JHU rejects Peace Process, Norway Facilitation

"We totally reject the present peace process as we believe it will only lead to the division of this country. We also reject the facilitation of Norway because it is partial towards the LTTE," said Jathika Hela Urumaya (JHU) Propaganda Secretary Ven. Uduwe Dhammaloka Thera while outlining the basis of his party's position in backing the United Peoples Freedom Alliance (UPFA) government, in an interview that appeared in today's weekly Sunday Times in Colombo.

Dhammaloka Thera further said: "Our policy is that administrative structures and powers should be decentralized within a unitary state, as opposed to devolution of power within a federal state. Federalism is a mechanism to bring together several independent states as in the case of the United States. Such a mechanism is totally inappropriate here as Sri Lanka has always been a unitary state."

Asked to comment on how he sees the peace process moving on, the Thera said, "We believe that all parties should sit at the negotiation table. It should not be confined to the government and the LTTE alone as it had been the case in the past. The opposition, the Anandasangari group, the EPDP and the Muslims should be included in the talks."

On pledges of peace articulated by Sri Lanka's President Ms.Kumaratunge, weekly Sunday Leader commented, "President Chandrika Kumaratunga last week was quick to reassure the masses and the international community that war is not imminent, but that she intends beginning peace talks "soon" with the LTTE...President has failed to outline any specific plan or conditions for a structured and comprehensive dialogue with the Tamil Tigers.The election campaign of the UPFA noticeably lacked coherence or any kind of agreement on how the alliance would handle and resolve the two-decade long ethnic conflict with the LTTE."

If UPFA were to seek JHU's support in forming the new government, JHU's articulated position on peace process will further complicate UPFA's attempts in formulating a coherent policy for restarting the peace talks with the LTTE, political observers in Colombo said.

Tamil Tigers say they have gained control of area claimed by rival faction

DILIP GANGULY-Associated Press Writer-KAJUWATTE, Sri Lanka - (AP) Tamil Tiger rebels claimed Sunday they had regained control of some areas held by renegade guerrillas and would allow civilians to return home for the Buddhist and Hindu New Year, according to a relief worker and Tamil Web site. T. Vasantharaja, the head of Sri Lanka - Red Cross Society in the region, told The Associated Press that the main rebel group said it would allow civilians to return to their homes Monday and Tuesday for the Buddhist and Hindu New Year.It was unclear whether a cease-fire had been called, but fighting had died down over the weekend following Friday's assault by the main rebel body.
``The LTT has advised villagers that they can return to their home starting tomorrow,'' Vasantharaja said, citing villagers.The New Year holiday is celebrated on Tuesday and Wednesday by the country's majority Sinhalese population, which is Buddhist, and the minority Tamils, who are mostly Hindus.Tens of thousands of residents have fled the area where fighters from the main Tamil guerrilla group and the renegade rebel faction have clashed.Many were seen going back to their homes on Sunday.

``Besides people in refugee camps, there were dozens of refugees who were hiding in the jungles,'' said Cecil Hery of the French group Action Against Hunger. He said his organization and other relief agencies had been distributing rice to about 500 families. J. Ruben of the Dutch relief organization ZOA Refugee Care said he saw 13 people wounded from the overnight mopping-up operation. He said three civilians who had suffered shrapnel wounds were handed over to his group, but the others were taken away by the Tamil Tigers.``I saw the northern cadres, who appear to be in full control,'' Ruben said, adding that the rebels were moving about with AK-47 rifles, but no heavy weapons. Military officials have stressed that they want to uphold their two-year truce with the Tamil Tigers. The battles between the guerrilla factions have stayed within rebel areas, but the fighting was barely five kilometers (three miles) away from a military post in Kajuwatte.``We don't want to be dragged into the situation, but will be taking all necessary steps for the safety and security of the people in the government-controlled areas,'' said military spokesman Col. The two rebel factions have been squared off since a split last month between Muralitharan and longtime LTT chief Vellupillai Prabhakaran in a dispute over regional rivalries and political strategy.

LTTE opens new flank against rebels

COLOMBO, APRIL 11: Tamil Tiger guerrillas today opened a new offensive against renegade rebels in eastern Sri Lanka, after vowing to remove the breakaway commander.

The new flank of the LTTE against renegade commander V. Muralitharan, better known as Karuna, is from the eastern district of Ampara. Karuna controlled the adjoining districts of Baticaloa and Ampara, but withdrew from the northern sector of Baticaloa yesterday, as he was unable to face the Tiger onslaught launched from the north. The drive aimed at confining Karuna to his Thopigala jungle base now comes from the south.

Government military sources said that Karuna lost about a third of the territory when he withdrew his fighters from the banks of the Verugal river that separates Baticaloa from Trincomalee district. Advance commando teams of the LTTE moved into the southwestern sector (from the south) of the Baticaloa district and began consolidating strategic positions there since Saturday morning, said the pro-rebel Tamilnet website.

The website said that territory held by Karuna in Ampar was recaptured last night. Troops under the LTTE commander Janarthan are urging scattered remnants of the Karuna group in the district to surrender to them since Sunday morning, the website added.

The latest move came as the LTTE said it started co-ordinated operations to expel Karuna. We are taking all efforts to bring closure to Karunas actions and the resulting disturbances and anxiety caused in the east, the LTTE said.

LTTE opens front against renegades

Sri Lanka's Tamil Tiger rebels launched a new front on Sunday in their offensive to remove a renegade commander in a further blow to the island's faltering peace process, officials said.

The main Tamil Tiger force mounted the offensive from the northeastern port district of Trincomalee, moving south to take control over the town of Vakarai on Saturday, military sources and aid officials said.

They said there was little resistance as the breakaway faction led by V Muralitharan, better known as Karuna, had withdrawn to a point where security forces had unwittingly been placed right between the two warring factions.

Rebel sources said the main Liberation Tigers of Tamil Eelam (LTTE) forces at the weekend mounted another drive against Karuna, this time from the south and moving towards Karuna's main jungle bases in the Batticaloa district.

Karuna's faction said nine of its fighters were killed and 10 wounded while another 300 surrendered, or were captured by the main Tiger group.

<b>Medics killed</b>

Military sources, however, placed the number of fatalities on both sides at about 20. At least two civilians - an ambulance driver and a paramedic - were also killed in the crossfire.

The LTTE leadership, known for its ruthlessness in putting down dissent, said it had started "coordinated operations to expel Karuna," who led an unprecedented breakaway from the Tigers on 3 March.

Karuna had accused the leadership, based in northern Sri Lanka, of ignoring the interests of Tamils in the east who put up much of the fighting force in the Tigers' three-decade campaign for a separate Tamil homeland.

"We are taking all efforts to bring a closure to Karuna's actions and the resulting disturbances and anxiety caused in the east," the LTTE said in its first statement since mounting the attack against Karuna on Friday.

"We will take every effort to avoid bloodshed and loss of lives."

<b>Child soldiers</b>

UNICEF on Sunday asked the warring factions to free child soldiers amid reports that young boys and girls had been killed and wounded in the fighting.

The Tigers have long faced international criticism for recruiting underage fighters.

The main civil administrator in the Batticaloa district, Punyamoorthy, estimated the number of people who fled their homes in the troubled areas was more than 11,000.

The International Committee of the Red Cross (ICRC) later said some of the refugees had begun returning to their homes.

"In places like Vakarai, the displaced people have already gone back as the Tigers moved in and established control," ICRC spokesman Sukumar Rockwood said Sunday.

<b>Truce violation</b>

The new government has called the factional fighting a violation of a truce arranged by peace broker Norway in February 2002 between Colombo and the main leadership of the LTTE.

The internecine clashes broke out a week after national elections that were narrowly won by Kumaratunga's Freedom Alliance, which includes hardliners opposed to concessions to the rebels.

The LTTE called last week for a revival of peace talks with the incoming government, but warned it would return to fighting if it were not granted self-rule.

Diplomats said the fresh fighting further dimmed prospects for reviving the Norwegian-brokered peace process, which has been stalled since April. More than 60,000 people have died in ethnic bloodshed in Sri Lanka since 1972.

இரு தினங்களாக கருணா கோஷ்டியினர் மீது புலிகள் வடக்கிலிருந்து தாக்குதல் நடத்தினர். ஞாயிறன்று தென்கிழக்கின் அம்பாறை மாவட்டத்திலிருந்து தாக்குதல் நடத்தப்பட்டது.

தமிழர்கள் வாழும் மட்டக்களப்பு, அம்பாறை மாவட்டங்களைக் கருணா தனது கட்டுப்பாட்டில் வைத்திருந்தார்.

அவரது கோஷ்டியினர் இரு தினங்களாக புலிகளின் தாக்குதலுக்கு ஈடு கொடுக்க முடியாமல், வெருகல் ஆற்றை ஒட்டிய, மட்டக்களப்பின் வடக்குப் பகுதியிலிருந்து சனிக்கிழமை விலக்கிக் கொண்டனர்.

இப்போது தென் பகுதியிலிருந்து தாக்குதல் தொடங்கியுள்ளனர் புலிகள். தோப்பிகல காட்டுப் பகுதியில் கருணா பதுங்கியிருக்கக் கூடும் என்ற காரணத்தால், அதை நோக்கி புலிகள் முன்னேறி வருகின்றனர்.

அம்பாரை மாவட்டமும் வீழ்ந்தது„ கருணா ஆதரவு வீரர்கள் பிரபாகரனுடன் சேர்ந்தனர், கருணாவை பிடிக்க கூட்டாக திட்டம்

கொழும்பு,ஏப்.12- கருணா கட்டுப்பாட்டில் இருந்த அம்பாரை மாவட்டத்தையும் பிரபாகரன் படை பிடித்தது. கருணா ஆதரவு வீரர்கள் பிரபாகரன் படையில் சேர்ந்து கருணாவை பிடிக்க கூட்டாக திட்டம் தீட்டி உள்ளனர்.

இலங்கையில் மட்டக்களப்பு, அம்பாரை மாவட்டங்களில் உள்ள விடுதலை புலி களின் படைப் பிhpவுக்கு தளபதியாக இருந்த கருணா விடுதலைபுலிகள் இயக்க தலைவர் பிரபாகரனுக்கு எதிராக போர்க்கொடி தூக்கினார் அல்லவா? தனது படைப்பிhpவு தனித்து செயல்படும் என்று கருணா அறிவித் தார். அவரது படைப்பிhpவில் 6 ஆயிரம் வீரர்கள் இருந்தனர்.

அதைத் தொடர்ந்து மட்டக்களப்பு, அம்பாரை படைப்பிhpவுக்கான தளபதி பொறுப்பில் இருந்து கருணாவை நீக்கி விட்டு ரமேஷ் என்பவரை பிர பாகரன் நியமித்தார். கருணாவுக்கு பொது மன்னிப்பும் வழங்கினார். அதை ஏற்க மறுத்த கருணா சண்டித்தனம் செய்தார். அதையொட்டி கருணா ஒழிக்கப்படுவார் என்று பிரபாகரன் அறிவித்தார்.

அதன்படி பிரபாகரனின் அதிரடி கமாண்டோ படையினர் பயங்கர ஆயுதங்களுடன் வெருகல் ஆற்றை கடந்து மட்டக்களப்பு பகுதிக்குள் நுழைந்தனர். அங்கு ஆற்றின் மறுகரையில் இருந்த கருணாவின் வீரர்கள் 300 பேர் பிரபாகரன் படையிடம் சரண் அடைந்தனர்.

சரண் அடையாத கருணாவின் வீரர்கள் பிரபாகரன் படையுடன் சண்டையிட்டனர். ஆனால் பிரபாகரன் படையின் அசுரவேக தாக்குதலை சமாளிக்க முடியாமல் கருணா படையினர் பின்வாங்கி ஓடினார்கள். அவர்களை பிரபாகரன் படையினர் துரத்தி சென்றனர். வழியில் கருணாவின் பல முகாம்களை பிரபாகரன் படையினர் கைப்பற்றினார்கள். கடைசியில் வாகரையில் உள்ள கருணாவின் தலைமை யகத்தையும் பிரபாகரன் படை பிடித்தது. கருணா அங்கிருந்து தப்பி சென்றுவிட்டார். இந்த போhpல் 20 பேர் பலியானதாக கூறப்படுகிறது. மட்டக்களப்பு முழுவதும் பிரபாகரன் படை வசமானதை தொடர்ந்து அம் பாரை மாவட்டத்திலும் அந்த படை புகுந்தது.

அம்பாரை மாவட்டத்தில் கருணாவின் கட்டுப்பாட்டில் இருந்த பகுதிகளை பிரபாகரன் படை கைப்பற்றிவிட்டது. பிரபாகரனின் மற்றெhரு அதிரடி கமாண்டோ படை பிhpவு தளபதி ஜனார்த்தனன் தலைமையில் அம்பாரை மாவட்டத்தில் தென் கிழக்கு கடல் பகுதியில் உள்ள கஞ்சி குடிச்சாறு, திருக்கோவில் அக்கரைப்பட்டு பகுதியில் உள்ள கருணா முகாம்களை கைப்பற்றியது. அந்த பகுதிகளில் இருந்த கருணாவின் படையினர் எதிர்ப்பு எதுவும் காட்டாமல் சரண் அடைந்தனர்.

கருணா கட்டுப்பாட்டில் இருந்த பகுதி முழுவதையும் பிரபாகரன் படை கைப்பற்றி கருணாவின் படையினரை கிழக்கு மேற்கு சாலைக்கு அப்பால் தஞ்சம் புக வைத்து விட்டது.

இவ்வாறு கூறப்பட்டு உள்ளது.

விடுதலைபுலிகள் இயக்கத்தின் அரசியல் பிhpவு வெளியிட்ட அறிக்கையில் கூறி இருப்பதாவது„-

கருணாவின் படையினர் இப்போது பிரபாகரனின் படையில் சேர்ந்து உள்ளனர். கருணாவை பிடிக்க அல்லது தமிழர் பகுதியை விட்டு விரட்டும் திட்டத்துக்கு அவர்கள் பிரபாகரனின் படைக்கு ஒத்துழைப்பு தருகிறhர்கள். கருணாவின் நடவடிக்கையால் ஏற்பட்ட பாதிப்புகளுக்குமுடிவு கட்ட புலிகள் இயக்கம் அனைத்து நடவடிக்கைகளையும் எடுத்து வருகிறது.

கருணா படையில் உள்ள வாலிபர்களை தங்கள் பெற்றேhர் திரும்பி அழைத்து கொள்ள வேண்டும் என்று எச்சாpத்து இருக்கிறேhம்.

கருணா படையின் செய்தி தொடர்பாளர் வரதன் கூறும்போது கருணா படையினர் பின்னோக்கி ஓடிவிட்டனர். அவர்கள் மீண்டும் ஒரே குழுவாக சேருவார்கள் என்றhர்.
