[size=18]Rigged Ballots Favours LTTE's Balasingham in Oslo

The democratic Norway got the shock of its life when rigged ballot papers were found for the first time in the Scandinavian country's unparallel election history. Election officials found ballot papers in the polling station that had the name of Labour Party-politician, LTTEer Balasingham Yogarajah already marked on them. Some voters, who wanted to vote for Labour Party and picked up the ballot paper of that party, found that somebody had already cross-marked in favour of the candidate No 21 Yogarah Balasingham, the LTTE leader in Norway who contested on Labour Party ticket.
Dagsavisen newspaper has highlighted this blatant malpractice by a naturalized citizen of Norway, which tantamount to a slap on not only the Labour Party but also a naked betrayal of Norwegian society which provided shelter and economic haven to Tamil militants. In a news story titled 'Found pre-arranged voting ballots for the Labour Party candidate Balasingham Yogarah', two journalists Karen R. Tjernshaugen and Nina Johnsrud, says that Yogarajah was placed as the Labour Party's 21st candidate on their list in Oslo, and won a seat in the city council after having received several extra votes. With 2.470 personal votes he received the most preferential votes after two Labour Party stalwarts, Ellen Horn and Rune Gerhardsen.

The election officials at Linderud Centre in Oslo were horrified when a voter, Ole Elvedal complained that there were several pre-arranged Labour Party-ballots with votes for Balasingham already marked at the booth. According to the election law it is permitted to deliver prearranged preferential ballots to voters on the street, but such ballot papers cannot be brought into the polling centers. Speaking to Dagsavisen, the voter said, "When I went into the voting cubicle and selected a Labour party ballot paper to vote that party and its candidates, I discovered that candidate No. 21 was already marked with a cross. I went through the entire bunch of ballots, and found three ballots that were already marked and then I brought it to the notice of the officials".

The crosses were marked rather weakly with a ballpoint pen. Many voters would not have noticed them but the computer system, which counts preferential votes, would have easily recognized the cross as a vote for Balasingham. Furthermore the Dagsavisen reported that Tone Darling, information secretary in Bjerke constituency also confirmed that election officials on two occasions have found Labour Party-ballots in booths with a cross mark against Yogarajah's name. She felt that the prearranged ballots were placed in the booth just before the voter who complained had entered the booth. "We were aware that someone tried to place prearranged preferential ballots," Ms Darling told the newspaper. "Hence we checked the booths regularly to prevent such malpractices".

Balasingham, who is also known as Bhaskaran, strongly rejected that he in any way was involved in rigging. "I am not aware of this. Some of my enemies may have done this to hurt me," he said when questioned by Dagsavisen. However, moderate Tamils in Norway who canvassed for parties like Socialist Left, said it was ridiculous to say enemies had rigged votes in favour of Balasingham. "The rigging by the LTTE has made the entire Tamil community lepers in the eyes of Norwegians," a leading Tamil professional in Oslo said. "This also proves once again that LTTE has no respect whatsoever for democracy. In addition Balasingham was the only candidate who provided transport to the voters which is not a practice in Norway.

இலங்கைத் தமிழ் அகதிகளின் குழந்தைகளுக்கு, தமிழக கல்விக் கூடங்களில் வழங்கி வந்த இட ஒதுக்கீட்டை ரத்து செய்ததை எதிர்த்து ஜனதாக் கட்சித் தலைவர் சுப்ரமணியம் சுவாமி தாக்கல் செய்த மனு குறித்து விளக்கம் அளிக்குமாறு தமிழக அரசுக்கு சென்னை உயர் நீதிமன்றம் நோட்டீஸ் அனுப்பியுள்ளது.


இந்த வழக்கில் தானே நீதிமன்றத்தில் ஆஜராகிய சுப்ரமணியம் சுவாமி, இலங்கைத் தமிழ் அகதிகளின் குழந்தைகளுக்கு தமிழக கல்வி நிலையங்களில் தொடர்ந்து இட ஒதுக்கீடு வழங்கப்பட வேண்டும். அவர்களை படிக்க வைக்க வேண்டியது அரசின் கடமையாகும் என்றார்.

இதுதொடர்பாக 2 வாரங்களுக்குள் பதில் அளிக்குமாறு அரசுக்கு நோட்டீஸ் அனுப்ப தலைமை நீதிபதி சுபாஷன் ரெட்டி, நீதிபதி குலசேகரன் ஆகியோர் உத்தரவிட்டனர்.

இந்த சிறப்பு ஒதுக்கீட்டை அரசு சத்தமில்லாமல் ரத்து செய்துள்ளது.

Microsoft's internet service MSN has taken a major step in net safety which could sound the death knell for unsupervised chatrooms.
MSN are closing all their chatrooms in Europe, the Middle East, Latin America and most of Asia from 14 October, and changing how others are operated globally.

"As a responsible leader we feel it necessary to make these changes because online chat services are increasingly being misused," they said.

Children's charities welcomed the move as "momentous" and see it as a big step towards protecting young web users.

Abusive contact

MSN UK's Matt Whittingham told BBC News Online it was not a decision they had taken lightly.

"We have been concerned about chatrooms for a while and reached a stage where we were no longer prepared to put up with inappropriate communication," he said.

The only chat service available to MSN users in the UK will be the free instant messaging service, MSN Messenger, which is not so open and gives people more control over who they talk to.

Chatrooms on MSN's other global sites will either be supervised - or moderated - by an adult 24 hours a day, or will be on a credit card subscription-basis only.

It means no free, unmoderated chatrooms will exist anymore on any of MSN's global network of sites.

There has been growing concern among experts that the anonymity of net chat means young people and children are being targeted by adults disguising themselves as children.

"We have seen cases where under-16s have been approached by people pretending to be same age, but who are grown adults trying to solicit young people for abusive contact," Mr Whittingham explained.

He added although most messages in chatrooms were not inappropriate, a "small minority" had spoilt chat for people of all ages.

People have also been increasingly targeted by spammers posting hundreds of messages and inappropriate web addresses to chatrooms.

Many have been "mining" rooms for data, finding out users' e-mail addresses to build spam lists.

Instant control?

MSN has admitted some chatters may not be happy about the move.

"We regret responsible users will be affected by this move, but we looked at this very carefully and on balance to safeguard customer interests," said Mr Whittingham.

By only making instant messaging available, chatters will be to restrict and control who they talk to because they can only chat to people on their "buddy lists".

People need to ask permission to be a "buddy" and they need to know the user's e-mail address to make a request, which usually means most children only have "buddies" who they know outside the internet.

They will also continue to make MSN Messenger free to users.

Mr Whittingham said all net services offering chatrooms should continue to look at how they can safeguard everyone on the internet, ensuring young people and parents stick to common sense advice.

Young people should never give out personal information online and never arrange to meet someone you met online, in the real world.

ஆனாலும் அந்த அப்பாவி மனிதனை சில புறம்போக்குகள் இப்போது தேவையில்லாத சிக்கலுக்;குள் மாட்டி விட்டுள்ளார்கள். போலிக்கௌரவம் எள்ளளவும் தேவையில்லாத அந்தப் பண்டிதர் ஒரு பசு. இப்போது பன்றியோடு சேர்ந்த பசு என்ற நிலை அவருக்கு ஏற்பட்டு, அவரையும் போலிக்கௌரவம் என்ற விசச்சுழலில் சிக்கவைத்துவிட்டது. போகட்டும்....

ஆனால் அந்த விழாவில் உலகப் பல்கலைக்கழகம் என்ற அமைப்பின் விருதைப் பற்றி சிலரால் முன் வைக்கப்பட்ட கருத்துக்களையே நான் இங்கே மறுதலிக்க விரும்புகிறேன்
