பிரதிச்சபாநயாகர் தெரிவில் சந்திரிக்கா எப்படியோ வெற்றி பெற்றுவிட்டார்.

போட்டியின்றித் தெரிவுகள் நடந்திருப்பது என்பது சபாநயாகர் தெரிவில் தான் பெற்ற வெற்றிகளைத் தொடர்ந்தும் பாதுகாக்க முடியாத அளவுக்கு கட்சி நிலவரங்கள் மாறி இருப்பதாக யு.என்.பி அஞ்சியதே காரணம்.

சில கிழமைகளுக்குள் சந்திரிக்கா நடாளுமன்றத்தில் கட்சி நிலவரங்களைத் தனக்குச் சாதகமாக மாற்றி அமைத்து விட்டார் என்பதே இதன் அர்த்தம்.

முஸ்லிம் காங்கிரஸைக் குழப்பியதிலும் இ.தொ.கா வைத்தளம்பச் செய்ததிலும் கூட அவர் கணிசமான அளவு வெற்றி பெற்று விட்டதாகவே தோன்றுகிறது.

சந்திரிக்கா இப்படிச் செய்வார் என்பது ஏற்கனவே நன்கு எதிர்பார்க்கப்பட்ட ஒன்றுதான். நடாளுமன்றத்தில் தனது கூட்டு முன்னணியின் நிலையை ஸ்திரப்படுத்தும் முகமாகவே அவர் அவசரப்பட்டு சமாதானம் செய்யத் தொடங்கினார். இதற்காக கொழும்புக்கும் கிளிநொச்சிக்கும் இடையில் பல தடவைகள் ஹெலிகொப்டர்கள் பறக்க வேண்டியிருந்தது. நோர்வேயில் இருந்து அதன் வெளியுறவு அமைச்சர் பீற்றசனும் துணையமைச்சர் ஹெல்கேசனும் மினக்கெட்டு கொழும்புக்கும் கிளிநொச்சிக்கும் வரவேண்டியிருந்தது.
முதலில் சந்திரிக்கா நிபந்தனைகளை விதிப்பது போல ஒரு தோற்றம் உண்டாகியது பேச்சுக்களில் இடைக்கால நீர்வாக ஏற்பாட்டைப் பற்றிக் கதைக்கும் அதேநேரம், இறுதித்தீர்வைப் பற்றியும் கதைக்கப்படவேண்டும் என்று அவர்; நோர்வே து}துவர்களிடம் சொல்லி அனுப்பியிருந்தார். அதோடு, பேச்சுக்கள் வெளிநாட்டில் நடப்பது அவருக்கு விருப்பம் இல்லை என்றும் சொல்லப்பட்டது.

மேலும், சமாதானச் செயலராக கதிர்காமரோடு ஒத்துப்போகாத ஒரு அனைத்துலக இராஜதந்திரியான ஜயந்த தனபாலாவை நியமித்ததும் கூட தமது சமாதான முயற்சிகளின் நம்பகத் தன்மையயை கூட்டுவதற்கே.

தனபால முன்பு ஐ.நா வில் முக்கிய பொறுப்பில் இருந்தவர். முன்னைய ரணில் அரசு சமாதான முயற்சிகளின் போது அவரை சமாதானச் செயலராக பெறுப்பேற்குமாறு கேட்டுக்கொண்டது. ஆனால் அப்போது ஐ.நா வில் தான் ஏற்கனவே ஏற்றுக்கொண்ட ஒரு பணியை பூர்த்தி செய்ய வேண்டியிருந்ததால் தனபால யு.என்..பியின் அழைப்பை ஏற்கமுடியவில்லை என்று சொல்லப்பட்டது.

இப்பொழுது அதே தனபாலவை சந்திரிக்கை கொண்டு வந்துள்ளார். இதன் மூலம் அவர் இரண்டு திசைகளில் செய்திகளை அனுப்பியுள்ளார். முதலாவது தமிழர்களுக்கு அதன்படி கதிர்காமருடன் முன்பு முரண்பட்ட தனபாலவை கதிர்காமருக்குப் பதில் சொல்ல தேவையில்லாத அளவுக்கு அதிகாரமுடைய ஒரு பொறுப்பில் நியமித்ததன் மூலம் தனது சாமாதான முயற்சிகளை தமிழர்கள் நம்ப வேண்டும் என்று அவர் எதிர்பார்க்கிறார்.

மற்றது, சர்வதேச சமூகத்திற்கு குறிப்பாக மேற்கு நாடுகளுக்கு தனபால ஒரு விருப்பமான இராஜதந்திரி. அவரை சமாதான செயலாராக நியமித்ததன் மூலம் சமாதான முயற்சிகளை தான் ஒரு நாடகமாக முன்னெடுக்கவில்லை என்று நிருபிப்பதே அவரின் நோக்கம். உண்மையில் தனபாலவின் சர்வதேச அளவில் சந்திரிக்காவின் சமாதான முயற்சிகளின் நம்பகத்தன்மையை உயர்த்தியிருக்கின்றது.

இதன்மூலம் அவர் தனது இலக்குள் சிலவற்றை நெருங்கிவரத்தொடங்கிவிட்டார். சுந்திரிக்காவுக்கு இப்போது நான்கு பிரதான இலக்குகள் உண்டு முதலாவது தான் சமாதானத்தின் எதிரி என்று தமிழர்களின் மனதில் விழுந்திருக்கும் படிமத்தை அகற்றுவது. இரண்டாவது, சர்வதேச அளவில் தனது சமாதான முயற்சிகளின் நம்பகத்தன்மையை கூட்டுவது. மூன்றாவது, தான் சமாதானம் செய்வது தனது கட்சியை நாடாளுமன்றத்தில் ஸ்திரப்படுத்துவதற்காகவோ அல்லது நிதி உதவியை பெறுவதற்காகவோ அல்ல என்று நிரூபிப்பது. நாலாவது, சமாதான முயற்சிகளில் இந்தியாவை முடியுமானால் பங்களியாக்குவது.

இந்த நான்கு இலக்குகளையும் அடைவதற்காக முதற்கட்ட முயற்சிகளை பொறுத்தவரை அவர் சில விசயங்களில் வெற்றிகரமாக முன்னேறியிருப்பதாக தோன்றுகிறது.

கொழும்பில் அவருக்கு முன்பிருந்த சிங்கள தலைவர்களில் அவரளவுக்கு இழப்புக்களால் உருவாகியவர் வேறு எவருமில்லை. ரணிலைவிடக் கூடுதலாக அவருக்கு இருக்கும் தகுதிகள் இவை.

பிரேமதாசவைப்போல ஒரு தலைவரால் தான் இப்போது சந்திரிக்காவுக்கு எதிராக யு.என். பிக்கு தலைமை தாங்க முடியும். ரணிலுக்கு அப்படியொரு அரசியல் பாரம்பரியம் இல்லை.

எனவே சந்திரிக்காவை தோற்கடிப்பதைவிடவும் தன்னுடைய தலைமைத்துவத்தை தனது கட்சிக்குள்ளேயே பாதுகாப்பதற்கான உத்திகளைப் பற்றியே ரணில் அதிகம் சிந்திக்க வேண்டியிருக்கிறது.

இத்தருணத்தில் சந்திரிக்கா தன்னை மேலும் பலத்தும் முயற்சிகளில் இறங்கிவிட்டார்.

சுமாதானம் செய்வதில் தனது பலம் என்று ரணில் நம்பியது அவருடைய சர்வதேச பாதுகாப்பு வலைப்பின்னல் தான். இப்படி ஒரு பலம் சந்திரிக்காவுக்கு தற்சமயம் இல்லை. அவர் அதை இனித்தான் உருவாக்கவேண்டியிருக்கிறது.

ஆனால் இப்பொழுது தமிழர்களுக்கு பலமாய் இருப்பது இந்த விசயம் தான். அதாவது சந்திரிக்கா தன்னை சர்வதேச அளவில் ரணில் அளவுக்கு இனிமேல் தான் ஸ்தாபித்துக் கொள்ள வேண்டியிருக்கிறது. அதையும் கூட அவர் கணிசமான அளவிற்கு புலிகளுடன் சேர்ந்து தான் செய்ய வேண்டியிருக்கிறது. புpராந்திய மட்டத்தில் சந்திரிக்கா ரணிலைவிட பலமானவர் போல காணப்படுகின்றார். உள்ளநாட்டில் அரசியலமைப்பின் படியும் அவருடைய சூழ்ச்சி கரமான தலைமைத்தவ ஆளுமைப்படியும் ரணில் விக்கிரமசிங்கவின் போதாமைகளின் படியும் சந்திரிக்கா ஒப்பீட்டளவில் பலமானவராக காணப்படுகிறார். ஆனால் சர்வதேச அளவில் அவர் ரணிலைவிடவும் பல வீனமானவராகவே காணப்படுகின்றார்.

எனவே உள்நாட்டிலு}ம் சர்வதேச அளவிலும் தன்னைப்பலப்படுத்தும்வரை அவர் தமிழர்களுக்கு மேலும் விட்டுக்கொடுக்கக்கூடும்.

விட்டுக்கொடுத்தால்தான் சமாதானம் செய்யலாம். நாடாளுமன்றத்தில் தனது கூட்டு முன்னணியை ஸ்தரப்படுத்தலாம். சுமாதானம் செய்தால்தான் நிதியுதவி பெறலாம். நிதியுதவி கிடைத்தால்தான் பொருளாதாரம் அசையும். எனவே சந்திரிகா தனது சமாதானத்தின் ஆரம்ப கட்டங்களில் சில விட்டுக்கொடுப்புகளுக்கு போகும் தென்படுகின்றன. இப்படியே அவர் எதுவரை விட்டுக்கொடுப்பார்?

Tamil rebels reject Sri Lankan government proposal for peace talks

SHIMALI SENANAYAKE - Associated Press Writer - COLOMBO, Sri Lanka - (AP) Tamil Tiger rebels said Wednesday that peace talks to end Sri Lanka - 's 19-year civil war could begin only after the government discusses their demands for self-rule in the north and east.

The announcement came after Tiger political leader S.P. Thamilselvan met with Norway's top peace-broker Erik Solheim to discuss the government's proposed agenda for peace talks.

The government plan suggested the two sides could discuss the Tigers' proposal for autonomy while simultaneously negotiating an end to the conflict.

But a rebel statement said talks on self-rule ``should take place first and the discussion on the core issues can be followed later.''

The announcement was a setback to the country's efforts to revive peace talks aimed at ending the separatist war, which began in 1983 and killed 65,000 people before a cease-fire halted fighting two years ago.

President Chandrika Kumaratunga's hardline party has previously rejected the rebels' plan for autonomy, calling it a stepping stone to a separate state.

Norway has been battling to bridge widening divisions between the government and the rebels to finalize arrangements to resume peace talks. This is Solheim's second visit in two weeks.

The rebels withdrew from peace talks in April 2003 over demands for more autonomy in the regions they control. Despite the deadlock, a Norwegian-brokered cease-fire between the rebels and government in February 2002 has largely held firm.

The Tamil Tigers had initially demanded a separate state for minority Tamils, but agreed during previous negotiations to accept regional autonomy instead.

SLMC sacks three MPs

Alladin Hussein in Colombo, May 26, 2004, 11.17 p.m.. The Sri Lanka Muslim Congress (SLMC) has sacked three of their MPs, Rishard Badiudeen, M. Najeeb and Hussein Bhaila with immediate effect.
Badiudeen and Najeeb were sacked from the party over their alleged involvement in the sex and blackmail scandal involving SLMC Leader Rauff Hakeem. According to SLMC sources, the party's High Command has gathered sufficient evidence that these two members had plotted against Hakeem, with assistance from the Government, to bring disrepute to Leader Hakeem.

While Hussein Bhaila was sacked from the party, because he deserted the SLMC and joined the United Peoples Freedom Alliance Government recently in Parliament. These three MPs were initially suspended from the party a few weeks back. The High Command officially took the decision last week to sack these three, but the decision was put into effect only this week.

Armitage to visit Brussels to discuss Sri Lanka peace process

Associated Press, Wed May 26, 2004 17:42 EDT . - - WASHINGTON, May 26 (Kyodo) U.S. Deputy Secretary of State Richard Armitage will visit Brussels from next Monday to June 2 to discuss the current status of peace process in Sri Lanka - with officials from Japan, the European Union and Norway, the State Department said Wednesday. ''The donor co-chairs will review their assistance efforts, discuss humanitarian and basic reconstruction assistance to the war-devastated areas of the country, and express support for a resumption of peace talks between the government of Sri Lanka - and the Liberation Tigers of Tamil Eelam, which have been suspended since April 2003,'' State Department spokesman Richard Boucher said in a statement.

During his stay in Brussels, Armitage will also hold talks with North Atlantic Treaty Organization officials to prepare for the NATO summit in Istanbul in late June and meet with EU foreign and security policy chief Javier Solana, Boucher said.

இலங்கை அரசிற்கும் விடுதலைப்புலிகளுக்குமிடையே சமாதானப் பேச்சுகளை மீண்டும் ஆரம்பிப்பது தொடர்பாக இணக்கப்பாடொன்றை உருவாக்கும் நோக்கில் நேற்று புதன்கிழமை காலை நோர்வேயின் விசேட தூதுவர் எரிக் சொல்ஹெய்ம் கிளிநொச்சி சென்று தமிழ்ச்செல்வனைச் சந்தித்துப் பேசினார்.

முற்பகல் 11.15 மணியளவில் ஆரம்பமான இந்தப் பேச்சுகள் நண்பகல் 12.40 வரை கிளிநொச்சியிலுள்ள புலிகளின் சமாதான செயலகத்தில் நடைபெற்றது.

இந்தச் சந்திப்பில் புலிகள் தரப்பில் தமிழ்ச்செல்வனுடன் சமாதான செயலகத்தைச் சேர்ந் செல்வி மற்றும் துணை அரசியல் துறைப் பொறுப்பாளர் எஸ்.தங்கன் ஆகியோர் கலந்து கொண்டனர்.

நோர்வே தரப்பில் எரிக் சொல்ஹெய்முடன் இலங்கைக்கான நோர்வேத் தூதுவர் ஹான்ஸ் பிரட்ஸ்கார் கலந்துகொண்டார்.

இந்தச் சந்திப்பைத் தொடர்ந்து தமிழ்ச்செல்வன் செய்தியாளர்கள் மத்தியில் மேலும் கூýறுகையில், சமாதானப் பேச்சுகள் தொடர்பாக அரசாங்கம் தெளிவானதும், உறுதியானதுமொரு நிலைப்பாட்டை எடுத்து, அது தொடர்பாக எமக்கு உத்தரவாதம் அளிக்கவேண்டுமென நோர்வே தரப்பிடம் கூýறியுள்ளோம்.

இதற்கு அரசு சாதகமான பதிலை நோர்வேய10டாக தந்தபின்பே சமாதானப் பேச்சுகளில் நாங்கள் கலந்து கொள்வோம்.

இதுபற்றி எரிக் சொல்ஹெய்முடனான இந்தச் சந்திப்பில் விளக்கிக்கூýறியதுடன், சமாதானப் பேச்சுகளில் மீண்டும் நாம் கலந்து கொள்வது தொடர்பான எமது நிலைப்பாட்டையும் மீண்டும் தெளிவுபடுத்தியுள்ளோம்.

எரிக் சொல்ஹெய்முக்கு மட்டுமல்லாது நோர்வே அனுசரணையாளர்கள் அனைவருக்கும் எமது நிலைப்பாடு நன்கு தெரியும். ஆனால், தென்பகுதியில் திடPர் திடPரென அரசுகள் மாறுவதால் அவர்கள் எமது நிலைப்பாட்டை நன்கு புரிந்துகொள்ள வேண்டும்.

இடைக்கால நிர்வாகசபை உடனடிýயாக ஏன் உருவாக்கப்படவேண்டுமென்று கடந்த ஆட்சியாளர்களுக்கும், சர்வதேச சமூýகத்திற்கும் நன்கு தெரியும். எமது இந்த நிலைப்பாட்டை இலங்கைக்கு உதவி வழங்கும் நாடுகள் கூýட ஏற்றுக் கொண்டுள்ளன.

ஆனால், தற்போதைய அரசும், ஜனாதிபதியும், இடைக்கால நிர்வாகசபை பற்றி பேசும்போது இனப்பிரச்சினைக்கு நிரந்தரத் தீர்வு காண்பது குறித்தும் பேசவேண்டுமெனக் கூýறுகின்றனர்.

இதுவே மீண்டும் சமாதானப் பேச்சுகளை ஆரம்பிப்பதில் சிக்கல்களையும், நெருக்கடிýயையும் தோற்றுவித்துள்ளது.

இடைக்கால நிர்வாகசபை பற்றி பேசி அது தொடர்பாக தீர்வொன்று கண்டு அதனை நடைமுறைப்படுத்திய பின்பே இறுதித்தீர்வு குறித்து பேசுவோமென்ற எமது நிலைப்பாட்டை இந்த அரசிடம் தெளிவுபடுத்துமாறு கூýறியுள்ளோம்.

இதேநேரம், ஏனைய விடயங்கள் பலவற்றில் இரு தரப்புக்குமிடையே இணக்கப்பாடொன்று ஏற்பட்டுள்ளமை இந்த விடயத்தில் சாதகமான அம்சங்களாயிருக்கின்றன. இவ் விடயத்திற்கும் இணக்கப்பாடு கண்டுவிட்டால் நெருக்கடிý நிலைமை தீர்ந்துவிடும். போரினால் மிக நீண்டகாலம் பாதிக்கப்பட்டும், தங்கள் சொந்த இடங்களில் மீளக் குடிýயேற முடிýயாமலும் புனர்வாழ்வுக்காக தவித்திருக்கும் எமது மக்களின் பிரச்சினைக்கு உடனடிýயாக ஏதாவதொரு நிவாரணத்தை பெற்றுக் கொடுப்பதற்காகவாவது இந்த இடைக்கால நிர்வாகசபை அமைக்கப்படவேண்டும். இதுவே மக்களினதும் எதிர்பார்ப்பாகும்.

இதேவேளை, எமது பிரச்சினைக்கு இறுதித் தீர்வொன்றை காண்பதற்காக பேச்சுக்களை நடத்துவதென்பது இழுத்தடிýப்பாகவும், ஏமாற்று வேலையாகவும் இருக்குமென்பதை அனுசரணையாளர்களுக்கு விளக்கியுள்ளோம்.

இன்று தென்னிலங்கையில் நிலவும் ஸ்திரமற்ற அரசியல் சூýழலும் இறுதித் தீர்வுக்கான பேச்சுக்களை ஆரம்பிக்கும் நிலையைத் தோற்றுவிக்கவில்லை.

தமிழ் மக்களுக்கு அதிகாரத்தை பகிர்ந்தளிக்கவோ, தமிழர் பிரச்சினைக்கு நிரந்தரமானதும், இறுதியானதுமொரு தீர்வை ஏற்படுத்தக் கூýடிýய விதத்திலோ அரசியலமைப்பும் இல்லை.

தென்னிலங்கையில் ஸ்திரமற்ற நிலை

இந்த அரசியலமைப்பில் மாற்றங்களை ஏற்படுத்தி எமது பிரச்சினைக்கு நிரந்தரத் தீர்வொன்றை எட்டக்கூýடிýய அரசும் தென்னிலங்கையில் இல்லை. இதனால், நிரந்தரத் தீர்வு பற்றி பேசக்கூýடிýய உறுதியான அரசொன்று தென்னிலங்கையில் அமையும் வரை நிரந்தரத் தீர்வு குறித்து பேசுவது, காலத்தை வீணடிýப்பதும் ஏமாற்று வேலையுமாகும் என்பதையும் தெளிவுபடுத்தியுள்ளோம்.

இதனால் சமாதானப் பேச்சுக்களை ஆரம்பிப்பதற்கான திகதியை நிர்ணயிக்க முடிýயாதுள்ளது.

தமிழர் தாயகத்தில் இயல்புநிலை உருவாகி மக்களின் அடிýப்படைப் பிரச்சினைகளும், தேவைகளும் ப10ர்த்திசெய்யப்பட்டு அபிவிருத்திப் பணிகளை முன்னெடுக்க வேண்டிýய கட்டாய தேவை ஏற்பட்டுள்ளது இனியும் இவ்விடயத்தில் இழுத்தடிýப்புகளை செய்யக் கூýடாது.

எனினும் ஏனைய விடயங்கள் பலவற்றில் இணக்கப்பாடு ஏற்பட்டு பேச்சுக்கான ஒழுங்குமுறை, பேச்சுகள் நடைபெறும் இடம் என்பன போன்ற விடயங்களில் ஓரளவு இணக்கமும் காணப்பட்டுள்ளது.

எழுத்துமூýல உத்தரவாதம் வேண்டும்

இந்த நிலையில் தான் சமாதானப் பேச்சுக்களை ஆரம்பிப்பதற்காக ஜனாதிபதியிடமிருந்து சில உத்தரவாதங்களை எழுத்துமூýலம் பெறவேண்டிýயுள்ளது.

இந்த அரசு, பல்வேறு முரண்பட்ட எண்ணங்களையும், சிந்தனைகளையும் கொண்ட கட்சிகளின் கூýட்டமைப்பாகும். அதுவும் இதுவொரு சிறுபான்மை அரசென்பதால் எமக்கு எழுத்துமூýல உத்தரவாதம் தேவை.

நோர்வே வெளிநாட்டமைச்சரின் வருகையைத் தொடர்ந்து பேச்சுக்கான முழு விபரங்களையும் நோர்வே வெளியிடுமெனக் காத்திருந்த போது, தென்னிலங்கையில் அரசுக்குள் ஏற்பட்ட சில முரண்பாடுகள் நிலைமையில் மாற்றங்களை ஏற்படுத்தியது. ஆனாலும், இவ்விடயத்தில் ஜனாதிபதி உறுதியான நிலைப்பாட்டை எடுக்க வேண்டும்.

ஆனால் பேச்சுகள் தொடர்பாக நாங்கள் மிகவும் உறுதியாக உள்ளோம். இது குறித்து நிகழ்ச்சி நிரலொன்றையும் கொண்டுள்ளோம்.

கடந்த இரண்டரை வருடகாலம் மேற்கொள்ளப்பட்ட பேச்சுகள் மூýலம் நாம் சிறந்த அனுபவங்களைப் பெற்றுள்ளோம். ஆனால், இந்தப் பேச்சுகள் மூýலம் என்ன பலன் ஏற்பட்டதென்பது முழு உலகமும் அறிந்த விடயமாகும். இதனாலேயே இவ்விடயத்தில் மிகக் கவனமாயிருக்கின்றோம்.

சமாதானப் பேச்சுகள் ஆரம்பமானால், எமது தரப்பில் கலந்துகொள்பவர்கள் விடயத்தில் பெரிய மாற்றங்கள் இராது. அரச தரப்பில் கலந்து கொள்பவர்கள் குறித்தும் எமக்கு எவ்வித ஆட்சேபனையுமில்லை. ஆனால், அதிகாரமுள்ள அமைச்சர்கள் இந்தப் பேச்சுகளில் கலந்துகொள்வதுடன், உடனுக்குடன் முடிýவுகளை எடுக்கக்கூýடிýயவர்களாகவும் அவர்கள் இருக்கவேண்டுமெனவும் தெரிவித்தார்.

கிழக்கு நிலைமை

கிழக்கு நிலைமைகள் குறித்து அரசுக்கு சில விடயங்களை தெளிவுபடுத்தியுள்ளோம். இராணுவக் கட்டுப்பாட்டுப் பிரதேசங்களில் தொடர்ந்தும் படுகொலைச் சம்பவங்கள் நடைபெறுகின்றன. அங்கு போர்நிறுத்த மீறல்கள் சமாதானச் சூýழ்நிலையை பெரிதும் பாதிக்கும். போர்நிறுத்தத்தையும் தொடர்ந்தும் கடைப்பிடிýக்க முடிýயாத நிலைமையையும் ஏற்படுத்தலாம்.

கிழக்குப் பல்கலைக்கழக பொருளியல் துறைத் தலைவரது படுகொலை தொடர்பாக எமது கடும் கண்டனத்தை தெரிவித்துள்ளோம்.

இராணுவத்தினராலோ, பொலிஸாராலோ இந்த நிலைமையைக் கட்டுப்படுத்தி சட்டம் ஒழுங்கை நிலைநாட்ட முடிýயாது போனால், அது பாரிய பின்விளைவுகளை ஏற்படுத்துமென்பதையும் கூýறியுள்ளதாகவும் தெரிவித்தார்.

இரு தரப்பையும் சந்தித்து சமாதானப் பேச்சுகளை மீள ஆரம்பிக்கும் நோக்கில் கடந்த திங்கட்கிழமை கொழும்பு வந்த நோர்வேயின் விசேட பிரதிநிதி எரிக் சொல்ஹெய்மை நேற்று 2 ஆவது நாளும் சந்திக்க ஜனாதிபதி சந்திரிகா குமாரதுங்க மறுத்து விட்டதாலேயே இவ்வாறானதொரு சூழ்நிலை எழலாமென அஞ்சப்படுகிறது.

ஜனாதிபதி மற்றும் அரச தரப்பினருடன் பேசுவதற்கு முன்னர், கடந்த ஞாயிற்றுக்கிழமை கொழும்புக்கு புறப்பட சற்று முன், லண்டனிலுள்ள புலிகளின் அரசியல் ஆலோசகர் அன்ரன் பாலசிங்கத்துடன் சொல்ஹெய்ம் தொலைபேசி மூலம் தொடர்பு கொண்டு புலிகளின் நிலைப்பாட்டை அறிந்து கொண்டார்.

கொழும்பில் செவ்வாய்க்கிழமை காலை பிரதமரையும் அன்று மாலை கண்டியில் ஜனாதிபதியையும் சந்திக்க சொல்ஹெய்ம் காத்திருந்த போதிலும், இவ்விருவரையும் அவரால் சந்திக்க முடியாது போனது.

செவ்வாய்க்கிழமை மாலை கண்டியில் ஜனாதிபதியைச் சந்திக்க சொல்ஹெய்ம் செல்வதற்காக விமானப்படை ஹெலிகொப்டரும் ஏற்பாடு செய்யப்பட்டு சொல்ஹெய்மும் அதற்காகக் காத்திருந்தார்.

எனினும், கண்டியிலிருந்து ஜனாதிபதி கொழும்பு திரும்புவதால் செவ்வாய்க்கிழமை இரவு கொழும்பில் ஜனாதிபதியைச் சந்திக்க முடியுமென சொல்ஹெய்மிடம் தெரிவிக்கப்பட்டது.

இதனால், தனது கண்டிப் பயணத்தைக் கைவிட்ட சொல்ஹெய்ம் செவ்வாய்க்கிழமை நள்ளிரவு வரை இந்தச் சந்திப்புக்காக ஜனாதிபதியின் அழைப்புக்கெனக் காத்திருந்தார்.

எனினும், அந்த அழைப்பு வராததால் நேற்றுக் காலை ஜனாதிபதியைச் சந்தித்து விட்டு வன்னிக்குச் சென்று புலிகளின் தலைவர்களைச் சந்திக்கலாமெனச் சொல்ஹெய்ம் காத்திருந்தார்.

அப்போதும் ஜனாதிபதியின் அழைப்பு வராததால் அரச தரப்பினர் எவரையுமே சந்திக்காது அவர் நேற்று முற்பகல் வன்னிக்குச் சென்று புலிகளைச் சந்தித்தார்.

புலிகளுடனான சந்திப்பின் பின்னர் அங்கு செய்தியாளர்களிடம் பேசிய சொல்ஹெய்ம், உடனடியாக கொழும்பு சென்று நேற்று மாலையே ஜனாதிபதியைச் சந்திக்கப் போவதாகக் கூறியிருந்தார்.

எனினும், ஹெலிகொப்டர் மூலம் நேற்று பிற்பகல் வன்னியிலிருந்து கொழும்பு திரும்பிய சொல்ஹெய்மினால் நேற்று நள்ளிரவு வரை ஜனாதிபதியைச் சந்திக்க முடியவில்லை என நோர்வேத் தூதரக வட்டாரங்கள் தெரிவித்தன.

இன்றும் இந்தச் சந்திப்பு நடைபெறுவதற்கான வாய்ப்புகளில்லையென்றே தெரிவிக்கப்படுகிறது.

இதனால், சொல்ஹெய்மினால் இந்த விஜயத்தின் போது ஜனாதிபதியையோ அல்லது அரச தரப்பினரையோ சந்திக்க முடியுமா என்ற கேள்வியும் எழுந்துள்ளது.

அவ்வாறு சந்திக்க முடியாது போனால் சொல்ஹெய்ம் தனது விஜயத்தை இடை நடுவில் முடித்துக் கொண்டு நாடு திரும்பும் அதேநேரம், நோர்வேயின் அனுசரணை முயற்சிகள் மீண்டும் ஒத்தி வைக்கப்படுமா என்ற கேள்வியும் எழுந்துள்ளது.

24 புலி உறுப்பினர்கள் வன்னியிலிருந்து திரும்பினர்

தனது மாணவனுக்காக 'குதிரை"யோடிய பிக்கு

இவர் தனது மாணவ பௌத்த பிக்குவிற்காக இவரின் படத்தை ஒட்டிய தபால் அடையாள அட்டையொன்றை தயாரித்து மாணவ பௌத்த பிக்குவின் பெயரில் பரீட்சை ஆள்மாறாட்டத்தில் ஈடுபட்டுள்ளார்.

இச் சந்தர்ப்பத்தில் தகவல் ஒன்றின் பேரில் மோசடியில் ஈடுபட்ட விரிவுரையாளரான பௌத்த பிக்கு பரீட்சை நிலைய அதிகாரிகளினால் கண்டுபிடிக்கப்பட்டு, பொலிஸாரிடம் ஒப்படைக்கப்பட்டுள்ளார்.

இதுவரை நடந்து முடிந்த அனைத்து பாடங்களுக்கும் தனது மாணவ பிக்குவிற்காக இவரே விடை எழுதியுள்ளார் என பொலிஸ் விசாரணைகளிலிருந்து தெரியவந்துள்ளது.

The body of Mr. Kumaravel Thambaiah, a senior lecturer in the Eastern University who was shot dead by unidentified gunmen at his home in Batticaloa town around 4.30 p.m. Monday was brought to his home village of Aasikulam in Vavuniya on Tuesday and was cremated on Wednesday, sources in Vavuniya said. Vavuniya North Education Commissioner, S.Pathmanathan, presided over the memorial meeting after the funeral ceremony.


Lecturer T.Jeyasingam, President Eastern University Teachers Association is seen delivering his speech at the funeral function.
Several University staff, students, Vavuniya district Head of LTTE's Political Wing, Gnanavel, Head of LTTE's Women Political Wing, Alai, Vanni district Parliamentarians, Sivanathan Kishor and Noharathalingam and members of the public attended the funeral ceremony.

"We have lost an intellectual who spent his entire working life to improve the economic condition of our homeland and its people. Growing up in an impoverished village he persevered educate himself to reach the position he held at the East University. It is a sad day for the Tamil community," said Gnanavel speaking at the memorial event.

"We strongly condemn his killing. Our leadership is taking steps to prevent incidents of this nature. We request the help of our people to cooperate to identify elements that are working to undermine the peace and normalcy in the region," added Gnanavel.

Several civil organizations released leaflets condemning the killing and expressing their condolences to Thambiah's family.

Sri Lanka no where close to resume peace talks as government, Tamil rebels remain poles apart

SHIMALI SENANAYAKE - Associated Press Writer - COLOMBO, Sri Lanka - (AP) A Norwegian peace broker was leaving Sri Lanka - empty-handed Friday, after failing to get the government and the Tamil Tiger rebels to agree to a new round of talks aimed at ending the nation's two decade civil war. The rebels began fighting in 1983 for a separate homeland for Sri Lanka - 's minority Tamils, accusing the majority Sinhalese of discrimination in education and jobs.
About 65,000 people were killed before Norway brokered a truce that halted the conflict in 2002. However, subsequent peace talks broke down a year later when the rebels withdrew over demands for more autonomy in the regions they control.

The cease-fire has held firm even though lingering distrust between the two sides has held up efforts to resume the talks.

The failure of the government and the rebels to resolve their differences during Solheim's visit comes days before aid donors meet in Brussels to discuss reconstruction assistance to the war-ravaged country.

U.S. Deputy Secretary of State Richard Armitage is set to attend the June 1 meeting with Japan, Norway and the European Union.

About 70 countries and financial institutions have said that pledges to Sri Lanka - totaling US$4.5 billion are linked to progress toward a peace agreement.

SLMC reiterates need for separate Muslim delegation at peace talks

Alladin Hussein in Colombo, May 28, 2004, 11.55 p.m.. The Sri Lanka Muslim Congress (SLMC) today reiterated the need for accommodating a separate Muslim delegation when peace talks resume between the United Peoples Freedom Alliance and the LTTE.
SLMC Leader Rauff Hakeem told a Norwegian delegation led by Special Envoy Erik Solheim today the accommodation of a Muslim delegation was a must as they are also victims of the 20 year old ethnic conflict.

The Special Envoy however told Hakeem that he was unable to give an assurance on the matter, but promised to speak to both the Government and the LTTE about accommodating the separate Muslim delegation.

Hakeem also claimed that if the Muslims are not represented in the peace talks, no solution to the ethnic issue could be 100% acceptable. He also added that it was not necessary for the SLMC itself to lead the Muslim delegation, but as long as a Muslim delegation is allowed, thats what matters. But it should be taken to account that we received the mandate from the North East people at the recent General Election, Hakeem told Solheim.

COLOMBO, MAY 28: Norway has failed in its latest bid to revive Sri Lankas stalled peace talks, but it will continue to make efforts to bring the island nations government and the Tamil Tiger rebels to the negotiating table, officials said on Friday.

Norways top peace envoy Erik Solheim was unable to clinch a deal on resuming peace talks between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE), they said.

Solheim met President Chandrika Kumaratunga yesterday when it was decided that the peace broker will keep up the efforts despite the latest setbacks. The president while confirming the governments readiness to enter into negotiations with the LTTE had an exchange of views on the agenda for the talks, Kumaratungas office said in a statement. It was agreed that the Norwegian delegation would continue consultations in this regard.

Solheim today met Premier Mahinda Rajapakse after the overnight meeting with Kumaratunga who was informed that there was no prospect of an early resumption of negotiations, the officials said. Solheim was expected to hold several more rounds of talks with Sri Lankan leaders before returning to Norway. He met LTTE leaders on Wednesday.

COLOMBO, May 28 (OneWorld) - The murder of a university don in eastern Sri Lanka this week following a spate of killings in clashes between the two factions of the Tamil Tiger guerrillas has rekindled fears of ethnic warfare in the country.

The head of the Economics Department of the Eastern University, Kumaravel Thambaiah, was shot dead in front of his family in the volatile province of Batticaloa, allegedly by cadres of renegade Liberation Tigers of Tamil Eelam (LTTE) leader Karuna.

Rues Bishop of Batticaloa, Kingsley Swamipillai, "A dangerous precedent has been set by the murder of professor Thambaiah. The series of killings in fights between the cadres of the two factions had already disturbed people. The murder of an academic of the caliber of Thambaiah has strengthened the impression that nobody is safe in this part of the country."

Bishop Swamipillai, who made valiant efforts to bring about a reconciliation between the two rebel factions before the eviction of Karuna from the East, adds that fighting between the two factions is undermining the minority Tamil community's fight for the government to address its genuine grievances.

He points out that there should be unity among the Tamils before they attempt co-existing with other communities.

Thambaiah, who hails from the Northern province had left Batticaloa early this year after the LTTE's former eastern commander and renegade leader Karuna challenged LTTE leader Vellupillai Prabhakaran’s leadership, ordering all Tamils from the Northern province to leave the east.

Karuna, who promoted regionalism after the defection, claimed Prabhakaran was favoring cadres in the north and neglecting the east. He charged that the eastern cadres were used as cannon fodder by the leadership while those in the north got key administrative positions in the LTTE, which has fought a two-decades old insurgency that has claimed 60,000 lives.

Since Karuna's men are being blamed for Thambaiah's death, the LTTE is vocally condemning it. Says guerrilla leader Gnanavel, "Killings like that of Thambaiah undermine the peace process. We request the public to inform us of sinister elements."

But the authorities are yet to pin the blame on Karuna's shoulders. Informs Inspector General of Police Indra De Silva, "Four investigative teams are working on identifying the assailants. It is too premature to say what exactly is going on."

In the weeks following Karuna's exit from the East to the capital Colombo after a bloody battle between the two factions on Good Friday in April, nearly 50 cadres have been killed in unending battles between the rival forces.

Ironically, whenever guerrillas loyal to Prabhakaran were killed, the LTTE alleged that government troops were aiding and abetting Karuna's men.

Says a Tamil 37-year-old government sector employee in Valachchanai in Batticaloa, "Judging by the manner in which the murders were executed, it is clear that a third party is involved. Karuna's people will not be able to carry out the killings without the support of the security forces."

He adds, "Whoever is behind the killings, it is clear the intention is to disrupt if not completely destroy the peace process. Parties with vested interests are fishing in troubled waters, and we Tamils fear for our lives."

The killings since early April coincide with the shuttle diplomacy by peace facilitators from Norway to resume the peace process, which was disrupted after the LTTE broke off talks with the government in April last year.

The coalition of parties led by President Kumaratunga's Sri Lanka Freedom Party (SLFP) that swept to power in the April 2 elections had agreed to re-start the stalled peace talks based on an LTTE proposal for an interim administration.

But the constant fighting between factions of the hitherto regimented LTTE is viewed as a major blow to the peace process.

Says a former defense secretary, "It is very unlikely the killing spree will come to an end immediately as the LTTE leadership is making no efforts to correct the fundamental discrepancies within the organization."

He stresses that no measures have been taken to remove discrimination against the Eastern cadres. Hence, though the Eastern cadres may pretend they are loyal to Prabhakaran, they will continue to support Karuna, who they feel stood for their rights.

Agrees M.H.M. Navaz, a primary school teacher in Kathankudy in Batticoloa, "Eastern Tamils still have a lot of respect for Karuna although he is no more the LTTE commander in the East. It is no secret that Batticaloa Tamils are treated as inferior by Jaffna (northern) Tamils. This discrimination exists in the LTTE as well and Karuna is the only one who fought it openly."

He adds, "As long as Karuna has the ground support no one can stop him from carrying out attacks against Prabhakaran's supporters."

But Navaz is relieved that because the fighting is within the Tamils this time, Muslims like him are spared. As are the majority Sinhalese population, against whom the LTTE has staged bloody attacks over the years.
