CHENNAI, MAY 28: I'm quite comfortable with Mrs.Sonia Gandhi and am indeed touched by her extreme courtesy, MDMK leader Vaiko told The Indian Express in an exclusive interview on Friday.

He was confident that neither the known antipathy of the Congress towards the LTTE nor his own close association with former prime minister Vajpayee would stand in the way of an enduring relationship. We've come together for a common cause, that of secularism. There's a perfect understanding of where the other party stands on various issues. I see no reason why there should be any hitch over any problem, he maintained.



On his vibes with the Congress president, he sounded almost euphoric. He claimed, Oh, its all fine. Absolutely no problem. I've met her three or four times during the government-making process. When the issue of reservation for women came up and I was vehement while shooting down down the objections raised by some constituents of the UPA, Sonia warmly appreciated it.

He claimed that when he stuck to his position that his party would join the UPA government, PM Manmohan Singh profusely complimented him, saying, You're an idealist. Explaining the rationale behind the decision to keep out of the government, Vaiko noted that even in 1989, he had argued against the DMK joining the V.P.Singh-led National Front government. At the time he was still with the DMK, he broke away only in 1993.

You see, the regional parties have their own identities, their own compulsions...if you become part of a coalition government, you have to make a lot of compromises that could hurt your situation locally. We cant afford to do that... I too underwent a similar crisis when we were forced to support POTA as part of the NDA, much against our wish ... I dont want to be faced with a similar dilemma again, he said.

He also said that he did not think that Human Resources Development Minister Arjun Singh had any ulterior motive in seeking an extension of the term of the Multi Disciplinary Monitoring Agency probing the Rajiv assassination. The Congress leaders have time and again made it clear that the DMK is no more a suspect in their eyes and that it had been acquitted in the final report of the Jain Commission. So whats the big deal if the MDMA continues with its work? he wondered.

Asked whether he would urge the Centre to help kickstart the Sri Lankan peace process, he said it was for the External Affairs ministry to take necessary steps in the matter, but hastened to add, If anything that they do affects the interests of the Lankan Tamils, we would certainly object.

'No engagement with LTTE'

COLOMBO, MAY 25. India said today that it was willing to carry out reconstruction work in the "uncleared areas" of Sri Lanka, which are under the control of the Liberation Tigers of Tamil Eelam (LTTE), but asserted that it would not have any engagement with the Tigers.

India "would be happy to carry out reconstruction in the uncleared areas if we are welcome there," New Delhi's envoy in Colombo, Nirupam Sen, said here.

Elaborating on his observation, made at a function organised by the Indian Cultural Centre, Mr. Sen told journalists subsequently that "it is not necessary for the Government of India to talk to the LTTE," which was banned for a further two-year period last week.

India's assistance would be based on the requirements of the Sri Lankan Government, he said and saw a role for the private and public sectors in the reconstruction of the north-east as a part of its ongoing support to the people of the island-nation. While New Delhi's ban expressly prohibits Indian public servants from interacting with the Tigers, the status of Indian corporate entities with overseas operations remains untested.

The LTTE-controlled areas in Sri Lanka include parts of Vavuniya, Kilinochchi, Mullaittivu, Mannar and the Jaffna Peninsula in the north and parts of the three eastern districts — Trincomalee, Batticaloa and Amparai.

The LTTE, which has its own administrative apparatus in areas under its control, insists that all development work be channelled through its divisions. One of the reasons for the collapse of the peace talks between the previous Sri Lankan Government and the LTTE was the access to development funds, with the latter wanting a direct route to the finances for reconstruction and rehabilitation of the north-east.

Earlier, handing over a gift of musical instruments to the Society for the Development of Traditional Arts, based in Jaffna's suburb, Nallur, Mr. Sen said the move was in the spirit of "solidarity with Sri Lanka" as enunciated by the new Indian Government's common minimum programme. Reiterating New Delhi's position on a peaceful settlement to the island's decades-long separatist struggle, Mr. Sen said the two countries would "continue to work together" in a spirit of solidarity.

இந்தியாவில் காங்கிரஸ் கட்சி தலைமையிலான ஜனநாயக முற்போக்கு முன்னணி அரசாங்கத்தினால் புதிய தேசிய பாதுகாப்பு ஆலோசகராக நியமிக்கப்பட்டிருக்கும் ஜிதேந்திரநாத் தீக்ர்pத், கொழும்பில் அவர் உயர்ஸ்தானிகராக பதவி வகித்த காலத்தில் இலங்கை இனநெருக்கடியைக் கையாண்ட விதத்தில் அவர் பெற்ற அனுபவங்கள் புதிய பதவியை அவர் எவ்வாறு கையாளப் போகின்றார் என்பது தொடர்பாக அரசியல் அவதானிகள் மத்தியில் ஐயுறவுகளை ஏற்படுத்தியிருக்கின்றன.

அதேசமயம், தென்னிலங்கையில் சிங்களவர்கள் மத்தியில் இலங்கையைப் பொறுத்தவரை சாதகமான முன்னேற்றம் ஏற்படுமென்ற கருத்துத் தோன்றியுள்ளது.

1980 களில் கொழும்பில் உயர்ஸ்தானிகராக தீக்ர்pத் பணியாற்றிய காலத்தில் இந்திய மேலாதிக்கத்தைத் திணிக்கும் விறாய்ப்புப் பேர் வழியாக அநேகமான இலங்கையரால் அவர் கருதப்பட்டார்.

இந்தியாவின் தூதுவராக இல்லாமல் 'ஏகாதிபத்திய இந்தியாவின்" வைசராயாக தீக்ர்pத் செயற்படுவதாக அச்சமயம் குற்றச்சாட்டுகள் தெரிவிக்கப்பட்டன.

1987 இல் இலங்கை - இந்திய உடன்படிக்கை கைச்சாத்திடப்படுவதற்கும் அவர் பலவந்தமாக செயற்பட்டாரென்ற உணர்வு சிங்களவர்கள், தமிழர்கள் மத்தியில் காணப்பட்டது.

ஆனால், 17 வருடங்கள் கடந்து விட்ட நிலையில், பாரிய மாற்றங்கள் ஏற்பட்டு விட்டன.

இலங்கை விவகாரத்தை அவர் கையாண்ட விதத்தில் ஏற்பட்ட அனுபவத்தைக் கொண்டு புதிய பதவியை அவர் எவ்வாறு கையாளப் போகின்றாரென்பது பற்றி அரசியல் அவதானிகள் மத்தியில் இரு வேறு விதமான அபிப்பிராயங்கள் காணப்படுகின்றன.

1980 களில் தீக்ர்pத்துடன் (68 வயது) நெருங்கிய தொடர்புகளைக் கொண்டிருந்தவரான தமிழ்த் தேசியக் கூட்டமைப்பு எம்.பி. ஆர்.சம்பந்தன் தீக்ர்pத் குறித்து கருத்துத் தெரிவிக்கையில், 'இலங்கைத் தமிழர்கள் குறித்தும் அவர்களின் அபிலாiர்கள் பற்றியும் ஆழ்ந்த புரிந்துணர்வை அவர் கொண்டிருக்கின்றார்" என்று குறிப்பிட்டார்.

அவருக்கு அளவு கடந்த அனுபவம் உண்டு. இந்தியப் பிரதமரின் பாதுகாப்பு ஆலோசகராக அவர் செயற்படுவதற்கு அந்தச் சிறந்த அனுபவம் பெரிதும் உதவுமென சம்பந்தன் கூறியுள்ளார்.

பாரதீய ஜனதா தலைமையிலான அரசாங்கத்தில் இருந்தவர்களைப் போலல்லாமல் காங்கிரஸ் தலைமையிலான புதிய அரசாங்கத்தில் இலங்கை நிலைவரத்தை நன்கு விளங்கிக் கொண்ட உயர் மட்டத் தலைவர்கள் இருப்பதாகவும் சம்பந்தன் தெரிவித்துள்ளார்.

மறைந்த பிரதமர் ராஜீவ்காந்தியின் தலைமைத்துவத்தின் கீழ் பணியாற்றிய தற்போதைய வெளிவிவகார அமைச்சர் நட்வார் சிங், நிதியமைச்சர் ப.சிதம்பரம் ஆகியோர் இலங்கை இனப்பிரச்சினைக்குத் தீர்வு காண இந்தியா முயற்சிகளை மேற்கொண்ட போது, மேற்கொண்ட பணிகளையும் சம்பந்தன் நினைவு கூர்ந்தார்.

ஆனால், தமிழர்கள் கொண்டிருக்கும் அபிப்பிராயத்திற்கு முற்றிலும் முரண்பட்டதாக சிங்களவர்கள் மத்தியில் தீக்ர்pத் தொடர்பான கருத்து தற்போது காணப்படுகின்றது.

1980 களில் இருந்த தீக்ர்pத்தாக இப்போது அவர் இருப்பாரென நான் நினைக்கவில்லை. அத்துடன், தேசிய பாதுகாப்பு ஆலோசகர் என்ற முறையில் எத்தகைய செல்வாக்கை அவர் செலுத்த முடியுமென்று எனக்குத் தெரியாது. ஆனால், விடுதலைப்புலிகளுக்கு எதிராக அவர் தொடர்ந்தும் செயற்படுவாரென்றே நான் நினைக்கின்றேன்.

இலங்கையைப் பொறுத்தவரை இது ஒரு சாதகமான அம்சமாக அமையுமென 'சண்டே ரைம்ஸ்" பத்திரிகை ஆசிரியர் சிங்க ரணதுங்க தெரிவித்திருக்கிறார்.

இலங்கை நிலைவரத்தைப் பொறுத்தவரை மிகவும் ஆழமான புரிந்துணர்வுடன் தனது புதிய பணியை தீக்ர்pத் மேற்கொள்வாரென முன்னாள் இலங்கைத் தூதுவர் கல்யாணந்த கொடகே தெரிவித்திருக்கிறார்.

பிரச்சினையின் சிக்கலை அவர் நன்கறிவார். அத்துடன், இப்பிரச்சினையில் சம்பந்தப்பட்ட முக்கியஸ்தர்களையும் அவர் நன்கறிவார். இது இலங்கையின் நிலைவரம் குறித்து சாதகமான மதிப்பீட்டை மேற்கொண்டு செயற்படுவதற்கு உதவுமெனவும் கொடகே கூறியுள்ளார்.

இலங்கை - இந்திய உறவுகளிலுள்ள பாதுகாப்பு சம்பந்தமான பரிமாணம் தொடர்பாக தீக்ர்pத் விளங்கிக் கொண்டவர். அமெரிக்க - இந்திய உறவுகளில் ஏற்பட்ட மாற்றத்தையும் அவர் ஏற்றுக் கொண்டவர். இந்தியாவுக்கும் அமெரிக்காவுக்கும் இடையிலான பொருளாதார மற்றும் கேந்திர முக்கியத்துவம் தொடர்பான நல்லுறவு இலங்கையைப் பொறுத்தவரை மிகவும் சாதகமான விடயம். தீக்ர்pத்தின் நியமனம் இலங்கையைப் பொறுத்தவரை முன்னேற்றகரமான விடயம் என்றும் கொடகே கூறியுள்ளார்.

ஆனால், தீக்ர்pத்தின் கீழ் பணியாற்றிய இந்திய இராஜதந்திரியொருவர் கருத்துத் தெரிவிக்கையில், இலங்கையானது எம்மைப் பொறுத்தவரை இழப்பைத் தந்ததாக (தீக்ர்pத் பதவிக் காலத்தில்) இருந்தது. விடயங்கள் தொடர்பாக தீக்ர்pத் விளங்கிக் கொண்டிருந்த தன்மை யதார்த்தத்திற்கு அப்பாற்பட்டதாக இருந்தது என்று ராய்ட்டருக்குக் கூறியுள்ளார்.

அவரை நாம் அதிகம் விரும்புகின்றோம். மரியாதை வைத்திருக்கின்றோம். ஆனால், அவரின் அனுபவம் 'இராஜதந்திரி" என்பதுடன் மட்டுப்படுத்தப்பட்டதொன்றாகும். ஆனால், தேசிய பாதுகாப்பு ஆலோசகர் என்று பார்த்தால் அவர் அதிகளவில் செயற்பட வேண்டிய தேவையிருக்கிறது என்றும் அந்த இராஜதந்திரி கூறியுள்ளார்.

"Our stand is already there (ban on LTTE), what is there will remain," Patil told reporters here.

"It is Vaiko's view," he said, when asked about remarks of the leader of MDMK, a constituent of the UPA which is extending outside support to the Manmohan Singh government, seeking a review of the ban.

Terming the demand by Marumalarchi Dravida Munnetra Kazhagam leader Vaiko to review the ban on LTTE as his personal view, Union Home Minister Shivraj Patil on Sunday asserted that the government had not changed the policy on Tamil Tigers and the ban would continue to stay.

"Our stand is already there (ban on LTTE), what is there will remain," Patil told reporters. "It is Vaiko's view," he said, when asked about remarks of the leader of MDMK, a constituent of the UPA which is extending outside support to the Manmohan Singh government, seeking a review of the ban.

Asked whether government would consider reviewing the ban, Patil said, "We will decide whether we will continue or discontinue...it (ban) is there now. We have not changed our policy towards them (LTTE)."

Patil said UPA government would strengthen laws, if it is necessary.

On POTA, he said the UPA's Common Minimum Programme had not set a timeframe for its repeal and added, in response to a query, that 'if POTA is repealed, it cannot remain in existence in Jammu and Kashmir'.

Asked about the message India is sending to the world by repealing POTA, he said, "International community understands that we are against terrorist activities because we have suffered. Because of our internal compulsions, if some modifications are to be done, it will be done."

"International community would understand our stand", he said.

On the recent spate of terrorist attacks in Jammu and Kashmir after the UPA government took charge, Patil said the Centre would not be bogged down by the terrorist attacks and would fight them.

"You think the government will be afraid of these type of actions?" he asked.

India banned the LTTE in 1991 after the assassination of former Prime Minister Rajiv Gandhi at Sriperumbadur near Chennai, which was further extended for a period of three years a few days ago.

Vaiko had been detained for over 18 months under POTA by the Jayalalithaa government in Tamil Nadu for allegedly speaking in favour of the Tamil Tigers at Thirumangalam in June 2002 before he was released on bail ahead of the Lok Sabha election.
