There are lot of opinion polls which shows the majority of J&K people want to live with India than with pakistan. Moreover the people of J&K are enjoying democracy compared to the people on the other side of the fence. Even in the recently concluded poll for J&K assembly the people voted with much enthusiasm and the voting % was comparable to the rest of India except in some places in srinagar.
Converting the LOC into international border is the best bet.
There can be no plebiscite because the original status quo for calling plebiscite no longer exists.
For plebiscite to be called for the whole of J&K,POK and akshin chin should again be together which no longer is possible.
The best thing is recogonise LOC as international border.
Only small pockets of some cities like srinagar ,Doda are infested with pro-pak sentiment people. They are in minority when compared to the other regions even in the valley.
Remember J&K is just not the valley we have Hindu majority Jammu region and Buddhist majority Ladakh region. Even people in the valley except few pockets want to live in India.
The terrorists are loosing their game there because of that frustration they are trying to target the rest of India.
