லண்டன் குண்டுத் தாக்குதலுடன் தொடர்புடையவர் என்ற சந்தேகத்தில் நேற்று சுட்டுக்கொல்லப்பட்டவர் தமது விசாரணைகளுடன் தொடர்புடையவர் அல்ல என்று லண்டன் பொலிசார் தெரிவித்துள்ளனர்.

இந்த நபரின் கொலை தொடர்பாக தற்போது பொலிசார் கவலை தெரிவித்துருப்பதுடன், இது ஒரு துயரச் சம்பவம் என்றும் அவர்கள் குறிப்பிட்டுள்ளனர்.

ஸ்டொக்வெல் சுரங்க ரயில் நிலையத்தில் நேற்று ஒரு நபரை துரத்திச் சென்று சுட்டுக் கொன்ற பொலிசார், அந்த நபர் தற்கொலைக் குண்டுதாரியாக இருக்கலாம் என்று முன்பு கூறியிருந்தனர்.

Call for review of police policy

Witnesses say the man was shot five times after being caught
Muslim leaders have called for a review of police policy on apprehending suspects after the shooting of a man unconnected to the London bombings.
The shooting has worried the Islamic community even though it is not known if the man was Muslim, they said.

Azzam Tamimi, of the Muslim Association of Britain, said he could not imagine how a restrained man could be a threat.

But Lord Stevens, the former Met Commissioner, warned against ending the "shoot-to-kill" policy for bombers.

Lord Stevens said he had adopted the policy before he had handed over to the present commissioner Sir Ian Blair "after much soul-searching over a great deal of time".

Writing in the News of the World, he called on the public to put themselves in the place of a firearms officer.

"Of course, in reality, it is a 'shoot-to-kill-to-protect' policy, to save innocent lives," he writes.

"The revelation that the man killed on Thursday by an armed police officer was, in fact, innocent of any bombing intent, may lead some to seriously question that policy.

"But we are living in unique times of unique evil, at war with an enemy of unspeakable brutality, and I have no doubt that now, more than ever, the principle is right despite the chance, tragically, of error."

Eyewitnesses described seeing the suspect chased by officers into Stockwell Tube station, held on the floor and shot five times in the head.

Mr Tamimi said: "I just cannot imagine how someone pinned to the ground can be a source of danger."

He added: "It doesn't matter whether he is a Muslim or not, he is a human being.

"It is human lives that are being targeted - whether by terrorists or, as in this case, by the people who are supposed to be catching the terrorists."

Public inquiry demand

Sir Iqbal Sacranie, of the Muslim Council of Britain, admitted that the bombings had put officers under pressure.

But he said: "It's vital that the utmost care is taken to ensure that innocent people are not killed."

Massoud Shadjareh, chairman of the Islamic Human Rights Commission, went further by calling for a full public inquiry.

He accused the police of using Israeli-style tactics against terror suspects.

"How can you shoot someone on mere suspicion?" he said. "You can't even put someone in prison on suspicion, how can you kill them like that?"

London Mayor Ken Livingstone said the police had acted in a way that they believed protected the lives of the public.

"This tragedy has added another victim to the toll of deaths for which the terrorists bear responsibility," he said.

'Prosecutions possible'

John O'Connor, a former Scotland Yard commander, said it was likely that the investigation could lead to one or more officers being prosecuted.

He said concern would rise in the Met because of the case of Harry Stanley, who was shot dead by police six years ago while carrying a chair leg.

Two officers were arrested in June on suspicion of his murder, leading to criticism by police unions.

'Split-second decisions'

Glen Smyth, chairman of the Metropolitan Police Federation, described the man's death on Friday as "deeply regrettable".

"Police officers in these circumstances are expected to make split-second decisions that have life-long consequences," he said.

Shami Chakrabarti, the director of the human rights group Liberty, said her heart went out to the dead man's family and the officers involved.

"No one should rush to judgement," she said. "There must be a prompt, comprehensive and independent investigation into what happened.

"These are knife-edge split-second decisions made in moments of grave danger. We have a massive shared interest in the protection of innocent lives."

A Home Office spokesman refused to comment on the shooting, saying it was an operational matter for the police.

கடந்த வியாழக்கிழமை குண்டுத்தாக்குதல்கள் இடம்பெற்ற வேளையில் பாதுகாப்புக் கமெராக்களில் உருவம் பதிவாகிய யாசின் ஹசன் உமர் என்பவர்தான் இவர் என்று பொலிசார் நினைப்பதாக ஸ்கொட்லாண்ட் யார்டில் உள்ள பிபிசி செய்தியாளார் தெரிவித்துள்ளார்.

பிரிட்டிஷ் பாதுகாப்புப் படையினர், பயங்கரவாத எதிர்ப்பு நடவடிக்கைப் பிரிவு அதிகாரிகள் மற்றும் பேர்மிங்ஹாம் உள்ளூர்ப் பொலிசார் கலந்து கொண்ட ஒரு நடவடிக்கையின் போது இன்று காலையில் இவர் கைது செய்யப்பட்டார்.

இவர் கைது செய்யப்பட்ட போது இவரிடம் இருந்த பொதியை இராணுவத்தின் குண்டு செயலிழக்கச் செய்யும் பிரிவினர் ஆராய்ந்து வருகின்றனர்.

commuters in Shepherd's Bush, west London, has given an extraordinary account of a plot hatched in a
basement gym in Notting Hill, according to leaks from
his interrogation by Italian investigating magistrates.

The suspected would-be bomber is reported to have denied links to the cell that killed 52 people two weeks
earlier. But that outrage acted as a "signal" for the
second gang to launch its own attack.

The 27-year-old Ethiopian-born Briton, also known as Isaac Hamdi, was questioned by two judges after being
arrested in Rome on Friday.

"Rather than praying, we had discussions about work,
politics, the war in Iraq," Hussain said of the gatherings in the gym, according to La Repubblicanewspaper and an Italian news agency.

The would-be bombers watched films, "especially those in which you saw women and children killed and exterminated by the English and American soldiers, or widows, mothers and daughters who were crying".

The propaganda helped to foster the group's "political conviction that it is necessary to give a signal, to do something", Hussain was quoted by La Repubblica as saying.

"We never had contacts with the Bin Laden organisation. We knew that they existed. We had access to their platforms through the internet, but nothing direct."

He told investigators the cell was surprised by the 7 July bombs. "We have no link with the Pakistanis," he said. However, his group took the 7 July carnage as a signal that it should also act.

According to another report, from the Ansa Italian news agency, Hussain said: "We had to do something. We had to react to the climate of hatred and hostility that was created after the 7 July bombs. We were not supposed to kill anyone. That bomb would not have been able to cause victims."

The Italian Interior Ministry confirmed that the quotes from Hussain's interrogation in La Repubblicaand the Corriere della Serawere authentic but declined to comment on the source of the leaks.

The suspect was interrogated from Friday afternoon in Rome's Regina Coeli prison by Judges Franco Ionta and Pietro Saviotti.

A court-appointed defence lawyer, Antonietta Sonnessa, declined to confirm the speculation that her client may have decided to turn state's evidence.

It was not clear that Britain's request for the suspect to be extradited would be granted. The first stage of a preliminary extradition hearing was held yesterday but Rome's Court of Appeal may rule he should remain in Italy as part of an investigation into the killing of an Italian citizen in the 7 July bombings.

If extradited, Hussain will join four other suspects being questioned at Paddington Green police station, three of who have been named as Muktar Said Ibrahim, Ramzi Mohammed and Yasin Hassan Omar. The fifth suspect has not been named.

Tony Blair appears to be on the brink of a Brechtian moment, in which he will need to dissolve the people who have lost his confidence and elect another.
Certainly, if he claims that anyone who believes there is a connection between the government's foreign policy - above all, Iraq - and the July 7 massacre in London is a "fellow traveller of terrorism", then he has his work cut out. Fully 85% of the public do, according to a Daily Mirror/GMTV poll.


The government's refusal to associate cause and consequence, which would be child-like were it not so obviously self-serving, is sustained only by hysterical warnings against the new evil of "root-causism" from the residual pro-empire liberals.
This attempt to close down debate as to why Britain - London above all - is now fighting the misbegotten "war on terror" on its own streets, is doubly dangerous. Not only does it block the necessary re-evaluation of foreign policy, it also places the onus for preventing any repetition of July 7 on the "Muslim community", which - in a form of collective responsibility - is accused of breeding an "evil ideology" in its midst.

This approach risks reaping a different whirlwind in anti-Muslim attacks, physical and verbal. It also creates the climate in which Brazilians allegedly wearing coats on a hot day can become targets for a shoot-to-kill policy imported from Israel.

"Iraq" is shorthand for describing the problem. As well as the occupation of Iraq, it encompasses the faltering occupation of Afghanistan, the misery of the Palestinians, Guantánamo Bay and the carefully photographed torture at Abu Ghraib and Camp Breadbasket.

The British government bears less responsibility for some of these policies than for others. But if the British ambassador to Washington is briefed by Downing Street that his job is to "get up the arse of the White House and stay there", as has been reported, then it is small surprise that nuances of difference get overlooked.

Of course, al-Qaida and its reactionary ideologists may have broader objectives than ending the occupation of Iraq. But no one is going to bomb Britain because of Chechnya. All roads lead back to the government's uncritical identification with the US neoconservative agenda. The first step in a realignment must be ending the occupation of Iraq. This is not "appeasing terrorism": that would only be the case if the occupation had been wildly popular, and producing results before July 7, and a U-turn was urged as a result of the carnage in London.

In fact, the occupation was wrong, and failing, before July 7 and it is wrong afterwards. It was opposed by most of the people before it began, and by most people most of the time to this day.

The main argument for ending it is not what has happened, or is threatened, in London but what is happening in Iraq daily. Every day is July 7 in occupied Iraq, where Britain has, along with the US, arbitrarily, violently and unlawfully constituted itself the de facto authority.

Whether one talks of 25,000 violent deaths, as claimed by Iraq Occupation Focus, the 39,000 counted by the Swiss-based Graduate Institute of International Studies, or the 100,000 "excess civilian deaths", including nonviolent casualties of occupation, identified by the Lancet, this is a massacre of innocent people that the government apparently believes is a price worth ignoring for its Iraq policy.

Whether these killings are directly attributable to the occupying force, or caused by the terrorism that has flourished on the occupiers' watch along with economic and social chaos, they are the best reason for bringing the troops home. It should be done for the Iraqis, not just for ourselves.

This demand has near-unanimous support among Britain's trade unions. It is the Liberal Democrats' policy. Bringing the troops home no later than Christmas would surely command overwhelming public backing.

Such a move would not necessarily end the threat of terrorism overnight - but it would be right. It would send a signal, not to al-Qaida but to the British people, that a disastrous foreign policy can be changed by means of democratic pressure.

Two million people, including a vast number of British Muslims, took to the streets against the invasion of Iraq. Blair preferred the warmth of the White House's embrace. Ignore the marchers and you risk igniting the murderers. If the alternative to terrorism is democracy, then it is time the people of Britain and Iraq alike were listened to and the occupation ended.

Fears mounted today that another wave of attacks was heading London's way as British police tried to pin down the network behind the previous bombers and the suspects already in custody began to talk.
A British newspaper said another cell was planning follow-up attacks to the July 7 suicide blasts that killed 56 people and the botched July 21 bombings.

A member of the alleged July 21 cell, fighting extradition from Rome, denied he had links to Osama bin Laden's al-Qaeda terror group and said the attacks were \"just a gesture\".

At least three men wanted over the attacks were being interrogated by police in London.

Britain was also seeking access to the reported ring- leader of the July 7 blasts, British national Haroon Aswat, who was arrested in Zambia on July 20.

The Sunday Times said a third terror cell was planning multiple suicide bomb attacks on London.

The weekly said they were on the loose and planning further blasts on \"soft\" targets like the Underground subway network.

The newspaper said intelligence of a third cell with access to explosives and plans to hit London was known to British police, who have not retracted Friday's statement, \"the threat remains and is very real\".

The group was said to be independent of the previous bombers but members were associated with some of the suspects nabbed over the July 21 attacks.

A Metropolitan Police firearms officer told the newspaper the arrests so far were \"just the tip of the iceberg\".

\"There is big stuff coming in the next few months. There's a big network that's got to be cracked.\"

British detectives were continuing to grill July 21 suspects at the high-security Paddington Green police station.

Eritrean-born Muktar Said Ibrahim, 27, is accused of trying to blow up a Number 26 double-decker bus, and Ramzi Mohammed is suspected of the bungled bombing at Oval Underground train station.

Another suspected cell member, Somali-born Yassin Hassan Omar, 24, suspected of attempting to blow up a subway train at Warren Street station, is reportedly co-operating with police.

A British Sunday newspaper revealed a bag feared to have been meant to aid further bombers enter and exit Britain was found abandoned at London's Heathrow Airport, stuffed with fake passports, documents and bank cards.

The News of the World called the find a \"potential terrorist goldmine\".

The 19 passports were for Pakistani, British, Indian, Nepalese and South African nationals.

The holdall also contained a letter written to a Muslim in Dewsbury, northern England ' home to July 7 suicide bomber Mohammed Sidique Khan.

Zambian police confirmed yesterday that Aswat was arrested on July 20 in Lusaka. The British Foreign Office has said it is seeking access to a man being held by the Zambian authorities.

\"His arrest follows on-going security investigations on the threat of terrorism to which Aswat is alleged to be connected,\" Zambian police inspector-general Ephraim Maateyo said.

One of the suspects in the failed London bombings has told police that the attempted attack was revenge for the US-led military operation in Iraq, an Italian newspaper reported today.

\"The bombs of July 7 in London? That happens every day in Iraq,\" the suspect, Osman Hussain, was quoted as saying by the daily La Repubblica during his interrogation.

\"We met each other at a muscle-building class in Notting Hill and Muktar (Said Ibrahim) showed us DVDs with images of the war in Iraq, especially women and children killed by American and British soldiers,\" he reportedly said, referring to another suspect who is being held in London.

Osman Hussain, alias Issac Hamdi, 27, has said he wants to stay in Italy, where he was arrested on Friday, and does not wish to be extradited to Britain.

He has denied having links with al-Qaeda, the Italian news agency Ansa reported yesterday.
