Tamil nationalism at its crossroads

Colonel Karuna, the Batticalo/Amparai leader of the LTTE, in his letter to LTTE leader Veluppilai Pirabhakaran made public on March 5 declared that he wished to serve the people of South Tamil Eelam' and that it was his wish to die at their feet.

He further appealed to Prabhakaran that if he believed in the people and the fighters of Batticaloa/Amparai, he should allow them to work independently under his (i.e. Pirabhakaran's) leadership.

The response of the LTTE leader and the Vanni-based "National Leadership" was predictable. In a statement issued the following day at a Press Conference in Killnochchi, the LTTE announced that Karuna had been "discharged from the Liberation Tigers and relieved of his responsibilities" for having "planned to secede himself from the liberation organization". The charge was that Karuna, "instigated by some malicious elements opposed to the Tamil Eelam Liberation struggle, acting traitorously to the Tamil people and the Tamil Eelam National Leadership, has planned to secede himself from the liberation organization".

The stage was thus set for an internecine conflict that could prove to be bloody with wires and cyber space getting clogged with reports of clashes, assassinations and conspiracies involving an "external hand", including the Indian intelligence RAW and Sri Lanka's military-intelligence apparatus. The involvement of western actors in either trying to patch up the differences between Pirabhakaran and Karuna or in tilting towards the Vanni-based leadership has also drawn the attention of conspiracy theorists. This is not to suggest that these conspiracy theories are necessarily wrong. Time is the best judge.

What is of particular concern to Sathya are not the reports centred on personality clashes, power struggle and conspiracy theories relating to the Karuna episode. The theme of this week's column, however, is a reflection on the particular conjuncture in which Tamil Nationalism finds itself today. A reflection prompted by the Karuna episode and the wider ramifications it has on Tamil nationalism and its future trajectory. Sathya, being a Tamil whose ancestral roots are in Vadamarachchy in Jaffna district on his father's side and in Vanni on his mother's side, does so in a somber mood which could well reflect the collective Tamil psyche and all the apprehension and anxieties that go along with it.

Tamil Nationalism has always prided itself in its self-perceived homogeneity and manifest destiny. Tamils were a distinct nationality. Tamils had a clearly identifiable homeland comprising the Northern and Eastern provinces. And, as such the Tamils had the inalienable right to self-determination that includes the right to secede. The above was the basis on which Tamil nationalism advanced its case, initially through peaceful means, and later through the force of arms in the face of State repression.

These are concepts and assertions that were taken for granted by Tamil nationalism, embodied in the Thimpu Principles'. Its antecedent could also be found in the Federal Party convention in the 50s and the Vaddukkodai resolution of May 14, 1976. Identities based on class, caste, gender, religious and regional diversities were all subsumed under this homogeneous category. Everything had to be placed on hold till the Tamils got their "Tamil Eelam".

Gradually, the socialist and Marxist-Leninist influences began to challenge this notion of homogeneity and stressed on the importance of differentiating the Tamil Nationality into the equally important sub-categories and sub-strata cited above. This was the focus of youth radicalism during the mid-70s and the early 80s . However, the intensification of State repression against the legitimate peaceful and democratic struggles of the Tamil national movement and frequent state-sponsored pogroms, pushed the broad Tamil National Movement as well as its progressive and left-oriented components into giving primacy to armed resistance.

In this, the ultra-Tamil nationalist tendencies gained ascendance till today we have the claim of the LTTE as the "sole representative" that would give leadership to the entire Tamil struggle under a single national leader and leadership. This came out in sharp relief when LTTE's Political Wing leader S. P. Thamilselvan told the media following his meeting with the TNA in Kilinochchi on 17th February, "We unanimously decided today that the Tamil people should vote only for the policies of the TNA.

This is the wish of our leader and leadership. The Tamils should unite under one leadership and one policy for this election". Incidentally the "one policy" included the demand for the acceptance and implementation of the LTTE's proposal for an Interim Self Governing Authority (ISGA) for the North-East. That the proposal is in itself unitarist and majoritarian in form and content within the North-East is conveniently ignored by Tamil nationalism. The Tamil nationalist demand for autonomy and federalism it appears is only vis a vis the State.

At the outset it must be emphasised that the Karuna episode is not something that relates to a single, deranged individual as the LTTE leadership has put out. In fact, it must be noted that almost all Tamil militant organizations had to contend with a Eastern local leadership that constantly demanded autonomy. As such the assertion by Karuna should not come as a surprise.

But it did come as a rude shock to the Tamil ultra-nationalist who believed that it is only an organization like the LTTE which is centralized, authoritarian and which stood by the dictum, "might is right" that could deliver their "Tamil Eelam". The assertiveness of Karuna and the challenge thrown by him to the centralized leadership has shattered this image.

The only way that the LTTE could restore that image is to carry out a swift military putsch against Karuna or a cloak and dagger assassination bid. It is beyond the LTTE innate character to accommodate pluralism and diversity within its organization, akin to Tamil Nationalisms innate tendency to negate diversity and pluralism within Tamil society.

This is not in any way to project Karuna as the democrat or as the alternative to God himself as Karuna referred to Pirabhakaran in his open letter to him in a tone that combined defiance with reverence. In fact, Sathya is of the opinion that Karuna had begun seeing himself as the Pirabhakaran of the East and the challenge posed by Karuna to the LTTE leader is both an assertion of regionalism as well as his military power centre.

Here again it must be clearly understood that regionalism in the East is not a new phenomenon. In fact it is the result of years of perceived grievance that the East is being dominated by the North. But, it is a perception that is shared largely by the intelligentsia and the ruling elites of the East against the intelligentsia and the ruling elites of the North. Karuna and Pirabhakaran are only the agents of these ruling elites who have manipulated them to serve their own interests. Therein lies the ingredients of the unfolding Greek Tragedy.

The time has come for Tamil Nationalism to look inwards. It has reached its crossroads. It is not Sathya's contention that Tamil nationalism will whither away. Neither would the notion of a Tamil traditional homeland that encompasses the North and East as one single politico-administrative entity simply fade away simply because of the Karuna factor.

It will not as long as Sinhala Nationalism holds sway over the body politic in Sri Lanka and denies the Tamil People their due identity, democratic and political rights.

At the same time the North and the Jaffna-centric Tamil nationalist leadership cannot afford to take the East for granted or deny political diversity and pluralism within the totality of the Tamil nationality.

The time has come for Tamil Nationalism to be People-centred rather than Land-centred. Sathya will have more to say on this theme at an appropriate time and conjuncture.

இதை அடுத்து, ஜனாதிபதி சந்திரிகா குமாரதுங்கவிற்கும் கருணாவிற்கும் இடையே ரட்ண கமகே, இடைத் தரகராக செயற்பட்டு வந்துள்ளார்.

கருணாவிற்கும் ஜனாதிபதிக்கும் இடையே ரட்ண கமகே தொடர்ச்சியான தொடர்புகளை ஏற்படுத்தும் முயற்சியில் ஈடுபட்டு வந்ததாக கருணாவைச் சார்ந்த தரப்பினர் தெரிவித்துள்ளனர்.

கிழக்கு மாகாணம் தமிழர்களுக்குமட்டுமான பாரம்பரிய தாயகப் பிரதேசமல்ல. அது பல்லின மக்களுக்குமான தாயகப் பிரதேசமென, விடுதலைப் புலிகள் அமைப்பிலிருந்து நீக்கப்பட்ட கருணா தெரிவித்துள்ளார்.

புலிகள் அமைப்பிலிருந்து நீக்கப்பட்ட பின்னர் இவர் சிங்கள, ஆங்கிலப் பத்திரிகைகளுக்கும் வெளிநாட்டுப் பத்திரிகைகளுக்கும் தினமும் பேட்டியளித்து வருகின்றார்.

ஒவ்வொரு பேட்டியிலும் முன்னுக்குப் பின் முரணான கருத்துக்களைக் கூறிவரும் இவர், தற்போது கிழக்கு மாகாணம் தமிழர்களது தாயகப் பிரதேசமல்ல என ஆங்கிலப் பத்திரிகையொன்றுக்கு கூறியுள்ளார்.

அந்தப் பேட்டியில் கருணா மேலும் கூறுகையில், தமிழ் மக்களின் ஏக பிரதிநிதிகளாக இனிமேல் விடுதலைப் புலிகளைக் கூற முடியாது. கிழக்கிலுள்ள புலிகளுக்கு தலைமைத்துவத்தை வழங்க வேண்டியிருப்பதால் வடக்கிலுள்ளவர்களுடன் இணக்கப்பாடொன்றை ஏற்படுத்துவது சாத்தியமற்றது.

தற்போதைய போர்நிறுத்த உடன்பாட்டை ஏற்றுக் கொள்ள முடியாது. தேர்தலில் எந்தக் கட்சி ஆட்சிக்கு வருகிறதோ அவர்களுடன் புதிய போர் நிறுத்த உடன்பாடொன்றை செய்துகொள்வேன்.

வன்னியிலுள்ளவர்களே தொடர்ச்சியாக போர் நிறுத்த மீறல்களில் ஈடுபட்டு வருகின்றனர். கப்பம் கேட்டல், ஆட்கடத்தல், பலவந்த ஆட்சேர்ப்புக்கும் எனக்கும் எதுவித தொடர்புமில்லை. போர் நிறுத்த மீறல்களுக்கெல்லாம் புலனாய்வுத் துறைப் பொறுப்பாளர் பொட்டு அம்மானே காரணம்.

சமாதானம் மூலம் தீர்வொன்று கிட்டுவதை நான் விரும்பவில்லை எனவும் நானொரு யுத்தப் பிரியன் என்றும் சமாதான முயற்சிகளைக் கைவிட்டு போரை ஆரம்பிக்குமாறு நான் தலைமைப்பீடத்தை வற்புறுத்தி வந்ததாக தென்பகுதி பத்திரிகைகள் கூறுவதில் உண்மையில்லை. போரை வெறுத்தே புலிகள் அமைப்பிலிருந்து பிரிந்தேன்.

புலிகளால் முன்வைக்கப்பட்ட இடைக்கால நிர்வாக சபை யோசனை, ஏற்றுக் கொள்ள முடியாததொன்று. அதனை ஏற்றுக் கொள்ள வேண்டி வந்தால், பாரபட்சம் காரணமாக உள் பிரிவினைகள் ஏற்படலாம் எனவும் தெரிவித்தார்.

A major force within the LTTE

HE sat, laughing, next to his leader Velupillai Prabakaran when the Liberation Tigers of Tamil Eelam (LTTE) leader met mediapersons on April 10 in Killinochchi. It was the first time that many people saw the boyish looking but hawkish leader from Batticaloa, referred to as Colonel Karuna by Anton Balasingham. It is not clear how old he is, but it is accepted even by the Sri Lankan military that Karuna leads from the front and that he does not believe in withdrawing even if he is in danger. Karuna is credited with leading several battles to victory. He took part in all phases of Operation 'Unceasing Waves'. He was responsible for the capture of Aiyakachchi. It was, in a way, the beginning of the capture of Elephant Pass. Karuna is also well-guarded like his leader and, moreover, Prabakaran recognises Karuna as a real fighter. One of Sri Lanka's most successful Generals and currently the country's High Commissioner to Australia, Janaka Perera, once described Karuna as one of the LTTE's most successful commanders.


It is believed that Karuna would play an important role in the future struggle of the LTTE. Karuna is developing Batticaloa militarily, even while securing his place and strengthening his forces in the area. Decoded radio intercepts from Karuna made since the signing of the Memorandum of Understanding (MoU) refer ominously to \"when hostilities recommence\". More cadres have been recruited in the East. The military strength of the LTTE around its headquarters stands at an all-time high of around 7,000. LTTE cadres who fought in the battles in the North and in the Vanni have moved back to Batticaloa. It was Karuna who took them to fight the battles in the North and proved to Prabakaran how effective his forces were.

Most of the cadres in Batticaloa are returning to the East on the pretext of going on leave. [b]<span style='color:#ff001b'>One can question the real motive of Karuna at this juncture. What is he doing at a time when he is expected to lay down his arms, building a separate and dreadful force in Batticaloa? Karuna is getting ready to take over the East. He knows that Prabakaran trusts him though there is a difference between the Tamils in Batticaloa and Jaffna. No one knows if Karuna has an ulterior motive, or if he is following the orders of his leader. Karuna, like Prabakaran, is not very comfortable at times of peace. He is a real warlord of the LTTE.

At one time Karuna had no control over the political leader of the LTTE in Batticaloa, Karikalan. Karikalan went on a rampage in the East harassing Muslims and making his own decisions. He also upset S.P. Thamilchelvan, the leader of LTTE's political wing, by taking charge of Batticaloa's political operations and doing things his way. Observers say that his action made Thamilchelvan very insecure at the time. However, the shelling Karikalan got from Prabakaran settled matters for everyone. Karuna, the military man in Batticaloa, has a better control of the situation now. Karuna also has a great understanding with Paduman, a leader in Trincomalee described by Balasingham as Colonel Paduman. Paduman too is a strong military leader of the LTTE and was seated next to Karuna at Prabakaran's press conference.

Although Karuna is not seen in the picture, it is well-known that he has gained total control of Batticaloa and is strengthening Batticaloa and the East through mass mobilisation and collection of arms and ammunition. He has reorganised LTTE cadres into regiments. The \"Pongu Tamil\" and the anti-Indian \"Annai Bupathi\" celebrations held in Batticaloa helped Karuna in his mass mobilisation. The Tigers tried through these two events to project the image of the LTTE as the only saviours of Tamils in Sri Lanka.

Four LTTE boats intercepted by the Sri Lanka Navy recently carried a large stock of arms and ammunition. The boats also carried hardcore Batticaloa cadres returning from the North. These boats were released without taking any count of arms or other items lying with the LTTE. Karuna and Paduman were also in those boats. There were reports about the presence of LTTE intelligence chief Pottu Amman. However, informed sources confirm that Pottu Amman was not in any of the boats. He had taken the sea route and landed before the Sri Lankan Navy intercepted the boats. Pottu Amman, along with his leader Velupillai Prabakaran, is wanted in India for the assassination of Prime Minister Rajiv Gandhi.

Prabakaran has also started to recruit more cadres from Jaffna and the opening of the A-9 highway helped him to reach out to more people than ever before. It was never in doubt that Prabakaran has most faith in his people from Jaffna even though it was Karuna's people from the East who fought hard for the LTTE in recent times. Unconfirmed reports say that Balasingham had warned Prabakaran to keep Karuna under control. Some months ago, the pressure brought by the Army's deep penetration team on Karuna and Karikalan was so severe that they could not even attend Prabakaran's Heroes' Day celebrations. Karikalan narrowly escaped death because he was not in his vehicle when the deep penetration team struck. Military analysts believe that the deep penetration team could have neutralised the LTTE leadership in Batticaloa at the time. Karuna is now aware that he has freedom of action since the operations of the deep penetration teams came to a halt with the signing of the MoU.

Batticaloa comes under the charge of Major-General Sunil Tennekoon who has a clear understanding of the situation there. He has sent a report to the higher authorities about the LTTE's enhanced military capabilities and stockpiling of arms, the creation of a fear psychosis among the people living in Batticaloa, the LTTE's intervention in the civil administration, and more. Government Agents in Batticaloa already work under the instructions of the LTTE. It also summoned a meeting of government servants in Kokkadichilai and Karadiyanaru and blamed the Tamils for their inadequate support to propagate the activities of the LTTE. It is well-known that the LTTE is sending cadres to cleared areas disregarding the MoU, and the contractors for international non-governmental organisations operating in Batticaloa, such as the Norwegian Save the Children, and government projects are nominated by the LTTE.

It is reported that the Sri Lankan Army is undergoing combat training and is in readiness, though it is not evident. Most of the checkpoints in the East are neglected and a number of them have been removed. Soldiers are in a relaxed mood. [b]But no one knows what Karuna is up to.

<b>ஒரு மூன்றாவது சக்தியின்றி, கருணா இவ்வாறு துரோகமிழைத்திருக்க வாய்ப்பில்லை என்று கரிகாலன் யாழ். பல்கலைக்கழக மாணவர்களிடம் தெரிவித்துள்ளார்.

மட்டக்களப்பு-அம்பாறை மாவட்ட மக்கள் இப்போது கருணாவின் துரோகத்தனத்தை தெளிவாகப் புரிந்து கொண்டுள்ளார்கள் என்று குறிப்பிட்டுள்ள கரிகாலன், தமிழீழ மக்களின் விடுதலையையும் சுதந்திரத்தையும் விரும்பாத ஒரு மூன்றாவது சக்தி, கருணாவை மனச்சலவை செய்துள்ளதையும் சுட்டிக் காட்டியுள்ளார்.

இன்று திங்கட்கிழமை, யாழ். பல்கலைக்கழக வளாகத்தில் இடம்பெற்ற கூட்டத்தில் கலந்து கொண்டு, கரிகாலன், கௌசல்யன் ஆகியோர் உரையாற்றினார்கள்.

எமது தேசியத் தலைவர், கருணாவின் மேல் அளவு கடந்த மதிப்பும் நம்பிக்கையும் வைத்திருந்தார். நாங்கள் கருணா குறித்து எந்தவொரு விடயத்தைச் சொன்னாலும், தலைவர் அதை நம்பத் தயாராக இருக்கவில்லை. அவ்வளவு தூரம் தலைவர் கருணா மேல் நம்பிக்கை வைத்திருந்தார்.

நாம் கருணாவுடன், பலதடவை அவரது செயற்பாடுகள் குறித்து தெளிவுபடுத்த முயன்றோம். அவர் செய்யவிருப்பது தவறு என்றும், அது தமிழீழ மண்ணையும் மக்களையும் முற்றாகப் பாதித்து விடும் என்றும் தெளிவாக விளக்கம் கொடுத்தும் கருணா அதற்கு செவிமடுக்கத் தயாராக இருக்கவில்லை. இறுதிவரை நாம் கருணாவை இம்முடிவை எடுக்கவேண்டாமெனத் தடுக்க கடும்முயற்சிகளை எடுத்தோம், ஆனாலும், கருணா திடீரென தனது முடிவை அறிவித்து விட்டார்.

வேறு எந்தவொரு தளபதிக்கோ அதிகாரிக்கோ கொடுக்கப்படாத அத்தனை பதவிகளும் உரிமைகளும் கருணாவுக்கு மட்டுமே கொடுக்கப்பட்டிருந்தன. அவ்வளவு தூரம் தலைவர் கருணாவை நம்பியிருந்தார். வேறு எந்தவொரு பிரதேசத் தளபதிக்கும் இவ்வளவு அதிகாரங்கள் கொடுக்கப்பட்டிருக்கவில்லை. மட்டக்களப்பு-அம்பாறை மாவட்டத்தின் அத்தனை பகுதிகளும் கருணாவின் முழுமையான கட்டுப்பாட்டின் கீழ் வழங்கப்பட்டதற்கும், தேசியத் தலைவர், கருணாமேல் வைத்திருந்த அளவற்ற நம்பிக்கையே காரணம்.

கிழக்கின் மக்களும் போராளிகளும் அளப்பரிய தியாகங்களைச் செய்துள்ளமை மிகவும் உண்மையானது. ஆனால், இந்த உண்மையை கருணா தனது சுயநலம் கருதி, பிரதேசவாதமாக மாற்ற முற்பட்டுள்ளமை மிகப்பெரிய துரோகச் செயலே, என்று கரிகாலன் தெளிவாக விளக்கமளித்தார்.

<b>பிரபாகரன் - கருணா பிரச்சினை: கொழும்பு தமிழர்களை பாதிக்கவில்லை</b>

கொழும்பு, மார்ச் 16: விடுதலைப் புலிகள் அமைப்பில் கருணா பிரச்சினையால் ஏற்பட்டுள்ள பின்னடைவு ஓரிரு வாரங்களில் தீர்ந்துவிடும் என கொழும்பு நகரில் உள்ள தமிழர்கள் நம்புகின்றனர்.

இலங்கையின் கிழக்குப் பகுதியில் உள்ள மட்டகளப்பு, அம்பாறை மாவட்டங்களுக்கான தளபதியாக இருந்த கர்ணா தனித்துச் செயல்படப் போவதாக கடந்த 3-ம் தேதி அறிவித்தார். கிழக்குப் பகுதியைச் சேர்ந்த போராளிகளுக்கு உரிய முக்கியத்துவம் அளிக்கப்படவில்லை என்று அவர் புகார் கூறினார்.

நிதி மோசடியில் ஈடுபட்டதால் விடுதலைப் புலிகள் அமைப்பில் இருந்து கர்ணா நீக்கப்படுவதாக அதன் தலைவர் பிரபாகரன் அறிவித்துள்ளார்.

பொதுமன்னிப்பு வழங்கத் தயாராக இருப்பதாக பிரபாகரன் தரப்பில் தெரிவிக்கப்பட்டது. அதை கருணா நிராகரித்துவிட்டார்.

தம்மிடம் 6 ஆயிரம் போராளிகள் உள்ளதாகவும், எந்த நாடு அல்லது எந்த அமைப்பின் உதவியும் இல்லாமல் அடுத்த 10 ஆண்டுகளுக்குத் தனித்துச் செயல்படத் தேவையான நிதி வசதி இருப்பதாகவும் கர்ணா கூறியுள்ளார்.

உள்ளூர் விலைவாசியில் ஒரு போராளிக்குத் தினமும் குறைந்தது ரூ. 200 செலவிடுவதாகக் கணக்கிட்டாலும் 6 ஆயிரம் பேருக்கு ரூ. 12 லட்சம் ஆகும். போக்குவரத்து, ஆயுதங்கள் பராமரிப்பு, அலுவலகம் உள்ளிட்ட செலவுகளுக்குத் தினம் ரூ. 3 லட்சம் தேவைப்படும். எனவே, மாதத்துக்கு ரூ. 4.5 கோடி செலவு செய்ய வேண்டியிருக்கும் என இலங்கை பொருளாதார நிபுணர்கள் கணக்கிடுகின்றனர்.

இந்தப் பணம் எங்கிருந்து வரும் என்பது தெரியவில்லை. விடுதலைப் புலிகள் இயக்கப் பணத்தில் செய்துள்ள முதலீடுகளுக்குக் கிடைக்கும் வட்டியைக் கொண்டு கருணா செலவு செய்யக்கூடும் என்று சொல்லப்படுகிறது.

பிரபாகரனுடன் கருணாவுக்கு ஏற்பட்டுள்ள மோதலை கொழும்பு நகரில் உள்ள தமிழர்கள் பெரிதாகக் கருதுவதாகத் தெரியவில்லை.

இது தாற்காலிகப் பின்னடைவுதான். ஓரிரு வாரங்களில் இப் பிரச்சினைக்குத் தீர்வு ஏற்பட்டுவிடும் என அவர்கள் கூறுகின்றனர். ஒருவேளை தீர்வு ஏதும் ஏற்படாமல் போய் பிரபாகரன் -கருணா இடையே ஆயுதச் சண்டை ஏற்படுமானால், தங்கள் நிலை மோசமாகிவிடும் என கொழும்பில் வசிக்கும் தமிழர்கள் அச்சம் தெரிவிக்கின்றனர்.

இலங்கையில் தமிழர்கள் பாதுகாப்பாக இருப்பதற்கு, விடுதலைப் புலிகள் மீது ஆட்சியாளர்களுக்கு உள்ள அச்சமே காரணம் என்று கருதப்படுகிறது.

இப்போது கருணா பிரச்சினை வெளியில் தெரிந்ததும் சில பகுதிகளில் தமிழர்களின் வீடுகளுக்குச் சென்று சொத்துகளை விட்டுவிட்டு வெளியேறத் தயாராக இருக்குமாறு ஜனதா விமுக்தி பெரமுன என்ற சிங்களக் கட்சியினர் கூறியதாகத் தமிழர்கள் தெரிவிக்கின்றனர். வரவிருக்கும் தேர்தலில், அந்த அமைப்பினர் ஆதரவு பெற்ற அதிபர் சந்திரிகா குமாரதுங்கவின் இலங்கை சுதந்திரக் கட்சி கூட்டணி வென்றால் தமிழர்களின் பாதுகாப்பு கேள்விக் குறியாகிவிடும் என்ற அச்சம் உள்ளது.

இச் சூழ்நிலையில் பிரபாகரன் மீதான அரசின் அச்சம் நீங்கிவிட்டால் தமிழர்களுக்கு எதிரான செயல்பாடுகளின் வேகமும் அதிகரிக்கும் என்று அவர்கள் கூறுகின்றனர்.

கருணாவைவிட பிரபாகரனையே கொழும்புவாழ் தமிழர்கள் அதிகம் நம்புகின்றனர். 20 ஆண்டு காலம் போராடியதன் பலன் இத் தேர்தலில் கிடைக்க உள்ள நிலையில், கருணா மூலமாக இப்படி ஒரு பிரச்சினை ஏற்பட்டிருக்கக் கூடாது என்ற வருத்தம் மட்டும் அவர்களிடம் உள்ளது.

ரத்தம் சிந்தாமல் கிழக்குப் பகுதிகளைத் தங்கள் கட்டுப்பாட்டில் கொண்டுவர முயற்சி செய்வதாக புலிகள் அமைப்பின் அரசியல் பிரிவுத் தலைவர் எஸ்பி. தமிழ்ச்செல்வன் தெரிவித்துள்ளார்.

இலங்கையின் கிழக்குப் பகுதியில் உள்ள மட்டகளப்பு, அம்பாறை மாவட்டங்களுக்கான தளபதியாக இருந்த கர்ணா தனித்துச் செயல்படப் போவதாக கடந்த 3-ம் தேதி அறிவித்தார். கிழக்குப் பகுதியைச் சேர்ந்த போராளிகளுக்கு உரிய முக்கியத்துவம் அளிக்கப்படவில்லை என்று அவர் புகார் கூறினார்.

நிதி மோசடியில் ஈடுபட்டதால் விடுதலைப் புலிகள் அமைப்பில் இருந்து கர்ணா நீக்கப்படுவதாக அதன் தலைவர் பிரபாகரன் அறிவித்துள்ளார்.

பொதுமன்னிப்பு வழங்கத் தயாராக இருப்பதாக பிரபாகரன் தரப்பில் தெரிவிக்கப்பட்டது. அதை கருணா நிராகரித்துவிட்டார்.

தம்மிடம் 6 ஆயிரம் போராளிகள் உள்ளதாகவும், எந்த நாடு அல்லது எந்த அமைப்பின் உதவியும் இல்லாமல் அடுத்த 10 ஆண்டுகளுக்குத் தனித்துச் செயல்படத் தேவையான நிதி வசதி இருப்பதாகவும் கர்ணா கூறியுள்ளார்.

உள்ளூர் விலைவாசியில் ஒரு போராளிக்குத் தினமும் குறைந்தது ரூ. 200 செலவிடுவதாகக் கணக்கிட்டாலும் 6 ஆயிரம் பேருக்கு ரூ. 12 லட்சம் ஆகும். போக்குவரத்து, ஆயுதங்கள் பராமரிப்பு, அலுவலகம் உள்ளிட்ட செலவுகளுக்குத் தினம் ரூ. 3 லட்சம் தேவைப்படும். எனவே, மாதத்துக்கு ரூ. 4.5 கோடி செலவு செய்ய வேண்டியிருக்கும் என இலங்கை பொருளாதார நிபுணர்கள் கணக்கிடுகின்றனர்.

இந்தப் பணம் எங்கிருந்து வரும் என்பது தெரியவில்லை. விடுதலைப் புலிகள் இயக்கப் பணத்தில் செய்துள்ள முதலீடுகளுக்குக் கிடைக்கும் வட்டியைக் கொண்டு கருணா செலவு செய்யக்கூடும் என்று சொல்லப்படுகிறது.

பிரபாகரனுடன் கருணாவுக்கு ஏற்பட்டுள்ள மோதலை கொழும்பு நகரில் உள்ள தமிழர்கள் பெரிதாகக் கருதுவதாகத் தெரியவில்லை.

இது தாற்காலிகப் பின்னடைவுதான். ஓரிரு வாரங்களில் இப் பிரச்சினைக்குத் தீர்வு ஏற்பட்டுவிடும் என அவர்கள் கூறுகின்றனர். ஒருவேளை தீர்வு ஏதும் ஏற்படாமல் போய் பிரபாகரன் -கருணா இடையே ஆயுதச் சண்டை ஏற்படுமானால், தங்கள் நிலை மோசமாகிவிடும் என கொழும்பில் வசிக்கும் தமிழர்கள் அச்சம் தெரிவிக்கின்றனர்.

இலங்கையில் தமிழர்கள் பாதுகாப்பாக இருப்பதற்கு, விடுதலைப் புலிகள் மீது ஆட்சியாளர்களுக்கு உள்ள அச்சமே காரணம் என்று கருதப்படுகிறது.

இப்போது கருணா பிரச்சினை வெளியில் தெரிந்ததும் சில பகுதிகளில் தமிழர்களின் வீடுகளுக்குச் சென்று சொத்துகளை விட்டுவிட்டு வெளியேறத் தயாராக இருக்குமாறு ஜனதா விமுக்தி பெரமுன என்ற சிங்களக் கட்சியினர் கூறியதாகத் தமிழர்கள் தெரிவிக்கின்றனர். வரவிருக்கும் தேர்தலில், அந்த அமைப்பினர் ஆதரவு பெற்ற அதிபர் சந்திரிகா குமாரதுங்கவின் இலங்கை சுதந்திரக் கட்சி கூட்டணி வென்றால் தமிழர்களின் பாதுகாப்பு கேள்விக் குறியாகிவிடும் என்ற அச்சம் உள்ளது.

இச் சூழ்நிலையில் பிரபாகரன் மீதான அரசின் அச்சம் நீங்கிவிட்டால் தமிழர்களுக்கு எதிரான செயல்பாடுகளின் வேகமும் அதிகரிக்கும் என்று அவர்கள் கூறுகின்றனர்.

கருணாவைவிட பிரபாகரனையே கொழும்புவாழ் தமிழர்கள் அதிகம் நம்புகின்றனர். 20 ஆண்டு காலம் போராடியதன் பலன் இத் தேர்தலில் கிடைக்க உள்ள நிலையில், கருணா மூலமாக இப்படி ஒரு பிரச்சினை ஏற்பட்டிருக்கக் கூடாது என்ற வருத்தம் மட்டும் அவர்களிடம் உள்ளது.

ரத்தம் சிந்தாமல் கிழக்குப் பகுதிகளைத் தங்கள் கட்டுப்பாட்டில் கொண்டுவர முயற்சி செய்வதாக புலிகள் அமைப்பின் அரசியல் பிரிவுத் தலைவர் எஸ்பி. தமிழ்ச்செல்வன் தெரிவித்துள்ளார்.

PM assures separate Muslim delegation at future peace talks

Despite their failure to ensure a separate Independent Muslim Delegation at the peace talks during the last two years, the United National Front (UNF) party has given strong declaration that they will ensure the separate Muslim Delegation as soon as peace talks commence with the LTTE under a UNF government, after the April 2 General Election.
This assurance was given by Prime Minister and UNF Leader Ranil Wickremesinghe during the presentation ceremony of the partys election manifesto. However political analysts point out that during the last two years since the signing of the Ceasefire Agreement in February 2002 and the commencing of peace talks, the UNF merely resorted to verbal assurance of the participation of a separate Muslim delegation at the talks, despite the continuous request from the Muslim community, who has been a silent sufferer during the two decade long conflict. Hopefully the same scenario will not occur once again with them, the analysts said.

"Denial of franchise will damage peace process"- TNA

"Denial of franchise to Tamil voters residing in the Liberation Tigers held areas in the northeast province in the forthcoming general election will have serious impact on the current peace process," Mr.R.Sampanthan, leader of the Tamil National Alliance (TNA) and Secretary General of the Tamil United Liberation Front (TULF) told the Norwegian special peace envoy Mr. Erik Solheim during a discussion with the latter at the Norwegian embassy Monday morning, sources said.

The discussion which lasted for about forty five minutes between Mr.Sampanthan and Mr.Solheim centred on two matters, one was the question of allowing LTTE held area voters to exercise their franchise without any interruption by the security forces and the second was the Karuna affair in the east, sources said.

Norwegian ambassador Mr. Hans Bragattskar also participated in the discussion, sources said.

Tamil voters residing in the Liberation Tigers held areas in the northeast province should be allowed to freely, and without any restriction, exercise their franchise in the forthcoming general election, Mr.Sampanthan told the peace envoy.

According to election department sources, about 84 thousand voters reside in LTTE held areas in Vanni district, about 45 thousand in Batticaloa district and about 15 thousand in Trincomalee district.

However some understanding had been reached regarding the location of polling stations for voters in LTTE head areas in the districts of Trincomalee and Batticaloa. Authorities concerned have agreed to locate clustered polling stations in no man zones in Trincomalee and Batticaloa districts for LTTE held area voters.

"But uncertainty still prevails in regard to voters in LTTE held areas in the districts of Jaffna and Vanni," Mr.Sampanthan pointed out to Mr.Solheim, sources said.

Locating clustered polling stations in the army controlled area close to LTTE held area borders and subjecting the voters to body checks and other examinations would seriously interrupt the smooth polling and also would reduce the number of people who will be able to poll, Mr.Sampanthan pointed out.

Mr.Sampanthan said each clustered polling station should be provided with a European Union monitor and a local one on the polling day to ensure fair and free polling by LTTE held area voters.

Mr.Solheim replied that he would take up the matter with the authorities concerned and expressed confidence the problem could be sorted out in an amicable way

நடைபெறவிருக்கும் 13 ஆவது நாடாளுமன்ற பொதுத்தேர்தல் மிக முக்கியம் வாய்ந்ததாகக் கருதப்படுகின்றது. சமாதான ஒப்பந்தம் கைச்சாத்திடப்பட்டு இரண்டு ஆண்டுகள் பூர்த்தியான நிலையில் இப்பொதுத் தேர்தல் நடைபெறுகின்றது. தமிழரே புலிகள்; புலிகளே தமிழர், விடுதலைப் புலிகளே தமிழர்களின் ஏகப்பிரதிநிதிகள் என்ற கோஷங்களுடன் தமிழர் கூட்டமைப்பின் தமிழரசுக் கட்சியணி தேர்தல் களத்தில் குதித்துள்ளது.

திருமலை மாவட்டத்தில் இம்முறை தேர்தலில் 10 அரசியல் கட்சிகளும் 6 சுயேச்சைக் குழுக்களுமாக 112 பேர், 4 நாடாளுமன்ற ஆசனங்களுக்கு போட்டியிடுகின்றார்கள். இலங்கைத் தமிழரசுக் கட்சியில் (தமிழ் தேசிய கூட்டமைப்பு) நீண்டகால அனுபவம் உள்ள அரசியல்வாதியும், முன்னாள் நாடாளுமன்ற உறுப்பினருமான முதன்மை வேட்பாளர் இரா.சம்பந்தன் உட்பட 7 வேட்பாளர்கள் போட்டியிடுகின்றார்கள்; இவர்களில் பலர் பழைய முகங்களே.

வேட்பாளர் தெரிவின்போது கட்சிக்கிளைகளின் ஆதரவுடனும், விடுதலைபுலிகளின் அனுசரணையுடனும் தொகுதிவாரியாக, சிறந்த இளம் வேட்பாளர்களை உள்ளடக்கியிருந்தால் வரவேற்கக் கூடியதாக அமைந்திருக்கும் என பலர் அபிப்பிராயம் தெரிவித்துள்ளார்கள். இதற்கு முன்மாதிரியாக மட்டக்களப்பு மாவட்ட வேட்பாளர் தெரிவு நடைபெற்றமையைக் குறிப்பிடலாம். மட்டக்களப்பு மாவட்ட வேட்பாளர் தெரிவில் தலைமை வேட்பாளரைத் தவிர ஏனைய 7 பேரும் புதுமுகங்கள். இவை கட்சியின் அடிப்படையில், தொகுதிரீதியாக (மட்டக்களப்பு, கற்குடா, பட்டிருப்பு) முறையே 4, 2, 2 பேர் தெரிவுசெய்யப்பட்டுள்ளனர். தேசிய கூட்டமைப்பை முழுமையான சக்தியைக் கொண்டு களமிறங்கியது ஒரு சாணக்கியமான செயல் எனலாம்.

திருமலை மாவட்டத்தில் தமிழ் தேசிய கூட்டமைப்பில் தற்போதைய சூழ்நிலையில் எந்த ஒரு முஸ்லிம் வேட்பாளர் களம் இறங்கினாலும், அவரால் முஸ்லிம் வாக்குகளைப் பெறுவது என்பது கஷ்டமானதொரு காரியமாகும். அதற்காகத் தமிழ் தேசிய கூட்டமைப்பில் போட்டியிடும் முஸ்லிம் வேட்பாளர்கள் தமிழ் மக்களின் வாக்குகளை தனக்கு அளிக்குமாறு கோரப்பட வேண்டிய நிலையில் உள்ளனர். முஸ்லிம் வாக்குகளை கூடிய அளவு தமிழ் தேசிய கூட்டமைப்பு பெறமுடியாத நிலையே தென்படுகின்றது. இதற்குப் பதிலாக தமிழ்தேசிய கூட்டமைப்புக்குச் செல்லவிருக்கின்ற தமிழ் வாக்குகளை முஸ்லிம் வேட்பாளர்கள் பகிர்ந்து கொள்ள முனைப்பாக இருப்பதால் பாரிய வாக்கு அதிகரிப்பு ஏற்படுத்துவதற்கு வாய்ப்பில்லை. குறிப்பாக, இலங்கையில் விகிதாசார தேர்தல் முறை அமுலுக்கு வந்த காலந்தொட்டு, கடந்த நாடாளுமன்றப் பொதுத்தேர்தல் வரை ஆட்சியமைத்து வந்த பேரினவாதக் கட்சிகளில் தெரிவு செய்யப்பட்ட திருமலை மாவட்ட நாடாளுமன்ற உறுப்பினர்கள், அக்கட்சி பேதங்களைக் கைவிட்டுவிட்டு முஸ்லிம் மக்களைப் பிரதிநிதித்துவப்படுத்தும் ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ் கட்சியின் கீழ் இம்முறை தேர்தலில் களமிறங்கியமை கருத்திற் கொள்ளப்படவேண்டியதொன்றாகும். இக்கூட்டமைப்பு மூலம் திருமலை மாவட்டத்தில் முஸ்லிம் வாக்குகளைச் சிதறடிக்காமல் இருக்கும் என்பதில் ஐயமில்லை.

கடந்த பொதுத்தேர்தல்களில் நாடாளுமன்றப் பிரதிநிதிகளாக அங்கம் வகித்த ஏ.எம்.எம்.மஃ×ப் (ஐக்கிய தேசியக் கட்சி), நஜீப் அப்துல் மஜீத் (பொதுஜன ஐக்கிய முன்னணி), கே.எம்.தௌபீக், எஸ்.எம்.தௌபீக் ஆகியோர் (ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ்) ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ் கட்சியில் இம்முறையில் களமிறங்கியது. கூடிய இரு பிரதிநிதித்துவத்தை ஏற்படுத்தக்கூடியதாக இருக்கலாம்; பேரினவாதிகளின் வாக்குபலம் குறையும்.

தமிழ்தேசிய கூட்டமைப்பில் இரண்டு பிரதிநிதித்துவத்தைப் பெறுவதாக இருந்தால், கடந்த
பொதுத்தேர்தலில் தமிழ்மக்கள் அளித்த பழுதடைந்ததாகக் கருதப்படும் ஆறாயிரத்துக்கும் அதிகமான வாக்குகளை ஈடுசெய்வது, வேட்பாளர்கள் தனித்தனியே வாக்குவேட்டையிடுவதைத் தவிர்ப்பது, கூட்டமைப்புச் சின்னமாகிய வீட்டுக்கு மட்டும் வாக்குகளை அளிப்பது ஆகியவை உறுதிப்படுத்தப்படவேண்டும்.

பொதுஜன ஐக்கிய முன்னணியும், ஜே.வி.பி.யும் அமைத்துக் கொண்ட கூட்டு தென்பகுதியில் பெரிய அளவு மாற்றத்தை ஏற்படுத்தினாலும், இம்மாவட்டத்திலுள்ள சிங்களப் பெரும்பான்மை மக்கள் அதை இதயபூர்வமாக ஏற்றுக்கொள்வதாகத் தெரியவில்லை. மொத்த சிங்கள வாக்குகள் பல கட்சிகளுக்கு பிரிவடைந்தால் வெற்றி வாய்ப்பு குறையலாம் என அவதானிகள் கூறுகின்றனர்.திருமலை மாவட்டத்தில் இன ரீதியாக இனம் சார்ந்த கட்சிகளுக்கு வாக்களித்துப் பழகிய மக்கள் இத்தேர்தலிலும் மாற்றமடையப் போவதில்லை.

தற்போதைய நிலையில், திருமலை மாவட்டத்திலுள்ள தமிழ் மக்களைப் பிரதிநிதித்துவப்படுத்தும் தமிழ்தேசிய கூட்டமைப்புக்கும், முஸ்லிம் மக்களைப் பிரதிநிதித்துவப்படுத்தும் ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ் கட்சியின் கூட்டமைப்புக்கும் இடையில்தான் இத்தேர்தல் பலப்பரீட்சையாக உள்ளது என்பது தெளிவாகத் தெரிகின்றது.

ஆனால், இம்முறை தமிழரசுக் கட்சிக்கும் (தமிழ் தேசியக் கூட்டமைப்பு) வாக்களிக்குமாறும், தமிழர்கள் சுதந்திரமாக வாக்களிக்கும் சூழல் வேண்டும். இன்றேல் பயங்கரவிளைவு தோன்றும் என்று புலிகள் கூறுவதன் மூலம் தமிழர் கூட்டமைப்பு செல்வாக்குள்ளதாகிவிட்டது.

திருமலை மாவட்டத்தில் இம்முறை 2 இலட்சத்து 24 ஆயிரத்து 307 பேர் வாக்களிக்கத் தகுதி பெற்றுள்ளனர். திருமலை தொகுதியிலிருந்து 86 ஆயிரத்து 277 பேரும், மூதூர் தொகுதியிலிருந்து 74 ஆயிரத்து 867 பேரும், சேருவில தொகுதியிலிருந்து 63 ஆயிரத்து 161 பேரும் வாக்களிக்கத் தகுதி பெற்றுள்ளனர். திருமலை மாவட்டத்தில் கட்சியின் சார்பில் போட்டியிடும் தமிழ் தேசிய கூட்டமைப்பு, ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ், ஐக்கிய மக்கள் சுதந்திர முன்னணி, ஐக்கிய தேசியக் கட்சி ஆகிய நான்கு கட்சிகளும் மிகப் பலம் பொருந்தியதாகவுள்ளன ஏனைய கட்சிகளான ஈழமக்கள் ஜனநாயகக் கட்சி, ஐக்கிய முஸ்லிம் கூட்டமைப்பு, ஜாதிக ஹெல உறுமய, ருஹுனு ஜனதா பக்ஷய, புதிய இடதுசாரி முன்னணி, சிங்ஹளயே மகாசம்மத பூமிபுத்ர பக்ஷய ஆகிய கட்சிகளும் ஆறு சுயேச்சைக் குழுக்களும் இத்தேர்தல் களத்தில் களம் இறங்கியிருந்தாலும் தேர்தலில் பெருந்தாக்கத்தை ஏற்படுத்தாது.

தமிழ் கூட்டமைப்பு இரண்டு ஆசனங்களைப் பெறுவதற்கும் பலத்த முயற்சி மேற்கொள்ள வேண்டியுள்ளது. அதற்காகப் பல சவால்கள் காத்திருக்கின்றன. இராணுவக் கட்டுப்பாடற்ற பிரதேசத்திலிருந்து வாக்களிக்க வருவோர்க்கு இடைஞ்சல்கள் இல்லாது வாக்களிக்கும் சந்தர்ப்பமளித்தால் எதிர்பார்த்த முடிவு அமையலாம்.

திருமலை மாவட்ட வாக்காளர் வீதாசாரப்படி தமிழ் மக்கள் இரு ஆசனங்களையும், முஸ்லிம் மக்கள் ஒரு ஆசனத்தையும் சிங்கள மக்கள் ஒரு ஆசனத்தையும் பெற வேண்டும். ஆனால், கடந்த முறை நடைபெற்ற பொதுத்தேர்தலில் தமிழர் விடுதலைக்கூட்டணி ஒரு ஆசனத்தையும் பொதுஜன ஐக்கிய முன்னணி ஒரு ஆசனத்தையும் ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ் கட்சியும், ஐக்கிய தேசியக் கட்சியும் இணைந்து போட்டியிட்டு அவை இரு ஆசனங்களையும் பெற்றன. கடந்த பொதுத்தேர்தல்களில் தமிழ் வாக்குகள் திட்டமிட்டு சிதறடிக்கப்பட்டமை, வாக்களிப்பில் தமிழ் மக்கள் அக்கறை காட்டாமை புலிகளின் கட்டுப்பாட்டுப் பிரதேசத்திலிருக்கும் வாக்காளர்கள் தடுக்கப்பட்டமை ஆகியவை தமிழ் பிரதிநிதித்துவம் இழக்கப்பட்டதற்கு முக்கிய காரணங்களாகும்.

பகுதியிலும் 40 வீதமானவர்கள் புலிகளின் கட்டுப்பாட்டுப் பகுதிகளான ஈச்சிலம்பற்று பிரதேசத்திலுள்ள 21 கிராமங்களிலும், மூதூர் கிழக்கு மேற்குப் பிரதேசங்களிலுள்ள 18 கிராமங்களிலும் குச்சவெளி, தம்பலகாமம், கன்னியா, பன்குளம் போன்ற பிரதேச செயலகப்பிரிவுகளிலும் வாழ்ந்து வருகின்றார்கள். கடந்தகால தேர்தல்களில் தமிழ் வாக்காளர்களின் வாக்களிப்பு 60 65 வீதமும் முஸ்லிம் வாக்காளர்களின் வாக்களிப்பு 85 90 வீதமும், சிங்கள வாக்காளர்களின் வாக்களிப்பு 65 70 வீதமும் அமைந்துள்ளதாகத் தெரியவருகின்றது. தமிழ் வாக்காளர்களின் வாக்களிப்பு வீதத்தை 90 வீதமாகக் கூட்டுவதும் படைகளின் கட்டுப்பாட்டுப் பிரதேச தமிழ் வாக்காளர்களை முழுமையாக வாக்களிக்கச் செய்வதிலும், புலிகளின் கட்டுப்பாட்டுப் பிரதேச வாக்காளர்களைக் கொத்தணி வாக்குச் சாவடிகளுக்கு அழைத்து வந்து வாக்களிக்கச் செய்வதன் மூலமும் இதனைச் சாத்தியமாக்கலாம். இம்முறை புலிகளின் நேரடிப்பார்வை படுவதால் வேட்பாளர்களிடையே குரோத மனப்பாங்கோ, குத்து வெட்டு மோதல்களோ, ஆடம்பரச் செலவுகளோ ஏற்படாது என செய்திகளிலிருந்து தெரியவருகின்றது.

முறையாக 95 வீதம் வாக்களித்தால் மூன்று தமிழ் பிரதிநிதிகளைக் கூடப் பெறமுடியும் என்று முதன்மை வேட்பாளர் இரõ.சம்பந்தன் தெரிவித்துள்ளமை குறிப்பிடத்தக்கது.
