Tamil Tigers suspend peace talks

Sri Lanka's Tamil Tiger rebels have announced they are suspending peace talks with the Colombo government due to their "displeasure" at the handling of some critical issues.
The Liberation Tigers of Tamil Eelam (LTTE) said it was committed to a settlement to the two-decade conflict, but that progress had to be made on the ground before the settlement proceeded.

The demand was made in a letter to Prime Minister Ranil Wickremesinghe.

"Expressing deep displeasure over certain critical issues relating to the ongoing peace process, the LTTE leadership on Monday informed the Sri Lankan Government it had decided to suspend its participation in the negotiations for the time being," a Tiger statement reportedly said.

The Tiger's decision would affect the seventh round of peace talks due to open in Thailand on 29 April.

Correspondents say it is the most serious setback since the peace process started more than a year ago

Sri Lanka's Tamil Tiger rebels Monday announced they were suspending peace talks with the Colombo government.

The Liberation Tigers of Tamil Eelam (LTTE) rebels in a four-page letter to Prime Minister Ranil Wickremesinghe said they would not attend a crucial meeting that Japan is hosting in June to drum up international support for the island's peace bid.

"In accordance with the decision of our leadership, I am advised to bring to your urgent attention the deep displeasure and dismay of our organisation on some critical issues relating to the on-going peace process," the LTTE's chief negotiator, Anton Balasingham said.

The LTTE's decision would affect the seventh round of peace talks due to open in Thailand on April 29.

[face=Times New Roman]COLOMBO, Sri Lanka (AP) -- Sri Lankan President Chandrika Kumaratunga has ordered an immediate increase in security in Sri Lanka hours after Tamil Tiger rebels suspended peace talks with the government in a blow to hopes of ending the 19-year insurgency.

Kumaratunga, who is the commander-in-chief of the armed forces, held an overnight meeting with the army, navy and air force chiefs to discuss the security situation in the country after the rebels' announcement on Monday.

"The President directed them to reintroduce immediately the security measures that were set up in 1995 to ensure the security and safety of the people," a statement from the president's office said.

In 1995, earlier peace talks failed after a 100-day cease-fire and the rebels attacked Sri Lanka's navy, which was taken off-guard. Kumaratunga had then ordered roadblocks around the country. However, there were no immediate signs of boosted security on the streets Tuesday.

The rebels, who fought for 19 years for a separate homeland for Sri Lanka's minority Tamils, signed a Norwegian-brokered cease-fire with the government last February and have since agreed to accept greater autonomy instead of full independence. A seventh round of peace talks had been scheduled in Thailand next week.

But in a letter Monday to Prime Minister Ranil Wickremesinghe, the rebels said they were temporarily suspending peace talks because the government had failed to fully implement the truce agreement.

They accused the government of not doing enough to allow hundreds of thousands of displaced people, mostly Tamils, to return home and lack of efforts to revive economy in the northeast, where most of the war was fought.

The Tigers, however, said they were still committed to a negotiated settlement and gave no indication they would restart hostilities -- which have killed nearly 65,000 people since the insurgency began in 1983.

Either party is required to give 14 days notice if they are to withdraw from the cease-fire agreement.

'Deep displeasure'
Kumaratunga expressed "deep displeasure," at the rebels' decision and described their reasons for suspension as "feeble," the statement said.

"The president is hopeful better sense would prevail and that the peace talks would recommence and a lasting solution that ensures the rights of all our peoples would soon be reached," said the statement.

Kumaratunga's administration was forced into opposition after Wickremesinghe's party won a 2001 parliamentary election pledging to end the civil war through negotiations. Kumaratunga was elected separately as president.

Kumaratunga has at times been critical of the peace process, saying Wickremesinghe's administration has made too many concessions to the rebels. There was no immediate response from Wickremesinghe on the rebels' pull-out from the peace talks.
