சகித்துக்கொள்வதை தவிர வேறு வழியில்லை.

ஜே.வி.பிக்கும் சிறிலங்கா சுதந்திரக்கட்சிக்கும் இடையே கடந்த வருட இறுதியில் செய்து கொள்ளப்பட்ட புரிந்துணர்வு ஒப்பந்தம் தேர்தலில் வெற்றிபெற்று முதல் நடவடிக்கையிலேயே மீறப்பட்டுவிட்டதாக அல்லது அதில் குறிப்பிட்டதற்கு மாறான நயவஞ்சக நடவடிக்கையில் சனாதிபதி சந்திரிகா குமாரதுங்க ஈடுபட்டு விட்டதாக ஜே.வி.பி குற்றம் சாட்டியிருக்கிறது.
அதாவது நான்கு அமைச்சர்களும் நான்கு பிரதியமைச்சர்களும் தமது கட்சிக்கு வழஙக்கப்படும் எனப் புரிந்துணர்வு ஒப்பந்தத்தில் ஒப்புக் கொள்ளப்பட்டது. அவ்வாறே அமைச்சுக்கள் பிரதி அமைச்சுக்களும் ஒதுக்கப்பட்டுள்ளன. ஆனால் அவ்அமைச்சுகளிலிருந்து முக்கியமான பொறுப்புக்கள் நீக்கப்பட்டு அவற்றை தமது ஆட்களுக்கு சந்திரிகா வழங்கிவிட்டதாக ஜே.வி.பி குற்றம் சாட்டியுள்ளது. உதாரணமாக விவசாய, காணி அமைச்சை ஜே.வி.பிக்கு வழங்க ஒப்புக்கொள்ளப்பட்டது. ஆனால் அதிலிருந்து மகாவலி அபிவிருத்தி நீக்கப்பட்டு சிறிலங்கா சுதந்திரக்கட்சியை சேர்ந்தவர்களுக்கு வழங்கப்பட்டுள்ளது. அவ்வாறே கிராமிய பொருளாதார அபிவிருத்தி அமைச்சு வழங்கப்பட்டுள்ளது. ஆனால் கிராமிய வங்கிகள் நிதி அமைப்புக்கள் அதிலிருந்து நீக்கப்பட்டுள்ளது. இவ்வாறு ஜே.வி.பி தனக்கு வழங்கப்பட்ட நாக்கு அமைச்சுக்கள் பற்றியும் குறைகூறியுள்ளது.

இதேவேளை பேச்சுக்களின் போது லக்ஸ்மன் கதிர்காமரை பிரதமராக நியமிக்க ஒப்புக்கொள்ளப்பட்டது. இப்போது மகிந்தராஜபக்ச நியமிக்கப்பட்டுள்ளார். பௌத்தர் ஒருவர்தான் பிரதமராக நியமிக்கப்பட வேண்டுமானால் அநுரா பண்டாரநாயக்காவை அல்லது மைதிரிபால சிறிசேனவை நியமித்திருக்கலாமே எனக்கூறியிருக்கின்றது.

சனாதிபதி சந்திரிகா குமாரதுங்க இவ்வாறான யுக்தியான காரியங்களைச் செய்ய வல்லவர் என்பது குறித்து இதுவரை காலமும் ஜே.வி.பி.யினர் உணர்ந்துகொள்ளாதது ஆச்சரியம்தான். எனினும் ஜே.வி.பியினருடன் சந்திரிகா முன்னரே எவ்வாறு நடந்துகொண்டதற்கான சந்தர்ப்பங்கள் உள்ளன.

2001 ஆம் ஆண்டு இறுதியில் பொதுசன ஜக்கிய முன்னணி ஆட்சிக்கு ஆபத்து ஏற்பட்ட வேளை சனாதிபதி சந்திரிகா குமாரதுங்க ஜே.வி.பியுடன் நன்நடத்தை அரசாங்கம் ஒன்றை அமைப்பதற்கான இணக்காப்பாட்டுக்கு வந்தார். இதன்போது ஒப்பந்தம் ஏற்பட்டதிலிருந்து இத்தனை நாட்களில் இன்னஇன்ன நடவடிக்கைகளை மேற்கொள்ளுவது என ஒப்புக்கொள்ளப்பட்டது.

இதன்படி அமைச்சரவை உறுப்பினர்களின் எண்ணிக்கையை இருபதாக குறைப்பது என ஒப்புக்கொள்ளப்பட்டது. ஆனால் அதிலும் அதிகமாக ஒரு சில உறுப்பினர்களை சந்திரிகா நியமித்துவிட்டு தன்னைவிட 20 பேர்தான் உள்ளார்கள் என சாதித்துவந்தார்.

இதைவிட முக்கியமான சுயாதீன ஆணைக்குழுவை அமைப்பது தொடர்பானதாகும். அதாவது 1994ஆம் ஆண்டு தேர்தல் விஞ்ஞாபனத்தில் பொதுசன ஜக்கிய முன்னணி ஜந்து சுயாதீன ஆணைக்குழுக்களை அமைப்பதாக கூறியிருந்தது. தேர்தல், பொலிஸ், நிதி, நிர்வாகம், ஊடகம் ஆகிய துறைகளுக்கு சுயாதீன ஆணைக்குழுக்களை அமைப்பதாக உறுதியளித்தபோதும் அதன் ஆறு ஆண்டு ஆட்சிக்காலத்தில் அதனைச் செய்யவில்லை.

பின்னர் மேலே கூறப்பட்ட நன்னடத்தை அரசாங்கம் தொடர்பான உடன்பாட்டில் ஊடகத்துறை தவிர்ந்த ஏனையவற்றிற்கு சுயாதீன ஆணைக்குழுக்கள் அமைக்க ஒப்புக்கொள்ளப்பட்டது. இதற்கமைய அரசியலமைப்பில் 17ஆவது சீர்திருத்தம் கொண்டுவரப்பட்டது. இதற்கு ஜ.தே.கட்சி உட்பட அனைத்துக்கட்சிகளும் ஆதரவளித்தன.

ஆனால் இன்று வரை இந்த ஆணைக்குழுக்கள் சரிவரச்செயற்பட சனாதிபதி சந்திரிகா குமாரதுங்க முட்டுக்கட்டையாக இருந்து வருகின்றார். நிறைவேற்று அதிகாரம்கொண்ட சனாதிபதிமுறை நீக்க 1994ல் ஆறுமாத அவகாசத்தை சனாதிபதி சந்திரிகா கோரிய போது அதற்கு ஜே.வி.பி ஆதரவாக இருந்தது. ஆனால் அவரது ஒரு பதவிக்காலம் முடிந்து இரண்டாவது பதவிக்காலத்தில் தந்திரமான முறையில் இருமுறை சத்தியப்பிரமாணம் செய்து பதவிக்காலத்தை நீடித்துள்ள அவர் இப்போது மீண்டும் மாற்றுப்பெயரில் நிறைவேற்று அதிகாரம்கொண்ட பிரதமராகும் முயற்சியில் ஈடுபட்டிருக்கிறார்.

எனவே முன்னரே ஜே.வி.பியை பலதடவைகள் ஏமாற்றியபோதும் தொடர்ந்தும் ஏமாறுவது ஜே.வி.பியின் குற்றமே ஒழிய சந்திரிகாவின் குற்றமல்ல. அடுத்ததாக பிரதமரை நியமித்தவிடயத்தில் ஜே.வி.பி தனத செல்வாக்கு கூடிய பிரதேசம் எனக்கருதும் தென்மாகாணத்தைச் சேர்ந்த செல்வாக்கு மிக்க ஒருவர் பிரதமராவதை விரும்பாததே அவர்கள் மகிந்தராஜபக்சவை பிரதமராக்க விரும்பாததற்கு காரணமாகும். வேறொரு காரணத்துக்காக மகிந்த ராஜபக்சவை பிரதமராக்காது கதிர்காமரை பிரமராக்க சனாதிபதி விரும்பினாலும் சு.க.விற்குள் உள்ள நிலை அதற்கு இடமளிக்கவில்லை.

எவ்வாறாயினும் ஜே.வி.பி சந்திக்கப் போகும் ஏமாற்றம் இத்துடன் நின்றுவிடப் போவதில்லை. ஆனால் அவற்றையெல்லாம் சகிக்கவேண்டிய பொறிக்குள் ஜே.வி.பியும் சிக்கிக்கொண்டுள்ளது மட்டும் உண்மை. அதாவது சந்திரிகாவின் ஏமாற்று நடவடிக்கைகளுக்கு உடன்பட்டே ஆகவேண்டிய கட்டாயம் ஜே.வி.பிக்கு உள்ளது. அவ்வாறில்லாது முரண்பட்டு வெளியேறினால் ஆட்சியை இழக்கப்போவது சிறிலங்கா சுதந்திரக்கட்சி மட்டுமல்ல ஜே.வி.பியும்தான்.

எனவே முகத்தை நீட்டிக்கொண்டு ஒருவரை ஒருவர் சகித்துக்கொள்வதைத் தவிர சு.க., ஜே.வி.பிக்கு ஆட்சியைத்தொடர வேறுவழியில்லை.

வாகனேரியில் புலிகள்-படையினர் முறுகல்நிலை!

வெலிகந்தையில் அமைந்துள்ள 23வது படைப்பிரிவின் தலைமையகத்தைச் சேர்ந்த இராணுவத்தினர் வாகனேரியில் காவல்நிலையென்றை அமைத்துள்ளது தொடர்பாக புலிகளின் படைகள் ஆட்சேபித்துள்ளதாக சிங்களப் பத்திரிகையாளர் ஒருவர் இன்று தெரிவித்தார்.

மட்டக்களப்பிற்கான பிரதான வழங்கற்பாதைக்குத் தெற்கே மூன்று கிலோ மீற்றர் தொலைவில் வாகனேரிப் பகுதியில் (புதிதாக) அமைக்கப்பட்டுள்ள இக் காவல்நிலையைக் கைவிட்டு படைகள் செல்ல வேண்டும் என்று புலிகள் வலியுறுத்தியதாகவே மேற்படி பத்திரிகையாளர் தெரிவித்தார்.

இக் காவல்நிலை தொடர்பாக ஏற்பட்ட முறுகல் நிலையைத் தொடர்ந்து அப்பகுதிக்கு கண்காணிப்புக் குழுவினர் விரைந்து வந்ததாகவும் இதனையடுத்து அங்கு பதட்டம் தணிந்ததாகவும் மேற்படி செய்தியாளர் தெரிவித்தார். எனினும் இது குறித்த உண்மைச் செய்திகள் இன்னமும் வெளிவரவில்லை.

The mystery over two missing Jathika Hela Urumaya (JHU) parliamentarians took a dramatic turn Wednesday when the leadership of the JHU threatened the ruling United Peoples' Freedom Alliance that it would not support the UPFA government even if it brought progressive pieces of legislation in the new parliament, political sources said.
The JHU accused the UPFA for the disappearance of its two parliamentarians. Venerable Kataluwe Ratanasiya Thera from Colombo district and Venerable Aparekke Pangnanadana Thera from Gampaha district.

The Secretary General of the parliament, Ms. Priyani Wijesekara, Monday received the resignation letters of these two parliamentarians. However these parliamentarians had later reportedly met with parliamentary officials and informed them that they were not resigning, sources said.

According to parliamentary procedure, an elected member seeking to resign before the election of the Speaker has to prove his or her identity to the Secretary General. But in this instance the two monks have failed to meet this requirement, sources said.

The JHU's Propaganda Secretary, Venerable Uduwe Dhammaloka Thera, has alleged that the two Bhikku parliamentarians had gone missing and JHU believed some political party, "probably the UPFA," was hiding them for political motives, sources said.

JHU leaders Tuesday met with the President, Ms. Chandrika Kumaratunge, over the issue of the missing parliamentarians. But she is reported to have told the JHU leaders that her party was not behind their disappearance, political sources said.

UPFA's first cabinet meeting held without JVP ministers

[size=14]The optimism expressed by some senior leaders of the United Peoples Freedom Alliance (UPFA) that row over the allocation to the Mahaveli Development Ministry was close to a settlement evaporated Wednesday evening as the leaderships of Janatha Vimukthi Peramuna (JVP) and Sri Lanka Freedom Party (SLFP) failed to accept the compromise, political sources said.
Earlier it was reported by some senior leaders of the UPFP, leaderships of both parties were close to an agreement over the allocation of Mahaveli Development Ministry. The JVP is reported to have agreed to taking over the post of Deputy Minister for Mahaweli if the President takes over the Mahaveli Development Ministry under her direct control. However, the finalization of the compromise met with last minute hurdles and is reported to have been abandoned by both parties, political sources said.

Meanwhile the first cabinet meeting of the UPFA government was held Wednesday evening in the President House sans the JVP ministers-designate due to the last minute failure of a compromise formula over sharing of ministries, sources said.

However, at the first parliamentary group of UPFA held Wednesday evening, President Ms. Chandrika Kumaratunge decided to field a veteran communist party member, Mr.D.E.W.Gunasekara, for the post of Speaker. Mr. Gunasekara is one of the national list parliamentarians of the UPFA and a leading member of the Sri Lanka Communist Party, a constituent of the UPFA, sources said.

Furthermore, the UPFA parliamentary group decided to appoint Minister Mr.Anura Bandaranaike as the leader of the House and Minister Jeyaraj Fernandopulle as the government whip, sources said.

சபாநாயகர் தெரிவில் தொடர்ந்தும் இழுபறி நிலை

13வது பாராளுமன்றத்தின் சபாநாயகர் தெரிவு தொடர்ந்தும் இழுபறி நிலையில் காணப்படுகின்றது. இரண்டாவது முறையாகவும் இன்று பிற்பகல் இடம்பெற்ற வாக்கெடுப்பு பாராளுமன்ற செயலாளர் நாயகத்தினால் நிராகரிக்கப்பட்டதைத் தொடர்ந்து இதுவரை மூன்றாவது முறையாக வாக்கெடுப்பு இடம்பெறவில்லை.

சபையில் இருந்த பாராளுமன்ற உறுப்பினர்களில் சிலர் வெளியே சென்றிருப்பதாக அங்கிருந்து கிடைக்கும் செய்திகள் தெரிவிக்கின்றன.

இன்று பிற்பகல் 1.25 அளவில் இடம்பெற்ற இரண்டாவது வாக்கெடுப்பு சபையில் ஏற்பட்ட அமளிதுமளி காரணமாக இடைநிறுத்தப்பட்டது.

ஐக்கிய தேசியக் கட்சி பாராளுமன்ற உறுப்பினர்கள் சிலர் தங்களது வாக்குப்பத்திரங்களை எதிர்க்கட்சிப் பக்கம் காண்பித்ததன் காரணமாக சபையில் அமளிதுமளி ஏற்பட்டது.

ஆளும் கட்சி உறுப்பினர்கள் சபையில் கோஷம் எழுப்பியதுடன், சபை நடுவில் இருந்த வாக்குப்பெட்டிகள் ஏறி அமர்ந்தும் கோஷம் எழுப்பினர். இதனையடுத்து வாக்களிக்கும் பணிகள் இடைநிறுத்தப்பட்டன.

இன்று காலை இடம்பெற்ற முதலாவது வாக்கெடுப்பில் ஐக்கிய தேசியக் கட்சி சார்பாக போட்டியிட்ட முன்னாள் அமைச்சர் டபிள்யு. J.M லொக்கு பண்டாரவிற்கு 108 வாக்குகளும், ஐக்கிய மக்கள் சுதந்திரக் கூட்டமைப்பு சார்பாக போட்டியிட்ட டி.ஈ.டபிள்யு.குணசேகரவிற்கு 108 வாக்குகளும் கிடைத்தன. ஒரு வாக்கு நிராகரிக்கப்பட்டதுடன், 8 வாக்குகள் அளிக்கப்படவில்லை.

இருவரும் சம எண்ணிக்கையிலான வாக்குகளைப் பெற்றதன் காரணமாக, மீண்டும் இரண்டாவது தடவையாகவும் இரகசிய வாக்கெடுப்பு நடத்த தீர்மானிக்கப்பட்டது. எனினும், அந்த வாக்கெடுப்பும் தற்போது நிராகரிக்கப்பட்டுள்ளதாக அங்கிருந்து கிடைக்கும் செய்திகள் மேலும் தெரிவிக்கின்றன.

Opposition candidate Lokubandara elected Speaker

Mr.W.J.M.Lokkubandara of the main opposition United National Front was elected Speaker of Sri Lanka's thirteenth parliament Thursday in the final round of re-poll by a one-vote margin. He polled 110 votes and his rival Mr.D.E.W.Gunasekara of the ruling party United People's Freedom Alliance polled 109 votes, Secretary General of the Parliament, Ms. Priyani Wijesekara, announced Thursday at about 7:25 p.m.

Mr.Lokubandara was the Law and Justice Minister in the United National Front government from December 2001 to January 2004, sources said

Sri Lanka's parliament has 225 members.

Two of the seven Bhikku parliamentarians of the Jathika Hela Urumaya (JHU) who had abstained in the earlier three rounds of voting had voted in the final round for the first time, parliamentary media sources said.

ஐ.தே.மு.யின் பிரதிநிதி லொக்கு பண்டார, சபாநாயகராக நியமனம்

13வது பாராளுமன்றத்தின் சபாநாயகராக, மூன்றாவதாக இடம்பெற்ற தெரிவில், சிறீலங்காவின் 16வது சபாநாயகராக ஐக்கிய தேசிய முன்னணியின் பிரதிநிதி திரு.டபிள்யூ.J.எம்.லொக்கு பண்டார தெரிவாகியுள்ளார்.

வியாழக்கிழமை மாலை 7:25ற்கு இந்தத் தெரிவு உத்தியோகபூர்வமாக அறிவிக்கப்பட்டுள்ளது. 110 வாக்குகளைப் பெற்று இவர் தெரிவாகியுள்ளார். ஆளும் கட்சியான ஐக்கிய மக்கள் சுதந்திர முன்னணியின் பிரதிநிதி டியூ. குணசேகர 109 வாக்குகளைப் பெற்று இரண்டாம் நிலையில் காணப்பட்டார்.

முன்னாள் நீதியமைச்சரும் சட்டவல்லுனருமான திரு.லொக்கு பண்டாரவிற்கு 110 வாக்குகள் நான்காவது சுற்றில் கிடைத்தன. முதல் இரு தடவைகள் வாக்களிப்பு நடைபெற்றபோது வாக்களிக்காது மறுப்புத்தெரிவித்த ஹெல உறுமயவின் இரு பௌத்த பிக்குகள், மூன்றாவது சுற்றில் வாக்களித்தனா

திரு.லொக்கு பண்டாரவை புதிய பாராளுமன்றத்தின் சபாநாயகராக பாராளுமன்ற செயலாளர் நாயகம் பிரியானி விஐயசேகர அவர்கள் உத்தியோகபூர்வமாக அறிவித்துள்ளார்.

மூன்றாவது சுற்றில் ஏற்பட்ட குழப்பங்கள் காரணமாக, வாக்குப்பெட்டியை பாராளுமன்ற செயலாளர் நாயகம் பிரியானி விஐயசேகர அவர்கள், தனக்கு அருகே வைத்திருந்ததாகவும், இரகசிய வாக்கெடுப்பை மிகவும் உன்னிப்பாகவும் அவதானமாகவும் நடாத்தி, நான்காவது சுற்றில் 220 வாக்குகள் பெறப்பட்டதாகவும் தெரியவருகிறது. இவற்றில் ஒரு வாக்கு செல்லுபடியற்றதாகக் காணப்பட்டதையடுத்து, ஐ.தே.மு. 110 வாக்குகளையும், ஐ.ம.சு.மு. 109 வாக்குகளையும் பெற்றதாக அறிவிக்கப்பட்டதையடுத்து, லொக்குபண்டார அவர்கள் ஒரு வாக்கை அதிகப்படியாகப் பெற்று புதிய சபாநாயகராகத் தெரிவானார்.

சபாநாயகர் தெரிவுக்குப் பின்னர், கட்சித் தலைவர்கள் சபாநாயகரை வாழ்த்துவதற்காக அழைக்கப்பட்டபோது, பலத்த கூச்சலும் குழப்பமும் பல்வேறு சந்தர்ப்பங்களில் இடம்பெற்றதாக எமது நிருபர் சுட்டிக்காட்டியுள்ளார்.

புதிய சபாநாயகரை வாழ்த்துவதற்காக, தமிழ் தேசிய கூட்டமைப்பின் தலைவர் திரு.ஆர்.சம்பந்தன் அழைக்கப்பட்டார். தமது கட்சியின் ஒத்துழைப்பு புதிய சபாநாயகருக்கு முழுமையாக வழங்கப்படும் என்று உறுதிகூறி, அவரை வாழ்த்தினார் சம்பந்தன்.

தொடர்ந்து உரையாற்றுகையில், டக்ளஸ் தேவானந்தாவை ஒரு அமைச்சராக நியமித்திருப்பது ஒட்டுமொத்தத் தமிழினத்தையும் அவமதிக்கும் ஒரு செயல் என்றும், யாழ்.தேர்தல் தொகுதியில் நிராகரிக்கப்பட்ட வாக்குகளை விடக் குறைவான தொகை வாக்குகளை மட்டுமே பெற்ற ஒருவர், அமைச்சராக நியமிக்கப்பட்டிருப்பது தவறானது என்றும் குறிப்பிட்டார்.

உடனே கூச்சலிட்டபடி அந்தக் கூற்றை வாபஸ் பெறும்படி ஐ.ம.சு.மு.யினர் சத்தமிட்டனர். அதைப் பொருட்படுத்தாது சம்பந்தன் அவர்கள் தனது உரையைத் தொடர்ந்தார். தங்கள் எதிர்ப்பை அவர் பொருட்படுத்தவில்லை என்பதை அவதானித்த ஐ.ம.சு.மு.யினர் இன்னும் அதிகமாகக் கூச்சல் போட ஆரம்பித்தனர். இருந்தபோதும், தனது கூற்றை வாபஸ் பெறாமலேயே பேச்சைத் தொடர்ந்த சம்பந்தன் அவர்கள், முழுமையாக உரையாற்றிய பின்னர், உற்சாகத்துடன் ஆசனத்திற்குத் திரும்பினார்.

ஹெல உறுமயவின் சார்பில் பேச அழைக்கப்பட்டபோது, இரு பௌத்த பிக்குகள் ஒரே நேரத்தில் எழுந்து புறப்பட்டனர். அதனால் யார் பேசுவது என்ற சர்ச்சை எழுந்தது. விரும்பியவர் யாரும் பேசமுடியாது, கட்சித் தலைவரே பேசவேண்டும் என்று கேட்டுக்கொண்ட போது, ஐ.தே.மு.க்கு சார்பாக வாக்களித்த பிக்குகளுக்கும், ஐ.ம.சு.மு.க்கு ஆதரவாக வாக்களித்த பிக்குகளுக்கும் இடையில், யாருடைய பக்கமிருந்து பேசுவதற்குப் போவது என்பதில் கருத்து வேறுபாடு எழுந்தது.

இறுதியில் ஐ.தே.மு.யின் சார்பில் போட்டியிட்ட லொக்குபண்டாரவிற்கு வாக்களித்த பிக்கு பேசுவதற்கு அனுமதிக்கப்பட்டு, முன்னே சென்றார். உடனே ஐ.ம.சு.மு.யினர் பலத்த எதிர்ப்பும் கூச்சலுமிட்டு, பௌத்த பிக்குகளைக் கேவலப்படுத்தும் வகையில் ஏசினார்கள். ஐ.ம.சு.மு.யின் சில உறுப்பினர்கள், அந்தப் பிக்குகளை நோக்கி பத்திரிகைகளையும் பைல்களையும் கடுதாசிகளையும் வீசினார்கள்.

பௌத்த பீடத்திற்கு எதிராக அவதூறாக ஐ.ம.சு.மு.யினர் காரசாரமாகச் சத்தமிட, முன்னே பேசுவதற்கு எத்தனித்த அதிவண.அத்துரலிய ரத்தன பெரிய சத்தமாகச் சொன்னார்: 'இப்படி ஹெல உறுமயவிற்கு எதிராக இவ்வளவு அவமரியாதை தரும் ஐ.ம.சு.மு.க்கு ஹெல உறுமயவின் ஆதரவு எப்படிக் கிடைக்கும்" என்று.

அந்தப் பிக்கு எவ்வளவு கூறியும், அவரது உரை முடியும்வரை ஐ.ம.சு.மு.யினரின் காட்டுக் கூச்சல் ஓயவில்லை. பிக்குவின் உரையை யாரும் கேட்கவிடாது சத்தமிட்டுக்கொண்டே இருந்தார்கள் அவர்கள்.

முன்னர் சபாநாயகருக்கான வாக்களிப்பு இடம்பெற்ற நேரத்தில், பெண்கள் விவகாரங்களுக்குப் பொறுப்பான அமைச்சராக நியமிக்கப்பட்டுள்ள திருமதி.பவித்ரா வன்னியாராச்சி, வாக்குப்பெட்டிக்கு மேலே ஏறியமர்ந்துகொண்டு, ஐ.தே.மு. அங்கத்தவர்கள் வாக்களிக்க முடியாது தடுத்து, பத்திரத்தைக் கிழித்தெறிய முற்பட்டதாலும் குழப்பங்கள் நிகழ்ந்ததாகத் தெரிவிக்கப்படுகிறது.

குறிப்பாக, சந்திரிகாவின் தலைமையிலான ஐக்கிய மக்கள் சுதந்திர முன்னணியின் அங்கத்தவர்கள் மிகவும் ஆக்ரோசமாகக் காணப்பட்டதாகவும், கேவலமான வார்த்தைகளால் ஏசியும், கூச்சல் போட்டும், பேப்பர்களை வீசியெறிந்தும் பலவித குழப்பங்களிலும் ஈடுபட்டதனால், பாராளுமன்றத்தில் மிகுந்த களேபரங்கள் காணப்பட்டதாகவும் கூறப்படுகிறது.

பாராளுமன்ற செயலாளர் நாயகம் பிரியானி விஐயசேகர இந்த ரகளைகளை அடக்க கடும் பிரயத்தனப்பட்டதை அவதானிக்க முடிந்ததாக எமது நிருபர் மேலும் தெரிவித்துள்ளார்.

Opposition wins Sri Lankan vote

President Kumaratunga's rivals could now control the parliamentary agenda
A candidate from the main Sri Lankan opposition party has been voted in as speaker in the new parliament.
Correspondents say the election of former Justice Minister WJM Lokubandara is a setback for the new government led by President Chandrika Kumaratunga.

Mr Lokubandara secured the key post by 110 votes against the 109 votes won by the government candidate for the job.

Abuse shouted 

The BBC's Frances Harrison in Colombo says that the opposition triumphed after nine hours of chaos and after three separate votes.

The first voted ended in a tie and the second in confusion.

Our correspondent says that MPs shouted abuse at one another, and at one point a government MP sat on the ballot box to stop the opposition from voting. He was surrounded by other government MPs sitting cross-legged on the floor.

"We did not expect this kind of bad behaviour in parliament," monk MP Athuraliya Ratana told the AFP news agency.

The president's failure to install her chosen speaker means that the opposition now controls the agenda in parliament, deciding when to table legislation and with the power to delay government business.

The government had been counting on the support of right wing Buddhist MPs in the vote, but many of them abstained after their choice for speaker was rejected.

After the results of the ballot were announced, Mr Lokubandara was escorted to the chair and was immediately sworn in as speaker of the 13th parliament of Sri Lanka.

"I thank both sides of the house," he said, to applause from the opposition and silence from the government benches.

Our correspondent says the outcome of the vote is not a good start for the new government of President Kumaratunga, whose coalition earlier this month won 105 of the 225 seats in parliament.

The president sacked the last government which had a majority in an attempt to put her own party in charge of parliament and bring more political stability.

But our correspondent that now looks increasingly unlikely.

New Sri Lankan government loses key first test 

COLOMBO (Reuters) - Sri Lanka's new government narrowly lost its first test in parliament on Thursday, raising fresh questions about whether it has enough power to push stalled peace talks with Tamil rebels forward.

In a stinging setback for the minority government, lawmakers elected the opposition's candidate, former attorney-general W.J.M. Lokubandara, as speaker of the highly polarised, ethnically divided chamber by a margin of one vote.

The vote for speaker was seen as an important test of strength for President Chandrika Kumaratunga's United People's Freedom Alliance, which was left seven seats short of an absolute majority after elections early this month.

The Liberation Tigers of Tamil Eelam, who have fought for an independent state since 1983, have said they will talk to any party as long as it has a clear mandate.

Sri Lanka Pres' Coalition Loses Vote For Speaker's Post

President Chandrika Kumaratunga's political alliance on Thursday lost a crucial parliamentary vote and failed to appoint its own candidate for the powerful post of the speaker, in a major setback for her minority government.

Dew Gunesekara - the candidate fielded by Kumaratunga's coalition polled 109 votes against main opposition candidate W.J.M. Lokubandara - a veteran politician and former justice minister, who secured 110 votes, according to the result of third revoting that was ordered after unprecedented wrangling. Five deputies abstained and one was absent in the 225-member Parliament.

The Parliament speaker has wide powers and can accept or reject impeachment motions and decide when to allow debates. The speaker also decides the priority of any parliamentary bill and can favor his or her party.

Earlier, Sri Lanka's 13th Parliament opened its session with a stalemate over who to appoint speaker, with results of a secret ballot showing lawmakers evenly divided between candidates of the governing coalition and the main opposition.

Gunesekara and Lokubandara both polled 108 votes. One vote was rejected, seven lawmakers abstained and one was not present in the 225-member house in the first voting. Parliamentary officials met after the unprecedented result and ordered a revoting.

But the revote was stopped halfway after lawmakers from Kumaratunga's political alliance blocked the ballot box in protest, after some opposition lawmakers openly showed their ballots to other members before casting their votes. Kumaratunga's lawmakers said the move violated the spirit of a secret ballot.

The Secretary General of Parliament, Priyani Wijesekara, called the vote invalid and ordered another vote.

Lokubandara was fielded by Sri Lanka's main opposition led by former Prime Minister Ranil Wickremesinghe, whose party was defeated in the April 2 general election.

Sri Lanka is coming out of a two-decade old civil war between the government and the separatist Tamil Tiger rebels. A cease-fire is on, but peace talks have remained inconclusive.

The loss came also amid a dispute between partners in Kumaratunga's coalition over control of the Ministry of River Basin Development. The Marxist People's Liberation Front, a key partner in the alliance, says that Kumaratunga reneged on a promise to give the Marxists the minister's post - an influential position that can deliver votes from farmers in central Sri Lanka.

Kumaratunga dissolved the previous parliament and ordered elections on April 2, more than three years ahead of schedule, after accusing Wickremesinghe of being too soft in peace negotiations with the Tamil Tiger rebels.

Restored Deadlock: The prospects for peace are at their lowest

[size=14]IF THE point of the April 2 general election was to end the political imbroglio that had deadlocked Sri Lanka's government for months, the results had precisely the opposite effect. This week found all three major Sinhala parties at each others'throats and, most importantly, singularly capable of thwarting the others' ambitions. President Chandrika Kumaratunga's United People's Freedom Alliance (UPFA) had hardly swept the United National Front (UNF) from power, before its constituent members, the Sri Lanka Freedom Party (SLFP) and the (now considerably strengthened) Janatha Vimukthi Perumana (JVP) fell out, squabbling over the spoils of victory: ministerial portfolios. Meanwhile dissent erupted in the ranks of the UNF as its national list revealed some surprises. With the elections leaving no single party able to command a majority or readily assemble a coalition, the inevitable frantic horsetrading of the past few weeks has also failed to deliver a decisive advantage to any player. As such, with the government still eight seats short of a working majority in Parliament, the first order of business, the election of the Speaker, was inevitably going to be a bitterly fought affair.

To President Kumaratunga's utter frustration, no doubt, it was the opposition candidate that scraped in - albeit with an embarrassing majority of one! As close observers of Sri Lanka's politics know, the most pressing issue for the President is the extension of her political life. She needs to abolish the powerful Presidency and assume the office of Prime Minister in the course of the year. The present premier, Mahinda Rajapkse, has already signed his undated resignation. And whilst the Norwegian peace process drifts unattended, President Kumaratunga has already set about redrafting the constitution - as if it were a party manifesto. The opposition, however, has thrown a spanner in the works today: without a sympathetic Speaker, the UPFA and President Kumaratunga will not be able to table legislation in Parliament without the UNF's acquiescence.

A bad way to start? Undo-ubtedly. But surely truly representative of the state of Sri Lankan politics, and reflective of the self-centred priorities of the various Sinhala leaderships. Consider the crisis that Sri Lanka is in: the Norwegian-brokered peace process, which used to be regularly hailed as the 'best chance yet' to end the protracted ethnic conflict, remains stalled, the economy is yet (and increasingly unlikely) to lift off and international assistance has been put on a tight leash. Admittedly the cease-fire remains stable, but prospects of a political solution, which gradually dimmed through last year, are now the lowest ever. The ascendancy of the ultra-nationalist JVP and the spectacular performance of the hardline monks of the Jathika Hela Urumaya (JHU), meanwhile, gives little cause for hope. But once the logic of politics as serving the country or the people is ditched, matters make more sense. The SLFP and JVP, bitter foes till recently, joined forces merely to topple the UNF. Both hope rule the roost on their own in future and are primarily concerned with paving the way for that. The UNF's main objective, on the other hand, is to keep the ruling coalition unsteady and frustrated until elections hopefully give it another shot at government.

THE peace process is of course the key to Sri Lanka's future. This is no liberal axiom, but a practical reality. International funding - i.e. the economy's lifeline - is conditional on progress in the peace talks. The resettlement of a million displaced people has been made hostage to the same. And while a permanent end to the conflict needs a durable and equitable political solution, this will not be easily reached (indeed those who doubt if it will ever be reached at a negotiating table are not entirely unjustified). As such, it would not be unreasonable, in the hands of responsible leader, to expect the peace process to transcend party political interests - just as much as waging war, for example, might! Instead the major Sinhala parties routinely vie to assume the least compromising stance on the ethnic question and the Norwegian initiative. Of course, stopping the talks is the single issue of concern to the fanatics in the JHU.

On the other hand, the Tamil polity stands solidly united 'behind the red and yellow banner of the Liberation Tigers, who this week reiterated, yet again, their commitment to a negotiated solution. On Tuesday, the 22 MPs of the Tamil National Alliance (TNA) met with the LTTE leadership to plan their joint strategy. Mr. Vellupillai Pirapaharan, the LTTE's leader, was accompanied by top leaders from almost every major arm of the movement, underscoring the emphasis the Tigers are putting on this Parliamentary venture. The LTTE is understandably keen to resume the negotiations and thereby begin addressing the needs of its (now demonstrable) support base, the Tamil populace. But the UPFA has already rejected the Interim Self Governing Authority (ISGA) proposals the movement submitted last October (indeed, the submission of the document provided the excuse for President Kumaratunga's 'constitutional coup' which led to the present deadlock). The government insists it will negotiate with the LTTE, but this mantra is for international funders' attention only. The practical realities of coalition politics dictate otherwise.

Sri Lankan President Chandrika Kumaratunga suffered a major blow when her candidate lost the speaker's job in the first test for her minority government during an unruly vote in parliament.

Parliamentary Secretary General Priyani Wijesekera said the main opposition candidate won the top job in the 225-member assembly by one vote in an election held up by ruling party legislators who at one point grabbed the ballot box.

"I thank both sides of the house," the new speaker W. J. M. Lokubandara said soon after his election to applause from the opposition and silence from the government benches.

Government legislators threw file covers and paper missiles at a Buddhist monk legislator who voted for the opposition candidate, thus ensuring his victory despite ruling party attempts to engineer defections.

Kumaratunga's Freedom Alliance has 105 seats, eight short of a simple majority.

The monks have nine seats in the assembly and had vowed to remain neutral. However, two of the nine monks defected to Kumaratunga's party Thursday and voted for her candidate.

The move prompted two monks from the main group of the all-clergy National Heritage Party to vote for the opposition, in a move they said neutralised the effect of the move by the two rebel monks.

"We are surprised by the unruly behaviour of the government," Buddhist monk Athuraliya Ratana told the assembly after the election. "We had said we will support the good work of the government, but now we will have to reconsider."

Opposition candidate Lokubandara secured 110 votes against the 109 mustered by Kumaratunga's leftist Freedom Alliance candidate D.E.W. Gunasekara at the third round of balloting.

The first round ended in a tie, with both candidates getting 108 each while one ballot paper was rejected.

The second round was called off after government legislators grabbed the ballot box and took turns sitting on it for 50 minutes until a third round was called.

A parliamentary official told AFP the assembly had never seen such unruly behaviour at an election of a speaker. The nine-hour vote was the longest for a speaker since independence from Britain in 1948.

The speaker put off till May 18 the election of a deputy speaker and a chairman of committees.

The defeat is a major blow to Kumaratunga after lobbying minority parties to secure their support for Gunasekara, who could have emerged as Sri Lanka's first communist speaker of parliament -- the 13th since independence.

Analysts said the legislative agenda of the government would now be at the mercy of the main opposition United National Party (UNP) of former premier Ranil Wickremesinghe, who expressed disgust at the unruly scenes in the assembly.

"I was shocked by what happened during the vote," Wickremesinghe said, adding the opposition would not be bullied by the government of his arch-rival Kumaratunga.

Prime Minister Mahinda Rajapakse, a moderate in the government, congratulated the new speaker and said he expected the new head of parliament to remain neutral.

Failure to instal Kumaratunga's chosen speaker could spell the end for her plans for governmental reform that would allow her to seek a third term when her tenure ends in December 2005.

"If the government has to struggle so much to have a speaker elected and eventually fails, then it means bad news for the country," a parliamentary official said.

Thursday's vote underscored the political instability following the April 2 parliamentary election Kumaratunga called four years ahead of schedule.

Kumaratunga went before the electorate after forging an alliance with the leftist JVP -- or People's Liberation Front -- and won 105 seats, eight short to have an absolute majority.

More than 1,000 Sri Lanka child soldiers return home.

[size=14]More than 1,000 children who fought for Sri Lanka's Tamil Tigers have returned home in the last month, in the biggest release since the start of the island's 20-year civil war, UNICEF said on Friday.

The Tigers formally freed 300 child soldiers to UNICEF and more than 750 returned to their villages of their own accord, spurred by the demobilisation of a breakaway faction whose eastern region the rebels retook earlier this month.

"This is the biggest in the history of Sri Lanka's conflict. Even with just the 300 it is the biggest ever," said Geoffrey Keele, a spokesman for the United Nations Children's Fund.

But despite the unprecedented demobilisation, UNICEF has been forced to defend its role after accusations by the Liberation Tigers of Tamil Eelam (LTTE) that it is clamouring too loudly for the release of more children, some of whom are as young as 10.

There has been "a disproportionate emphasis on the release of the children from the LTTE at the expense of follow-up and attention to issues supporting their reintegration into the community," the Tigers' political wing leader S.P. Thamilselvan said in a letter to UNICEF posted on the Tamilnet Web site.

The Tigers have admitted they use underage fighters, but say they have joined willingly, driven by poverty or by persecution by the Sri Lankan military.

UNICEF has expressed concern that the rebels could re-recruit child soldiers and called on them to match the demobilisation in the east with similar moves in the north, saying they still harbour "hundreds and possibly thousands" of children.

But Thamilselvan said the number of children referred to was "grossly exaggerated" and has "eroded the confidence of the LTTE in UNICEF's genuine commitment to addressing the needs of the children of the north-east".

UNICEF said it wants better lives for all the children.

"It's a challenging and complex issue. But obviously we're committed to trying to improve the lives of all children in the north and east," said UNICEF's Keele.

The agency has embarked on a $14-million action plan to help 50,000 war-affected children in the north and east, the centre of the Tigers' fight for a separate Tamil state.

It has built transit centres for newly released child soldiers, started educational programmes and offered support for their families.

The Tigers' release of children is also seen as a test of the rebels' sincerity in peace efforts with the government. A two-year truce still holds in the island, although direct talks to end the war that has killed 64,000 have been on hold since April 2003.

Sri Lanka Wins Norwegian Promise to Help Peace Talks

[size=14]Sri Lanka took a step toward new peace talks with Tamil Tiger rebels on Friday by winning a promise from Norway to resume its role as mediator in the 20-year civil war.

Norwegian Prime Minister Kjell Magne Bondevik said he had agreed to a request by Sri Lankan President Chandrika Kumaratunga for Oslo to resume the role it suspended in November because of a power struggle in Colombo that has been resolved by April 2 elections.

"I said that Norway was willing to comply, on condition that the LTTE (Liberation Tigers of Tamil Eelam) also ask us to play a role," Bondevik said in a statement after Kumaratunga telephoned him late on Thursday.

Diplomats said the rebels, who had criticized Kumaratunga for breaking off the talks, seemed sure to accept the new bid for ending a conflict in which 64,000 people have died.

A cease-fire has been holding despite the break.

New Sri Lankan Prime Minister Mahinda Rajapakse was sworn into office on Tuesday and said Kumaratunga, who is elected separately from the government, was now in charge of reviving the talks.

Kumaratunga had accused former Sri Lankan prime minister Ranil Wickremesinghe of endangering national security by making too many concessions to the rebels. She has also sometimes accused Norway of pro-rebel bias.

UNCLEAR WHEN TALKS TO START

It was unclear when the talks might resume. Direct talks with the rebels, who control large part of the island's north and east, broke down a year ago.

"We must first get a request from the Tamil Tigers. If that comes, and we hope it will, we will consult both sides about how the process can be brought forward," Bondevik told Norwegian NRK public radio.

In Colombo, Harim Peiris, a spokesman for Kumaratunga, said: "We have invited the facilitators (Norway) to recommence the process... But I don't want to be predicting the future."
Norway's peace team pulled out of the Indian Ocean island in November, saying that Colombo first had to decide whether the president or prime minister was in charge of the peace process.
Peiris said that past criticisms of Norway did not invalidate its overall role.

"The criticism of Norway's actions have been where they've moved beyond their role as facilitator and been quite unacceptable and even in breach of international law," he said. "Where the political parties have been critical it has been on quite specific matters."

Norway, home to the Nobel Peace Prize, also has a role in helping peace talks between the Philippines government and Communist rebels. It also hosted secret 1993 talks between Israelis and Palestinians that led to the now failed Oslo peace accords. Reuters

MONKS Vs MARXISTS IN SRI LANKAN PARLIAMENT

Sri Lanka's president has lost a bid to secure the parliamentary speaker's seat, thwarting her chances of extending her term in office.

Seeking a majority in the hung parliament, President Chandrika Kumaratunga's Freedom Alliance sought to install a member of the Marxist JVP as speaker.

However influential Buddhist monks, who hold the balance of power in the parliament, decided not to support the President's candidate.

"There is no way we could have the first communist speaker of the House," a spokesman for the monks told AFP.

"We planned to remain neutral, but when we saw the government engineering defections, we wanted to neutralise it."

In unprecedented scenes during the vote, ruling party legislators threw paper missiles and files at the monks who ensured victory for opposition candidate WJM Lokubandara.

Political analysts said it was crucial for Ms Kumaratunga to secure the speaker's post if she wanted to change the constitution to abolish the executive presidency and revert to a Westminster-style government.

Unless she changes the constitution, she will be constrained by the present 1978 statute which limits presidents to two terms. Her second six-year term ends December 2005.

Sri Lanka's President betrayed renegade commander - JHU (Monks)

Jathika Hela Urumaya (JHU) blasted the Sri Lanka Government for the pandemonium caused in Parliament on Friday and asked Ms.Kumaratunge's government to take responsibility for the defeat. Although JHU assured Ms.Kumaratunge their votes, her betrayal of renegade Eastern Commander forced them to decide against supporting her, JHU said in a press conference held in Colombo today. JHU further said that its members would willingly sacrifice their lives to prevent creation of Tamil Eelam.
Ven. Ellawala Medhananda Thero Leader of the JHU told that they assured President Chandrika Bandaranaike Kumaratunga several times that they would support the United Peoples Freedom Alliance (UPFA). The Thero said that even with such assurance she had wanted the votes of the Illankai Thamil Arasu Katchchi (ITAK), and had betrayed Eastern renegade rebel leader Col. Karuna Amman (alias Muralitharan), thereby strengthening the hands of LTTE's Wanni leader Vellupillai Prabhakaran.

The Thero told the press that UPFA is now on par with the United National Party in betraying Sri Lanka. UNF, the Thero said, had previously helped to identify the members of the military intelligences after the Athurugirya Millennium City incident.

The Thero said that JHU voted simply to nullify votes of the two dissident monks Ven. Apparekke Punnananda and Ven. Kathaluwe Rathanasiha Thero.

Ven. Athuraliye Rathana Thero, Spokesperson for the JHU, said that even now they are willing top support the Alliance Government, if they correct their wrongs and come up with an agenda for the betterment of Sri Lanka.
