Peace process in great crisis- Thamilchelvan

"The peace process is in great crisis. The Sri Lankan government should take constructive steps to stabilize the cease fire. But a cabinet minister in the government of Sri Lanka (GOSL) is openly aiding 'Karuna' to attack us. The manner in which the GOSL and its armed forces are backing Karuna is jeopardising peace," said Mr. S.P Thamilchelvan, speaking to the press after meeting Norway's ambassador to Sri Lanka Tuesday in Kilinochchi.

He said that the cease fire agreement (CFA) should be implemented properly before talks with Colombo restart.

Referring to the clause in the CFA which obligates Colombo to disarm paramilitaries and to move them out of the northeast, he said: "The Sri Lankan government is undermining the CFA by arming and deploying Karuna and his henchmen against us".

விடுதலைப் புலிகளுக்குச் சார்பான தொழிற் கட்சியி;ன் நாடாளுமன்ற உறுப்பினரான ஜோர்ன் மேர்பி நாடாளுமன்றத்தில் கேட்ட கேள்வி ஒன்;றுக்குப் பதிலளிக்கும் போதே அவர் இதனைக் கூறியுள்ளார்.

கடந்த பொதுத் தேர்தலில் தமிழீழ விடுதலைப் புலிகளுக்குச் சார்பாக போட்டியிட்ட தமிழ் தேசியக் கூட்டமைப்பு 22 நாடாளுமன்ற ஆசனங்களைக் கைப்பற்றியுள்ள நிலையில், தொடர்ந்தும் விடுதலைப் புலிகள் மீதான தடையை நீக்காமைக்கான காரணம் என்ன என தொழிற்கட்சியின் நாடாளுமன்ற உறுப்பினரான ஜோர்ன் மேர்பி தொடர்ந்தும் கேள்வி எழுப்பியுள்ளார்.

இதற்குப் பதிலளித்த அவுஸ்ரேலிய வெளிவிவகார அமைச்சர் கடந்த பொதுத் தேர்தலில் ஏனைய அரசியல் கட்சிகளின் பிரச்சாரத்துக்கு தமிழீழ விடுதலைப் புலிகள் தடையாக இருந்ததாக குறிப்பிட்டுள்ளார்.

அதில் தமது அமைப்பிலிருந்தும் தனிவழி சென்ற கருணாவுக்கு இராணுவமும், அதன் உளவுப்பிரிவும் தேவையான அனைத்து உதவிகளையும் வழங்கிவருகின்றன.

அதேவேளை மட்டக்களப்பு பிரதேசத்தில் வன்முறைகளும் தூண்டி விடப்படுகின்றன என புலிகள் தெரிவித்துள்ளனர் என்றும் சுட்டிக்காட்டப்பட்டுள்ளது.

இதேவேளை தமிழீழ விடுதலைப்புலிகளின் மட்டக்களப்பு அரசியற்துறை பொறுப்பாளர் கௌசல்யன் இணையதளம் ஒன்றுக்கு வழங்கிய செவ்வியில், சமாதான முயற்சியைமுன்நகர்த்திச் செல்வதில் அரசாங்கத்துக்கு எவ்வித அக்கறையும் கிடையாது. பேச்சுவார்த்தையையும், யுத்தநிறுத்தத்தையும் பயன்படுத்தி எங்கள் மீது பயங்கரவாத யுத்தம் ஒன்றைத் தொடுக்கவே அரசாங்கம் முயல்கின்றது என்றும் அவர் குற்றம்சாட்டியுள்ளார்.

புலிகளின் மட்டக்களப்பு அரசியல் பிரிவு தலைவர் கௌசல்யன் "தமிழ்நெட்' இணையத்தளத்துக்கு அளித்துள்ள பேட்டியிலேயே மேற்கண்டவாறு குறிப்பிட்டுள்ளார்.

இலங்கை அரசு எம்மீது வலுக்கட்டாயமாக யுத்தமொன்றை திணித்தால் அதற்கு நாம் முகங்கொடுக்க தயாராகவே உள்ளோம் என்றுமவர் அதில் தெரிவித்துள்ளார்.

இதேவேளை பாதுகாப்புச் செயலாளர் சிறில் ஹேரத், யுத்தநிறுத்த உடன்படிக்கையைக் கடைப்பிடிக்குமாறு பாதுகாப்புப் படைகளுக்கு உறுதியான பணிப்புரைகள் வழங்கப்பட்டுள்ளதாக குறிப்பிட்டுள்ளார்.

இவ்வாறு குறிப்பிட்டுள்ள இவர் கருணா விடயத்தில் பாதுகாப்புப் படைகளின் தலையீடு இல்லை என மறுத்தலித்துள்ளார்.

வன்செயல் தொடர்பாக எழுத்து மூலமாகவோ, செயற்பாடுகள் மூலமாகவோ செயல்படக்கூடாது என பாதுகாப்புப் படைகளுக்கு பணிப்புரைகள் வழங்கியுள்ளோம் என்றும் சிறில் ஹேரத் தெரிவித்துள்ளார்.

கொள்ளுப்பிட்டி பொலிஸ் நிலையத்தில் இளம்பெண் குண்டை வெடிக்க வைத்து தற்கொலை செய்து கொண்ட சம்பவத்தையடுத்து சந்தேகத்தின் பேரில் கைது செய்யப்பட்டுள்ள சத்தியலீலா தற்போது வெலிக்கடை சிறைச் சாலை பெண்கள் பிரிவில் தடுத்து வைக்கப்பட்டுள்ளதன் காரணமாக வெலிக்கடை சிறைச்சாலை வளா கத்தில் கடுமையான பாதுகாப்பு நடைமுறைகள் பின்பற்றப்பட்டு வருகின்றன. சிறைச்சாலை கைதிகளை பார்வையிட வருவோர் கடுமையான பாதுகாப்பு சோதனைகளுக்கு உட்படுத்தப்பட்டு வருவதாக தகவல்கள் தெரிவிக்கின்றன.

Can the renegade Karuna deliver his Big Magic?

Life goes on as usual in Batticaloa town and in its interior. The Army has stepped
up patrols and occasional checks on the main roads of the town. But no one appears
to be too hassled by this. But whenever I run into friends, acquaintances or
relatives, they invariably tell me that I am foolish to be back.

"You would be shot dead like Nadesan. Leave now", they say. But Batticaloa is my
home. This is where I was born and grew up. This is the only place in this wide
world where the evening air is sweetly suffused with memories of the girls whom I
once loved and the bars where I made merry in my first heady forays into manhood.
This has been my home despite years of a deadly internecine war between the LTTE and
another Tamil militant organisation to which I belonged, despite years of threats
posed by the (formerly) much-feared 'Razeek Group', despite the dire uncertainties
of life in the east during Eelam War III. (I am a reluctant sojourner of Colombo)

Therefore I won't let the 'Karuna Affair' dislodge me from the only place I wish to
settle down at the end of my travels, I tell my friends.

"The fox that lives in the Palmyra grove won't be startled by the rustling of
fronds," says the Tamil adage.

But no one appears to be convinced. "Leave before they kill you", they insist.

All these people, regardless of their political persuasions, are convinced that
Karuna and his men do not like the Tamil journalists of Batticaloa. They say that
his men murdered Nadesan and threatened others with death because he wants no Tamil
journalist around.

This is not a good start for Karuna. Bad press is bad for the kind of business he
intends to do in Batticaloa with the aid of his new found ally, Douglas Devananda.

The renegade's dislike of the Tamil press was obvious as soon as he decided to quit
the LTTE. Not a single Tamil journalist was informed of his decision. The
independent Tamil press was completely ignored by Karuna during his short-lived
rebellion despite repeated appeals by them seeking interviews to present his side of
the story. Tamil journalists in Batticaloa were not even allowed to visit the
LTTE-controlled areas during the rebellion. Those who reported the exodus of Jaffna
families were threatened. Karuna's men burnt thousands of copies of the Tamil daily
'Thinakkural' and threatened its local correspondent Shan Thavarajah with death.
Several lesser-known local journalists such as Venugopal were kept under house
arrest.

Instead, Karuna was seen welcoming with open arms the Sinhala press, including
irrationally anti-Tamil Sinhala nationalists, and international media at the
Meenaham Base.

Needless to say, this did not go down well with Tamil journalists. Karuna had rubbed
them on the wrong side. Also the majority of the newspaper reading public in
Batticaloa did not like the way in which the Sinhala nationalist press in Colombo
was gleefully promoting the renegade to proclaim the end of the Tamil cause. All
this embarrassed Karuna's supporters.

In fact, 'Siva', an undergraduate of the Eastern University from Koddaikallar who
was close to him during the 'rebellion', took up the matter with the renegade
commander and strongly advised him against giving interviews to Sinhala nationalist
media indiscriminately. "Ultimately we will have to rely on the Tamil press to reach
out to the people of Batticaloa. Hence, it is not prudent to alienate Tamil
journalists", the undergraduate had told him. Karuna had said he would consider the
matter. Period.

The murder of Nadesan and the continuing threats to local journalists shows that his
attitude hasn't changed.

Bad press is not a good start for Karuna.

But in Batticaloa, his association with the Sri Lanka Army and the EPDP is turning
out to be worse than bad press.

"My brother was shot dead on Karuna's orders for buying some provisions for the
Morokkoddanchenai Army camp. Now he had joined the military. What is he going to
tell hundreds of people like me now?" asked a man who had come to see Batticaloa MP
Jeyanandamoorthy three days ago.

As more details of the renegade commander's close association with the Army and its
intelligence emerge, even his covert supporters in Kiran and Valaichenai are
beginning to have second thoughts.

It has been well recorded by two Presidential Commissions of Inquiry into
Disappearances and by independent human rights groups that the Tamils of Batticaloa
have had very bitter and bloody experiences with the Sri Lankan armed forces in the
past. The deep psychological wounds are yet to heal. Memorials, widows and orphans
are constant reminders of the massacres, mass arrests, rape, torture,
interrogations, assassinations etc., by the military in Batticaloa. One cannot erase
these bitter memories etched deeply in the collective psyche of Batticaloa with a
single wave of the 'Karuna Wand'.

Talking of magic, let us look at the manner in which people in Batticaloa are
reacting to more information that is coming out regarding the renegade commander's
financial dealings.

On March 8, 2004, four days after Karuna went public that he was quitting the LTTE,
the registrar of companies issued a certificate of registration to a new company
called 'Mahajala Export and Import Company (Private) Limited' under his hand and
seal. The registration number of the company is N (PVS) 36846. The memorandum and
articles of association of the company were prepared and witnessed by S.
Thurairajah, Attorney-at-Law, Notary Public and Commissioner of Oaths.

The chairman of 'Mahajala Export and Import Company (Private) Limited' is Mrs.
Vithyapathy Muralitharan. The managing director is her father, Kanthaiya
Santhirasekeram of Kallady, Batticaloa.

Vithyapathy is the real name of Karuna's wife 'Nira'. The company appears to have
been a front for funneling money embezzled from the LTTE's coffers in the east.

Twenty five million rupees were deposited in her name in a private bank in
Wellawatte when the company was registered.

'Mahajala' means big magic. Interestingly, Karuna's personal aide and spokesman
Varathan who abandoned him recently says that he found it difficult to cope with
Nira's "avarice" and dictatorial manner when they were staying in the safe-house in
Mount Lavinia, which, according to Varathan was allegedly provided and looked after
by the military intelligence.

Nira joined the LTTE in 1989. She was trained in intelligence work in Jaffna. She
was sent back to Batticaloa after the Indian Army left and was soon promoted as the
head of the women's wing of the LTTE's intelligence unit in the district. She was
married to Karuna in Jaffna on the day President Premadasa was killed by a suicide
bomber in Colombo - May 1, 1993. 'Kuhanesan' the person who was (and still is) in
charge of Karuna's secret personal financial and business transactions was Nira's
driver when she lived in the Wanni. (Kuhanesan was one of the Tamil men who were
arrested with arms in the Hingurakgoda temple).

Speaking about an argument that he had had with her in the alleged military
intelligence safe house whether Karuna had any popular support in Batticaloa,
Varathan accuses her of goading the renegade with false visions of a business and
political empire in the east. Karuna had also registered two companies with
Kuhanesan as chairman.

In sorting out the state of financial ruin in which the renegade commander had left
the district, the LTTE's auditors and accountants have found that he has borrowed
more than thirty million rupees from local societies and businessmen. Karuna had
obtained the monies directly through Kuhanesan. There are no records of the
borrowings or of how they were spent. However, the LTTE has promised to repay the
loans over a period of time it has negotiated with the creditors.

Revelations about Karuna's financial misdemeanour have not endeared him to the
hundreds who paid heavy taxes to the Tigers under his command. The renegade eastern
commander was so strict about extracting 'tax' that even scores of die-hard LTTE
supporters were clamped behind bars for months until they paid up the amount
demanded of them. Some rich farmers and businessmen fell into permanent ruin, unable
to withstand the haphazard but harsh tax regime imposed by Karuna and his men in
Batticaloa. This eased greatly only after the LTTE headquarters started sending more
than ten million rupees a month to the erstwhile eastern commander.

"We put up with all their demands and paid our hard earned money because they
sacrifice their lives for us, for the sake of our future well being. I cannot
forgive anyone who takes that money for his personal use", said a friend in
Kaluwanchikudy, talking about Kuhanesan's transactions with him. He had to stop
building his house after Kuhanesan had demanded an amount almost equal to the cost
of construction.

One hears hundreds of stories like this in the towns and larger villages of
Batticaloa. And none of the victims in these stories are going to laud Karuna for
starting 'Mahajala Export and Import Company in his wife's name.

Meanwhile, I checked on a claim by an NGO in Colombo that Karuna has started
collecting 'tax' in Batticaloa. This is baseless. Some of Kuhanesan's private
transactions have been confused for tax.

The supporters of Karuna in the corridors of power in Colombo overlook many obvious
common sense facts about the situation in Batticaloa in their over enthusiastic
vision of Karuna as one who is going to wrest the east from the Tigers - at least
politically.

The renegade's "Big Magic' (Mahajala) dazzles them yet.
They hear only what they like to hear because the march of folly has already begun.

Karuna cadre killed, two injured

The Liberation Tigers in Batticaloa said that a key associate of renegade commander 'Karuna' was killed in an ambush by one of their special jungle warfare units in Batticaloa Wednesday afternoon around 2.45 p.m. "We ambushed a small group of the paramilitary Karuna Group carrying small arms upon information provided by civilians. We recovered the body of a key person of the Karuna Group. A search is on to apprehend the others", an LTTE military officer said.
The Karuna Group cadres were ambushed south of the road from Batticaloa to Polannaruwa and Colombo near Punanai, LTTE sources said. Two Karuna cadres were seriously injured in the ambush, the LTTE officer said.

Tigers charge that Karuna cadres are operating from Sri Lanka army camps close to the Batticaloa-Polannaruwa border.

1983ஆம் அண்டு ஜூலைக் கலவரத்தில் பாதிக்கப்பட்டவர்களுக்கு நட்டஈடாக 72.3 மில்லியன் ரூபாவை வழங்க ஜனாதிபதி தீர்மானித்துள்ளார்.

அடுத்த மாத இறுதிக்குள் இந்த நட்டஈட்டுத் தொகை செலுத்தப்படும் என்று ஜனாதிபதி செயலகம் விடுத்துள்ள அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.

1981ஆம் ஆண்டு முதல் 84ஆம் ஆண்டுவரை விசேடமாக 83ஆம் ஆண்டு ஜூலை மாதத்தில் இடம்பெற்ற இனக் கலவரத்தினால் பாதிக்கப்பட்டவர்களுக்கு இந்த நட்டஈடு வழங்கப்படவுள்ளது.

இந்த விடயம் தொடர்பாக ஆராய்வதற்காக ஜனாதிபதி கடந்த 2002ஆம் ஆண்டு செப்டம்பர் மாதம் 30ஆம் திகதி மூவரடங்கிய குழுவொன்றை நியமித்தார்.

சமாதான நடவடிக்கைகளில் சிறிலங்கா அரசு அர்ப்பணிப்புடன் செயற்படுவதாக இந்தியா பாராட்டியுள்ளது

சமாதான நடவடிக்கைகள் குறித்து தற்போதைய அரசாங்கம் அர்ப்பணிப்புடன் செயற்படுவதை இந்திய அரசாங்கம் வரவேற்றிருப்பதாக பிரதமர் மகிந்த ராஜபக்ஷ தெரிவிக்கின்றார்.

இந்திய விஜயம் தாம் எதிர்பார்த்ததை விட அதிகளவு பலாபலன்களை அளித்துள்ளதாகவும் பிரதமர் நம்பிக்கை வெளியிட்டுள்ளார்.

இந்தியாவுடன் பொருளாதாரத்துறையில் அதிகளவு அபிவிருத்தி நடவடிக்கைகளை எதிர்காலத்தில் நடைமுறைப்படுத்துவதற்கான சந்தர்ப்பம் தமது இந்த விஜயத்தின் மூலம் கிடைதிருப்பதாகவும் பிரதமர் கூறுகின்றார்.

பிரதமர் மகிந்த ராஜபக்ஷ தமது இந்திய விஜயம் தொடர்பாக தெரிவிக்கையிலேயே இதனை தெரிவித்துள்ளார்.

மேலும் விசேட நிதியுதவிகளை குறிப்பாக எண்ணெய்க்கு வழங்கப்பட்ட 150 மில்லியனுக்கு மேலதிகமாக வீதி மற்றும் குளங்களை புனரமைப்பதற்காக 100 மில்லியன் ரூபாய் நிதியுதவியாக வழங்குவதற்கும் உறுதியளித்திருப்பதாகவும் அவர் தெரிவித்துள்ளார்.

இலங்கையின் சமாதான நடவடிக்கைகள் தொடர்பாக இந்தியப் பிரதமர் சாதகமான கருத்துக்களை வெளிப்படுத்தியதாக இந்த விஜயத்தில் கலந்துகொண்ட அமைச்சர் அநுரகுமார திசநாயக்க தெரிவித்துள்ளார்.

Tamil MPs slam SLA, paramilitaries for threats to media

"Journalist Nadesan was murdered because the Sri Lankan government did not disarm paramilitary groups working with the military as it agreed to do under the cease-fire agreement. A paramilitary group in Batticaloa killed Nadesan and is threatening other independent journalists with death. This group cannot roam Batticaloa with weapons and intimidate and murder journalists without the military's permission", said Mr. Senathirajah Jeyanandamoorthy, Tamil National Alliance MP for Batticaloa speaking Tuesday during a debate in the Sri Lankan Parliament on the state of the media in the island.

The MP said that the draconian Prevention of Terrorism Act should be completely scrapped because it not only inflicted untold suffering on thousands of Tamils in the northeast but was also used to intimidate and arbitrarily imprison innocent Tamil journalists.

"I too was a journalist before I was elected to Parliament. Therefore I am glad to take part in this debate. I too have faced threats under the PTA while I worked as a correspondent in the east. Tamil journalists who report the truth in the northeast are branded as Tigers by Sinhala chauvinist media. Batticaloa is not safe for journalists today. Many of my former media colleagues in Batticaloa have fled the town and are living in hiding because of the continuing death threats and fear caused by the paramilitary group", Mr. Jeyanandamoorthy said.

"Everyone wants this peace to be permanent. But Sinhala chauvinist media are campaigning against peace. They are confusing the people", he added.

The MP was formerly the TamilNet's senior correspondent for Batticaloa.

Mr. Selvarajah Gajendran, TNA MP for Jaffna charged that the United People's Freedom Front government has given a cabinet portfolio to the "leader of the gang that murdered" Mr. Mylvaganam Nimalarajan, the BBC's correspondent in Jaffna, referring by name to Mr. Douglas Devenanda, MP who not present in the house during the debate.

MP in government benches objected to Mr. Gajendran's reference to Mr. Douglas on the ground that it contravened Parliamentary privilege of the member. The Speaker then ordered that the reference be expunged from the Hansard.

Mr. Nimalarajan, the well regarded Jaffna journalist was murdered at his home on 19 September 2000. Cadres of the paramilitary group EPDP have been accused in court of carrying out the killing. Mr. Devananda is the leader of the EPDP.

Mr. Gajendran MP, who referred to the Sri Lankan Parliament as the fortress of the lion, said that Mr. Devananda MP is now advising Karuna (the renegade LTTE commander) to carry on a campaign of violence against journalists in Batticaloa. (Singhalese consider a lion as their eponymous ancestor)

"The activities of these people would soon precipitate a war", he said. There was a big uproar when he spoke of the consequences if war were to break out again. Government MPs demanded an apology from Mr. Gajendran for speaking against the Sri Lankan security forces. The Speaker ordered that this part of the Jaffna MPs speech to should be expunged from the Hansard.

Two men shot dead in Eravur

Two persons were shot dead by unidentified gunmen around 8.30 p.m. Tuesday in Eravur, 16 kilometres north of Batticaloa town. The gunmen came on motorbike and shot the two who were standing by the road in the Eravur Tamil division, Police said.
The dead men have been identified as 'Devarajah' and 'Kannathas'. No further details of the two murdered men are known Police said. The gunmen shot the two dead with pistols on Veerapathirar Kovil Street in Eravur Division 5. The gunmen got away, Police said.

ஊரில யார் இந்தப் போராட்டம் வருமுன்பு சண்டை பிடிப்பவர்கள்? எல்லோருமே அண்ணன் தம்பியும், மாமன் மச்சானும்தான். காணிக்கும், வேலிக்கும், பெண்ணுக்கும் சொந்தத்துக்குள்ளேயே அடிபட்டவர்கள் எம்மவர்கள்.

EPDP cadre shot dead in Akkaraipattu

A senior EPDP cadre in the east was shot dead by an unidentified gunman around 2.05 p.m. Wednesday in Akkaraipattu town, 64 kilometres south of Batticaloa on Sri Lanka's southeastern coast. The gunman who came on a motorbike shot the EPDP cadre six times with a pistol while armed Police guards stoodby in the town's busy public bus stand area.
The EPDP cadre was identified as Mr.Velayutham Raveendran(Kamalan), 31, of Quarry Road in Kalmunai.

He was chairman of the Alaiyadivembu Pradhesiya Sabha, EPDP sources in the east said.

The gunman got away, Police said.

இன்று பிற்பகல் 2.05 மணியளவில் மிதிவண்டியில் வந்தோர் இவர்மீது ஆறு தடவைகள் துப்பாக்கிப் பிரயோகம் மேற்கொண்டு விட்டுத் தப்பிச் சென்றுள்ளதாகவும் அங்கிருந்து கிடைக்கும் தகவல்கள் தெரிவிக்கின்றன.

கல்முனையைப் பிறப்பிடமாகக் கொண்ட 32 வயதுடைய இவர் இரண்டு பிள்ளைகளின் தந்தையாவார்.

இப்பகுதிக்கு அண்மையில் சிறிலங்காப் பொலிசார் பாதுகாப்புக் கடமைகளில் ஈடுபட்டிருந்தாகவும், இப்பகுதியில் பெருமளவான மக்கள் நின்றிருந்ததாகவும் தெரிவிக்கப்படுகின்றது.

இவரது சடலம் தற்போது அக்கரைப்பற்று ஆதார வைத்தியசாலையில் விசாரணைக்காகவும், பிரேத பரிசோதனைக்காகவும் வைக்கப்பட்டுள்ளது.

இதேவேளை இவருக்கு முன்னர் ஆலையடி வேம்பு பிரதேச சபையின் தலைவராக இருந்த ஈபிடிபி முக்கியஸ்தரும் ஏற்றகனவே சுட்டுக் கொல்லப்பட்டிருந்தார் என்பது குறிப்பிடத்தக்கது.

இன்று கொல்லப்பட்ட கமலன், ஈபிடிபி தலைவர் டக்ளஸ் தேவானந்தாவின் முக்கிய சகா என்றும், அம்பாறையின் தற்போதய ஈபிடிபி அமைப்பாளர் சங்கரின் முக்கிய செயற்பாட்டாளரும் என்றும் அம்பாறை மக்கள் தெரிவித்துள்ளனர்.
