[size=14]S.Lanka truce under strain as rebels defy monitors COLOMBO, July 23 — Tamil Tiger rebels have declined to dismantle a camp in government-held territory, Sri Lanka's truce monitors said on Wednesday, putting more strain on a ceasefire weakened by lack of direct talks.
Under the terms of the Norwegian-brokered truce between the government and the Liberation Tigers of Tamil Eelam (LTTE) signed in February last year, combatants are not allowed to build camps or carry weapons in areas controlled by the other side.
The monitors ruled earlier the camp in the northeast of the island was in a government-held area, but the Tigers' political wing leader S.P. Thamilselvan said they would make their own land survey before agreeing to remove the camp.
''Thamilselvan gave a negative answer and they will not abide by the ruling on the Wan Ela camp,'' said Agnes Bragadottir, spokeswoman for the Sri Lanka Monitoring Mission (SLMM).
She said the head of the mission was awaiting a written response from the rebels and would travel to the LTTE headquarters in the country's north on Thursday to talk with them.
The ceasefire marks the longest lull in fighting since the war over a separate Tamil state in the north and east began in 1983, but monitors have complained that the Tigers have been restricting their movements and not complying with rulings.
The Tigers suspended peace talks in April after six rounds of negotiations, and have yet to respond to a government proposal on power sharing aimed at restarting the peace process.
