UK is now losing market share in the global student market. Why? The answer is simple: competition is hotting up.

Take China, for example. Last year, the number of UK student visa applications made in Beijing fell by 38%.

At the same time, according to Dr Tim Westlake, director of international development at Manchester University, China has doubled its own undergraduate provision in the past five years.

That sort of growth makes UK university expansion look miniscule and it suggests a new policy in China of educating students at home.

Elite Chinese universities, like Tsinghua, are now - according to Dr Westlake - opening campuses in other parts of that huge country in order to compete with the best universities in the world.

Meanwhile the UK's biggest competitors in the overseas market - the USA and Australia - are both investing heavily in building their market share.

Australia's overseas student enrolment has doubled since 2000. New competition is also emerging from the Far East and the Middle East.

At present, the international student market is dominated by English-speaking countries. The global dominance of the English language has given the UK, the USA, and Australia a real competitive edge.

That is now under threat as universities in continental Europe have started to provide courses for overseas students that are taught in English.

For example, Dr Westlake cites Malaysia, which is sending medical students to Russia where they are being taught in English.

So, just as British universities have started to rely heavily on the overseas market to sustain their over-stretched budgets, it seems the bubble could be about to burst.

Overall, the number of overseas students rose by just 0.3%

A survey for Universities UK shows that four out of five universities saw enrolments of overseas students decline in 2005. This is affecting the top universities too: a survey of universities in the elite Russell Group showed 60% experienced a decline in overseas students last year.

Overall, despite many universities budgeting for a big increase in overseas student income last year, the number of overseas students rose by just 0.3%.

The irony is that this decline in the UK share of the global student market has happened in the very years when the Prime Minister has backed an initiative aimed at boosting overseas recruitment.

<b>Risk</b>

Some of the government's actions have not helped. Last summer the price of student visas doubled. This hardly sent a welcoming signal to foreign students.

The risk now is that universities that have had their fingers burnt in the overseas markets will either withdraw, reduce their marketing investment, or attempt to reduce the quality of courses through cost-cutting.

However, as Dr Westlake has put it, success will depend on the "brand". British universities cannot promise the sunshine and beaches of Australia or the low cost of living of the USA. So the unique selling points will have to be the quality of our degrees and the quality of the student experience.

That does not mean opening up overseas franchises or trying to accommodate overseas students on the cheap.

Providing British universities respond to the new competitive environment, overseas students will continue to be an important ingredient in British universities. But they are not going to be the financial panacea that some had hoped.
