'Tamil Tiger splits spark crisis'

Norwegian diplomats say the Sri Lankan prime minister has had an emergency meeting to discuss reports of a rift between Tamil Tiger rebels. Peace envoy Erik Solheim said there was a crisis but refused to elaborate.

Speaking from Oslo, Mr Solheim acknowledged there was what he called a new situation in eastern Sri Lanka but he would not say anything more. The Norwegian ambassador and the head of the ceasefire monitoring group held a late night meeting with the PM.


<b>Why now?</b>

The talks were to discuss reports of disagreements between a senior rebel military leader in the east of the island and the Tamil Tiger leader, Velupillai Prabhakaran. Unofficially the Tigers in the east are saying their regional commander, Karuna, refused to send 1,000 rebels to the north of the island as requested by the Tiger chief.

There are grievances about the fact that the majority of the Tiger fighting cadres come from eastern Sri Lanka and yet the leadership is dominated by Tamils from the north. But these are long-standing issues and it is not clear why they should erupt just now as the Tigers are indirectly involved in campaigning for elections next month.

Also it is hard to image that Karuna, who is involved in peace talks with the Sri Lankan government, would defy Mr Prabhakaran, especially as he is known to be close to him. Such defiance would plunge the rebel movement into its worst crisis for a decade and put Karuna's life in grave danger.

Any split could complicate forthcoming elections
A pro-rebel website in Sri Lanka has run a story denying there is any major split in the Tamil Tiger rebel group.
A spokesman quoted the senior rebel commander in the east, Colonel Karuna, as saying he would take orders in the future directly from the Tiger leader.

There had been reports of a rift between Colonel Karuna and the Tiger chief in northern Sri Lanka.

The news comes as Norwegian mediators and the Sri Lankan prime minister held emergency talks about the reports.


Legitimacy hope

It is not clear why Colonel Karuna has not spoken himself to deny reports of an internal rebellion, though his life would be in danger if he had really mounted a challenge to the Tiger leader, Vellupillai Prabakharan.

Rebels loyal to Colonel Karuna spoke privately about a request from the Tiger leader for 1,000 rebels to be sent from the east of the island to the north.

They said this order had not been obeyed by Colonel Karuna and suggested this was because of unhappiness about the fighting force predominately coming from the east of the island while the rebel movement was run by northerners.

But it is not known why this long-standing grievance should erupt now, just as campaigning is underway for general elections.

The Tigers are not directly contesting, but they are backing a group of Tamil parties - who are their proxies - in the hope the vote will give them political legitimacy.

Norwegian peace envoy Erik Solheim said there was a new situation in the east that had triggered a crisis meeting involving the Sri Lankan prime minister and international ceasefire monitors.

But Mr Solheim would not give details and it is still not really clear whether there is a major crisis within the rebel movement or not.

இப்போ அதுவல்ல பிரச்சனை...பிளவு குறித்து BBC போட்ட முதல் செய்தியை வெளியிட நீங்கள் காட்டிய ஆர்வத்தை ஏன் பிந்தயதைப் போடக் காட்டவில்லை...?! தமிழ் நெற் மறுப்புத் தெரிவிப்பதற்கும் அதே செய்தி BBC இல் வருவதற்கும் இடையில் வேறுபாடு உண்டு....அப்படி இல்லை என்று நீங்கள் கருதியிருந்தால் பிளவு பற்றி AP போட்ட செய்தியோடு நிறுத்தாமல் ஏன் BBC செய்தியையும் கொண்டு வந்தீர்கள்.....?!

எனவே நீங்கள் எதை வலுயுறுத்திக் கூற முற்படுகிறீகளோ அதற்கு முக்கியத்துவம் கொடுத்துவிட்டு மிகுதிச் செய்திகளை மறைக்கவா முற்பட்டிருக்கிறீர்கள்...??! காரணம் செய்தியின் தன்மை பற்றி நாங்களும் சிவாஜினியும் கருத்துக் கூறிய போது அதைக் கவனத்தில் கொள்ளாது உங்கள் நிலைப்பாட்டுக்கு ஏதுவான செய்திகளைப் போடவும் பின்னர் உங்கள் செய்திகள் குறித்து பலமாக கேள்விக் கணைகள் வந்தவுடன் தான் நீங்கள் செய்தியின் நம்பகத் தன்மை பற்றி தேட வெளிக்கிட்டு இவ் நிகழ்வுகள் தொடர்பான மற்றைய செய்திகளையும் வெளியிட்டுள்ளீர்கள்...! அதுதான் உங்கள் மீது ஒரு சந்தேகம் வரக் காரணம்...அது நியாயமாகவும் இருக்கலாம் இல்லாமலும் இருக்கலாம்....சந்தேகம் வர நடந்தது உங்கள் தவறே.....!

புலிகளின் உளவுப் பிரிவுத் தலைவரான பொட்டு அம்மனின் உத்தரவால் தனது கட்டுப்பாட்டில் உள்ள பகுதியில் கடந்த திங்கள்கிழமை இருவர் சுட்டுக் கொல்லப்பட்டதால் கருணா அதிருப்தியுடன் இருப்பதாகவும், இதனால் தான் அவர் தலைமைக்கு எதிராக குரல் கொடுத்துள்ளதாகவும் போலீஸ்துறை வட்டாரங்கள் கூறுகின்றன.

ஆனால், பிரபாகரனின் தலைமையில், அவரது கட்டுப்பாட்டின் கீழ் கருணா இயங்கி வருவதாக புலிகள் இயக்கம் விளக்கம் அளித்துள்ளது. இயக்கத்தில் எந்தப் பிளவும் ஏற்படவில்லை என்று கருணாவின் செய்தித் தொடர்பாளர் கூறியதாக புலிகளுக்கு நெருக்கமான இன்டர்நெட் தளம் செய்தி வெளியிட்டுள்ளது.

அதே நேரத்தில், வேலுப்பிள்ளை பிரபாகரன் தலைமையிலான விடுதலைப் புலிகள் இயக்கத்தில் இருந்து வெளியேறி விட்டதாகவும், தங்களை தனிப் பிரிவாகக் கருதும்படியும், இனி தங்களிடமே அமைதிப் பேச்சுவார்த்தையை நடத்த வேண்டும் எனவும் நார்வே அமைதிக் குழுவினரிடம் கருணா தனது தூதர் மூலம் தெரிவித்துள்ளதாக இலங்கை அரசு அதிகாரிகள் கூறியுள்ளனர்.

மேலும் நாட்டின் வட பகுதியில் உள்ள தனது ஆதரவுப் படைகளை கிழக்குப் பகுதிக்குக் கொண்டு வர ராணுவத்தின் உதவியை கருணா கோரியுள்ளதாக பாதுகாப்புத்துறை அதிகாரிகள் கூறுகின்றனர்.

புலிகள் அமைப்பில் பிரபாகரனுக்கு அடுத்த நிலையில் இருப்பவர் கருணா. இலங்கை அரசுடன் விடுதலைப் புலிகள் முன்பு மேற்கொண்ட அமைதிப் பேச்சுவார்த்தையில் கருணாவும் கலந்து கொண்டார் என்பது குறிப்பிடத்தக்கது.

கருணாவின் இந்த அறிவிப்பையடுத்து, நார்வே தூதுக்குழு இலங்கைப் பிரதமர் ரணில் விக்கிரமசிங்கேயுடன் அவசர ஆலோசனை நடத்தியது. இந்த ஆலோசனையில் நார்வே தூதர் ஹான்ஸ் பிராட்ஸ்கர், அமைதிக் கண்காணிப்புக் குழு அதிகாரிகள், அரசு அதிகாரிகள் மற்றும் புலிகளின் பிரதிநிதிகள் ஆகியோரும் கலந்து கொண்டனர்.

இதையடுத்து நார்வே குழுவினர் டிரான்ட் புருஹாவ்டே தலைமையில் கிழிநொச்சிக்கு விரைந்துள்ளனர். அங்கு புலிகளின் அரசியல் பிரிவுத் தலைவர் தமிழ்ச்செல்வனுடன் அவர்கள் பேச்சு நடத்தி வருகின்றனர்.

இது குறித்து அதிபர் சந்திரிகா குமாரதுங்காவின் அரசியல் செய்தித் தொடர்பாளரான மங்கல சமரவீரா கூறுகையில், புலிகள் இயக்கத்தில் ஏதோ பிரச்சனை இருப்பதாகத் தெரிகிறது. ஆனால், அது பெரிய அளவிலான பிளவு இல்லை. இதனால் அமைதி முயற்சிகளுக்கு பிரச்சனை வராது. புலிகள் இயக்க என்று நம்புகிறோம் என்றார்.

பிரதமர் ரணில் விக்கிரமசிங்கேயின் செய்தித் தொடர்பாளரான ஜி.எல். பெரிஸ் கூறுகையில், புலிகள் இயக்கத்தின் உள் விஷயங்கள் குறித்து கருத்து ஏதும் கூற முடியாது. இது சிறிய விவகாரம் தான். இதனால் போர் நிறுத்த ஒப்பந்ததுக்கு எந்த பிரச்சனையும் வராது. மேற்கொண்டு இந்த விவகாரம் குறித்து தேவையில்லாமல் பேசுவது சரியல்ல என்றார்.

Batticaloa crisis temporary - Thamilchelvan

Head of the Sri Lanka Monitoring Mission (SLMM) Major General (retd.) Trond Furuhovde and his deputy Hagrup Haughland met Head of the LTTE Political Wing, S.P.Thamilchelvan in Kilinochchi Thursday morning, LTTE peace secretariat website said. LTTE Batticaloa district Head of the Political Wing, Kousalyan, and Director of LTTE Peace Secretariat Puleedevan also participated in the discussions.
Thamilchelvan told the SLMM delegation that the "crisis is only a temporary one and a resolution will be reached soon," according to the LTTE site.

Thamilchelvan also told the SLMM delegation that Batticaloa-Amparai Special commander Ramesh, Batticaloa district Political Head, Kausalyan, Senior commanders are discussing matters with the LTTE Leader Pirapaharan and members of the LTTE Central Committee.

Batticaloa LTTE reiterates stand

"We are functioning with commitment to our cause under the command of our national leader Veluppillai Pirapaharan and the guidance of commander Col. Karuna" a senior official of the LTTE in Batticaloa was quoted as saying in Thursday's edition of the Thamil Alai, a regional daily published from Kokkaddicholai, a large village controlled by the Tigers 15 kilometres southwest of Batticaloa town.
"We did not take any decision to leave the LTTE and operate separately", the official told Thamil Alai.

"Rumours of the LTTE breaking up have been spread systematicaly to cause panic and fear among the people", LTTE sources close to Col. Karuna told Thamil Alai.

குருவி, நான் போட்ட செய்தி (பிளவு செய்தி) முதலிலும் சிவாஜினி போட்ட செய்தி (புலிகளின் மறுப்பு செய்தி) இரண்டாவதாகவும் BBC செய்தி நிறுவனம் வெளியிட்டது. எப்போதும் ஒரு பிரைச்சனை பத்திய செய்திதான் முதலில் வரும் மறுப்பு செய்தி முதலில் வராது. நான் அவர்களுடைய தளத்தை (BBC நிறுவனத்தின்) பார்க்கும்போது இருந்த பிளவு செய்தியை போட்டேன். பின்னர் நான் மீண்டும் அவர்களுடைய தளத்தை பார்பதற்க்கு முன்பு மறுப்பு செய்தியை சிவாஜினி இந்த களத்தில் போட்டிருந்தார். இப்போது புரியும் என நினைக்கிறேன்.

இப்போ அதுவல்ல பிரச்சனை...பிளவு குறித்து BBC போட்ட முதல் செய்தியை வெளியிட நீங்கள் காட்டிய ஆர்வத்தை ஏன் பிந்தயதைப் போடக் காட்டவில்லை...?! தமிழ் நெற் மறுப்புத் தெரிவிப்பதற்கும் அதே செய்தி BBC இல் வருவதற்கும் இடையில் வேறுபாடு உண்டு....அப்படி இல்லை என்று நீங்கள் கருதியிருந்தால் பிளவு பற்றி AP போட்ட செய்தியோடு நிறுத்தாமல் ஏன் BBC செய்தியையும் கொண்டு வந்தீர்கள்.....?!

இந்த பிரைச்சனை பற்றி எனது கண்ணில் பட்ட செய்திகளை எல்லாம் இங்கு போட்டிருக்கிறேன். ஏற்கனவே சொன்னமாதி சிவாஜினி அந்த செய்தியை போட்டதால் அதை மீண்டும் போடவில்லை. இதில் என் குற்றம் எதுவும் இல்லை.

எனவே நீங்கள் எதை வலுயுறுத்திக் கூற முற்படுகிறீகளோ அதற்கு முக்கியத்துவம் கொடுத்துவிட்டு மிகுதிச் செய்திகளை மறைக்கவா முற்பட்டிருக்கிறீர்கள்...??! காரணம் செய்தியின் தன்மை பற்றி நாங்களும் சிவாஜினியும் கருத்துக் கூறிய போது அதைக் கவனத்தில் கொள்ளாது உங்கள் நிலைப்பாட்டுக்கு ஏதுவான செய்திகளைப் போடவும் பின்னர் உங்கள் செய்திகள் குறித்து பலமாக கேள்விக் கணைகள் வந்தவுடன் தான் நீங்கள் செய்தியின் நம்பகத் தன்மை பற்றி தேட வெளிக்கிட்டு இவ் நிகழ்வுகள் தொடர்பான மற்றைய செய்திகளையும் வெளியிட்டுள்ளீர்கள்...! அதுதான் உங்கள் மீது ஒரு சந்தேகம் வரக் காரணம்...அது நியாயமாகவும் இருக்கலாம் இல்லாமலும் இருக்கலாம்....சந்தேகம் வர நடந்தது உங்கள் தவறே.....!

Sri Lanka's monitors meet rebels

<b>The head of Sri Lanka's ceasefire monitors has met Tamil Tiger rebels.</b>

This comes after reports of problems between the rebels' leader and a senior rebel commander in eastern Sri Lanka.

A pro-rebel website and a Tiger newspaper in the east have denied any split - the rebel leadership has yet to make any comment on the reports.

But if this does develop into a split within the Tamil Tigers, it would be the most serious crisis the organisation has faced in a decade.


<b>'Direct orders'</b>

On the pro-rebel website Tamilnet, a spokesman for the eastern commander, Colonel Karuna, was quoted as saying there was no split with the Tamil Tiger leader, Velupillai Prabhakaran.

"We will be functioning directly under the command of our leader" the spokesman said.

And a rebel newspaper in the east also denied Colonel Karuna had broken away from the main body of the Tamil Tigers.

But Colonel Karuna himself has remained silent.

Politicians in Colombo are unwilling to say much, although there was an emergency meeting on Wednesday night at the prime minister's house with Norwegian diplomats.

The prime minister's representative, G L Peiris, said he did not want to comment on the situation, but added that he felt there was no threat to the ceasefire with the rebels.

A spokesman for the president's party said these were rumblings and rumblings only in the east and they did not want to comment on the internal affairs of the rebels.

The head of the ceasefire monitoring mission, Major General Trond Furuhovde, flew to rebel headquarters in the north for a meeting on Thursday with the head of the Tigers' political wing.

He refused to give details about the meeting, but said it was constructive.
