Amparai TULF calls for Sangaree's resignation

At a special meeting of the Amparai district Tamil United Liberation Front (TULF), main constituent of the Tamil National Alliance held Sunday it was unanimously decided to call Mr.V.Ananadasangaree to step down from the post of presidentship or face expulsion, TULF sources said.

Delegates of the TULF in the Amparai district from village, divisional and district level branches numbering about 497 participated at the special conference held at the Alayadivembu Cultural Hall with the President of the Thirukovil Pradesya Sabah Mr.S. Arasaretnam in the chair.

Amparai district Tamil National Alliance parliamentarian Mr. A.Chandra Nehru attended the meeting as the special guest.

Amparai district TULF organizer Mr.S.Sivagnanamoorthy gave the keynote address.

Grass root level organizers of the TULF in the district expressed their opinion in one voice that Mr.Anandasangaree should step down from the post of President of the TULF. He should be sacked if he fails to do so, the organizers said.

The following decisions unanimously adopted at the conference:


We reject any opinion against the mandate given by the Tamil people at the last general election that the Liberation Tigers of Tamil Eelam is the sole representative of the Tamils. We condemn the statement made by Mr.V.Ananadasangaree against the mandate
We call upon Mr.Anandasangaree to resign from the post of presidentship of the party forthwith.
We call upon the TULF Secretary General to summon the party’s central working committee and general council and to expel Mr.Anandasangaree if he failed to resign the post of president.
Already Batticaloa and Trincomalee TULF district branches have decided against Mr.Anandasangaree continuing as the President of the TULF in view of the statement he made against the mandate given by Tamils at the last general election, sources said.

கிளிநொச்சி ஏ9 வீதியில் பயணம் செய்த வீதி அதிகாரசபைக்குச் சொந்தமான வாகனம் ஒன்றில் இருந்து ரி56 ரக துப்பாக்கி கைப்பற்றப்பட்ட சம்பவம் தொடர்பாக மேலும் இரு சந்தேக நபர்களை கைது செய்து ஆஜர்படுத்துமாறு கிளிநொச்சியிலுள்ள தமிழீழ மாவட்ட நீதிமன்றம் உத்தரவிட்டுள்ளது.

கடந்த வெள்ளிக்கிழமை துப்பாக்கி கைப்பற்றப்பட்டதையடுத்து வாகனத்தில் பயணம் செய்த மூவர் கைது செய்யப்பட்டிருந்தனர். கைது செய்யப்பட்டவர்களில் ஒருவர் தமிழீழ காவல்துறையினரால் விசாரணை செய்யப்பட்டபோது தப்பியோடிவிட்டார்.

தப்பி ஓடிய நபரையும் மற்றொரு சந்தேக நபரையுமே கைது செய்யுமாறு உத்தரவிடப்பட்டுள்ளது.

கடந்த வெள்ளிக்கிழமை ஏ9 வீதியால் பயணம் செய்த வீதி அதிகாரசபைக்குச் சொந்தமான "டிப்பர்' வாகனம் ஒன்றை சந்தேகத்தின் பேரில் தமிழீழ காவல் துறையினர் சோதனையிட்டபோது சாரதியின் இருக்கையின் கீழ் பகுதியில் வெள்ளை நிற உரப்பையினுள் மறைத்து வைக்கப்பட்டிருந்த ரி56ரக துப்பாக்கி மீட்கப்பட்டது.

இதனையடுத்து இந்த வாகனத்தில் பயணம் செய்த 3 சந்தேகநபர்கள் கைது செய்யப்பட்டிருந்தனர்.

மாத்தறையைச் சேர்ந்த சனத்தசேவத்த சயித் கேமந்த, தங்காலையைச் சேர்ந்த உடுமலகெவ கனத்தகே தியல், குமரபுரம் பரந்தன் கிளிநொச்சியைச் சேர்ந்த ஜெகநாதன் சுதா ஆகிய மூவருமே கைது செய்யப்பட்டிருந்தனர்.

கைது செய்யப்பட மூவரும் விசாரணைக்காக தடுத்து வைக்கப்பட்டிருந்த வேளையில் 3 ஆம் சந்தேக நபரான சுதா தப்பி ஓடியுள்ளார்.

கைது செய்யப்பட்ட இரு சிங்களவர்களையும் விசாரணைக்கு உட்படுத்தியதில் இருந்து கைப்பற்றப்பட்ட துப்பாக்கி பூநகரி பரந்தன் வீதியில் வைத்து நான்காவது சந்தேக நபரிடம் கொள்வனவு செய்யப்பட்டமை தெரியவந்துள்ளது.

1 ஆம் 2 ஆம் சந்தேகநபர்கள், 3 ஆம் சந்தேக நபரையும் அழைத்துச் சென்று பூநகரி பரந்தன் வீதியில் காட்டுக்குள் இருந்து துவிச்சக்கர வண்டியில் வந்த 4 ஆவது சந்தேக நபரிடம் துப்பாக்கியை கொள்வனவு செய்துள்ளமை தெரியவந்துள்ளது.

விசாரணைக்குட்படுத்தப்பட்ட இரு சந்தேக நபர்களும் கிளிநொச்சி தமிழீழ மாவட்ட நீதிமன்றத்தில் காவல் துறையினரால் முன்னிறுத்தப்பட்டதையடுத்து இருவரையும் இம் மாதம் 21 ஆம் திகதிவரை தடுப்புக்காவலில் வைக்குமாறு உத்தரவிடப்பட்டுள்ளதுடன் 3 ஆம், 4 ஆம் சந்தேகநபர்களை கைது செய்யுமாறும் பணிப்புரை விடுக்கப்பட்டுள்ளது.

STATEMENT FROM THE OFFICE OF THE PRESIDENT

By virtue of the powers vested in the President under the Constitution of the Republic of Sri Lanka, President Chandrika Bandaranaike Kumaratunga has removed the under mentioned Cabinet Ministers from office.

They are;

1.Minister of Defence
2.Minister of Interior
3.Minister of Mass Communication

In the letters of removal, the reasons for taking this action in the national interest, have been stated.

These Ministers will continue to hold the several other posts they hold at present.

This step has been taken after careful consideration, in order to prevent further deterioration of the security situation in the country. The reasons for this action will be made known to the public in due course.

<span style='font-size:22pt;line-height:100%'>STATEMENT BY THE GOVERNMENT OF SRI LANKA</span>


The Government of Sri Lanka has received the proposal submitted by the Liberation Tigers of Tamil Eelam (LTTE) to the Ambassador of Norway on 31st October 2003.

This document outlines the LTTE's vision regarding the framework for a political solution to the conflict. It differs in fundamental respects from the proposals submitted by the Government of Sri Lanka. Both documents contain proposals in respect of which no agreement has been reached so far.

While the disparities between the positions of the parties are evident, the Government is convinced that the way forward lies through direct discussion of the issues arising from both sets of proposals.

The Government of Sri Lanka reiterates its firm commitment to a negotiated settlement and is convinced that it is not in the interest of either party to resume hostilities. The current ceasefire has held for almost two years and has brought relief and tranquility, with a variety of accompanying benefits, to the country. It is our earnest desire that all aspects of the peace dividend should be shared equally by the people of the North and East and the South.

The negotiations that were held between the parties over a period of seven months until the suspension of talks in April this year resulted in agreement regarding a series of core principles representing the foundation of a just and viable political settlement. Pre-eminent among the documents which articulated these principles was the Oslo Declaration of December 2002. The international community gave emphatic support to the peace process and consistently emphasized the principle of partnership.

More recently, the Prime Ministers of Sri Lanka and India, in the joint communique issued in New Delhi at the end of the official visit by Prime Minister Ranil Wickremesinghe to India in October 2003, made a definitive statement about the parameters within which a negotiated political solution should be arrived at.

It is the conviction of the Government of Sri Lanka that the challenge at present is to consolidate and build upon the gains accruing to the country from the process so far and to direct its future course to reach a sustainable settlement.

Human rights, democracy, pluralism and genuine power sharing constitute, in our view, the basic values underpinning a negotiated settlement. We regard these values as essential and indispensable in the context of an interim structure and indeed with regard to the peace process culminating in a final accord. The Government is committed to pursuing negotiations in keeping with the principles reflected in the documents referred to above.

Accordingly, the Government will request the Royal Norwegian Government, in its capacity as facilitator, to arrange an initial meeting in late November or early December to address a range of preliminary matters in order to pave the way for the resumption of substantive talks very early in the New Year.

The Government's approach to these talks is one of principled negotiation directed towards the establishment of common ground in respect of significantly divergent positions.

A copy of the LTTE's proposals received by the Government from the Ambassador of Norway in the evening of Friday 31 October, will be made available by the Hon. Prime Minister to Her Excellency the President.

A further copy will be given by the Hon. Prime Minister to the Hon. Rauf Hakeem to enable formulation of the Muslim response to these proposals in due course.

Copies will also be made available officially to leaders of political parties.
