TAMIL residents began fleeing this eastern Sri Lankan town overnight as hundreds of troops poured in amid arson attacks and fears of a factional war between Tamil Tiger rebels, residents and police said.

A shop owned by an ethnic Tamil from the north of the island was torched overnight following the killing of local politician Rajan Sathyamoorthy on Tuesday, allegedly by Tamil rebels from the north, police said.

"Several shops have been torched here," a local police official said. "Tamils who trace their origins to the island's north have begun fleeing after Mr Sathyamoorthy was killed."

Hundreds of troops poured into the region in a show of force to discourage fighting between the rival rebel factions, officials in the capital said.

Most of the shops in Batticaloa town, just 10kms south, were closed as people feared an eruption of fighting, residents said.

"Our whole community is living in fear," said retired banker from Jaffna, S. Sabanathan, adding his friends had witnessed shops being shut by force and the keys taken away by rebels.

"My family is living in fear. We do not know what will happen (from one moment to the next)."

Leaflets distributed among residents had warned Jaffna Tamils, or those from the northern region of the island, to leave the district of Batticaloa within 24 hours.

The victim of Tuesday's shooting, Sathyamoorthy, a Tamil National Alliance (TNA) election candidate, had been a supporter of breakaway Tamil Tiger leader V. Muralitharan, better known as Karuna, who holds sway in this eastern area. Karuna broke away from the group's main northern leadership earlier this month.

The rebels have vowed they will not resort to bloodshed to sort out their unprecedented split, but police said the first shots had already been fired with Tuesday's slaying and the subsequent arson attacks.

The defence ministry said another shop owned by a Jaffna had been torched Tuesday after the renegade rebels ordered Jaffna Tamils to quit this region within 24 hours.

A spokesman for the renegade commander, V. Muralitharan, denied they were responsible for the forced eviction.

More than 1000 Sri Lankan soldiers patrolled the city in trucks and on motorbikes and policemen checked vehicles entering the tense town. </span>

Eelam Peoples Democratic Party (EPDP) failed to cooperate with the election monitors appointed by the Peoples Action for Free and Fair Election (PAFFREL), to observe the general elections on tomorrow, says PAFFREL chair, Mr. Kingsly Rodrigo.

Mr. Rodrigo said the EPDP party does not seem to cooperate with the election monitoring process. He further stated that this would create 'problem' in monitoring the elections properly and in maintaining law and order in the country, both before and after the elections.

He said the EPDP continues to make baseless allegations against the PAFFREL, that it deploys LTTE sympathizers as poll observers in the north and east. The EPDP has rejected the election monitors now deployed in the North by PAFFREL. According to Mr. Rodrigo, there are 1000 locals that have been trained to monitor elections in the north but the EPDP have rejected them.

In view of the baseless allegations, Mr. Rodrigo said that PAFFREL has decided to send eight international observers and another local team led by Wimal Fernando president of the Movement for Free and Fair Election (MFFE) to the north, in time for the polls.

It is up to the political parties and their leaders to build a good understanding with the election monitors and further cooperate with them in their election monitoring exercises, Mr Rodrigo further said.

Meanwhile, a rival monitoring group to PAFFREL, the centre for Monitoring Election Violence (CMEV), came under fire yesterday for its decision to deploy for the first time, only Sinhalese election observers to the north without any local Tamils.

Many in the north say the CMEV's Mr. Paikaisothy Saravanamuttu's unprecedented decision to exclude Tamil monitors in north was designed to discredit the ability of the people in the north to hold free and fair polls in north. This is a slap in the face for north and a grievous insult on the credibility and impartiality of those of us in the north, a Jaffna University lecturer told TNS.

This has been the root cause of all the problems. In the past it was always the case that the will of the majority be imposed on the minority. It is a sheer tragedy that with all this talk of peace, this still hasn't changed and the election monitoring body itself has become a victim to this attitude, he further said. </span>

<span style='color:red'>The Tigers' next move hinges on April 2 polls results

The killing of Rajan Sathiyamoorthy shows that the LTTE is dealing with the Karuna issue according to a priority list. It is obvious that the LTTE's immediate concern is the outcome of the elections in the Batticaloa and Amparai (Digamadulla) districts.

It is also consolidating in the more populated Tamil urban areas along this part of the east coast. Only after the LTTE makes sure that all the winning TNA candidates and the majority of the Tamil people in the two districts are firmly on its side that it might go for Karuna's jugular.

The election is more important to the Tigers at this conjuncture than the Karuna problem. Why? Their next move, either in the direction of war and of negotiations, hinges on the results of the polls on Friday (April 2).

If the Tamil National Alliance wins all the districts of the north and east, except Amparai, then the LTTE would be in a very strong position politically to bargain the maximum for its Interim Self Governing Authority or, when negotiations drag too long, to set a deadline for pulling out of negotiations and returning to the status quo ante.

With greater Tamil voter turn out this time due to the ceasefire and high polling from LTTE controlled areas, the TNA will win in Jaffna, Vanni, Trincomalee and Batticaloa - in four out of the five electoral districts of the northeast. In Amparai, the fifth district, the LTTE was planning to get more than ninety per cent of the Tamil votes in the electorate for the TNA.

Such results, therefore, were intended to establish an indubitable historical consistency for the demand for the recognition of the Tamil people's right of self-determination. But Karuna threw the spanner in the works a little sooner than the LTTE leadership had anticipated.

The main problem for the Tigers was not his military prowess that was repeatedly being put on show for the foreign and the Sinhala media. Alarm bells rang in Kilinochchi when it became obvious that Karuna was going to use the elections to make his split ideological too.

Visu, the man who Karuna appointed as the political chief of the region after Karikalan decamped and Robert, the renegade commander's deputy, called all the TNA candidates for Batticaloa and Amparai districts two weeks ago for a crucial meeting at the LTTE's district secretariat in Kokkaddicholai. The candidates were instructed to stop all reference to the TNA manifesto in their election campaigns. Speak to the people only about development of the region, they were very strictly told.

Joseph Pararajasingham was the only candidate to protest. He told Robert that he would not go against the principles of the TNA manifesto and that he would continue to stand by Prabhaharan.

At this meeting Rajan Sathiyamoorthy explained to his fellow candidates that arrangements were being made in consultation with senior lawyers in Colombo for all the TNA MPs elected from Batticaloa and Amparai to function in Parliament as an independent group under Karuna's direction.

Several candidates who were in regular communication with the LTTE in Vanni immediately conveyed the matter to Kilinochchi. Karuna's move to completely de-link the MPs of the Batticaloa and Amparai districts from the TNA and its political agenda was considered a greater threat to the LTTE at this juncture than his decision to operate as a separate armed group in the east.

It went against assurances his deputies had earlier given to some mediators in Batticaloa who were trying to resolve the stand-off peacefully. Karuna's men initially promised these mediators that they would remain committed to the Tamil national cause, come what may.

But the mediators' hopes were dashed when Sathiyamoorthy's pronouncement at the Kokkaddicholai meeting came to light. Meanwhile, Karuna's lieutenants were telling their supporters everywhere in the district to cast their first preference vote for Sathiyamoothy. They promoted him as Karuna's specially chosen candidate for the Kalkudah electorate, which comprises most areas north of Batticaloa town.

Their calculation was that it was the electorate where the Tamil vote could be won en bloc easily. Although Tamils are the majority in the Kalkudah electorate they could not return an MP in the general elections of 2000 and 2001. Much to their chagrin, Muslims who are the minority in the electorate won in both elections.

Karuna's decision to exclusively promote Sathiyamoorthy was not appreciated by many Tamils in the Kalkudah electorate mainly because he was perceived as a candidate from the town.

Also, this went against the interests of Senathirajah Jeynandamoorthy, a popular son of the soil, who had already been selected as the chief TNA candidate for the electorate. (Jeyanandamorthy was the TamilNet's chief correspondent for Batticaloa and reporter and photographer for the Tamil dailies, Virakesari and Thinakkural. He also contributed photos for the Sunday Times).

It did not matter to Karuna that Jeynandamoorthy was his classmate and friend; that both are from Kiran. Sathiyamoorthy was more important. Matters came to a head when Robert, Karuna's right hand, instructed other TNA candidates last week to tell their supporters to cast a personal preference vote for Sathiyamoorthy also and warned Joseph to withdraw from the elections.

Last week in an interview with a private TV station the head of the LTTE's political division took the unprecedented step of publicly branding Sathiyamoorthy as a traitor. Who was Sathiyamoorthy? And why was Karuna very eager to get him elected as the main MP for Batticaloa?

Sathiyamoorthy, 62, is a native of Veeramunai an old Tamil village near Sammanthurai in the Amparai district. His father settled in Batticaloa. He studied in the town and became a businessman. Sathiyamoorthy was a member of the United National Party. In 1994, he contested the general elections in Batticaloa as a UNP candidate. During the war the LTTE accused him of having close connections with the military intelligence.

However, as soon as the ceasefire agreement was signed in February 2002, he was in the forefront of the crowds who swarmed to welcome the Tigers to Batticaloa town. Since then was closely associated with all the public activities of the LTTE in Batticaloa. The man was a good organiser and the local Tigers found him very useful. Karuna's associates justified their association with Sathiyamoorthy on the grounds that he had been helping them secretly during hard times in Batticaloa since 1990.

He was the main person behind the Pongu Thamil rallies in Batticaloa in 2002 and 2003. He represented Karuna on many public forums in Colombo and the east. It was evident as soon as Parliament was dissolved that Sathiyamoorthy was going to be Karuna's preffered candidate. LTTE headquarters in Kilinochchi, however, was not happy with his nomination.

And when the split came, Sathiyamoorthy was in the forefront of all the protests against the LTTE leadership in Batticaloa. And he, being a die-hard UNPer, was the only TNA candidate in the east who had no qualms about breaking ranks with the agenda of Tamil nationalist politics although only two lesser known candidates were prepared to half heartedly follow his lead in Batticaloa.

But Karuna and Sathiyamoorthy had to fight a losing battle after Batticaloa GA Ratnam Mounagurusamy and Dr. Thevanayagam Thiruchelvam, the most articulate ideologues of Eastern regionalism, were put out of action by the LTTE. (It is understood that Mounagurusamy gave a lecture on the evils of Jaffna domination in Batticaloa to Karuna's cadres in the Meenaham military base recently).

With the killing of Sathiyamoorthy, cracks have begun to appear in the foundations of Eastern Regionalism on which Karuna was hoping to consolidate his political power in the east. But the fear in Batticaloa is that it might take a brutal form before it withers away as it did eventually whenever it raised its head in the past.

Karuna and the eastern regionalists who are backing him have failed to grasp the basic historical reality that as long as the acute contradictions between the Sri Lankan state and the eastern Tamils remain alive, Batticaloa would continue to produce Tamil nationalists like what he and his colleagues once were.</span>

தமிழினம் ஏற்கெனவே ஒரு பெருமைக்குரிய இனம் என்பதில் சந்தேகமெதுவுமேயில்லை. ஆனால், அதற்காக கல்லும் மண்ணும் தோன்றுவதற்கு முன்னாலேயே எங்கள் மூதாதையர் அந்தரத்தில் பறந்துகொண்டு தமிழில் கதைத்துக் கொண்டிருந்தனர், என்று பழம் பெருமையையோ, அல்லது றைட் சகோதரர்களுக்கு முன்னாலேயே எங்கட இராவணன் Plane ஓடிக்கொண்டு திரிஞ்சவர் என்று இதிகாசப் பெருமையோ, அல்லது
அந்தக்காலத்திலேயே நாங்கள் அமெரிக்காவுக்கு அன்னபூரணியை அனுப்பினோம் என்று இடைக்காலப் பெருமையோ தொடர்ந்து பேசிக்கொண்டிருப்பதில் எந்தப் பயனுமே கிடைக்கப் போவதில்லை. அவை அந்தந்தக் காலகட்டங்களில், அந்தந்தச் சூழ்நிலைகளில் பெருமைக்குரிய விடயங்களாக இருந்திருக்கலாம். ஆனால்

ஒரு பத்தாண்டு கால இடைவெளிக்குப் பின்பு, தற்போது கொழும்பில் நிலைகொண்டிருக்கும் ஒரு மூத்த புகழ் பூத்த தமிழ் பேரறிஞரைச் சந்திக்கும் வாய்ப்பு எனக்குக் கிடைத்தது. அது, தமிழீழத் தலைவரும் சிறீலங்காப் பிரதமரும் புரிந்துணர்வு உடன்படிக்கையில் கையெழுத்திட்டதற்கு சொற்ப காலத்தின் பின்பு அப்போது நான் அவரிடம் கேட்டேன், இந்தப் போர் நிறுத்தம் ஏற்பட்டதன் பின்பு தென்னிலங்கைச் சிங்களவர்களின் மனநிலை எப்படியிருக்கிறது??. சிங்களப் பேரினவாதத்தின் ஒட்டுமொதமான உள உணர்வை அவர் ஒரே வார்த்தையில் அடக்கினார்- As a student of History, என்னால் ஒன்றைச் சொல்லமுடியும்: கடந்த 200 வருட காலத்தில் முதற் தடவையாக ஒரு தமிழனிடம் தோற்றுப்போய்விட்ட விரக்தியில் சிங்களவன் புளுங்கிக்கொண்டிருக்கிறான்.

உண்மையில் அது தான் இன்று எங்களது பெருமை. ஏனெனில் கடந்த ஐணூராண்டு காலமாக, அதிலும் கடந்த ஐம்பதாண்டு காலமாக, தமிழன் தோற்பதே சரித்திரமாக இருந்து வந்தது.

இன்றைய இந்தப் பெருமை எப்படிக் கிடைத்தது? ஐநூறு ஆண்டுகாலமாக ஆக்கிரமிப்பாளர்களின் இரும்புப் பிடிக்குள் அல்ல, சொந்த அடிமை மனோபாவத்தின் அழுக்குக் குகைக்குள்ளே சிக்குண்டுகிடந்த தமிழினம் இன்று பெருமைக்குரிய இனமாக கம்பீரம் பெற்றிருக்கும் ஆச்சர்யம் எவ்வாறு நிகழ்ந்தது. போர் என்றால் போர் சமாதானம் என்றால் சமாதானம் என்று தமிழர்களை நோக்கி ஒரு காலத்தில் அறைகூவல் விடுத்தவர்கள், இன்று போரே வேண்டாம், சமாதானமே வேண்டும் என்று தமிழர்களின் கால்களில் விழுந்திருக்கும் யுகம் எப்படிப் பிறந்தது...!

அது தனியொரு மனிதனின் முப்பதாண்டு காலக் கடுந் தவத்தின் விளைவாய், தமிழினம் பெற்ற பேறு. அழுத்தங்களுக்கு அசையாத, ஆசை வார்த்தைகளுக்கு மயங்காத, துரோகங்களுக்குத் துவளாத விடாப்பிடியான மன ஒருமைப்பாடு குலையாத பிரபாகரன் என்ற அந்தப் பெருமனிதரின் தீர்க்கமான நீண்ட தவத்தின் பயன் அந்தப் பெருமை.

இன்று அந்தப் பெருமைக்கு மிகத் தெளிவான ஒரு அரசியல் அங்கீகாரத்தைப் பெற்றெடுக்க வேண்டிய வரலாற்றுத் திருப்பு முனையில் தமிழினம் நின்றுகொண்டிருக்கின்றது.

தமிழினத்தைப் பொறுத்தவரையில், ஏப்ரல் 2ஆம் திகதி கடந்த ஐம்பத்தியாறு ஆண்டு கால சரித்திரத்தில் இரண்டாவது தடவையாக அதி முக்கியத்துவம் வாய்ந்த ஒரு அரசியல் நாள் அலட்சியப் படுத்திவிட முடியாத ஒரு வரலாற்று நாள்.

எங்கள் தாய்த்தமிழ் இனத்திற்கு அரசியல் விளைவு மிக்க ஒரு சேவையைச் செய்ய ? மிகச் சரியான ஒரு தருணத்திற்காக நாங்கள் இதுவரை காத்திருந்தோமானால் அந்த உன்னத தருணம் இதுதான்.

1977 இல் நடந்த தேர்தலில் தனக்கு இன்னது தான் வேண்டும் என்று தன்னுடைய அரசியல் அபிலாசையையும், அரசியல் நிலைப்பாட்டையும் உத்தியோகபூர்வமாக உலகறிவித்தது ஈழத்தமிழினம்.

2004 இல் நடக்கவிருக்கும் தேர்தலில், தன்னுடைய அந்த அரசியல் அபிலாசையைப் பூர்த்திசெய்யும் ஆணையை அரசியல் அதிகாரத்தை இன்னாருக்கு வழங்கியிருக்கின்றோம் என்பதை உத்தியோகபூர்வமாக உலகறிவிக்கவிருக்கிறது ஈழத்தமிழினம்.

தமிழ் தேசியக் கூட்டமைப்புக்கு வாக்களிப்பதன் மூலம், தமிழீழ விடுதலைப் புலிகளைத் தங்கள் ஏகபிரதிநிதிகளாகத் தமிழர்கள் ஏற்றுக் கொள்கின்றர்கள் என்பது தவறான வாதம். உண்மையில் - ஏற்கெனவே தங்கள் தனிப்பிரதிநிதிகளாக அவர்கள் ஏற்றுககொண்டுவிட்ட விடுதலைப் புலிகளைத் தங்களது ஏக பிரதிநிதிகளாகத் தமிழர்கள் அதிகாரபூர்வமாகப் பிரகடனப் படுத்துகின்றார்கள் என்பதே சரியான வாதம்.

அந்த வகையில் தனது வாக்கழிப்பு உரிமையைத் தீர்க்கமான ஒரு செய்தியைச் சொல்லுவதற்கு ஒவ்வொரு தமிழனும் பயன்படுத்தப் போகிற துல்லியமான இரண்டாவது வாய்ப்பு இது.

இந்தத் தேர்தலில் நாங்கள் சில பேருக்கு அழுத்தம் திருத்தமான நிரந்தரமான சில செய்திகளை ஒரேயடியாகச் சொல்லிவைக்கப் போகின்றோம்.

தமிழீழத்தைக் கூறுபோட எத்தனிக்கும் எந்த வெளிநாட்டு, உள்நாட்டு சக்திகளுக்கும், மற்றும் கருணா போன்ற பிரதேசவாதச் சந்தர்ப்பவாதிகளுக்கும் ஒரு தெளிவான பதில்

தமிழீழத் தாயகத்தின் நில ஒருமைப்பாடு என்பது தமிழ் பேசும் மக்களின் அரசியல் தலைவிதியைத் தீர்மானிக்கும் உயிர்மூலம் சக்தி என்பதில் தமிழ் பேசும் மக்களிடையே எவ்விதமான கருத்து வேறுபாடும் கிடையாது என்பது.

புலிகள் மட்டும் தான் ஆயுதங்களைத் தூக்கிக்கொண்டு தன்னாட்சி உரிமை கேட்டு திரிகின்றார்கள் ஆனால், தமிழ் மக்களின் நிலைப்பாடு அதிலிருந்து மாறுபட்டிருக்கின்றது என்ற அமெரிக்கா போன்ற சில நாடுகளின் பழைய வாதத்திற்கு ஒரு தீர்க்கமான முற்றுப்புள்ளி.

அது தமிழீழ விடுதலைப் புலிகள் இயக்கம் முன்னெடுத்துச் செல்கின்ற அரசியல் -இராணுவப் போராட்டமானது, தமிழ் பேசும் மக்கள் இனமே அந்த இயக்கத்திற்குக் கொடுத்த ஏகோபித்த ஆணை என்பது.

புலிகளோடு மட்டும் பேசாமல் ஆங்காங்கே இடைக்கிடை சத்தம் போடும் ஏனைய உதிரிகளுடனும் கலந்து கதைக்க வேண்டும்? என்ற சில சிங்கள, தமிழ் மற்றும் உலகத் தரப்பினரது வாதத்திற்கு மிக வெளிப்படையான இரண்டு பதில்கள்.

பொடா என்ற பயங்கரவாதத் தடுப்புச்சட்டம் இந்தியாவில் நடைமுறைப்படுத்தப்பட்டபோது இந்தியாவில் உள்ள போராளிக் குழுக்கள் பல இச்சட்டத்தின் கீழ் தடை செய்யப்பட்டன.

அதேபோல் தமிழீழ விடுதலைப் புலிகள் இயக்கமும் தடை செய்யப்பட்டது.

இந்தத் தடையை எதிர்த்து தமிழர் தேசிய இயக்கத் தலைவர் பழ. நெடுமாறன் இந்திய அரசுக்கு மனு அனுப்பியிருந்தார்.

இம்மனுவை பரிசீலிக்க இந்திய அரசு முடிவு செய்துள்ளது. மனு மீது பரிசீலனை செய்யுமாறு பொடா மறுஆய்வுக் குழுவை இந்திய அரசு கேட்டுக்கொண்டுள்ளது.

அம்மனுவின் விவரம் வருமாறு :

இந்திய நாட்டின் ஒருமைப்பாட்டிற்கும், இறையாண்மைக்கும் ஊறு விளைவிக்கும், அல்லது இந்திய நாட்டு மக்களின் மீது பயங்கரவாதத்தை ஏவும் பயங்கரவாத செயல்களை கட்டுப்படுத்துவதற்கே பொடா சட்டம் கொண்டு வரப்பட்டுள்ளது.

விடுதலைப்புலிகள் இயக்கம் என்றுமே இந்திய நாட்டின் ஒருமைப்பாட்டையும், இறையாண்மையையும் மதித்தே வந்திருக்கிறது. அவ்வியக்கம் இலங்கையில் ஒரு விடுதலைப் போராட்டத்தை நடத்திக் கொண்டிருக்கிறது. அதன் குறிக்கோள் இலங்கையில் வாழும் தமிழர்களுக்கு தன்னாட்சியும், தன்னுரிமையும் பெறுவதேயாகும். இந்திய நாட்டின் உள்நாட்டு பிரச்னைகளில் தலையிடும் எண்ணமே என்றும் விடுதலைப்புலிகள் இயக்கத்திற்கு இருந்ததில்லை. இப்போதும் இல்லை.

இந்திய நாட்டில் எந்த வித பயங்கரவாத செயல்களிலும் அவ்வியக்கம் ஈடுபட்டதில்லை. அவ்வியக்கத்தின் மீது குற்றம் சாட்டப்பட்டிருக்கும் ராஜீவ் காந்தி கொலை வழக்கில் கூட அது ஒரு பயங்கரவாத செயல் அல்ல என்றும், அதனால் தடா சட்டத்தின் கீழ் வழக்கு நடத்த இயலாதென்றும் உச்சநீதிமன்றம் கூறியிருக்கிறது.

மேலும் சட்டவிரோத செயல்கள் தடுப்பு சட்ட ஆணையத்திடம் எழுத்து மூலமாக அளித்த மனுவில், விடுதலைப்புலிகள் இயக்கம், தங்களுக்கு இந்திய நாட்டின் பகுதிகளை தமிழ் ஈழத்தோடு இணைக்கும் எண்ணமோ, இந்திய நாட்டிலிருந்து பிரிந்து வரப் போராடும் எந்த இயக்கத்திற்கும் ஆதரவு அளிக்கும் எண்ணமோ எப்போதும் கிடையாது என்று திட்டவட்டமாகக் கூறியுள்ளது.

ஆக, இந்திய நாட்டின் ஒருமைப்பாட்டிற்கும், இறையாண்மைக்கும் ஊறு விளைவிக்காத, இந்திய நாட்டில் எந்த வித பயங்கரவாத செயல்களிலும் ஈடுபடாத, இந்திய நாட்டின் உள்நாட்டு விவகாரங்களில் தலையிடாத, வெளிநாட்டில் மட்டுமே செயல்படும் ஒரு விடுதலை இயக்கத்தை இந்திய நாட்டில் தடை செய்திருப்பது சட்டவிரோதமானது.

மேலும் ஏற்கெனவே சட்டவிரோத செயல்கள் தடுப்பு சட்டத்தின் கீழ் 10 ஆண்டுகளாக விடுதலைப்புலிகள் இயக்கம் தடைசெய்யப்பட்டுள்ளது. இத்தடை 2 ஆண்டுகளுக்கு ஒரு முறை புதுப்பிக்கப்படுகிறது. அதனால் மீண்டும் பொடா சட்டத்தின் கீழ் தடை செய்யவேண்டிய அவசியம் இல்லை.

இலங்கையின் பிரதமராக திரு. இரணில் விக்கிரமசிங்கே சமீபத்தில் தேர்ந்தெடுக்கப்பட்டப் பின், இலங்கை அரசுக்கும் விடுதலைப்புலிகள் இயக்கத்திற்கும் பேச்சுவார்த்தைகள் மீண்டும் துவங்கிவிட்டன. இப்பேச்சுவார்த்தைகளின் முன்னோட்டமாக விடுதலைப்புலிகள் இயக்கத்தின் மீது விதித்திருந்த தடையை இலங்கை அரசு விலக்கிக் கொண்டுவிட்டது. இதன் மூலம், ஈழத்தமிழ் மக்களின் உண்மையான, முழுமையான பிரதிநிதிகள் விடுதலைப்புலிகளே என்பதையும், அவர்களை ஒதுக்கிவிட்டு இலங்கை இனப்பிரச்;னைக்கு எந்த வித தீர்வையும் கண்டுவிடமுடியாது என்பதையும் இலங்கை அரசாங்கம் ஒப்புக்கொண்டுள்ளது.

இலங்கையில் நடைபெற்று வந்த இனக் கலவரத்தினால் பல்லாயிரக்கணக்கான தமிழர்கள் இனப்படுகொலை செய்யப்பட்டனர். தமிழர்களின் இந்நிலையை உலகுக்கு எடுத்துக்காட்டியும், இனப் பிரச்சனை தீர்வதற்கான வழிமுறைகளை ஆராய வேண்டியும், இலங்கை அரசுக்கும் தமிழர்கள் பிரதிநிதிகளுக்கும் பேச்சுவார்த்தை நடைபெற வேண்டிய அவசியத்தை வலியுறுத்தியும் நான் தொடர்ந்து போராடி வருகிறேன்.

பொடா சட்டத்தின் கீழ் விடுதலைப்புலிகள் இயக்கத்தைத் தடை செய்திருப்பதன் மூலம், இலங்கைத் தமிழ் மக்களின் நலனில் உண்மையான அக்கறை கொண்டுள்ள என்னைப் போன்றவர்கள், அதற்காக குரல் கொடுப்பது சட்டவிரோதமாக்கப்பட்டிருக்கிறது. ஒவ்வொரு இந்திய குடிமகனுக்கும் இந்த உலகின் எந்த மூலையில் வாழும் ஒடுக்கப்பட்டவர்களுக்கும் ஆதரவாக குரல் கொடுக்கும் உரிமை இருக்கிறது. அந்த உரிமையை தட்டிப்பறிக்க இயலாது. பயங்கரவாத செயல்களை தடுக்கவே இச்சட்டமேயன்றி, எந்தவித பாதிப்பும் ஏற்படுத்தாத பேச்சுக்களையும் முடக்குவதற்கு அல்ல.

எனவே, மேற்கூறிய காரணங்களை கருத்தில் கொண்டு பொடாச் சட்டத்தின் கீழ் விடுதலைப்புலிகள் மீது விதிக்கப்பட்டிருக்கும் தடையை நீக்கக் கோருகிறேன்.</span>

Foreign Affairs Minister Bill Graham and Minister for International Cooperation Aileen Carroll today announced that Canada is providing $100,000 in support of an observer group to monitor Sri Lanka's parliamentary elections on April 2, 2004. The contribution will be provided by the Canadian International Development Agency to the Commonwealth Secretariat, which is organizing the international monitoring group.

"We hope that the presence of Canadian and other international election monitors at polling stations in Sri Lanka will help facilitate free and fair elections and deter acts of violence against those casting their ballots," said Minister Graham. "Once the people of Sri Lanka have expressed their collective will in a free and fair election, it will be important for the parties to resume the peace process as quickly as possible, so that Sri Lankans can live in peace and security."

"Canada stands with the international community in supporting and encouraging a transparent electoral process in Sri Lanka," said Minister Carroll. "In addition to bearing witness to the country's national elections, the monitoring group will, we believe, encourage respect for the rule of law and freedom of expression."

The monitoring group is made up of 15 members from across the Commonwealth, including Australia, Bangladesh, Canada, India, Malawi, New Zealand, South Africa and Trinidad and Tobago, and includes former Canadian High Commissioner to Sri Lanka Ben Pflanz. The group arrived in Colombo, Sri Lanka, on March 24, and will remain in the country until after the completion of their report, expected within days of the closing of the polls.

In addition to its contribution through the Commonwealth Secretariat, Canada has provided $100,000 in direct funding to two Sri Lankan non-governmental organizations to enable them to also monitor the national election. The Centre for Monitoring Election Violence and the People's Action for Free and Fair Elections are deploying field-based monitors during the election campaign, on election day and following the release of election results.

Sri Lanka has been caught in the throes of a civil war for a generation, with fighting focused in the northeastern part of the country. Canada has been active in supporting a negotiated solution to the conflict, through the provision of both financial assistance and expert advice on issues surrounding political power-sharing in a post-conflict Sri Lanka</span>.

AS CAMPAIGNING closed this week for Friday's Parliamentary elections, the Tamil National Alliance, a grouping of Sri Lanka's four main Tamil parties standing on a staunchly pro-Tamil Tiger platform is poised for a sweeping victory in Sri Lanka's Northeast, political analysts said.

Whilst opinion polls suggested the neither of the two main Sinhala political coalitions was likely to achieve an outright victory, the TNA, was expected to do well in the polls despite turmoil in the eastern district of Batticaloa-Ampara where forces loyal to renegade former LTTE commander have begun evicting thousands of Tamils and threatening its candidates.

"Though the rebellion of Col Karuna is viewed as a challenge and a temporary setback, the LTTE leadership is confident that the principles and policies of the organisation would receive widespread endorsement from the Tamil Nation through an electoral victory by the TNA," a senior member of the LTTE's political wing told reporters in Vanni Wednesday.

"It is the first time since the inception of the organisation that the LTTE has endorsed democratic elections in our controlled areas," he pointed out.

The TNA, which has declared that it is contesting Friday's election "on behalf of the LTTE" has been campaigning across the Northeast on a single united platform, endorsing the policies of the LTTE, including the latter's proposals for an Interim Self Governing Authority.

The LTTE's Trincomalee district political head, Mr. S. Thilak told journalists this week that the elections were could be viewed as a referendum on the LTTE's policies.

"This is not an ordinary election, we consider it a referendum on the ISGA and as democratic recognition of our liberation struggle," he said, views echoed by political analysts.

"This [election] is a challenge for Tamils to show the strength of Tamil nationalism," Mr. Sutha Thangan, deputy leader of the Tigers' political wing, told Reuters in Jaffna.

Hundreds of villagers participated in a 4 km procession in Thampalakamam, Sunday carrying photographs of LTTE leader Mr. Velupillai Pirapaharan and shouting slogans in support of Tamil National Alliance candidates in the forthcoming elections.

"A clear cut victory for the TNA in the Northeastern Tamil districts will enhance the LTTE's position politically and diplomatically and strengthen their bargaining power [at future peace talks]," a senior columnist with a Tamil daily said.

"Irrespective of Karuna's dissent and his politics of regionalism, the LTTE will claim, on the basis of a sweeping victory by the TNA, the sole representative status," the columnist said. "It can then bargain for its ISGA proposals from a position of strength."

"TNA is contesting the forthcoming general election with only one objective. That is to show the international community that Tamils in the northeast are wholly behind the LTTE in the peace effort and Tamil people fully support the LTTE's ISGA proposals," the TNA leader, Mr. R. Sampanthan, said earlier this month.

Opinions polls predicted last weekend that the election called suddenly earlier this year amid a bitter constitutional battle between Sri Lanka's President Chandrika Kumaratunga and Premier Ranil Wickremesinghe, would result in a hung parliament, with neither able to form a government with a working majority.

In such an eventuality, the LTTE could emerge as kingmakers invested with enormous political powers to shape Sri Lankan politics.

Some polls suggested the role could also go to a hardline Sinhalese Buddhist party running an all-monk slate of candidates. The Buddhists are strongly opposed to any concessions to the Tigers in peace talks.

The two major rivals in the election,president Kumaratunga, who is not up for re-election, and Prime
Minister Wickremesinghe - differ in their approach to the peace process.

COLOMBO...After two years of unprecedented peace and prosperity, Sri Lankans are at each other's throats.

As voters go to the polls for snap elections tomorrow, they will be passing judgment on a ceasefire that has silenced the guns and stopped the bombs for the first time in two decades. But there are growing fears that any miscalculation by the electorate or the politicians they put in power could unravel the fledgling peace process.

The vote is being closely watched in foreign capitals, with donor countries withholding more than $6 billion in promised reconstruction aid $5 million of it pledged by Canada until the peace talks move forward.

Sri Lankan President Chandrika Kumaratunga plunged the country into a constitutional crisis last November by wresting control of the key defence, interior and information ministries from her bitter rival, Prime Minister Ranil Wickramesinghe, while he was out of the country. Her political blitzkrieg included declaring a state of emergency, suspending Parliament where her Freedom Alliance movement had previously been reduced to opposition status and finally calling snap elections to recover power.

Kumaratunga claimed she had to stop the government from conceding too much in negotiations with Tamil Tiger guerrillas, who have been waging a civil war for minority rights and a separate homeland since 1983. Appeasement, she argued, would reap a political whirlwind.

"There has been no fighting for two years, but the temporary absence of war is not permanent peace," the charismatic Kumaratunga, 58, told cheering throngs at her party's final rally this week. She acted to "save this country from destruction," Kumaratunga told a TV audience earlier in the week.

It is a rallying cry for hardline Sinhalese nationalists who believe the ceasefire is merely the calm before the storm, a time for the Tigers to rearm under the noses of Sri Lankan soldiers and international peace observers.

The embattled Wickramesinghe counters there is no alternative to his strategy of negotiating with the Tigers on a power-sharing solution that will give Sri Lanka's Tamils autonomy. At his closing rally in the capital, Colombo, he warned voters that Kumaratunga could not be trusted with peace.

"The president always lied; she never kept her promises."

Wickramesinghe, 55, faces an uphill battle, with many predicting a hung Parliament. Recent public opinion polls suggest voters are preoccupied with price rises in the wake of economic reforms and are inclined to cast protest votes against his UNP.

In fact, the present government rescued the economy from the doldrums after taking power two years ago and restoring investor confidence by bringing an end to the civil war. But with much of the public impatient for a bigger peace dividend, the prime minister may have to pay the ultimate price.

"Sri Lankans are people who forget very soon, they remember things for only two weeks," tourism worker Jerome Wijeratne said at Wickramesinghe's rally this week. "So now they forget about the (road) barriers and the bombs."

Angelo Jansen, a 30-year-old tea taster, said the public's willingness to flirt with hardliners is courting disaster. If the president wins a majority in Parliament, in alliance with Marxist nationalists who oppose concessions to the Tigers, the ceasefire will unravel, he warned.

"If you want peace, you can't expect everything in two years," Jansen said at the rally.

But the prime minister's message has failed to catch fire. He's seen as stiff and aloof, surrounded by technocrats, with none of Kumaratunga's rhetorical flair.

"The president has tapped into a wellspring of frustration and anger and insecurity of the Sinhalese community that Sri Lanka is being sold out to the Tamil Tigers and the international community," said political analyst Paikiasothy Saravanamuttu, of the Centre for Policy Alternatives.

With no single party expected to win a clear majority of the 225 seats in the parliamentary contest, politicians will need coalition partners to form a government. Perhaps the most improbable alliance, forged on the eve of the election, brings Kumaratunga's Freedom Alliance together with her erstwhile enemies, the Marxist Janatha Vimukthi Peramuna (JVP).

The president claims her alliance will still keep the lines of communication open with the Tamils. Yet the JVP's willingness to sit at the same table as the Tigers belies the fact that they have ruled out power sharing with the guerrillas.

"There is a tremendous problem of coherence," said Saravanamuttu. "All of the constitutional reform with respect to the ethnic conflict would be on the backburner."

That would leave little room for Canadian advisers like former Ontario premier Bob Rae, whose Ottawa-based group, the Forum of Federations, has shared its expertise with Sri Lanka and the Tigers during the negotiating process.

But even if Wickramesinghe gains enough seats to form a governing coalition, there are no guarantees that he can restart negotiations. Kumaratunga has let it be known that she fully intends to hang on to the defence ministry regardless of the outcome of tomorrow's vote. Such a move could cripple the peace process because the prime minister needs to be able to show his Tiger negotiators that he can deliver on his promises.

Wickramesinghe is expected to rely on support from the Tamil National Alliance, whose candidates are considered to be proxies for the Tigers in the northern and eastern areas.

The TNA could win up to 20 seats, giving them a kingmaker role and giving Wickramesinghe the margin he needs to seal a deal with the guerrillas.</span>

The peoples of Sri Lanka vote this Friday in elections that, as campaigning closes this week, increasingly appears an act of utter futility as far as selecting an effective government in Colombo is concerned. Opinion polls - for what those arbitrary questionings are worth are generally predicting a hung parliament. This means that neither Premier Ranil Wickremesinghe or President Chandrika Kumaratunga's parties, motley coalitions notwithstanding, are likely to secure the requisite total to take firm control of Parliament. Although disagreement over the conduct of the negotiations with the Liberation Tigers, the handling of the economy, etc were cited as the cardinal issue over which the electorate had to be consulted, observers of Sri Lanka's politics are well aware that Friday's mammoth exercise is merely another round in the battle between the two Sinhala leaders. With this year's polls being the first in many years that has been conducted amid conditions of ceasefire, record numbers of candidates are participating. The Sinhala ultra-right has gone for broke, placing hundreds of monks- sometimes quite literally - on the frontline against the main Sinhala parties. Opinion polls suggest the monks may even take a bite out of the latter's constituencies. And it is during the post election coalition-expanding numbers games that the smaller parties will make their mark. The monks hope to replace the Tamil and Muslim parties and ensure Sinhala nationalist goals at least are not vulnerable to coalition turmoil.

But this is not to suggest there is nothing in Friday's polls for the Tamil people. Quite the contrary. In the last Parliamentary elections, the Tamil National Alliance (TNA) contested vowing to support the LTTE politically if elected. As a result they won a thumping victory, the extent of which would have been greater if the Sinhala military hadn't prevented tens of thousands of Tamils living in LTTE controlled areas from crossing the defence lines to vote.

But this year, the TNA are going further, contesting as proxies of the LTTE and campaigning on the strength of the movement's ideological and political objectives. As the party leader, R. Sampanthan, put it: "TNA is contesting the forthcoming general election with only one objective. That is to show the international community that Tamils in the northeast are wholly behind the LTTE." The implications are inescapable. A vote for the TNA is a vote for the LTTE. This is why, as LTTE political chief in Trincomalee put it, "this is not an ordinary election."

The possibility of a pro-LTTE party securing a significant presence in Parliament has inevitably unsettled some quarters. Ironically, these are the same voices that have oft lectured the Tamils on the wonders and sanctity of democracy. Therein lies the rub. For the first time since its inception, the LTTE is giving Sri Lanka's dubious democratic mechanisms a try.

While endorsing democratic elections, the movement has also thrown its weight behind the process. Subordinating security considerations to political ones - usually an anathema to the movement - the LTTE even offered to withdraw from its frontlines to ensure the quarter of a million people in its controlled areas get to cast their vote. It remains to be seen if Colombo and the Sinhala armed forces will permit this exercise. But the de facto hardships imposed on Tamils in LTTE-controlled areas who - unlike voters elsewhere have to travel considerable distances to vote, suggest our people's participation is not exactly welcome.

The LTTE's indirect participation in this year's elections is not a result of some liberal revolution in Kilinochchi. Nor is it an inevitable reconsideration of the liberation movement's strategy. It is an experiment. And one, as astute political observers are well aware, on which Sri Lanka's future hangs. Is it possible, as is often lectured to our people, for Tamils to pursue their political rights and security through Sri Lanka's democratic mechanisms instead of armed struggle? Is the Sinhala dominated state, which presently discriminates against Tamils in every aspect- security, education, health to name a few - of governance, be amenable to reform and to permit our aspirations to be realised? That the Tamil people and the LTTE are committed to securing their political goals is not in question (the TNA's campaign has, incidentally, allowed the party and the LTTE to appreciate the true extent of grassroots support for these). But is there a viable alternative to the armed struggle? Thwarting the Tamil vote would be an unequivocal no. An emphatic victory for the TNA, meanwhile, would herald a new phase of Sri Lanka's politics - and mark a concrete step towards the a permanent peace in the warshattered island</span>

The fear and loathing amongst Tamils in Batticaloa-Ampara this week in the wake of death threats by cadres loyal to the former LTTE commander, Karuna, have revealed the true nature of his rebellion against the movement. Having invoked a false claim of regionalism to justify his grip on power in the eastern districts in the wake of his sacking from his post for embezzlement and improper conduct, Karuna has given form to his bogus logic by ordering Tamils hailing from Jaffna out of the region. Ironically, although he accuses the LTTE leadership of discrimination, it is Karuna who is now waging a campaign of regional persecution.

In the days immediately after his rebellion began early this month, Karuna paraded before the international press, claiming a moral platform of regional injustice - and then went on to denounce and thereby betray the Tamil cause. This week, as seething Tamil sentiment paves the way for the LTTE's forces to gradually ease control of the eastern districts from him, Karuna is reacting as any self-serving warlord would: with naked force, indiscriminate terror and repression. His claim that he controls a third of the LTTE's forces is - as he himself has always known - false: that several thousand fighters live in the east does not mean they support him - though this has not prevented the anti-Tamil sections of the press continuing to assert this 'truism.' Indeed, whilst the Tamil press is covering the appalling expulsions of thousands of people, other Colombo-based media seem peculiarly unconcerned, with some reporters even propagating the notion that the killing of a Tamil candidate, rather than Karuna's threats broadcast through loudhailers, were compelling those fleeing.

Opponents of the LTTE have been quick to laud Karuna - that he has become the darling of the Sinhala far-right press speaks volumes in the Tamil areas. But emphatic predictions of the demise of the LTTE were, as close observers of the Tamil question were well aware, somewhat premature.

Indeed, as this week's tragic events reveal, Karuna's rebellion is not a regional or ideological fracture within the movement, but merely his lunge for power in the region. The Tamil community takes comfort from the LTTE's repeated calls for calm - and its assurance earlier this month that this is a 'temporary aberration.' </span>

[size=16]CMEV sends all Sinhala monitors to Jaffna district

A thirteen member-team of the Centre for Monitoring Election Violence (CMEV) arrived in Jaffna Wednesday to monitor the April 2nd general election in the Jaffna electoral district. All monitors are from the major community and would be staying in Jaffna until the election is concluded, civil society sources said.

The CMEV team later in the day met the regional co-ordinator of the Human Rights Commission of Sri Lanka and discussed in detail about the ground situation in the peninsula, sources said.

However, influential section of the Jaffna civil society expressed their deep concern to the CMEV in sending a group of all Sinhalese local monitors when a team of international monitors of the CMEV are already in Jaffna.

They feel one of the political parties contesting in the peninsula is behind this move, sources said.

Earlier EPDP leader and the lead candidate in Jaffna district Mr. Douglas Devananda is reported to have objected to election monitoring organizations for recruiting Jaffna Tamil monitors in their teams stating that they are all LTTE sympathizers, sources said

உலகில் கிறிஸ்து பிறப்பதற்கு மூவாயிரம் ஆண்டுகளுக்கு முற்பட்ட காலத்தே ஆறு முதுமொழிகளுக்குள் தமிழ் மொழியும் ஒன்றாகும். அதற்கு ஒரு எடுத்துக்காட்டாகத் திருக்குறள் உலகிலே தன்னிகரற்ற மிக உன்னத அறநூலாகத் திகழ்கின்றது.
பிற்பட்ட காலப்பகுதியில் தமிழ்மொழி 17வது இடத்துக்குப் பின்தள்ளப்பட்ட நிலையில் இருப்பதனை மொழி ஆய்வாளர்களின் கருத்துக்கள் எடுத்துக்கூறுகின்றன. தாய்மொழி தமிழ்நாட்டில்கூட புத்துயிர் பெற்றெழ வேண்டியநிலையிலேயே இருந்து வருகின்றது.

சிங்கள மொழி 70வது இடத்தினை வகித்து வருகின்ற போதும் சிறிலங்கா என்கிற நாடு அம்மொழிக்கு உண்டு. அதனால் சிங்கள தேசியம் மேலோங்கி நிற்கின்றது.

ஆனால், தமிழினம் தன் தாய் மொழி, தாய்மண், கலை பண்பாடு, வரலாறு, இனத்துவம் போன்ற தேசிய அடையாளங்களை இழந்துபோகக்கூடிய ஓர் ஆபத்தான நிலையிலேயே அப்போது வாழ்ந்தது.

தமிழ்த் தேசிய இவ்வரலாற்று நெருக்கடியான அரசியல் சூழலில், அரசியற் போராட்டங்களை அரசியற் தமிழ்த் தலைவர்கள் முன்னெடுத்தார்கள்.

இருந்தபோதிலும் தமிழ்த் தேசியத்தை பாதுகாப்பதில் அதிகம் வெற்றிபெறவில்லை. மாறாகத் தமிழர் என்கிற உணர்வைத் தமிழர்களுக்கு ஊட்டுவதில் வெற்றி பெற்றார்கள்.

தமிழ்த் தேசியத்தைப் பிளந்து அது பற்பல சிறு சிறுகளாகச் சிதறும்படி செய்ய வேண்டுமென்பதே சிங்கள அரசின் நோக்கமாக இருந்தது. அந்த மூல நோக்கத்தை எப்போதும் கைவிடவில்லை.

அதாவது சிங்களம் பேரெழுச்சி பெற்றதும் சிங்களமே அரசகருமமொழியாகியது. அதனால் தமிழ்மொழி ஓரங்கட்டப்பட்டு, ஒதுக்கப்பட்டது.

சிங்களத் குடியேற்றங்களைத் தமிழர் தாயக பூமியில் நிறுவித் தாய்மண் குடைந்தெடுக்கப்பட்டது.

தமிழரின் கலைபண்பாட்டின் சிறப்புப் பண்புகளைச் சீர்குலைக்கும் புதியகளத்தை உருவாக்கியது.

பழங்குடி மக்களாகிய தமிழினத்தை; வரலாற்றுச் சுவடிப்படி மூடிமறைக்கும், வரலாற்றைத் திரிவுபடுத்தும் ஆவணங்களைச் சிங்கள பௌத்த பீடமும், சிங்கள அரசும் தயாரித்தது.

சாதி,மதம், பிரதேசம் ஆகிய சில்லறை வேற்றுமைகளை உருவாக்கிப் பிரித்தாளும் தந்திரோபாயத்தினைக் கையாள்கின்றது சிங்கள தேசியம். இது தமிழரின் இனத்துவத் தனித்தன்மையை இழக்கவைக்கக் கூடிய பேராபத்தாகத் தோற்றமெடுத்தது.

இத்தகையதொரு ஆபத்தான, நெருக்கடியான வரலாற்றுக் காலகட்டத்தில்தான் பேரினவாத சக்திகளை எதிர்த்து நிற்கக் கூடியவாறு தமிழ்த்தேசிய பலத்தை புனருத்தாரணம் செய்ய வேண்டுமென்கிற முதற்பணி தமிழினத்திற்கு உருவாகியது.

அப்பணியைப் பொறுப்பேற்ற தமிழ்த்தேசியத் தலைவரான வே.பிரபாகரன் ஆயுதப் போராட்டத்தை முன்னெடுத்தார். உயிரற்ற இருப்புக்கு உயிரைக் கொடுக்கவல்ல மனோ தைரியம் அவரிடம் இருந்தது.

சாதி, மதம், பால், பிரதேசம் ஆகிய சில்லறை வேற்றுமைகளுக்கு அப்பால் பொது எதிரியை எதிர்த்து நிற்பதற்குத் தமிழ்த் தேசியத்தின் கீழ் ஒன்றிணைந்து போராடும் குறிக்கோளுடன் விடுதலைப்புலிகள் இயக்கத்தினை அவர் கட்டியெழுப்பினார்.

தமிழ்த் தேசிய உணர்வுக் காலமாக அவரின் காலமாக இருந்தது தமிழ்த் தேசிய உணர்வு இங்கு பேரெழுச்சி பெற்றது.

தேசிய தலைவரின் உறுதியும், கொள்கைப் பிடிவாதமும், போர்க்குணமும் தான் வீரத்தனமான தளபதிகளையும், போராளிகளையும், தமிழ் சமுதாயத்தையும் உருவாக்கியுள்ளது. இன்று பலமான இனமாக உலகில் உயர்ந்து நிற்க வைத்ததும் அதுவே.

இந்திய-இலங்கை ஒப்பந்தகாலத்தில் மூத்த தளபதிகளான புலேந்திஅம்மான், குமரப்பா பலாலியில் தடுத்து வைக்கப்பட்டிருந்த காலப்பகுதியில் நடைபெற்ற உண்மை நிகழ்வை நினைவு கூறுவது இங்கு பொருத்தமானதாகும்.

அதாவது இந்தியத் தூவர் ஜே.என.தீக்ஷித் தலைவருடன் கலந்துரையாடும் போது கொள்கை பிடிவாதத்திலிருந்து இறங்கி வரும்படியும், அப்படி இல்லாவிட்டால் இரு தளபதிகளை இழந்து பலவீனமான நிலைக்குத் தங்கள் இயக்கம் தள்ளப்படும் என்னும் கருத்தைத் தெரிவித்து, அச்சுறுத்தி இருந்தார்.

அதற்குத் தலைவர் பதிலளிக்கையில் ஒவ்வொரு போராளிகளையும் தளபதிகளாகவே வளர்தெடுக்கிறேன். அதனால் கொள்கைக்காக இரு தளபதிகளை இழப்பதில் விடுதலைப்போராட்டம் பலவீனப்படாது என உறுதிபடக் கூறினார்.

தமிழீழ இலட்சியம் என்ற உயர்ந்த கொள்கைக்காக விடுதலைப் போரில் தளபதிகள், போராளிகள், மக்கள் கொட்டிய குருதியால் புனிதமாக்கப்பட்டுள்ள இந்த தாயகபூமி தியாக கிரீடத்தை அணிந்து கம்பீரமாக இருக்கிறது.

இது ஒருபுறம் இருக்க தாய்மண் மானமிழக்கத் துணிந்தவராகக் கருணா தமிழீழக் கொள்கைப் பிடிவாதத்திலிருந்து ஒதுங்கித் துரோகக்கிரீடத்தை அணித்துள்ளார். இனி இந்தத் தாய்மண்ணில் கருணாவின் நிழல்படுவது கேவலம்.

கருணாவின் துரோகமானது தேசியத் தலைவருக்கு மட்டும் இழைக்கப்பட்டதாக எவரும் கருதிவிடமுடியாது.

கருணாவின் துரோகம் தமிழர்களது விடுதலைப்போருக்கு இழைக்கப்பட்டதாகும்.

கருணாவின் துரோகம் ஒட்டுமொத்தமாகத் தமிழ்த் தேசியத்திற்கு இழைக்கப்பட்டதாகும். ஆதனால் தமிழ்த்தேசியம் துரோகத்தனத்தின் வடுக்களை அதிகம் சுமந்தே நிற்கிறது. கருணாவை ஊட்டி வளர்ந்த தாயகம் தலைவிரிகோலமாக்கப்பட்டு மானமழியும் நிலைக்கு ஆளாக்கப்பட்டுள்ளது.

தமிழ்த் தேசியத் தூய்மையான இரத்தத்தில் பிரதேசவாதக் கிருமிகளைக் கருணா கலந்துள்ளார். அத்தகைய பிரதேசவாத வெறியர்களையும், துரோகிகளையும் அடியோடு ஒழித்துவிடவேண்டும்.

அது மக்களின் தூர நோக்கப் பார்வைகளிலும், விழிப்புணர்விலும், ஒற்றுமையிலும் தங்கியுள்ளது. அதற்கு அப்பால் மக்கள் தற்காலிக நலனுக்காக தமிழ்த் தேசியத்தின் மீதான பிடிவாதத்தையும், பற்றுறுதியையும், சிறிதும் தளரவிட்டுவிடக்கூடாது.

தமிழ்த் தேசியம் நிர்மூலமாக்கப்படவேண்டுமென்பதில் தமிழ் விரோதசக்திகளுடன் சிங்கள தேசியமும், இந்தியத் தேசியமும் தீவிரமாகவே முயன்று வருகின்றது. சந்தர்ப்பம் கிடைத்த போதெல்லாம் அதற்கான முயற்சியைத் தொடர்ந்து நிறைவேற்றுவதே அவர்களது கொள்கையாக இருக்கிறது.

இவ் அளப்பரிய கஸ்ர காலங்களில் எல்லாம் அழிந்து விடாமல் தேசியத்தைப் பாதுகாப்பதற்காக எந்த சூழ்நிலையிலும், எந்தவொரு கட்டத்திலும் வளைந்துகொடுக்காத தைரியசாலியாகத் தேசியத் தலைவர் அர்ப்பணிப்புடன் தொண்டாற்றி வருகிறார்.

விடுதலைப் போராட்ட காலங்களில் இடையூறுகள் அதிகமாக இருப்பது உறுதியான வெற்றிக்கு அறிகுறி என்பதே அவரின் காலத்தில்தான் தமிழினத்திற்கு புதிய நம்பிக்கை, புதிய உறுதி, புதிய ஒற்றுமை பீறிட்டெழுந்தன.

தமிழர்கள் எவ்வளவுக்கெவ்வளவு தங்கள் தேசிய கௌரவ உணர்ச்சியின் பிடியில் தளம்பினரோ அவ்வளவுக்கவ்வளவு அவர்களின் அரசியல் அழிவிற்கான நிர்ப்பந்தங்களை அதிகமாகச் சிங்களம் தமிழர்கள் மீது சுமத்தவே செய்தது; செய்யும்.

ஆதலால் தமிழினத்தின் மொழி, மண், கலைப்பண்பாடு, வரலாறு, இனத்துவம் போன்றவற்றைமுழுமையாக மீட்டெடுக்கும் விடுதலைப்போரில் தேசியத்தலைவரின் வழிகாட்டலில் இன ஒற்றுமையுடன் மகத்தான போராட்டத்தில் பங்காற்றுவோம்.

ஒரு இலட்சியத்தை அடைய ஒரே இயக்கம்தான் போராட வேண்டும். அந்த இலட்சியத்தை ஆதரிக்கும் சகலரும் அவ்வியக்கப் பணிகளுக்குப் பின்புலப் பலமாக இருக்க வேண்டும். சில்லறை வேற்றுமைகளை மறந்து பகைவர்களை ஏகோபித்து எதிர்க்கும் சக்தியான தேசியத்தலைவரின் கீழ் இன ஒற்றுமையுடன் செயலாற்றவேண்டும்.

தமிழீழதேசம் ஒரு நாளும் அடியோடு வீழ்ச்சியுறாது. அது எப்போதும் உயர்ந்த கம்பீரமான கோபுரமாகவே காட்சிதரும். தமிழீழ தேசத்தை மறப்பவர்கள் தான் வீழ்ச்சியடைவர்கள்.

<span style='color:red'>UN agencies condemn forced displacement of Jaffna Tamils

The Resident Representatives of UNDP, UNHCR, UNICEF and WFP in Sri Lanka Thursday expressed their joint concern over recent reports of the displacement of northern Tamils from Batticaloa District, either as a result of fear of persecution, or as a result of threats. In a statement issued Thursday they strongly condemned the forced displacement and the violation of the basic rights of northern Tamils in Batticaloa. The UN agencies urged the authorities to ensure protection and to maintain law and order.
The following is the full text of the statement:

The Resident Representatives of UNDP, UNHCR, UNICEF and WFP in Sri Lanka today expressed their joint concern over recent reports of the displacement of northern Tamils from Batticaloa District, either as a result of fear of persecution, or as a result of threats.

These threats include those reportedly directed at businessmen and included in a flyer that ran in the local Tamil Alai newspaper published on 31 March 2004. This at a time when so many other persons displaced by two decades of conflict have seized the opportunity to return to their homes - some 356,000 people since the ceasefire agreement was signed in February 2002.

All citizens of Sri Lanka, including residents of Batticaloa District, have a right to life, liberty and security of person under Article 3 of the Universal Declaration of Human Rights, and a right to own property under Article 17. The UN agencies strongly condemned any abuse of these rights, which are also in contravention of the United Nations Guiding Principles on Internal Displacement, and urged the authorities of all parties to ensure protection, to hold accountable anyone who violates those rights, and to maintain law and order.

The UN agencies also called for an immediate end to the incitement of further violence in Batticaloa at a pivotal time in the search of the people of Sri Lanka for peace and prosperity. The use of threats and violence puts everyone's future at risk. All parties are called upon to respect the rights of people to live without fear or persecution and to take no action that jeopardizes the lives and well-being of Sri Lanka's people, particularly children who suffer especially through displacement.

The Agency Heads said that the latest developments leading to new displacement from Batticaloa should not only be seen as a tragedy for the affected families, but as a flagrant breach of human rights. </span>

<span style='color:red'>Batticaloa doctors protest against Karuna Group

Doctors at the Batticaloa teaching hospital protested Thursday against the Karuna Group for forcing Jaffna Tamils to leave the troubled eastern district. Eleven doctors from Jaffna, including six consultants who were working in the Batticaloa teaching hospital, left the district in the early hours of Thursday with Police escort. Hundreds of Jaffna Tamils fled the eastern town after armed cadres of the Karuna Group threatened and ordered them to leave Batticaloa on Tuesday night.

Meanwhile miscreants backed by the Karuna Group attacked and damaged a shop in Batticaloa town owned by a Jaffna businessman Wednesday night Police said.

"Medical services for the ordinary people of Batticaloa would be severely affected due to this unpardonably foolish move by the Karuna Group", lamented a doctor who protested in the hospital premises Thursday against what he described as "the Karuna Group's regional cleansing atrocities".</span>

மேலும் விடுதலைப் புலிகளின் தலைமைப் பீடத்தினால் கருணாவோடு இணைந்து நிற்பவர்கள் மீது விடுக்கப்பட்ட எச்சரிக்கையைத் தொடர்ந்து சத்தியமூர்த்தியின் பாதுகாப்பு மேலும் இறுக்கப்பட்டு, பாதுகாப்புப் பொறுப்பு கருணாவின் நெருங்கிய சகா ஒருவரின் பொறுப்பிலேயே விடப்பட்டிருந்தது.

இத்தனை பாதுகாப்பு முயற்சிகளுக்கு மத்தியிலும் இத்தாக்குதல் நடந்திருப்பது கருணா தரப்பை குழப்பத்திற்கு உள்ளாக்கியுள்ளது. இக்கொலையும் தாக்குதல் நடத்தியிருப்பவர்கள் தப்பிச் சென்றிருப்பதும் இத்தாக்குதல் கருணா குழுவினர் சிலரின் உதவியின்றி நடந்திருக்க முடியாது என்ற கருணாவின் சந்தேகத்தை வலுப்படுத்தியுள்ளது.

தாக்குதல் சம்பவத்தைத் தொடர்ந்து பாதுகாப்பு கடமையில் காவற்கடமையில் ஈடுபட்டிருந்தவர்களில் சந்தேகத்திற்குரியோர் எந்நேரமும் கைது செய்யப்படலாம் என்ற பயம் கருணா குழுவினர் மத்தியில் ஏற்பட்டுளளது.
