New Killings Threaten Ceasefire- HRW

Human Rights Watch, a U.S. based independent nongovernmental organization said in a media release Wednesday, "A spate of killings between factions of the separatist Liberation Tigers of Tamil Eelam (LTTE) threatens Sri Lanka's ceasefire...More than a dozen people have been murdered over the last month in apparently politically motivated killings attributed either to the LTTE or a faction led by the LTTE's former eastern commander, Colonel Karuna, who broke away from the LTTE in March 2004."
HRW's release further referred to the recent killlings in Colombo of renegade leader Karuna's associates saying that, "Even before the police were notified of the killings, the LTTE announced that these victims had been killed by 'dissidents' within Karuna's own faction, and stated further that the killers had sought and received refuge with the LTTE."

Sri Lanka Government's press release soon after the Colombo incident did not go as far as to accuse the "LTTE of announcing the killings," but said the Government will investigate how some web sites broke the story before the Sri Lanka police knew of the incident.

Liberation Tigers, refering to the incident, said in their peace secretariat website that "dissidents within the renegade Karuna group killed seven associates of Mr. Vinyagamoorthy Muraleetharan ('Karuna') because of differences within the group." LTTE also said that Karuna associates "were accommodated at a military intelligence safe house in Kottawa, in the outskirts of Colombo."

'These targeted killings sadly show that the ceasefire has not meant an end to the violence that has plagued Sri Lanka,' said James Ross, senior legal advisor for Human Rights Watch. 'The LTTE and pro-Karuna forces should immediately halt these killings," the HRW website said.

However, the LTTE has repeatedly accused the Sri Lanka Government of its complicity in the killings in the east. Although the SL Government has denied any involvement, there have been several reports of Sri Lanka Army intelligence operatives' collusion in the east killings, and of high level Sri Lanka Government officials providing support and security to renegade leader Karuna.

These targeted killings sadly show that the ceasefire has not meant an end to the violence that has plagued Sri Lanka, said James Ross, senior legal advisor for Human Rights Watch. The LTTE and pro-Karuna forces should immediately halt these killings.

The violence between the LTTE and Karuna's group has spiraled in recent days. On July 25, police found the bodies of eight persons, most of whom were believed to be senior aides to Karuna, in a house outside the capital Colombo. They were apparently shot and killed while asleep. Police investigating the killings said that there was no evidence of crossfire or a gunfight, and that the killings appeared to have been committed by someone within the house.

Even before the police were notified of the killings, the LTTE announced that these victims had been killed by "dissidents" within Karuna's own faction, and stated further that the killers had sought and received refuge with the LTTE.

Regardless of who perpetrated the killings, the LTTE's open protection of criminal suspects is an affront to the rule of law and the ceasefire agreement, said Ross. Human Rights Watch calls on the LTTE to immediately turn them over to Sri Lankan authorities. Human Rights Watch expressed serious concern at the recent spate of unlawful killings in and around Batticaloa, in eastern Sri Lanka. Kunjithamby Sivarasa, a local government official, was shot dead by LTTE cadres on July 9 at his home in the village of Ariyampathy. Velayutham Raveendran, a senior Eelam Peoples Democratic Party (EPDP) member, a political party opposed to the LTTE, was shot by armed gunmen on a motorbike at a bus stop in Akkaraipattu town, south of Batticaloa, on July 21. More than 100 EPDP members have been killed since the February 2002 ceasefire agreement.

The LTTE has claimed responsibility for the public executions of Balasuntaram Sritharan and Thillaiampalam Suntararajan on July 8 at Illupadichchai junction. Their dead bodies were found by the side of a road, blindfolded, with manacles around their ankles. The LTTE publicly stated that the two men had been sentenced to death as pro-Karuna "traitors" and called on all Sri Lankan Tamils to identify any other such "traitors." Aiyathurai Nadesan, a Tamil journalist, was shot in Batticaloa on May 31. On May 24, Eastern University lecturer Kumaravel Thambaiah was shot and killed at his home in Batticaloa. The Karuna group is suspected in both killings. The apparent intention of such executions is to terrorize the local population and prevent the exercise of the basic rights of free association and expression.

Kanapathipillai Mahendran, known as "Satchi Master," and Sarvanamuttu Shanthakumar, were killed in Batticaloa prison by a fellow inmate and LTTE cadre on July 14. The LTTE claimed that "Satchi Master" had been campaigning for Colonel Karuna and his supporters from within the prison. The killings raise serious questions over the security and management of the prison, particularly when authorities know that members of rival groups are being held within the same building. Human Rights Watch called on the Sri Lankan authorities to explain how lethal weapons were allowed inside the prison, and to ensure that known rival factions are kept securely away from each other.

In the midst of this upsurge in violence, the LTTE recently organized the NorthEast Secretariat on Human Rights (NESHOR), a body intended to promote respect for human rights.

Unfortunately, the renewed violence makes it essential that the LTTE's new human rights secretariat quickly demonstrates its effectiveness in protecting the rights of people in LTTE areas, said Ross.

கருணாவின் மற்றுமொரு சகபாடி நேற்று வெலிக்கந்தையில் சுட்டுக்கொல்லப்பட்டுள்ளார்.

இச்சம்பவம் பற்றி மேலும் தெரியவருவதாவது, பொலநறுவை மாவட்டத்தில் அமைந்துள்ள வெலிக்கந்தையின் பிரதான பகுதியில் வைத்து கருணாவின் சகபாடியென கருதப்படும் நபரொருவர் சுட்டுக்கொல்லப்பட்டுள்ளார்.

பொலநறுவ மாவட்டம் முத்துக்கல் எனும் கிராமத்தைச் சேர்ந்த சிவநாயகம் புஷ்பகுமாரே சுட்டுக்கொல்லப்பட்டவராவார்.

கடந்த மாதம் இவ்வாறான தாக்குதலுக்காக இராணுவப் புலனாய்வுத்துறையால் கொழும்பிலிருந்து கூட்டிச் செல்லப்பட்ட குகநேசன் தலைமையிலான 14 பேர் பபுலவில் உள்ள விகாரையில் வைத்து பொலிசாரால் கைது செய்யப்பட்ட போதும் அக்குழுவிலிருந்த இராணுவப் புலனாய்வு அதிகாரி நீல் தம்மிக்கவின் முயற்சியை அடுத்து விடுவிக்கப்பட்டனர்.

இதேவேளை, விடுதலைப் புலிகளிடம் சரணடைந்த நிலாவினி தலைமையிலானோர் கருணாவுக்கு கீழே 20க்கு குறைவானோரே செயற்பட்டு வருவதாக அப்போது தெரிவித்திருந்ததும், அதன்பின் சில தேசவிரோதிகள் விடுதலைப் புலிகளால் கைது செய்யப்பட்டதும், கொட்டாவவில் வைத்து எழுவர் சுட்டுக்கொல்லப்பட்டதும், அவர்களை சுட்டவர்கள் சரணடைந்ததை அடுத்து ஓரிருவரே எந்தவித தொடர்பும் இன்றி தனித்து விடப்பட்டிருக்கலாம் என நம்பப்பட்ட நிலையிலேயே வெலிக்கந்த பிரதேசத்தில் வைத்து மேலும் ஒருவர் சுட்டுக்கொல்லப்பட்டுள்ளார்.

இது இவ்வாறிருக்க, வெலிக்கந்த பிரதேசத்தைச் சேர்ந்த நீல் தம்மிக்கவின் சடலத்தை அவருடைய தந்தையார் அடையாளம் காட்டியபோதும், அதனை வெலிக்கந்தைக்கு எடுத்துச் சென்றால் தமக்கு ஆபத்து நேரலாம் என்ற காரணத்தினாலேயே எடுத்துச் செல்ல மறுத்ததாக கொழும்புச் செய்திகள் தெரிவிக்கின்றன.

Key paramilitary operative shot dead in Colombo

A person believed to be a senior paramilitary operative working with the Sri Lanka military intelligence was shot dead Saturday around 12.15 p.m. by unidentified gunmen in the heart of Colombo. Paramilitary sources in the capital identified the dead man as the dreaded <b>'PLOTE Mohan'.</b>
The name of the dead person, according to an identity card found on his person, is Kandaiah Yogarajah of Central Camp on the Batticaloa Ampara border, Police said.

The man was traveling in an auto rickshaw on Duplication Road in Bambalapitiya, a busy suburb of Colombo, when gunmen riding motorbikes had fired on him. A senior Police officer said he was a key military intelligence informant.

நேற்றுக் கொழும்பில் கொல்லப்பட்ட புளட் மோகன் என அழைக்கப்படும் கந்தையா யோகராசா இராணுவப் புலனாய்வுத்துறையுடன் சம்பந்தப்பட்டவருமல்ல, அவருக்கும் தமக்கு எந்தவிதத் தொடர்புமில்லை என சிறீலங்கா அரசாங்கம் மறுத்திருந்தது.

ஆனால் இன்று வெளிவந்த சண்டே லீடர் பத்திரிகையில் புளட் மோகன் இராணுவத்திற்கு தகவல் வழங்கும் ஒரு மிக முக்கிய நபர் என்று தெரிவிக்கப்பட்டுள்ளதோடு, இவர் இராணுவத்துடன் இணைந்து செயற்படுத்திய பல தாக்குதல்கள் இராணுவத்திற்கு வெற்றியைப் பெற்றுத் தந்துள்ளன எனவும் தெரிவித்துள்ளது.

அத்துருக்கிரிய இராணுவ பாதுகாப்பில்லத்திற்குப் பொறுப்பான மேஜர் நிலாம் என்ற இராணுவ அதிகாரிக்கு மிக நெருக்கமானவராகச் செயலாற்றி வந்த புளட் மோகன் அண்மைக் காலத்திற்கு முன்னர் நுகேகொடப் பகுதியை தனது வதிவிடமாக மாற்றியிருந்தார் என்றும் மேற்படி பத்திரிகை தெரிவித்துள்ளது.

யார் இந்தப் புளொட் மோகன்?

கொழும்பில் நேற்றுச் சுட்டுக்கொல்லப்பட்ட தேசவிரோதியான புளொட் மோகன் ஆயிரத்துக்கும் அதிகமான தமிழ்மக்களை படுகொலை செய்துள்ளதாக தெரியவந்துள்ளது.

1988இல் இருந்து மட்டக்களப்பு மாவட்டத்தில் ஆயிரக்கணக்கான தமிழ்மக்கள் கண்கள் தோண்டப்பட்டு தீயில் போட்டுப் படுகொலை செய்யப்பட்ட சம்பவங்களுடன் புளொட்; மோகன் நேரடியாகத் தொடர்புபட்டுள்ளார்.

1988ஆம் 89ஆம் ஆண்டு காலப்பகுதிகளில் இந்திய இராணுவம் ஆக்கிரமித்திருந்த காலப்பகுதியில் மட்டக்களப்பு புது}ர் விபுலானந்தா வீதியில் நான்காம் குறுக்குத் தெருவில் குடியிருந்த போது அவ்வீட்டில் வைத்தே மோகனால் பெருமளவான தமிழ் மக்கள் படுகொலை செய்யப்பட்டிருந்தனர்.

இதே போன்று 1989ஆம் ஆண்டு மனித உரிமைகள் செயற்பாட்டாளரான கத்தோலிக்க மதகுரு அருட்திரு சந்திரா பெர்னான்டோ படுகொலை செய்யப்பட்டார்.

இதேபோன்று பேராசிரியர் நுஃகுமானின் சகோதரியும் அவரது கணவனும் சிற்று}ர்தி ஒன்றில் வைத்துப் படுகொலை செய்யப்படனர்.

இப்படுகொலைச் சம்பவங்களில் சிறீலங்காப்படைப் புலனாய்வுப்பிரிவைச் சேர்ந்த பெரும்பான்மை இனத்தவரான முனாஸ், கேணல் ஸக்கி ஆகியோர் ஈடுபட்டுள்ள போதிலும் மொத்தம் அறுநு}ற்று இரண்டு பேரை தேசவிரோதி மோகன் நேரடியாகவே படுகொலை செய்துள்ளார். இதன் காரணமாகவே மோகனிற்கு சிறீலங்கா இராணுவம் கப்டன் தரப் பதவியும் வழங்கி மெய்ப்பாதுகாவலர்களையும் வழங்கியிருந்தது.

1990ஆம் ஆண்டு காலப்பகுதியில் பற்பொடிக்கம்பனி, சிறைச்சாலை முகாம்களிலே சிறீலங்காப் படைப்புலனாய்வுத் துறையின் முனாஸ், ஸக்கி ஆகியோருடன் இணைந்து வந்தாறுமூலை, சத்துருக்கொண்டான், சித்தாண்டி, கொக்கட்டிச்சோலை ஆகிய பகுதிகளில் தமிழ்மக்கள் படுகொலைகள் துரோகி மோகனால் மேற்கொள்ளப்பட்டிருந்தன.

இதன் பின்னர் 1991ஆம் ஆண்டு புளொட் அமைப்பில் இருந்து தேசவிரோதி புளொட் மோகன் விலக்கப்பட்டிருந்தார்.

நாவற்குடாப் பகுதியில் கிராம சேவகர் திருமதி செபமாலை அவரது சகோதரி கர்ப்பிணித்தாயான திருமதி குமாரயோகரத்தினம் ஆகியோரை நடுவீதியில் வைத்துச் சுட்டுக்கொன்றதுடன், மட்டக்களப்பு இலங்கை வங்கியின் பாதுகாப்பு உத்தியோகத்தர் இலட்சுமிகாந்தனை சுட்டுப்படுகொலை செய்துள்ளார்.

இவற்றை விடவும் எம்.சீ.எம் விற்பனை நிலைய உரிமையாளரும் அவரது மகனும் சுட்டுக்கொல்லப்பட்டார்கள்,

கொக்கட்டிச்சோலை படுகொலைச் சம்பவத்தில் தனக்கு எதிராக சாட்சி சொன்ன கிராம சேவையாளர் கே.விஜயரத்தினம் மோகனதாஸ் சுட்டுப்படுகொலை செய்யப்பட்டார்.

இதேபோன்று விளாவெட்டுவானில் இரண்டு அப்பாவித் தமிழ் இளைஞர்களை தமிழீழ விடுதலைப்புலி உறுப்பினர்கள் என்று குற்றம் சாட்டி அவர்களுடைய தலைகளைத் துண்டித்து மற்றொரு இளைஞனின் தோளில் வைத்து கொண்டு செல்ல வைத்துள்ளார்.

இவற்றை விடவும் தேசவிரோதி புளொட் மோகன், இராணுவ அதிகாரி முனாஸ் ஆகியோர் இணைந்து மட்டக்களப்பு பூம்புகார் மாடடிக்கும் முனை, வயிரவன் கோயிலடியில் பெருமளவான தமிழ்மக்களை இரவு வேளைகளில் ரயர்கள் போட்டு எரித்துள்ளனர். அவ்வாறு இறந்த மக்களின் எண்ணிக்கை இதுவரை தெரியவரவில்லை.

1990ஆம் ஆண்டு 9ஆம் மாதம் 5ஆம் நாள் மட்டக்களப்பு வந்தாறு மூலைப் பல்கலைக்கழகத்தில் கைதுசெய்யப்பட்டிருந்த 158 பொதுமக்களும் இவர்களாலேயே வாழைச்சேனை கொழும்பு வீதியில் உள்ள நாவலடி நாலாம் கட்டைப்பகுதியில் வைத்து வெட்டிக்கொல்லப்பட்டனர்.

இதேபோன்று சத்துருக்கொண்டான், பிள்ளையாரடி, கொக்குவில், பனிச்சையடி, ஆகிய பகுதிகளில் பிடிக்கப்பட்ட 184 மக்களில் பெண்கள் சத்துருக்கொண்டான் முகாமுக்குப் பின்னால் வைத்து பாலியல் வல்லுறவுக்கு உட்படுத்தியும் கண்கள் தோண்டப்பட்டும் வெட்டிக்கொலை செய்யப்பட்டனர். இச்செயற்பாடுகளிலும் முன்னின்று செயற்பட்டவர் தேசவிரோதி புளொட் மோகன்,

இதே காலப்பகுதியில்த் தான் வெள்ளை வான் அச்சுறுத்தலும் மட்டக்களப்பு மாவட்டத்தில் அதிகரித்திருந்தது. மட்டக்களப்பு கரையாக்கன் தீவில் தமிழீழ விடுதலைப்புலிகளின் ஆதரவாளர் என்று பெண் ஒருவர் குற்றம் சாட்டப்பட்டு துரோகி மோகனால் சுட்டுக்கொல்லப்பட்டு அப் பெண் வீதியில் கட்டி இழுக்கப்பட்டார்.

இவற்றை விடவும் தேசவிரோதி மோகனால் நு}ற்றுக்கணக்கான பெண்கள் பாலியல் வல்லுறவுக்குட்படுத்தப்பட்டும், படுகொலை செய்யப்பட்டும் உள்ளனர்.

எல்லாவற்றையும் விட பெருமளவான தமிழ் இளைஞர்கள் பணப்பறிப்புக்காக பிடிக்கப்பட்டு அவர்கள் பணம் செலுத்தத் தவறினால் அவர்களை தமிழீழ விடுதலைப்புலிப் போராளிகள் என்று குற்றம் சாட்டி சிறீலங்காப் புலனாய்வுத்துறையினரிடம் ஒப்படைத்து அவ் இளைஞர்கள் சிறைகளில் வாடவும், உயிர்களை இழக்கவும் தேசவிரோதி புளொட் மோகன் காரணமாக இருந்துள்ளார் என்றும் தெரியவந்துள்ளது.

குறிப்பாக மனித உரிமை அமைப்புக்கள் மற்றும் ஓரிரு சம்பவங்களிற்காக அமைக்கப்பட்ட சிறீலங்கா அரசாங்கத்தின் விசாரணைக்குழுக்கள் என்பன புளொட் மோகனை மேற்படி படுகொலைச் சம்பவங்களிற்கான பொறுப்பாளராக சுட்டிக்காட்டியிருந்தன.

Seven Tigers remanded in Akkaraipattu

Akkaraipattu magistrate Sunday remanded seven Liberation Tigers and three of their civilian supporters until 13 August. Police said Special Task Force (STF) commandos arrested the group Saturday afternoon after two T- 56 rifle rounds and two vials of cyanide were found in the bag of an LTTE cadre. Akkaraipattu is 64 kilometres south of Batticaloa.
Police said the two cartridges were found in the bag when the group which was traveling in a van was stopped by the commandos at STF camp in what was formerly the Akkaraipattu Base Hospital.

The magistrate remanded the ten when Police produced the ten at his residence Sunday.
