COLOMBO, Sept 9 (AFP) - Sri Lanka's Tamil Tiger rebels and a government peace negotiator attended a seminar in Switzerland Tuesday amid diplomatic moves to revive the island's stalled peace process, officials here said.

The rebel Liberation Tigers of Tamil Eelam (LTTE) sent the head of its peace secretariat, S. Puleedevan, to the seminar in the Swiss capital Bern also attended by his counterpart on the government side, Bernard Gunatilleke, officials said.

Government and rebel sources said the meeting was not directly linked to ongoing efforts to salvage the peace bid, but it was the two sides' first foreign outing together since addressing international donors in Oslo last November.

The Tigers suspended participation in Norwegian-brokered peace talks in April and did not attend a June meeting in Tokyo to raise funds for Sri Lanka's reconstruction.

Both the Tigers and the government dismissed a local media report that they would discuss in Switzerland the establishment of a provisional administrative council in the island's embattled regions, as demanded by the Tigers.

"This seminar is something that had been organised some time ago and the Swiss had invited both parties as well as several other non-governmental agencies," a government source said.

The seminar includes three workshops on power-sharing and decentralisation, the role of gender in conflict and the peace process, and migration.

The Swiss government in a statement released here said it was "committed to giving political support" to the Sri Lanka peace process.

It said it would give advice on "power-sharing, federalism and decentralised structures" and help with mine clearance.

Officials here said attempts to restart Sri Lanka's faltering peace talks would be in focus when Japan's special peace envoy Yasushi Akashi begins a six-day visit on Thursday.

Akashi is to hold a meeting Friday to review progress since the June conference in Tokyo that raised 4.5 billion dollars for Sri Lanka.

The Tigers have not indicated if they will attend the follow-up talks, to which the United States, India, multilateral agencies and several European countries including Norway are also invited.

In other efforts to revive the peace bid, Norway's Deputy Foreign Minister Vidar Helgesen and special adviser to the Norwegian foreign ministry, Erik Solheim, are due to begin a three-day visit from September 17.

Prime Minister Ranil Wickremesinghe, on a visit Tuesday to Malaysia, said he was confident the peace process would move forward.

"I am confident that they will come to the negotiation table. At the same time, I won't be surprised if there are one or two more breakdowns before we move on. It's the nature of discussions," Wickremesinghe said.

The Tigers boycotted the Tokyo aid meet and accused the international community of trying to arm-twist them into accepting a quick solution in exchange for foreign cash.

The rebels are demanding the establishment of an interim administration for the northern and eastern regions before they agree to resume peace negotiations.

Sept. 09, Colombo: The Japanese Embassy in Colombo today confirmed that the Japanese government representative to Sri Lanka Yasushi Akashi will arrive here on next Friday to attend the review meeting of the Tokyo Donor's Conference on Reconstruction and Development rehabilitation and reconstruction in Sri Lanka, beginning from September 11 to 16 in Colombo.

His visit here will be the fifth visit, the embassy said.

Akashi will meet President Chandrika Kumaratunga, Prime Minister Ranil Wickremesinghe, Ministers Prof. G.L. Peiris, Milinda Moragoda, Rauf Hakeem, Opposition Leader Mahinda Rajapakse and Senior Advisor to the President on Foreign Affairs Lakshman Kadirgamar during his stay here.

He will also meet SLMM chief Maj. Gen. Tryggve Tellefsen and visit the Eastern and Northern provinces and meet LTTE political leadership, the embassy said.

மூளைக்கட்டிகள் அல்லது கண்டல் ஒரு விதமான வளர்ச்சியாகும். இவை மூளையிலிருந்தே தொடங்கலாம் அல்லது உடம்பின் வேறொரு பாகத்தின் புற்றுநோயிலிருந்தும் பரவும் தன்மை கொண்டன.

இவை இருவகையாக பிரிக்கப்படுகின்றன:

(i)Malignant (Cancerous) - கொடிய புற்றுநோய் வகை
(ii)Benign - தீதிலி வகை


தீதிலி வகையானது மிகவும் மெதுவாக வளர்ந்து மூளையில் அமுக்கத்தை ஏற்படுத்தும். இது நேரடியாக மூளையின் திசுக்களை(Tissues) பாதிக்கமாட்டாது.

கொடிய புற்றுநோய் வகையானது மிகவும் அபூர்வமாகக் காணப்படும் ஒன்றாகும். மூளையின் கட்டமைப்பு(structure) நூற்றிற்கும் மேற்பட்ட உயிர் அணுக்களால்(cells) அமையப்பெற்றது. இவற்றில் ஏதாவது ஓர் உயிரணு கொடியதாக மாற்றம் அடையக்கூடும். இவ்வகையான
மாற்றங்கள் நோயாளியின் பரம்பரை வழியாக அல்லது சூழலினால் உயிரணுக்களின் மரபுக் கட்டமைப்பில்(genetic structure) ஏற்படக்கூடிய அல்லது உருவாகும் மாறுதல்களே ஆகும். இவை குறைபாடுள்ள அல்லது பழுதடைந்த(defective) உயிரணுக்கள் உடலில் பெருக்கம் அடைவதற்கு காரணிகளாக இருக்கின்றன. ஆகவே, இதனால் தான் கட்டிகள் தோன்றி கொடிய வகையான புற்றுநோய்க்கு வழிவகுக்கின்றன. எனினும், இவ்வகையான கட்டிகள் ஏற்படக்கூடிய சாத்தியக்கூறுகள் அரிதானவை என்பது குறிப்பிடத்தக்கது.

Associated Press, Tue September 9, 2003 00:41 EDT . - - COLOMBO, Sri Lanka - (AP) A senior Sri Lanka - government official and a key Tamil Tiger representative were scheduled to address the same international forum about power sharing as a possible solution to the country's rocky peace process, a government official said Tuesday. The annual conference on Sri Lanka - was taking place later Tuesday in Bern, Switzerland, a senior government official said. Bernard Goonetilleke, a part of the government's four-member negotiating team and S. Pulidevan, secretary general of the rebels' peace body, were to address the conference, the official said on condition of anonymity.
Goonetilleke has been an integral part of efforts to strike a peace deal with the Tigers and end the island's 19-year civil war that has killed nearly 65,000 people. The fighting stopped after a Norwegian-brokered cease-fire was signed in February 2002.

Pulidevan, though not a negotiator, has been playing an increasingly important role in the peace process and was part of a high-level rebel team that drafted a power-sharing proposal during a meeting in Paris earlier this month.

Goonetilleke and Pulidevan were expected to make separate presentations at the one-day conference on ``Power sharing and decentralization: Federalism as a possible solution for Sri Lanka - ,'' the official said.

After a series of peace talks, the rebels agreed to give up their demand for a separate homeland for the island's minority Tamils and settle for autonomy under a federal Colombo administration run largely by the majority Sinhalese.

The Tigers pulled out of talks in April and have refused to resume negotiations until the government gives them an interim administration in the shape and authority they demand.

The rebel proposal is to be handed to the government later this month.
