அமெரிக்காவில் இருந்து வெளிவரும் சிக்காக்கோ றைபியூன் (Chicago Tribune) எனும் மிகவும் பிரபல்யமான பத்திரிகை நேற்றைய (07.01.05) தனது இதழில், நிவாரணப் பணிகளில் விடுதலைப் புலிகளின் நிர்வாகத் திறமையினை மிகவும் விபரமாக விபரித்தது மட்டுமன்றி, அப் பிரதேசம் ஒரு தனிநாடு போன்றே காட்சியளிப்பதகாவும் செய்தி வெளியிட்டுள்ளது.

அப் பத்திரிகையின் சர்வதேச நிருபரான கிம் பாக்கர் என்பவர் இக் கட்டுரையினை கிளிநொச்சியில் இருந்து எழுதியுள்ளார்.

இதேபோன்று, விடுதலைப் புலிகளின் நிர்வாகக் கட்டமைப்பினை வியந்தும் பாராட்டியும் ஓர் செய்தியினை கடந்த சில தினங்களுக்கு முன்னர் வோஷிங்க்ரன் ரைம்ஸ் பத்திரிகையில் A.P ஊடக நிருபர் ஆதர் மக்ஸ் என்பவர் எழுதியிருந்ததும்ää சிறிலங்கா தலைநகர் கொழும்பில் இருந்து வெளிவரும் டெய்லி மிரர் எனும் ஆங்கில பத்திரிகை தனது ஆசிரியர் தலையங்கத்தில் சுட்டிக்காட்டியிருந்ததும் இங்கு குறிப்பிடத்தக்கது.

அச் செய்தியில் அவர் தெரிவித்த விபரங்கள் வருமாறு:

விடுதலைப் புலிகளின் ஒழுக்கமும், கட்டுப்பாடும் வீரமும் உலகம் அறிந்தது. இதனால் கடந்த இரண்டு தசாப்தங்களாக நடைபெற்ற ஈழப்போரில் இருந்து கிடைக்கப்பெற்ற பல அனுபவங்கள், இன்று கடற்புவி நடுக்க ஆழிப்பேரலையின் கொடூரத்தினால் பாதிக்கப்பட்ட தமிழீழ பிரதேசங்களில் புலிகளால் மேற்கொள்ளப்படும் நிவாரணப் பணிகளில் பிரதிபலிப்பதனை காணலாம்.

இந் நிவாரண பணிகள் விடுதலைப் புலிகளால் நன்கு திட்டமிடப்பட்டும் மிகவும் சிறந்த முறையிலும் நடைமுறைப்படுத்தப்பட்டும் வருகின்றது. அவர்களின் கட்டுப்பாட்டுப் பகுதிகளுக்கு சென்று நிவாரணப் பணிகளை மேற்கொண்ட பிறநாட்டவர்கள் கருத்து தெரிவிக்கையில், போதுமான அளவு நிவாரணப் பொருட்கள் இல்லாதிருப்பினும் விடுதலைப் புலிகள் தங்களிடம் உள்ளவற்றினை நியாயமான முறையில் பகிர்ந்தளிக்கும் விதத்தினையும் அவர்களது நிர்வாகத் திறமைகளையும் வியந்தும் பாராட்டியும் உள்ளனர்.

அரசியல் காரணங்களினால் ஆழிப்பேரலையின் அனர்த்தம் ஏற்பட்டதில் இருந்து இரண்டு நாட்களுக்கு சிறிலங்கா அரசாங்கம் எந்தவித நிவாரண நடவடிக்கைகளையும் தமிழர் பகுதிகளில் மேற்கொள்ள முயற்சிக்கவில்லை. தங்களால் எந்தவொரு உதவிகளையும் விரைவாக தமிழர் பிரதேசங்களுக்கு வழங்க முடியவில்லை என்பதனை சிறிலங்கா அரசின் நிவாரணப் பணிகளுக்கு பொறுப்பானவரான நிரஞ்சன் டி சொய்சா ஒப்புக்கொண்டதும் இங்கு குறிப்பிடத்தக்கது.

இவ்வாறான குறைகளை எதிர்வரும் காலங்களில் தவிர்க்க, தற்போது புலிகளுடனான சந்திப்புக்களை மேற்கொண்டும், அவர்களுடன் இணைந்து நிவாரணப் பணிகளை கண்காணித்தும், பொருட்களை விநியோகித்தும் வருவதாக சிறிலங்கா அரச அதிகாரிகள் தெரிவித்துள்ளனர்.

தென்னிலங்கையில் அமெரிக்கää இங்கிலாந்து மற்றும் இந்திய படையினர் நிவாரணப் பொருட்களை விநியோகித்தும், காணாமல் போனவர்களையும், இறந்தவர்களின் உடல்களையும் கண்டுபிடிக்கும் முயற்சியிலும்ää உடைந்த பாலங்களை மீளக்கட்டுவதிலும், வீதிகளை சீரமைப்பதிலும் ஈடுபட்டு வருகின்றனர். ஆனால், இப்படியான எந்தவொரு நிவாரணப் பணிகளையும் தமிழர் பிரதேசங்களில் காணமுடியவில்லை.

ஆழிப்பேரலை தமிழீழத்தை தாக்கிய சில நிமிடங்களிலேயே தமிழர் புனர்வாழ்வுக் கழகத்தினரையும், விடுதலைப் புலிகளையும் கடற்கரையோரங்களிலும் பாதிக்கப்பட்ட இடங்களிலும் காணக்கூடியதாக இருந்தது.

சில மணிநேரத்திலேயே விடுதலைப் புலிகள் பல அகதிமுகாம்களை ஏற்படுத்தியது மட்டுமன்றிää தற்போது அவர்கள் பாதிக்கப்பட்ட பல வீதிகளை சீரமைத்தும், நிலைமையினை கட்டுப்பாட்டுக்குள்ளும் வைத்திருக்கின்றனர்.

மிகவும் குறுகிய நேரத்திலேயே தற்காலிக மருத்துவ முகாம்கள் ஏற்படுத்தப்பட்டு தேவையான மருத்துவ வசதிகளும் விநியோகிக்கப்பட்டன. காயப்பட்டவர்களின் நிலைமைக்கு ஏற்ப தரம் பிரித்து, உடனுக்குடன் அவர்களுக்கு சிகிச்சை அளித்தது மட்டுமன்றி, அவர்களை வைத்தியசாலைகளுக்கும் அனுப்பி வைத்தனர். ஒரே கிராமத்தில் இருந்து தப்பியவர்கள் அனைவரையும் ஒரே அகதிமுகாம்களில் தங்குவதற்கான ஒழுங்குகளையும் செய்து கொடுத்திருந்தனர்.

தென்னிலங்கையில் இடம்பெற்றது போன்று அன்றைய தினம், விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பகுதிகளில் எந்தவொரு திருட்டு வேலைகளும் இடம்பெற்றதனை காணமுடியவில்லை. அதுபோலவே, வீதிகளில் நிவாரணப் பொருட்களுடன் வண்டிகள் வரும் போது, அப்; பிரதேச மக்கள் அவ் வண்டிகளின் பின்னால் நிவாரணப் பொருட்களை பெறும் பொருட்டு ஓடுவதையோ, அல்லது அம் மக்கள் உணவிற்காக கையேந்தி நிற்பதனையோ காணமுடியவில்லை.

<b>Rebel group uses its discipline, organization to help survivors</b>

KILINOCHCHI, Sri Lanka -- The Tamil Tigers are best known for recruiting suicide bombers and teenage soldiers who prefer death by cyanide to capture. They are known for their discipline.

Now the rebel group has turned its military skills from a decades-long civil war toward tsunami relief. The Tigers, or the Liberation Tigers of Tamil Eelam, control the northeast coastline where at least 4,300 people perished Dec. 26. They have long fought for a Tamil homeland here. They want their tsunami relief efforts to prove they can run their own country and take care of their own people better than the Sri Lankan government.

"For political reasons, the government has not responded immediately," said Dayamaster, the Tigers' spokesman, who like many Tamils uses only one name. "They have not acted immediately. They did not send any relief supplies for two days."

The political situation in northeast Sri Lanka shows how something as obvious as helping tsunami victims can become murky and complicated. In other parts of the country, the U.S. Marines, the British army and the Indian air force have delivered aid and searched the rubble. Foreign troops eventually will help remove heavy debris and rebuild bridges.

Not so in the Tigers' area. Several countries, including the U.S., India and Britain, have outlawed the Tigers or designated them a terrorist group.

The Sri Lankan government acknowledges that it might have been slow at first in sending relief to the Tigers' areas. But officials say they are meeting with Tigers officials and trying to ensure aid is delivered, a level of cooperation not seen since the civil war began. The government is also monitoring its representatives in the Tigers' areas--not done in the beginning of the crisis--to make sure they pass along the aid to the people who need it.

More than 500 truckloads of food and medicine have been sent since Dec. 30, government officials said.

"Yes, initially we struggled a bit, no doubt about it," said Niranjan de Soysa, the spokesman for the Center for National Operations.

The devastation in the northeast was brutal. Fishing villages were destroyed. The Tigers have already prepared two CDs--one of photographs, called "Tidal Wave Disaster in the Northeast," the other a short film with moody music, called "Nature's Fury and the Human Tragedy."

Such titles do not say enough. Bodies were piled into trucks, laid out on floors, tagged and numbered. They were buried in mass graves as people wailed nearby.

It is much like the devastation in other hard-hit parts of Sri Lanka, where about 30,000 people died. But here, it is different, complicated by war. Magilvagavan Sinnaijaha lost his daughter in an attack on an army camp in 1997. In the tsunami, he lost his wife, another daughter and three grandchildren.

This area seems like another country. Even the time zone is different from the rest of Sri Lanka. Signs warn of mines and explosives. The people here are poorer than in the rest of Sri Lanka and are cut off from the world.

Different kind of war

For more than 20 years, the Tigers have fought for Tamil independence, claiming oppression from the Sinhalese-dominated government. Almost three years ago, the two sides declared a truce, but last year the pact started to unravel.

Since the tsunami last week, the Tamil Tigers and the Sri Lankan government have started a new kind of war, not with weapons, but with words. The government says that it is trying to treat everyone the same. The Tamil Tigers say they are receiving less aid but are distributing it better.

With the precision that comes from a militant regime, the Tamil Tigers have set up organized relief camps, cleared several roads and established a sense of order. Unlike in the south, no one is looting here. No one is standing on the sides of roads, rushing toward any truck that stops, begging for food.

"Whatever the [Tigers] did during the war, they did for the tsunami," said Dr. P. Judyramesh Jeyakumar, head of surgery and mental health at the tiny Kilinochchi District Hospital. "They were organized. They set up field hospitals. They did triage. They sent people here with IVs and bandages."

When the tsunami hit, the Tamil Tigers and the related Tamil Rehabilitation Organization divided into teams and rushed to the beach.

Some tended to the injured, and some recovered the dead. Others set up refugee centers in schools and homes. Survivors from a single village were taken to the same camp.

"They picked us up and carried us to a safe place," said Kabil Frances, 12, who climbed a tree during the tsunami. "They gave us clothes. They gave us tea and biscuits on the ride."

The injured were taken to field hospitals, where medical teams treated the worst injuries. Medics tied strings around victims' wrists--red for serious injuries, yellow for moderate and green for light--before shipping them to the hospital.

Maran, a Tigers relief camp official, said the aid has been organized, but more help was needed from the government. "Particularly with women, the tsunami has totally swept away their belongings," Maran said. "Most of them were left naked. We still need women's clothing, sanitary napkins, underwear."

When de Soysa learned what the Tigers said they lack, he took notes and promised to look into sending what was needed.

"We are placing a great deal of emphasis to make sure that the [Tigers'] areas are treated fairly," he said.

Unlike foreign militaries, foreign aid workers have been welcomed into the region. Foreign workers in truck convoys praised the Tigers for efficiency but said more relief was needed.

Blamed for fire

There have been problems. The Sri Lankan army accused the Tamil Tigers of setting fire to a refugee center near Jaffna, a Tamil stronghold, allegedly because the refugees had accepted food and clothing from the army. Tigers spokesman Dayamaster denied this.

The Tigers control everything in their area. There is a Tamil Tigers palm plantation, a Tamil Tigers salt factory and a Tamil Tigers radio station, which usually plays some music but since Dec. 26 has been all tsunami, all the time.

On Monday, a radio announcer complained about a lack of supplies, including medicine and food. A woman asked whether anyone had found her identification card. Others announced people who had died.

Many people see this tsunami as a chance for peace, a kind of disaster detente. Banners at Sri Lankan army checkpoints, guarding the border between government and Tigers' areas, proclaim, "2005 is the year of peace."

"We have learned there is a more powerful force than man--nature and the tsunami," said Jeyakumar, the physician. "After this disaster, everything is changed. Now there is a chance for peace. We want a permanent one."

<b>US military presence will not affect Peace Process - Colin Powell</b>

Pledging USD 25 million for immediate relief and reconstruction of Sri Lanka, US Secretaryof State Colin Powell said in a press briefing held at the runway at the Bandaranayake Memorial Airport, Katunayake Colombo, that US military presence will not affect the ongoing peace process. Responding to a question about how long the US military would stay, he said they would remain long as it is required by the Sri lankan government and would ensure that the reconstruction and rehabilitation work is complete.

Mr Powell toured tsunami ravaged Southern harbour city Galle where US marines are stationed and was on his way to Nairobi when he talked to the reporters for 10 minutes at 4.45 pm.

Of the 25 million $4m will be used for immediate humanitarian needs and a further $10m will be utilized for temporary housing. US has promised similar amounts for twelve other countries, Mr Powell said.

Responding to a question on how the US presence will affect the peace process in Sri Lanka, Mr Powell said: ''Our military presence is strictly for humanitarian and rehabilitation purposes only. Matters related to the peace process needs to be resolved between the two affected parties with the help of Norwegian friends. We hope that all Sri Lanka would come together during this crisis and work together. This we hope would lead to resolution of political issues related to peace process.''

Mr Powell did not elaborate on how the US troops would be employed in rehabilitation and humanitarian work.

Mr Powell said that the U.S received request for help from Sri Lanka's President and Foreign Minister within 48 hours of the disaster. He added that U.S will continue to assess the situation throughout the tsunami affected region and react appropriately.

Excerpts from the press briefing follow:

Question: How do you see the relief effort developing?

Mr. Powell: We are going to provide support working with the international community. American USAID personnel are hard at work delivering food assistance, medical assistance, providing shelter. We are going to do more. 4 million dollars of goods are being distributed now another 10 million dollars is going to be spent on employment program that will employ Sri Lankans in the clean up and reconstruction effort and start the economy going again in those parts of the country that were hit hardest.

Another 10 million dollars will be going to Sri Lanka for the purpose of constructing temporary housing in order to getting people out of from under plastic sheeting into temporary housing until such time as permanent housing can be made available.

Total US contribution is roughly 25 million dollars or so and I expect it will go up in the days ahead as we get a better understanding of the needs of the Sri Lankan people.

The President and I also talked about the program called the millennium challenge account which is a new initiative of president Bush where we help developing nations that are committed to democracy build their infrastructure.

The international community has mobilized in a way that I have never seen before to help the effected people to rebuild their houses, school sand business and above all rebuild their lives.

We will be here for a long period of time by the simple fact that our embassies are here our USAID missions are here, US military forces are in the region. <b>I can't tell you how long they will stay</b>, there are other missions that have to be performed in due course. <b>Our marines will be arriving in greater strength tomorrow</b>. We expect engineering unit and some medical personnel will be coming ashore in a next couple of days. But I cannot tell you how long those units will be here. But in terms of recovery effort the principle agent responsible for the recovery effort is the Sri Lankan government and as long as it takes them to restore infrastructure and reconstruct their society the United States will be here with them. But the numbers will vary in accordance with the need.

Question: Did you have any contacts with the LTTE?

Mr. Powell: I haven't had any contacts with them. The reports I receive from the government suggest that aid is going into the northern part of the country,

Marines for the most part I think will be, I don't have the details of their plan, but will be working for the most part in the southern part of the country. <b>They will go to other parts of the country for medial purposes and up to the north to restore capacities of one of the hospitals. And I will leave to the military commander to make judgments as to how best to deploy the forces that he will have available to him.</b>

Question: What do you think the US role will be in Sri Lanka's Peace Process?

Mr. Powell: As you know we have always tried to pay a helpful role working with our Norwegian colleagues. My deputy secretary Mr. Armitage has been deeply involved in the process.

I don't think our military presence in anyway shapes or affects political situation.

Ultimately the problem has to be solved between the parties concerned. United States military presence is strictly for humanitarian purposes and not in any way to influence political outcome one way or the other.

We are hopeful however that if all Sri Lankans come together to deal with this common catastrophe, this common crisis, and work with each other and cooperate with each other and cooperate with each, then perhaps that spirit of cooperation can be elevated and extended into the political dialogue and find a way forward to a political solution to this long standing crisis between government and the LTTE.

<b>Tensions flare in quake countries </b>

US Secretary of State Colin Powell met survivors in southern Sri Lanka
Fresh tensions between government and rebels in the two countries worst hit by the tsunami disaster threaten to undermine aid efforts.
In Sri Lanka, the Tamil Tigers have warned of serious consequences if government soldiers are not withdrawn from welfare camps.

They also continue to complain that little aid has been sent to rebel areas, despite government denials.

In Indonesia the government and rebels have accused each other of attacks.

The authorities say that separatist fighters in Aceh province are exploiting the tsunami disaster and have provoked skirmishes with Indonesian soldiers.

The Free Aceh Movement, or GAM, has made similar accusations about government troops.

More than 140,000 people across the Indian Ocean region died in the tsunami disaster, and millions more are homeless.

On Thursday the UN called for donor nations to convert $1bn of the pledges of aid - which now total about $4bn - into hard cash for immediate relief operations.

US Secretary of State Colin Powell, who visited Sri Lanka's badly-hit southern town of Galle on Friday, has expressed hope that the "spirit of co-operation" in the aftermath of the tsunami would create new opportunities to resolve the long-running conflict between the government and the Tamil Tigers.

But the BBC's Frances Harrison says the disaster now looks likely to exacerbate ethnic grievances in Sri Lanka rather than help overcome them.

One rebel official warned there would be trouble if troops were permanently stationed in welfare camps.

a spokesman for the UN refugee agency (UNHCR) has told the BBC civilian camps should be best managed by civilians.

"The military is a wrong tool to manage these camps," said the UNHCR co-ordinator in Sri Lanka Neill Wright.

"The military has no ability to differentiate between the use of guns in a combat situation and in dealing with civilian trouble."

The tsunami swamped Sri Lanka's southern and eastern coastlines when it struck on 26 December.

Mr Powell toured southern areas by helicopter, making a stop in Galle, where US marines are to be based for relief operations. He then flew to Colombo for talks with President Chandrika Kumaratunga.

Speaking to reporters before leaving Sri Lanka, he insisted the presence of US marines in the south of the country was strictly for humanitarian purposes, and said disputes between government and the rebels were for them to sort out.

UN Secretary of State Kofi Annan is due to arrive in Sri Lanka on Friday evening.

He will meet government leaders over the weekend and the Tamil Tigers say he has also accepted an invitation for talks in the north-east of the country with rebel leader Vellupillai Prabakharan.

Aceh tensions

In Indonesia, the country worst-hit by the tsunami, hopes are also fading that the disaster may pave the way for a solution to the long-running separatist conflict in Aceh province.

A ceasefire declared in the aftermath of the disaster has been strained by allegations of violence from both sides.

Indonesian soldiers say their relief work is being made difficult by sporadic clashes with separatists in Aceh.

In turn, the rebels have accused the military of using the disaster as a pretext for a renewed offensive, and have reported a number of casualties.

Neither allegation can be independently verified.

Concern about a possible flare-up in violence prompted the US to warn Indonesia that military equipment provided to deal with the disaster should not be diverted to use in the fight against rebels.

It is now feared that more than 100,000 people have died from the disaster in Indonesia.

Touring the area by helicopter on Friday, Mr Annan said the devastation there was the worst he had seen.

"I have never seen such utter destruction mile after mile," he said. "You wonder where are the people? What has happened to them?"

URGENT PLEA

WE HUMBLY URGE THE RIGHT HON. SECRETARY GENERAL TO VISIT TSUNAMI RAVAGED NORTHERN AND EASTERN PART OF SRI LANKA TOO

We learn from the media that you are planning to visit Sri Lanka this week. We kindly ask you to visit the ravaged areas of Northern and eastern part of Sri Lanka too.

The Northern and eastern part of Sri Lanka, which is predominantly Tamil was already ravaged by 20 yearlong war and destruction. The people in the area are among those who have the least chance to recover to normal life. The minimum of infrastructure and resources are in ruin now.

Relief and rehabilitation work in the area is hampered since the Government and Security forces do not show adequate interest in allowing enough aid to North and East of the country.

We humbly ask you to give attention also to these people in these particular areas, by visiting them in the worst affected of Emulative in the Northeast and Ampere in the East.

Your visit will generate more attention to these people who are suffering from discriminatory approach from the governmental authorities. In the contrary, we fear, your negligence will send a wrong signal, and lead to more discrimination from the concerned authorities.
