முந்தி கொடுத்த புனர்வாழ்வு அமைச்சில் கொஞ்சத்தைக் சேர்த்து தமிழ்மொழி மூல பாடசாலைகள் மற்றும் இந்து கலாச்சார அமைச்சர் பதவியை வழங்கியிருக்கிறார்.

ஆனால் இதில் ஒரு சந்தேகம் என்வென்டால் அண்ணாச்சியின் தோற்றம் இந்த இந்து கலாச்சார அமைச்சுக்கு பொருத்தமாக இல்லையே.

சிலவேளை அண்ணாச்சி தன்ர உருவத்தை மாற்றி தேவாரம் பாடி ஆன்மிகவாதியாக மாறினாலும் மாறுவார்.

Sri Lanka 's Buddhist monks accuse government of failing to crush Tamil Tiger rebels

Associated Press, Tue April 20, 2004 08:48 EDT . - - COLOMBO, Sri Lanka - (AP) A group of influential Buddhist monks Tuesday accused the Sri Lankan government of a ``great betrayal,'' by failing to exploit a split in the Tamil Tiger rebel movement to crush the guerillas. The monks are vehemently opposed to the Norwegian-brokered peace process with the Tiger rebels and any concessions to the Tigers aimed at ending Sri Lanka - 's two-decade civil war that has killed nearly 65,000 people.
The monks said President Chandrika Kumaratunga, instead of backing the breakaway faction, had sided with the mainstream rebel group led by supremo Velupillai Prabhakaran to secure the support of 22 Tamil lawmakers who are proxies of the main Liberation Tigers of Tamileelam.

``Our leaders are only interested in their own survival and not the country. They helped Prabhakaran to crush the rebellion within his group,'' Sobitha said, ``This is a great betrayal of the nation.''

The LTT cracked down last week on a rebel faction led by Vinayagamoorthy Muralitharan, killing more than 30 fighters, including child soldiers. Muralitharan disbanded his 6,000 fighters out of the 15,000-strong rebel army on March 12 in a dispute over regional rivalry and political strategy.

``Even if the government did not want to support the renegades, they should have remained neutral and enforced law and order,'' said monk Ellawela Medananda, accusing the military of allowing Prabhakaran's fighters to enter areas and attack the breakaways.

The monks' hard-hitting statements come ahead of a crucial vote on Thursday for the appointment of the Parliament speaker the first test for Kumaratunga's party who won the election but failed to secure a governing majority.

Support of the National Heritage Party can tilt the balance of power and the president's alliance could fail to secure the key speaker's position if the monks refrain from voting in the secret ballot. Some 70 percent of Sri Lanka - 's 19 million people are Buddhists, and the monks party says their religion is threatened by the spread of Western materialism and the influence of the guerillas.

Tamil Tiger leader briefs new MPs

<b>The Tamil Tiger leader, Velupillai Prabhakaran, has briefed 22 Tamil MPs elected earlier this month in Sri Lanka.</b>

The briefing took place in advance of the MPs taking up their positions in parliament when it opens on Thursday.

The Tamil National Alliance (TNA) MPs have made no secret of their loyalty to the rebels.

Their success in the polls gives the Tigers a sizeable vote block in parliament for the first time.

'Self-governing authority'

Reports from rebel headquarters say that Mr Prabhakaran told the parliamentarians to pressurise the Sri Lankan government on resuming peace talks.

The Tiger leader advised them to promote the proposal of the rebels for an interim self-governing authority for the north-east of the island.

The rebel leader is also reported to have said he thought the dispute with the breakaway Tiger commander, Colonel Karuna, in the east of Sri Lanka ended faster than he had expected.

The two sides started fighting ten days ago, but Mr Prabhakaran said pressure from the parents of fighters there had helped to bring about a quick end to the dispute.

MPs who took part in the two-hour long talks with the Tiger leader said they did not discuss how to behave in parliament or which party's candidate they should back for the post of speaker when the house sits on Thursday.

They said they would wait and see whether the Buddhist monks' party will put up their candidate for speaker and then decide on the day who to back.

One MP, Ravi Raj, said he planned to use the parliament as a stage to voice Tamil nationalism.

Another, Sivanandan Kishore, said if they failed in parliament he would resign and join the rebels.

What is interesting is how seriously the Tamil Tigers seem to be taking their de facto representation in parliament.

Tuesday's meeting included not only the Tiger leader, but their intelligence chief, police chief, political wing head, district political leaders and senior military commanders.

The Tigers openly campaigned for their proxies during the election and now they are in the peculiar position of controlling the third largest party in the Sri Lankan parliament.

Sri Lanka Tiger leader maps strategy with Tamil lawmakers

The meeting between Prabhakaran and the TNA group, which makes up a vital block in Sri Lanka - 's hung parliament, was held 48 hours ahead of the first meeting of new parliament where the minority government of President Chandrika Kumaratunga's United People's Freedom Alliance (UPFA) is desperately seeking to iron out differences with its Marxist junior partner.

The Janatha Vimukthi Peramuna (JVP), widely credited with powering the UPFA election victory, has refused to accept cabinet portfolios allotted to them, accusing Kumaratunga of failing to honor pre-poll agreements.

Embarrassed by the JVP ministers and deputies not taking their oaths of office, efforts to patch up differences ahead of Thursday's first meeting of parliament continue.

Meanwhile, the Jathika Hela Urumaya (JHU), a party of Buddhist monks that won nine crucial seats in the April 2 election, accused Kumaratunga of a ''great betrayal'' by not exploiting the split between the northern and eastern factions of the LTTE to weaken the Tigers.

''It was a historic opportunity to use the split in the LTTE to crush terrorism,'' JHU lawmaker-monk Omalpe Sobhitha told reporters Tuesday.

Prabhakaran swiftly ended the rebellion led by his eastern military commander Col. Karuna, who has now gone missing, by blatantly ignoring his cease-fire agreement with the Colombo government and moving armed fighters across government-held territory and by sea.

Colombo has complained to Scandinavian cease-fire monitors of the violations, but neither government troops nor the Sri Lanka - Navy did anything to resist the movements by Prabhakaran's forces.

S.Lankan govt urges Tamil rebels to abide by truce

COLOMBO, April 20 (Xinhuanet) -- Sri Lankan Defense Secretary Cyril Herath has expressed grave concern over numerous cease-fire violations committed by Tamil Tiger rebels when he met with the deputy head of the truce monitors, The Island newspaper reported on Tuesday.

Herath said he told Monday Hagrup Haukland, the deputy head of the Sri Lankan Monitoring Mission (SLMM), that the cease-fire agreement must be adhered to in full by the Liberation Tigers of Tamil Eelam (LTTE) rebels.

He complained that the SLMM was fully aware that the LTTE rebels had violated the truce agreement by crossing over government controlled areas to launch attacks against renegade eastern leader Karuna in the eastern Trincomalee district earlier this month.

Karuna who had some 6,000 fighters under his command gave up his resistance against the main rebel group from the north after the attack and his whereabouts is not known.

Herath asked the SLMM to inform the LTTE rebels to strictly comply with the cease-fire agreement they signed with the government of former Prime Minister Ranil Wickremesinghe in February 2002.

He also said that President Chandrika Kumaratunga was fully committed to a peaceful solution to the ethnic problem in the country without going to war.

President Kumaratunga has accused Wickremesinghe's government of making too many concessions to the LTTE rebels in the Norwegian-brokered peace process which has undermined the national security despite the truce in place over two years ago.

COLOMBO (AFP) - The chief of Sri Lanka's Tamil Tigers has asked his 22 proxy legislators in the country's new parliament to pressure the minority government to open talks based on the rebels' blueprint for self-rule.

Tiger leader Velupillai Prabhakaran met the MPs of the Tamil National Alliance (TNA), a proxy of his guerrillas, in the northern rebel-held region of Wanni.


"The national leader thanked the Tamils for voting the TNA in and told the TNA MPs that they should ask the government to resume negotiations based on the Interim Self Governing Authority proposal," a rebel source said on Saturday.


The TNA has said the government must recognise the Tamil Tigers as the sole representative of the island's Tamil minority, which accounts for about 12.5 percent of the 19 million population.


The Tigers warned earlier this month that they will return to fighting unless the new government considers the Interim Self Governing Authority, which would have rights of taxation and security in Tamil-dominated areas.


President Chandrika Kumaratunga has already dismissed the proposal, unveiled by the Tigers on October 31, as a stepping stone to a separate Tamil state.


But Kumaratunga has said she was hopeful of restarting talks, in a national address after her party won the April 2 elections and in a telephone conversation with US Secretary of State Colin Powell (news - web sites).


Despite the stalling of the Norwegian-backed peace process, the Tigers and government forces have been observing a truce since February 2002. The three-decade ethnic conflict has claimed more than 60,000 lives.


Kumaratunga's Freedom Alliance, which won 105 seats in the 225-member assembly, faces its first parliamentary test on Thursday when a speaker is to be elected through a secret ballot.

தமிழரசுக் கட்சியின் சார்பாக வடக்கு,கிழக்கு மாகாணத்திலிருந்து இருபது உறுப்பினர்கள் தெரிவுசெய்யப்பட்டுள்ளனர். எனினும் மாற்றுக் கட்சிகளிலிருந்தும் பல உறுப்பினர்கள் இந்த பாராளுமன்றத்திற்கு தெரிவு செய்யப்பட்டு இருக்கிறார்கள். இவர்களை உறுப்பினர்களாகத் தெரிவு செய்த மக்களின் தலைவிதியை புலிகள் தன்னிச்சையாகத் தீர்மானிப்பதற்கு இன ஐக்கியத்தையும், பிரதேச ஒருமைப்பாட்டையும் விரும்பும் எவரும் இடமளிக்க முடியாது.

இத்தகைய நிலையில் அரசாங்கம் அமைச்சரவை நியமனத்தின் ஊடாக நேரடியாக மக்களுடன் தொடர்பு கொள்வதை இந் பாராளுமன்ற உறுப்பினர்கள் கண்டிக்கிறார்கள். இதன் உள்நோக்கம் குறித்து பொறுப்பு வாய்ந்தவர்கள் சிந்திக்க வேண்டும். இதனை உறுதிப்படுத்துவதுபோல ஓர் இதழுக்கு கஜேந்திரன் பொன்னம்பலம் பேட்டி வழங்கியுள்ளார். இதில் இடைக்கால நிர்வாகத்தை புலிகளிடம் வழங்கத் தயாராக அரசு இல்லையெனின் பிரிவினை பற்றிச்சிந்திக்க வேண்டிவரும் எனக் கூறியிருக்கிறார். இவர்கள் புலிகளின் ஆளுகைக்குள் உட்பட்டு வாழ எந்தளவிற்கு தயாராக இருக்கின்றனர் என்பது ஒரு புறம் புலிகளை மீண்டும் யுத்தத்திற்கு தள்ளிவிட இவர்கள் முயற்சி எடுக்கின்றனர் போலிருப்பது மறுபுறம் இது சமாதான சகவாழ்வை வலியுறுத்தும் மக்களின் விருப்பத்திற்கு எதிரான செயலாகவே இருக்கும் என்பதைப் புரிந்து கொள்ளவேண்டும்.

மட்டு-அம்பாறை மாவட்ட போராளிகளும், பொதுமக்களும் வழங்கிய பூரண ஆதரவினால் அங்கு ஏற்பட்ட சிக்கலை இலகுவாக வெல்ல முடிந்தது. இவ்வாறு தமிழீழத் தேசியத் தலைவர் மேதகு.வே. பிரபாகரன் அவர்கள் தமிழ்த் தேசியக் கூட்டமைப்பு நாடாளுமன்ற உறுப்பினர்களுடனான சந்திப்பின் போது தெரிவித்துள்ளார்.

நேற்றுக்காலை கிளிநொச் சியிலுள்ள அரசில்துறை நடுவகப் பணிகத்தில் நடைபெற்ற கலந்துரையாடலில் தமிழீழத் தேசியத் தலைவர் அவர்களை தமிழ்த் தேசியக் கூட்டமைப்பு பாராளுமன்ற உறுப்பினர்கள் 22 பேரும் சந்தித்துக் கலந்துரையாடியுள்ளனர். இக்கலந்துரையாடலில் புலிகளின் தரப்பில் தேசியத் தலைவர் அவர்களுடன், அரசியல்துறைப் பொறுப்பாளர் சு.ப.தமிழ்ச்செல்வன், புலனாய்வுத்துறைப் பொறுப்பாளர் பொட்டம்மான், தளபதி கேணல் சொர்ணம், தமிழீழ காவல்துறைப் பொறுப்பாளர் பா.நடேசன், நிதித்துறைப் பொறுப்பாளர் தமிழேந்தி, மகளிர் படையணித் தளபதிகளான கேணல் விதுஷா, கேணல் துர்க்கா, மற்றும் அரசியல்துறை துணைப் பொறுப்பாளர் சோ. தங்கன், மகளிர் அரசியல்துறைப் பொறுப்பாளர் தமிழினி ஆகியோருடன் மட்டக்களப்பு அம்பாறை மாவட்ட அரசியல்துறைப் பொறுப்பாளர் இ.கௌசல்யன் உட்பட ஐந்து மாவட்டங்களின் அரசியல்துறை பொறுப்பாளர்களும் கலந்து கொண்டனர். சுமார் 2 மணிநேரம் இக் கலந்துரையாடல் நடைபெற்றது. அகவணக்கத்துடன் ஆரம்பமான இந்நிகழ்வில் தமிழீழத் தேசியத் தலைவர் அவர்கள் கருத்துரை வழங்கினார். அவர் தனது உரையில் தெரிவித்ததாவது, தமிழ் மக்களின் ஏகப் பிரதிநிதிகள் புலிகள்தான் என்பதை உலகிற்கு உணர்த்தியமைக்கு எனது வாழ்த்துக்களும் நன்றிகளும் எனக் குறிப்பிட்டார். அவர் மேலும் தொடர்ந்து உரையாற்றுகையில், 17 ஆயிரத்துக்கும் மேற்பட்ட மாவீரர்களின் தியாகத்தாலும், அர்;பணிப்பாலும் நாம் இந்த பெறும் வெற்றியை பெற்றிருக்கிறோம். எம்முள் இருந்த சிறு சிறு முரண்பாடுகள் எல்லாம் மறந்து நாம் எல்லோரும் ஒன்றுபட்டு ஒரு பெரும் சக்தியாக நிற்பதையிட்டு நான் பெரும் மகிழ்ச்சியடைகின்றேன். நீண்ட காலமாகவே நாம் எமது ஒற்றுமைக் குறைப்பாட்டாலே எதிரிக்கு பல சந்தர்ப்பங்களை வழங்கியுள்ளோம் அண்மையில் கூட எமது போராட்டத்தில் இருள் சூழ்ந்தது. ஆனால் அதே வேகத்தில் அது கலைந்ததையும் நீங்கள் அறிவீர்கள். மட்டு. அம்பாறை போராளிகளும் அங்குள்ள மக்களுமே இப்பிரச்சினைக்கு முகம் கொடுத்து தீர்வுகாண இணைந்ததோடு எமக்கு பூரண ஆதரவையும் தந்தனர். இதனாலேயே மிகவும் இலகுவாக இந்தச் சிக்கலை வெல்ல முடிந்தது. இதில் கிடைத்த வெற்றிஇனி வரும் காலங்களில் சாதி,மாத. பிரதேசவாம் போன்ற குறிய வாதங்கள் எதுவும் எம் மக்களிடையே இருக்கப் போவதில்லை என்பதையே எடுத்துக்காட்டுகிறது. எனவும் குறிப்பிட்ட அவர் மேலும் கூறுகையில் பொது நலனுக்காக விட்டுக்கொடுக்கப் பழக வேண்டும். இதற்கு நாம் துயிலும் இல்லங்களில் இருக்கும் மாவீரர்களின் கல்லறைகளை பார்ப்போமேயானால் புரிந்துகொள்ள முடியும். தமக்கென்று எதையும் பாராது மண்ணிற்காகதமது உயிர்களை தியாகம் செய்திருக்கிறார்கள். இவர்கள் போன்றே நாமும் எதனையும் எதிர்பாராமல் பொது நலனுக்காக எமது கடமையைச் செய்ய வேண்டும் எனவும் குறிப்பிட்டார். இறுதியாக எப்பொழுதும் எமது பிரச்சினைக்கு எமது பலம் தான் தீர்வைப் பெற்றுத் தரும் எனவும் குறிப்பிட்டு உங்கள் பணிகளை திறம்படச் செய்ய மாவீரர்கள் துணை நிற்பார்கள் என கூறி தமது உரையை நிறைவுசெய்தார். இக்கலந்துரையாடலில் கலந்து கொண்ட தமிழ் கூட்டமைப்பு நாடாளுமன்ற உறுப்பினர்கள் தமது கருத்து;களை வழங்கினர். தேசியத் தலைவரின் ஒரே அணியாக நின்று மண்ணினதும் மக்களதும் விடுதலைக்காக உழைப்போம் எனவும் குறிப்பிட்டார்.

Karuna Says he is in Sri Lanka

Bandula Jayasekara in Colombo, SLT 8.45 A.M Wednesday 21 April. LTTE's former Eastern Commander, Karuna says he is very much in Sri Lanka and will not run away like a coward from Sri Lanka. Speaking behalf of Karuna, his spokesman, Varathan had told the Bangkok based Asian Tribune "We are very much in Sri Lanka and we will never run away like cowards from this country. We never valued our lives. It is our policies that we value than anything else."
Asian Tribune says that they contacted Varathan and Karuna at their make-shift headquarters in Sri Lanka over the telephone. He had told the paper that their presence in Sri Lanka was not a secret to Velupillai Prabakaran and to his lieutenants in the North and he had not fled the country, betrayed and deserted his cadres and is on the run for his life. According to the report, Karuna has said he wanted the country and the international community and the people of the Eastern province in to know that he is very much 'alive and remains in Sri Lanka and will never run away just to save himself. but, decided to lie low for some more time before embarking on their blitzkrieg which would decide the fate of each and everyone who dared in the offensive campaign against their group.

The report says that earlier Sri Lankan Presidential office was in touch with Karunas group but subsequently when TNA points man R.Sampanthan contacted President's office and gave assurance, that if the Sri Lankan President ditched Karuna, TNA would give issue based support to the President's newly formed government and LTTE also would come forward for peace talks. Varathan had alleged that the President's office found that Sampanthan - Prabakaran combine was better than Karuna and the government failed to come forward to support when they were attacked on 10 April

Varathan had denied the allegation that they were working under the orders of the RAW (Research Analysis Wing) of India. He had argued that if they were working with the Indian Government, they would have not killed Sinnathamby alias Neelan, the right hand man of Pottu Amman - the intelligence chief of the LTTE and one of the two proclaimed offenders along with V.Prabhakaran in the killing of the former Indian Prime Minister Rajiv Gandhi.
