Sri Lanka rules out poll recounts

COLOMBO, Sri Lanka (AP) -- Voting will not be held again in two areas where there were widespread reports of irregularities in Friday's parliamentary election, Sri Lanka's election commissioner has said, paving the way for the release of final results.

The announcement came after Election Commissioner Dayanada Dissanayake met Sunday with leaders of the island's major parties to discuss the report.

"We had a lengthy discussion and my decision is that there is no need for re-polling," Dissanayake told reporters.

It was not immediately clear when final results from the vote -- and the official announcement of what party will form the new government -- will be announced.

But officials said the process to make those announcements would begin immediately.

In early counting, the political alliance of President Chandrika Kumaratunga was holding a strong lead, far ahead of her longtime rival, Prime Minister Ranil Wickremesinghe.

Kumaratunga called the election nearly four years early after disagreement between her and the prime minister over concessions granted to ethnic-Tamil rebels as part of the peace process.

But Sri Lankans say these latest elections -- the third in four years -- will not help solve the problem and they are doubtful whether it will foster much-needed stability.

The two main parties differ strongly on how to approach peace talks with the Tamil Tiger rebels, who have been fighting for more than two decades for a separate homeland in the island's north.

A fragile truce between the government and the rebels has been maintained over the past two years.

Before the ceasefire came into effect, more than 65,000 people were killed with the tropical island's economy, one of Asia's poorest, wracked by the violence.

In 2001, Wickremesinghe's opposition swept aside Kumaratunga's UPFA, forcing the long-time adversaries to work together in an uncomfortable constitutional cohabitation.

While both the president and prime minister believe that a lasting peace is the only way for Sri Lanka, they agree on little else.

In November, Kumaratanga declared a state of emergency, taking over the defense, interior and information ministries and escalating the row over the direction of the nation's peace process.

Kumaratunga says too many concessions were made to the rebels, and has promised in recent days to pursue a peace process of her own.

"We have already formulated methods, procedures, strategies and tactics to start off the peace process," Kumaratunga said.

But Wickremesinghe -- who is seen by many as the architect of the peace over the past two years -- says he is the only politician who can talk with the Tigers.

Rebel LTTE faction gets five seats in Lankan parliament

The breakaway faction of the LTTE, led by Col.Karuna, has secured five of the 22 seats won by the Ilankai Tamil Arasu Katchi (ITAK), which fought the April 2 Sri Lankan parliamentary elections as a proxy of the LTTE.

Indications are that the Karuna faction will help President Chandrika Kumaratunga's United Peoples' Freedom Alliance (UPFA) to form a government.The UPFA is to be asked to form a government as it has emerged as the single largest party, albeit short of a clear majority.

Initially, the ITAK was to be a proxy of the united LTTE led by Velupillai Prabhakaran. But in the run up to the elections, the LTTE broke into two with the Batticaloa-Amparai commander Col.Karuna forming a breakaway - "Batticalao-Amparai District Liberation Tigers" and fight for the development of this region exclusively.

Col.Karuna's had earlier seen to it that the ITAK's candidates in the Batticaloa-Amparai area were largely persons owing allegiance to him personally. Karuna's candidates swept the Tamil votes and got four seats in Batticaloa and one in Amparai.

The lone candidate owing allegiance to Prabhakaran, the senior politician Joseph Pararajasingham, was defeated. His rival and Karuna's nominee, Rajan Sathiyamoorthy, who was assassinated by the Prabhakaran group during the campaign, got 24,627 "sympathy" votes, posthumously. Interestingly though the dead Sathiamoorthy got only 200 odd votes less than Pararajasingham.

It is yet to be ascertained how the five members of the Karuna group would function in parliament and whethr they would position as a part of the larger ITAK or as a separate entity. General opinion in Batticaloa however is that they may be in a dilemma because they face a threat from both Karuna and Prabhakaran.

The ITAK leadership,which is steadfast with the Prabhakaran group, may initiate legal action against them for breaking party discipline and snatch their parliamentary seats.However, experience shows that these political matters tend to languish in courts for years.

The victory of Karuna's men and the defeat of Pararajasingham are a major blow for the LTTE top leadership ensconced in Kilinochchi in the North. The killing of Rajan Sathiamoorthy had not given the desired results. In fact, it had spread terror and kept a majority of the voters indoors. The voting in the government controlled areas,where Prabhakaran had support, was barely 35 to 40 per cent, while voting in the Karuna controlled areas was as high as 70 per cent, sources said.

Karuna however is likely to support Chandrika though there has not been any formal announcement of its decision about which party it would help to form a government in Colombo. Speculation however is rife thatv it would support the United Peoples' Freedom Alliance (UPFA) led by President Chandrika Kumaratunga which has emerged as the single largest party in the elections.

The Karuna group is also likely to ask for ministerial posts in the government in conformity with its policy that state administrative power is necessary for carrying out economic development works. He had earlier asked his candidates to be ready to join the government. Hence, perchance Kumaratunga offers ministerial posts to this group, she could get the support of five ITAK MPs.

For Kumaratunga however there will be no embarrassment in taking Karuna's support because he would not insist that the government should accept the radical proposals by the mainstream LTTE led by Prabhakaran.

Karuna only wants regional administrative power for development. His demands have no political overtones, in sharp contrast to Prabhakaran's.

Prabhakaran's proposal for an Interim Self-Governing Authority (ISGA) for the Tamil-dominated North Eastern Province (NEP), is a radical political document, which, per se, is not acceptable to the Sinhala-dominated mainstream political parties of Sri Lanka, be it Kumaratunga's UPFA or the United National Front (UNF) led by Prime Minister Ranil Wickremesinghe.

TIM SULLIVAN - Associated Press Writer - COLOMBO, Sri Lanka - (AP) President Chandrika Kumaratunga's political alliance appeared headed for a victory Sunday in parliamentary elections, though it seemed unlikely to win an absolute majority and would have to forge a coalition government. Sri Lanka - 's election commissioner paved the way for the release of final results after declaring Sunday that voting would not be held again in two areas where there were widespread reports of election fraud.Election Commissioner Dayanada Dissanayake made his comments after meeting with leaders of the island's major political parties to discuss the reported voting irregularities. ``We had a lengthy discussion and my decision is that there is no need for re-polling,'' Dissanayake told reporters. While the vote went far smoother than most in Sri Lanka - , there were widespread reports in a handful of areas of voter intimidation and the stuffing of ballot boxes. Politicians who attended the meeting on Sunday said neither of the main parties had asked that polling be held again in the two areas one in the country's central highlands, and the other in the east. Neither area is in the heartland of support for the Tiger rebels, where there were also reports of voting fraud.
The president's United People's Freedom Alliance was confident that it would emerge the winner.``The alliance has received the people's mandate to form the next government,'' Harim Peiris, Kumaratunga's top aide, said Saturday. The president herself is elected separately, and will remain in office until 2005. Even if the party fails to win the necessary majority of 113 seats in Parliament, Peiris insisted it would be able to forge a ruling coalition. Part of Kumaratunga's support, he said, came from her approach to the peace talks.Kumaratunga has dismissed the prime minister's negotiations, saying he has made far too many concessions to the Tigers, a ruthless, secretive group that fought for nearly two decades for an independent homeland for the minority ethnic Tamils. Most Sri Lankans are Sinhalese. However, the Tigers have said they would be willing to negotiate with whichever party wins the elections.

Kumaratunga insists she wants peace talks, but refuses to give the rebels the degree of autonomy they demand. A fragile cease-fire has held for two years, but is already complicated by stalled talks, the corrosive rivalry between the president and prime minister and a split in rebel ranks.Surprise support for the Buddhist monk-led party, the National Heritage Party, could also cause difficulties for the Tigers. The monk-politicians see themselves as defenders of a Sinhalese Buddhist culture they believe is under threat from the Tamil Tigers who are Hindu and Western-style consumerism.The monks could become powerful political players as each of the two main parties tries to form coalitions and pass legislation.They insist, though, that they won't join any coalition.``Our party will not join any government,'' party official Thilak Karunaratne said Sunday, before the meeting got underway. ``In Parliament we will sit as a separate group, and our support will be decided case-by-case.''Turnout was high for the vote, with officials saying about 75 percent of the country's 12.8 million eligible voters cast ballots.

இதுவரையில் வெளியாகியுள்ள முடிவுகளின்படி ஜக்கிய மக்கள் சுதந்திர முன்னணி அதிகளவு வாக்குகளைப் பெற்று கூடுதலான ஆசனங்களைப் பெற்று வருகின்ற போதிலும்இ பாராளுமன்றப் பெரும்பான்மையை பெற்றுக்கொள்வதற்கு தேவையான 113 ஆசனங்களைப் பெற்றுக்கொள்ள முடியவில்லை. ஜே.வி.பியுடனான கூட்டுஇ ஜக்கிய மக்கள் சுதந்திர முன்னணிக்கு பெருந்தொகையான வாக்குகளை அள்ளிக் கொடுத்திருப்தைத் தெளிவாகக் காணக்கூடியதாக இருக்கிறது. அதேவேளையில்இ சிங்கள மக்கள் மத்தியில் மூன்றாவது சக்தி வாய்ந்த அணியாக உருவாகியிருக்கும் ஜாதிக ஹெல உறுமய பெற்றுக் கொண்டுள்ள அதிகப் படியான வாக்குகள் பிரதான கட்சிகள் மூன்றையும் பெருமளவிற்கு பாதித்திருப்பதையும் புரிந்துகொள்ள முடிகிறது. தேசியப் பட்டியில் மூலமாக இவ்அமைப்பு குறைந்தபட்சம் 5 ஆசனங்களையாவது பெற்றுக் கொள்ளுமென எதிர்பார்க்கப்படுகின்றது.

தமிழ்ப் பகுதிகளைப் பொறுத்தவரை தமிழ்க் கூட்டமைப்பு பெற்றுள்ள பாரிய வெற்றி குறிப்பிடத்தக்கதொன்றாகும். யாழ்ப்பாண மாவட்டத்தில் கூட்டமைப்பு மொத்தமாகவுள்ள 9 ஆசனங்களில் 8 ஆசனங்களைப் பெற்றிருக்கிறது. ஈ.பி.டி.பி. ஒரே ஒரு ஆசனத்தை மட்டுமே பெற்றிருக்கிறது. சுமார் 1000 வாக்குகளாலேயே இந்த ஒரு ஆசனத்தை அவர்களால் தக்கவைக்க முடிந்துள்ளது.

ஆனந்தசங்கரியின் சுயேச்சைக் குழு சுமார் 5000 வாக்குகளை மட்டுமே பெற்று மண் கௌவி இருக்கிறது. வன்னியில் மொத்தமாகவுள்ள ஆறு ஆசனங்களில் ஜந்தை கூட்டமைப்பு பெறக்கூடிய நிலையில் இருக்கின்றத. கிழக்கு மாகாணத்தில் மட்டக்களப்பில் மொத்தமாகவுள்ள ஜந்து இடங்களில் நான்கு ஆசனங்களை கூட்டமைப்பு பெற்றிருப்பது ஒரு பாரிய வெற்றியாகவே கருதப்பட வேண்டும். திருமலையில் இரண்டுஇ அம்பாறையில் ஒன்று என மொத்தமாக 21 ஆசனங்களையும் தேசிய பட்டியல் மூலமாக இரண்டு அல்லது மூன்று ஆசனங்களையும் பெற்று மொத்தமாக 23 ஆசனங்களுடன் மூன்றாவது சக்தி வாய்ந்த அணியாக பாராளுமன்றத்திற்குச் செல்லவுள்ளது. தற்கால அரசியலில் தவிர்க்க முடியாத ஒரு அணியாக கூட்டமைப்பு உருவாகியுள்ளது.

1977ஆம் ஆண்டு நடைபெற்ற பொதுத் தேர்தலின் முடிவுகளை நினைவுபடுத்துவதாகவே தற்போதைய தேர்தல் முடிவுகளும் அமைந்திருப்பது கவனித்கத்தக்கது. தனித் தமிழீழம் என்ற கோஷத்தை முன்வைத்து அப்போது தேர்தலைச் சந்தித்த தமிழர் விடுதலைக் கூட்டணிக்கு மிகப்பெரும் வெற்றியை தமிழ் மக்கள் பெற்றுக் கொடுத்தார்கள். வடக்குஇகிழக்கில் 18 ஆசனங்களை தமிழர் விடுதலைக் கூட்டணி அப்போது பெற்றிருந்தது. அதன் பின்னர் வடக்குஇகிழக்கில் ஒரு சுமுகமான முறையில் நடைபெற்றிருக்கவேண்டிய தேர்தல் என்று கருதப்படும் தற்போதைய தேர்தலிலும் ஒரு தெளிவான ஆணையை தமிழ் மக்கள் கொடுத்திருக்கின்றார்கள். இந்த ஆணை எந்தளவு கவனத்தைப் பெறப் போகின்றது என்பதே தமிழர்களின் எதிர்கால அரசியலை
நிர்ணயிக்கும் காரணியாக அமைந்திருக்கும் எனக் கூறலாம்.

இந்தத் தேர்தில் அம்பாறை தவிர்ந்த வடக்குஇகிழக்கிலுள்ள அனைத்து மாவட்டங்களிலும் முதலாவதாக தமிழ்க் கூட்டமைப்பு வந்திருக்கின்றது. திருமலையில் கூட்டமைப்பு பெற்ற வெற்றி இதில் குறிப்பிடப்பட வேண்டியதாகும். இதனைவிட முக்கியமாக வடகிழக்கின் மொத்த வாக்குகளில் சுமார் 70 வீதமானதை தமிழ் கூட்டமைப்பு பெற்றிருப்பது ஒரு மிகப் பெரிய வெற்றி என்றுதூன் சொல்ல வேண்டும். தமிழ்க் கூட்டமைப்பு முன்வைத்த கோரிக்கைக்குக் கிடைத்துள்ள அசைக்க முடியாத அங்கீகாரமாகவே இதனைக் கருத வேண்டியிருக்கிறது. விடுதலைப் புலிகள் தான் தமிழ் மக்களின் ஏகப் பிரதிநிதிகள் என்பதையும்இ புலிகளால் முன்வைக்கப்பட்டுள்ள இடைக்கால தன்னாட்சி அரசுக்கான திட்டம் உடனடியாக நடைமுறைப்படுத்தப்பட வேண்டும் என்ற தமது விருப்பத்தையும் இத் தேர்தலின் மூலம் தமிழர்கள் தெளிவாக வெளிப்படுத்தியிருக்கின்றார்கள்.

தமிழ் அரசியலைப் பொறுத்தவரையில் அண்மைக்காலம் வரையில் அதில் ஒரு ஆதிக்கத்தைச் செலுத்த முயன்ற டக்ளஸ் தேவானந்தா தலைமையிலான ஈ.பி.டி.பி மற்றும் ஆனந்தசங்கரி தலைமையிலான குழுவினர் படுதோல்வியைச் சந்தித்திருக்கின்றார்கள். நீண்டகாலம் வன்னி மாவட்ட பாராளுமன்ற உறுப்பினராக இருந்து வந்த புளொட் அமைப்பின் தலைவர் சித்தார்த்தனும் இத்தேர்தலில் தோல்வியடைந்திருக்கின்றார். விடுதலைப் புலிகளை ஏகப் பிரதிநிதிகள் என ஏற்க முடியாது எனக் கூறிக் கொண்டு எதிர்காலத்தில் அரசியல் நடத்த முடியா நிலை இவர்களுக்கு ஏற்பட்டிருக்கிறது. தமிழ் அரசியல் என்பது விடுதலைப் புலிகளை மட்டும் மையமாகக் கொண்டது என்பதை இத்தேர்தலின் முடிவுகள் தெளிவாக வெளிப்படுத்தியிருக்கின்றன. புலிகளின் ஆதரவைப் பெறாத எந்த ஒரு தமிழ் அமைப்பும் எதிர்கால அரசியலில் நிலைத்து நிற்க முடியாது என்பது உணர்த்தப்பட்டுள்ளது.

இலங்கைத் தீவின் எதிர்காலத்தைப் நிர்ணயிக்கப் போகும் தேர்தலாக இது அமைந்துள்ளது. மக்கள் சமாதானத்தை விரும்புகின்றார்களா? அல்லது மீண்டும் ஒரு போரைத்தான் விரும்புகின்றார்களா? என்பதை இந்தத் தேர்தல் முடிவுகள் தெளிவாக உணர்த்தியிருக்கின்றன. சர்வேதேச சமூகம் இந்தத் தேர்தலை கவனமாக அவதானித்ததற்கு அது மட்டும் காரணமல்ல. வடக்குஇகிழக்கு மக்களுடைய தீர்ப்பு என்னவாக இருக்கப்போகின்றது? என்பதே இத்தேர்தலில் அதிகளவு கவனத்திற்குரியதாக இருந்தது. சரித்திரத்தில் முதல் தடவையாக விடுதலைப் புலிகள் இத்தேர்தலில் நேரடியாககச் சம்பந்தப்படுகின்றார்கள். தமிழரசுக் கட்சியின் பெயரில் தமது பூரண ஆதரவை வெளிப்படையாகவே தெரிவித்திருந்தார்கள்.

தமிழ்க் கூட்டமைப்பும் விடுதலைப் புலிகள்தான் தமிழ் மக்களுடைய ஏகபிரதிநிதிகள் என்ற கருத்தை ஏற்றுக்கொண்டே இத்தேர்தலில் குதித்திருந்தது.. ஆகஇ இத்தேர்தலில் தமிழ்க் கூட்டமைப்புக்கு அளிக்கப்பட்ட ஒவ்வொரு வாக்கும்.....

விடுதலைப் புலிகள்தான தமிழர்களின் ஏகப் பிரதிநிதிகள் என்பதை ஏற்றுக்கொண்டதை வெளிப்படுத்துவதற்கு அளிக்கப்பட்ட வாக்காகஇ புலிகளால் முன்வைக்கப்படப்பட்டுள்ள இடைக்கால நிர்வாக சபைக்காக முன்வைக்கப்பட்டுள்ள யோசனைக்கு வழங்கப்பட்ட அங்கீகாரமாகஇ கடந்த இரண்டு வருட காலமாக சமாதானப் பேச்சுக்களில் புலிகளின் அணுகுமுறையை ஏற்றுக்கொண்டுஇ இந்தப் பேச்சுகள் தொடர வேண்டும் என்பதற்காக வழங்கப்படும் ஆணையாக அமைந்துள்ளது என்பதே உண்மை. ஆகஇ இத்தேர்தலில் தமிழ் மக்கள் சொல்லியுள்ள செய்தி முக்கியமானது.

1977ஆம் ஆண்டில் தமிழர்கள் ஒட்டுமொத்தமாக தமிழீழத்துக்கு தமது அங்கீகாரத்தை வழங்கியிருந்தார்கள். அந்த அங்கீகாரத்தையிட்டுஇ ஆணையைப் பெற்றவர்கள் உட்பட யாருமே கவலைப்படவில்லை. ஆனால்இ இப்போது நிலைமைகள் அப்படியில்லை. இருபது வருட காலப் போருக்குப் பின்னர் தமிழ் மக்களின் உணர்வுகள் எவ்வாறானதாக இருக்கின்றன என்பதை தேர்தலின் முடிவுகள் திட்டவட்டமாக வெளிப்படுத்தியிருக்கின்றன. தமிழ் மக்கள் வெளிப்படுத்தியுள்ள இந்த உணர்வுகளை சிங்கள ஆட்சியாளர்களும் சர்வதேச சமூகமும் புரிந்துகொள்ளுமா? அதன் அடிப்படையில் தம்மைத் தாமே ஆளும் வகையிலான அமைப்பு ஒன்றைத் தமிழ் மக்கள் உருவாக்கிக் கொள்வதற்கான முன்னோடியாகஇ இடைக்கால நிர்வாக சபைக்கான அங்கீகாரத்தை சர்வதேச சமூகம் வழங்குமா? என்பனவே இப்போது எழுகின்ற கேள்வி! தமிழ் மக்கள் ஒட்டுமொத்த அபிலாஷைகளை வெளிப்படுத்தியுள்ள இந்த முடிவுகள் தமிழ் மக்களுடைய விடுதலைப் போராட்டத்தின் அடுத்த கட்டத்தின் ஆரம்பமாக இருக்கும் என நிச்சயமாக நம்பலாம்.!

விடுதலைப் புலிகளின் ஆதரவுடன் தமிழ்க் கூட்டமைப்புப் பெற்றுள்ள இந்தப் பாரிய வெற்றி தேசிய அரசியலில் எவ்வாறான செல்வாக்கைச் செலுத்தப் போகின்றது என்பதே அடுத்ததாக எழுகின்ற கேள்வியாகும். இரண்டு பிரதான அணிகளும் தனித்து ஆட்சி அமைக்க முடியாத நிலையில் கூட்டமைப்பின் ஆதரவு தவிர்க்க முடியாததாகியுள்ளது.

அதிகளவு ஆசனங்களைப் பெற்றுக் கொண்டுள்ள அமைப்பு என்ற முறையில் ஜக்கிய மக்கள் சுதந்திர முன்னணியே ஆட்சியமைப்பதற்கு முதலில் அழைக்கப்படக் கூடும். அவ்வாறான நிலைமையில் அதற்கு மேலதிகமாகத் தேவைப்படும் ஆசனங்களை எவ்வாறு பெற்றுக்கொள்ளலாம் என்ற கேள்வி எழுகின்றது.

விடுதலைப் புலிகள் அமைப்பிலிருந்து வெளியேற்றப்பட்டிருக்கும் கருணா குழுவினரின் ஆதரவை ஜனாதிபதி சந்திரிகா நாடலாம் என்ற எதிர்பார்ப்பு கொழும்பு அரசியல் வட்டாரங்களில் காணப்படுகின்றது. மட்டக்களிப்பிலும்இ அம்பாறையிலுமாக கருணாவுக்கு ஆதரவாக ஜந்து உறுப்பினர்கள் இருக்கப் போகின்றார்கள். இவ்வாறு விடுதலைப் புலிகள் அமைப்பிலிருந்து துரோகி என்ற பெயருடன் வெளியேற்றப்பட்ட ஒருவருடன் அரசாங்கத்தை அமைத்துக்கொண்டு விடுதலைப் புலிகளுடன் பேச்சுவார்த்தைகளை எவ்வாறு நடத்துவது என்பது மிகப் பெரிய கேள்வியாக எழுகின்றது. ஆகஇ இந்தத் தேர்தலின் முடிவுகள் எதிர்காலம் தொடர்பான பல்வேறு கேள்விக்குறிகளை எழுப்பிச் சென்றுள்ளன என்பதே உண்மை.

அதேவேளையில்இ கூட்டமைப்பின் சார்பாக மட்டக்களப்பு-அம்பாறை மாவட்டங்களிலிருந்து தெரிவு செய்யப்பட்டுள்ளவர்கள் தனிக் குழுவாக இயங்க முடியுமா? என்ற மிகப் பெரிய கேள்வி ஒன்று இப்போது எழுகின்றது. ஏனெனில்இ இவர்களது நியமனப் பத்திரங்களில் தமிழரசுக்கட்சியின் பொதுச் செயலாளர் என்ற முறையில் மாவை சேனாதிராஜாவே கையொப்பமிட்டிருந்தார். எனவேஇ கட்சியின் தலைமைக்கு இசைவாக மட்டக்களப்பு - அம்பாறைப் பிரதிநிதிகள் செயற்படவில்லை என்றால்இ அவர்களைக் கட்சியிலிருந்து வெளியேற்றுவதற்கான அதிகாரம் மாவை சேனாதிராஜாவுக்கு உள்ளது என ஒரு தரப்பினர் கூறிக் கொள்கின்றார்கள். அதற்குப் பதிலாக புதியவர்களை நியமிப்பதற்கான அதிகாரம் கட்சியின் பொதுச் செயலாளருக்கு உள்ளது.

மறுபுறத்தில் மட்டக்களப்பு - அம்பாறைப் பகுதிகளிலிருந்து தெரிவு செய்யப்பட்டவர்கள் தனியாக இயங்க முடியும் என மற்றொரு தரப்பினரும் கூறுகின்றனர். இந்தப் பிரச்சினை ஒரு சட்டச் சிக்கலை ஏற்படுத்தலாம் என எதிர்பார்க்கப்படுகின்றது.

The re-elected parliaments from the Trincomalee district Mr.Sampanthan and Mr.K.Thurairatnasingham first paid a visit to the political office of the LTTE in Trincomalee town where they were welcomed by the LTTE district political head Mr.Thilak and other local activists. Thereafter they paid their homage to the statue of Ilankai Tamil Arasu Katchchi founder leader Mr.S.J.V.Chelvanayakam, which is located at Sivankoviladi in Trincomalee, sources said.

அனைத்துக் கட்சிகள், சுயேட்சைக் குழுக்களின் தலைமையையும் உள்ளடக்கிய அவசரக் கூட்டமொன்றை, தேர்தல் ஆணையாளர் இன்று காலை 10:30 மணியளவில் கூட்டியிருந்தார்.

அக்கூட்டத்தில் பல அதிரடி அறிவிப்புக்கள் வரலாம் என்று எதிர்பார்க்கப் பட்டதுடன், மீள்தேர்தலுக்கான மாவட்டங்களும் எவை என்று அறிவிப்பு விடுக்கப்படலாம் என்று எதிர்பார்க்கப்பட்ட நிலையில், எந்தவொரு பிரதேசத்திலும் மீள்தேர்தலொன்றை வைக்கும் அளவுக்கு எதுவித பாரிய குற்றச்சாட்டுக்களும் உறுதி செய்யப்படவில்லை என்று தேர்தல் ஆணையாளர் தெரிவித்துள்ளார்.

இதுவரை வெளியான எந்தவொரு தொகுதியிலும், மீள்தேர்தலுக்கான அவசியம் காணப்படவில்லை என்பதை தெட்டத்தெளிவாக தேர்தல் ஆணையம் தெரிவித்து விட்டதாக எமது புதினம் நிருபர் குறிப்பிட்டுள்ளார்.

மீதி முடிவுகள் வெளிவர ஆரம்பித்துள்ள நிலையில், சந்திரிகா கட்சியினரும் Nஐ.வி.பி.யினரும், தமக்கே ஆட்சியமைக்கும் வாய்ப்பு உருவாகும் என்று நம்பிக்கையுடன் செயற்பாடுகளில் இறங்கியுள்ளனர்.

இதற்கிடையில், ஐ.ம.சு.முன்னணி, ஆகக்குறைந்தது 103 ஆசனங்களையாவது பெறாதவிடத்து, ஐக்கிய தேசிய முன்னணிக்கே ஆட்சி அமைக்கும் வாய்ப்பு உருவாகும் என்று தெரிவிக்கப்படுகிறது. ஹேல உருமய மொத்தம் 8 ஆசனங்களைப் பெறலாமென்றும், முஸ்லிம் காங்கிரஸ் 3 ஆசனங்களைப் பெறலாமென்றும் எதிர்பார்க்கப் படுகிறது. இந்நிலையில், இந்த இரு சிறு கட்சிகளையும் இணைத்துக் கொள்வதாக இருந்தால் கூட, 100க்கும் அதிக ஆசனங்கள் சந்திரிகாவில் வசம் இருந்தால் மட்டுமே ஆட்சியமைக்கும் 113 ஆசனங்களை உருவாக்கலாம்.

90 ஆசனங்களுக்கும் சற்று அதிகமாக ரணில் கட்சி பெறும் சந்தர்ப்பத்தில், கூட்டாட்சியை அமைக்கும் வாய்ப்பு ரணிலுக்கே அதிகமாகக் காணப்படுகிறது. எது எப்படியிருந்தாலும், சிறுபான்மைக் கட்சியோ, கட்சிகளோ உள்ளடக்கப்பட்ட கூட்டாட்சியே உருவாகவுள்ளதாக தற்போதைய முடிவுகள் கட்டியம் கூறுகின்றன.

யாழ். மாவட்டத்தில் மொத்தமுள்ள 9ஆசனங்களில் 8ஆசனங்களையும் தமிழ்த் தேசிய முன்னணியே கைப்பற்றியுள்ளது. தற்போதைய வாக்கு எண்ணப்படும் முறையின் பிரகாரம் 9வது ஆசனத்பை; பொறுவதற்கான வாக்குக்களில் தமிழ்த் தேசிய முன்னணிக்கு 2,800 வாக்குக்கள் தேவையாக இருந்தது. அதனால் யாழ் மாவட்டத்தில் மொத்தமாக 18,612 வாக்குகளை பெற்ற ஈ.பி.டி.பி 9ஆவது ஆசனத்தைப் பெற்றது.

இதேவேளை, வாக்குகள் கணக்கெடுப்பின் போது நிராகரிக்கப்பட்ட வாக்குகளை மீள எண்ணப்படவேண்டும் என்று தமிழ்த் தேசிய முன்னணியினர் கோரியிருந்தனர். எனினும் தனது அதிகார வரம்பிற்குள் சட்டம் இதற்கு இடமளிக்கவில்லையெனத் தேர்தல் ஆணையர் தெரிவித்துள்ளார். இதுகுறித்த மேலதிக நடவடிக்கைகளை தமிழ்த் தேசிய முன்னணி நீதிமன்றினூடாக மேற்கொள்ளுமா என்பது குறித்த தகவல்கள் ஏதும் தெரியவில்லை.

இதேவேளை பொதுசன ஐக்கிய சுதந்திர முன்னணியின் சார்பில் லக்ஸ்மன் கதிர்காமரே பிரதமராகும் வாய்ப்பு அதிகமிருப்பதாக கொழும்புத் தகவல்கள் தெரிவிக்கின்றன. எனினும் இது குறித்த உத்தியோக அறிவிப்புக்கள் ஏதும் இதுவரை வெளியிடப்படவில்லை.

யாழ் பகுதிகளில் தமிழ்தேசிய முன்னணி பாராளுமன்ற உறுப்பினர்களுக்கு பாரிய வரவேற்பு வைபங்களை ஏற்பாடு செய்யும் முயற்சிகளில் பொதுமக்கள் ஈடுபட்டுவருவதைக் காணக்கூடியதாகவுள்ளது. குறிப்பாக சனசமூக நிலையங்கள், விளையாட்டுக்கழகங்கள் என்பன ஒன்றிணைந்து பல பகுதிகளிலும் இவ்வாறான வைபவங்களை ஏற்படுத்த முன்னிற்பதைக் காணக்கூடியதாகவுள்ளது.

President wins Sri Lanka election

<b>Sri Lankan President Chandrika Kumaratunga's party has won the country's parliamentary elections, but without enough seats for a majority</b>.

Final results showed the United People's Freedom Alliance party had 105 seats, compared to 82 for Prime Minister Ranil Wickramasinghe's party.

Mrs Kumaratunga's party is expected to hold talks with smaller parties to form a coalition government.

The poll focused on the president's criticisms of the peace process.

The two are long-standing rivals. Mr Wickramasinghe's United National Party won narrowly in December 2001, making him prime minister with a mandate to negotiate peace with the rebels.

Many voters have also complained that, despite two years of ceasefire, they have not seen any peace dividend, with the cost of living constantly rising.

The majority Sinhalese community appears lukewarm about the peace process, which has been stalled for months.

Tamils in the north and east of Sri Lanka appear to have overwhelmingly backed the party supported by the rebels, the Tamil National Alliance.

Any future coalition government may contain smaller left-wing or religious parties opposing any federal solution to the conflict with the Tigers.

An additional complicating factor in the peace process is the split that has recently developed within the Tamil Tigers.

<b>Peaceful vote</b>

Voting on Friday was generally free of violence although there were 250 complaints of intimidation or ballot stuffing during the polls, Elections Commissioner Dayananda Dissanayake said.

But, he added: "Generally speaking, election laws were very well enforced."

A record 6,024 candidates representing 24 political parties and nearly 200 other groups took part in the election.

For the first time there were election monitors at every polling station in the country.

Turnout in the north of the island was reported to be particularly heavy as Tamils there took the opportunity to vote for the first time in a decade.

Although there were few reports of violence, Tamil parties opposing the Tamil National Alliance accused the Tigers of intimidation and malpractice.
