Muted criticism of Tigers as Sri Lanka poll nears (Reuters)

JAFFNA, Sri Lanka - In the heartland of Sri Lanka's war over a separate Tamil state, campaigning against the wishes of the Tamil Tiger rebels is a dangerous game.


Soldiers with machine guns accompany Tamil candidates who oppose the Liberation Tigers of Tamil Eelam (LTTE) and the rebel-backed Tamil National Alliance (TNA).

Few will openly admit to supporting these candidates, but there is growing criticism of the LTTE.

People are fed up with the LTTE. If they get the chance to vote freely, the TNA will be in big trouble. But I dont think they will get the chance, whispered one man at the edge of a bustling weekend market in Jafna, the centre of the 20-year war for a Tamil state.

Overall, the April 2 election is a struggle between the United Peoples Freedom Alliance of President Chandrika Kumaratunga and the United National Party of Prime Minister Ranil Wickremesinghe.

The two groupings dominate the Sinhalese majority on the rest of the island, but neither is predicted to win a majority, leaving the TNA in a possible kingmaker role.

Many Jaffna residents said they supported the TNA because they felt their representation in parliament would help advance peace efforts, since the Tigers say they want to resume peace talks with the government that have been on hold since April.

But behind closed doors people say they are fed up with the high taxes imposed by the Tigers and are angered that intimidation prevents other candidates from campaigning.

Already its not fair. Only one party can go out and campaign freely, said another man who did not want to be identified.

Some non-TNA candidates scarcely venture out at all.

In the 20 days since I have been back (from Colombo), only twice have I seen the sun. That is the life, said Douglas Devananda, who heads the Eelam Peoples Democratic Party, a Tamil party that opposes the Tigers.

Barricaded in movie hall

Devananda lives barricaded in the eerie dim of an abandoned movie hall, where visitors are frisked before entering and armed guards line the stairwells. His supporters campaign with army and police escorts who hold their pistols drawn, because of what Devananda says are threats and intimidation from the Tigers -- who, despite a truce holding since February 2002, were accused of carrying out dozens of political killings last year.

People cant hire vehicles or equipment to other parties (than the TNA), or they're threatened, said a Jaffna priest who did not want to be named.

People need to question -- why do the other candidates have to go out with the army? he said.

Despite murmurings of dissent, TNA candidates expressed confidence they had the full support of the people.

Through parliamentary elections, we'll be able to tell the whole world the unity of the Tamil people and of our needs, said candidate Solomon Soosaipillai Cyril.

He denied allegations that if the party came under pressure it would resort to rigging.

The people are fully aware that through these elections democracy will prevail, he said.

But the priest said ballot stuffing was a worry because the names of people displaced by the war were still on voting lists.

He also said it was time to break what he called a culture of silence pervading Jaffna.

People are saying, we will use our votes. People say, theres no speech freedom, but through the votes we will leave some message, he said.

Report: renegade Tamil rebel leader warns residents not to help mainstream rebel group

Associated Press, Tue March 23, 2004 02:26 EST . - - COLOMBO, Sri Lanka - (AP) A renegade rebel leader has warned residents of areas under his control not to cooperate with the mainstream Tamil Tiger guerrilla movement, a Tamil Web site reported Tuesday.
``We strongly urge the people ... not to have any secret links with Vanni leadership,'' Vinayagamoorthy Muralitharan's faction said in a statement quoted by the independent Eelam Nation Web site. Vanni is the area in Sri Lanka - 's north where the mainstream rebels have their main base.

Muralitharan broke away from the main Liberation Tigers of Tamileelam group on March 3, taking with him more than 6,000 troops, or more than a third of the entire rebel force.

It was the first time that such a warning has been issued by Muralitharan since the split.

``We also warn the people to vigilant about movements of suspicious persons and to inform us immediately if such persons are seen,'' the statement said.

There was no immediate comment from the mainstream rebel group.

In the past, the Tigers have killed members who abandoned their ranks.

But there apparently has been no attempt on Muralitharan's life. That could be a testament to his abilities as a commander who has won some of the Tigers' most decisive battles.

The Tigers began fighting the Sri Lankan army in 1983, accusing the government of discriminating against the country's Tamil minority.

The fighting stopped in February 2002 with a Norwegian-brokered cease-fire, but the rebels walked out of peace talks in April. A dispute over how to deal with the rebellion triggered a power struggle between the country's president and the prime minister which led to a decision to hold snap general elections on April 2.

Tamil rebels square off along Sri Lankan river _ a potential flashpoint in renewed warfare

DILIP GANGULY - Associated Press Writer - VERUGAL FERRY, Sri Lanka - (AP) A barefoot Tamil rebel fighter perches in a tree by the Verugal river, using a leafy branch to rest the barrel of his machine gun that points to the northern bank. From behind sand bags on the north side, other Tamils point weapons the opposite way. Vinayakamoorthy Sivanesadurai, a 40-year-old field commander, eyed the north from the south bank that marks the edge of eastern Sri Lanka - territory controlled by a renegade Tamil leader.
``We will not be the first to fire,'' he said. ``But if they fire, it will have terrible consequences.''

His younger brother is the eastern commander who earlier this month broke from Tamil Tigers based in the north, arguing that the northern leadership treated eastern Tamils as second-class.

The nearby Verugal Ferry crossing provides the only link between territories claimed by the two groups.

Rebels carrying rifles, grenades and radio transmitters melt in and out of the jungle here, and Tamil Tiger propaganda blares from a loudspeaker on the north side.

Otherwise, the atmosphere can be deceptively calm.

On the southern bank, a Tamil woman sells ``alu bonda'' potato cutlets from a makeshift hut. A fish monger offers his catch to passengers who cross the river by hand-pulled ferry. The river, only 150 meters (500 feet) wide in the dry season, has crocodiles so nobody dares to swim.

But this picture-postcard ferry crossing carries deeper dangers: It could become the flash-point in reviving the civil war that left 65,000 people dead before a 2002 cease-fire between Tamil rebels and the Sinhalese-dominated government.

This tropical island of 19 million people was looking good after the Norwegian-brokered accord. Peace talks were launched.

But they were halted last April when the rebels made additional demands.

Then in November, the president began an intense power struggle with the prime minister her political rival on how to handle the peace process. That feud has culminated in snap elections to be held next week.

On March 3, the eastern commander, Vinayagamoorthy Muralitharan, broke away from the Tigers with more than 6,000 of the group's 15,000 troops.

His elder brother, better known as Reggie, frequently visits Verugal Ferry to supervise its defenses. He is a renowned marksman credited with 100 sniping deaths of government troops during the peak of the civil war in the 1990s.

He calmly sips Coca-Cola on the river's southern bank.

``If they attack us, we are ready and they will regret their action,'' he said. ``We have enough weapons and cadres to beat back the other side.''

There have been preparations for war on both sides.

On the southern bank, rebels cut trees and logs for bunkers, transporting them in tractors to road-side points where others collect them on their shoulders and vanish into the jungle.

There are similar scenes on the northern side controlled by Tamil Tiger leader Vellupillai Prabhakaran. Rebels have set up camps every few kilometers (miles), said a European aid worker who was allowed by northern rebels to travel through that area.

The Verugal Ferry lies halfway between the northeastern town of Trincomalee, famed for its port, and the main eastern city of Batticaloa. Before 1983, when Sri Lanka - 's civil war started, at least 100 vehicles crossed per day. Now, only two state-run buses pass daily. Aid workers occasionally pass through.

The Sri Lankan army has a large presence nearby, and could easily be sucked into any conflict here. There is no proper demarcation between government and rebel-controlled areas. Hundreds of small hamlets dot the region.

Along the 70-kilometer (40-mile) road between Batticaloa and the ferry crossing, as many as five army camps are manned by Sri Lankan soldiers who stand behind sandbag fortification.

``We have no intention of getting involved in their problem,'' Lionel Balagalle, the chief commander of Sri Lanka - 's 100,000 armed forces, said in Colombo. ``But we may be forced to defend ourselves if they start using heavy weapons which may affect us.''

Military intelligence officers say neither of the rebel sides could sustain a conventional war for long. Fighting could start with a sniping death at Verugal Ferry, then open warfare. But both sides would soon opt for a guerrilla war, which would make the Sri Lankan army vulnerable.

``For two years we had no fighting. That was very good,'' said Jal Moly, a 19-year-old female fighter on the southern bank who clutched a M-16 Colt rifle.

``But now I am called again to duty and I am ready,'' she said patting her weapon. ``But I am told to wait.''

Tamil professor shot in his home in eastern Sri Lanka

Associated Press, Wed March 24, 2004 01:38 EST . - - COLOMBO, Sri Lanka - (AP) Two unidentified men entered the home of a Tamil university professor in eastern Sri Lanka - and shot him, injuring him seriously in an apparent warning from the main Tamil Tiger rebel group, officials said Wednesday. Several students at the university have participated in recent protests in support of Muralitharan. However, many other students from the north fled after Muralitharan broke away from the main rebel group, which is headquartered in northern Sri Lanka - .
Ajmeer said police have not been unable to interview Thiruchelvam because of his injuries. He was being treated at the area hospital under police protection, he said.

On March 1, unidentified gunmen stormed a hospital in the Batticaloa area and killed a Tamil parliamentary candidate who was being treated for injuries received in an attempt on his life two days earlier.

Investigations are continuing, Ajmeer said.

எந்தவொரு தீயசக்தி உருவாக்கும் பிரதேச வாதத்தினை மக்கள் ஆதரிக்க மாட்டார்கள் என்பதிலும், ஒன்றுபட்ட தனித்தமிழ்த் தேசிய ஒருமைப்பாட்டில் ஆணித்தரமாக இருப்பார்கள் என்பதிலும் புலம் பெயர்ந்து வாழுகின்ற மாணவர்களாகிய எமக்கு எள்ளளவும் ஐயம் இல்லை.

இவ்வாறான சந்தர்ப்பங்களைத் தமக்குச் சாதகமாக பயன்படுத்திக்கொள்ள நினைக்கின்ற வெளிநாட்டு மற்றும் உள்நாட்டுத் தீயசக்திகளினால், தமிழீழத்தில் மற்றும் உலகெங்கும் வாழுகின்ற தமிழரின் தனித்தமிழ்த் தேசிய ஒருமைப்பாட்டினைச் சீர்குலைக்க முடியாது.

கால்ற்ரன் பல்கலைக்கழகத் தமிழ் மாணவர்களாகிய நாம் தமிழீழ மாணவர்களினதும் மக்களினதும் முன்னேற்றத்திற்கும் தமிழ்த்தேசிய ஒருமைப்பாட்டிற்கும் ஓங்கிக் குரல் கொடுப்போம்.

இவை தொடர்பாக பல நூல்கள் பலரும் எழுதி இருக்கிறார்கள்...இவற்றை எல்லாம் ஒரு காலத்தில் படித்திருந்தோம்...இப்போ அவை பற்றி அதிகம் கவனம் இல்லை...! பழையவற்றை மீண்டும் கிளறுவது அவசியமற்றது...நாம் ஓர் உதாரணத்துக்கு அங்கு சொன்னோம்...! அது உதாரணமானாலும் உண்மைகள் இருக்கு...!

Indian Tamil Vote May be Polarized in Sri Lanka Polls

COLOMBO, Mar 24 (OneWorld) - The vote of Sri Lanka's minority Indian Tamil community is likely to be sharply divided in the April 2 parliamentary polls because a young, pro-Tamil Tiger guerrilla political party has decided to contest alone this time, threatening the votebank of the community's main representative, the Ceylon Workers Congress (CWC).

The newer party, Upcountry People's Front (UPF), is known to be pro- the Liberation Tigers of Tamil Eelam (LTTE). Led by an outspoken politician, P. Chandrasekaran, it has tremendous appeal among disgruntled Indian Tamil youths.

Their resentment stems from the fact that Indian Tamils fare worse than their Sri Lankan counterparts on many counts. Their literacy rate is 65 percent while the national figure is 92. Life expectancy of an Indian Tamil is 63 while the country's average is 73. When it comes to daily income, the national figure is US $3 per day while Indian Tamils make only US $1.4.

In comparison to the UPF, the CWC, which was founded in 1950, has great appeal among the older generation of Indian Tamils, most of whom are plantation workers. These people do not want to upset their relations with the majority Sinhala community and are not keen to fight for a change in their status and more rights, something the UPF strongly advocates.

The CWC was instrumental in securing whatever rights the neglected Indian Tamil community won, including citizenship. It was formed following a request made to Indian leaders Mahatma Gandhi and Jawaharlal Nehru by the Tamils. The party was considered an undisputed political force in the plantation sector till the emergence of the UPF in 1989.

The base of the CWC is the hill district of Nuwara Eliya in the Central Province, where 60 percent, or 400,000, of the district population are Indian Tamils. The small community numbers around 1.5 million in Sri Lanka.

The threat to the CWC was made apparent in 1994, when the UPF contested the polls and won one out of seven seats from the district. The CWC, which usually wins four seats, retained only three.

The UPF consolidated its base in the 2001 elections, when CWC leader Arumugam Thandaman polled 121,542 preferential (individual) votes while UPF's Chandrasekaran followed close on his heels with 121,421 votes.

Both parties contested in 2000 and 2001 under the banner of Prime Minister Ranil Wickremesinghe's United National Party (UNP).

But after President Chandrika Kumaratunga dissolved Parliament and declared snap polls in February, the UNP decided it would contest alone this time round. The CWC will stay with the UNP.

Till the nomination deadline of February 24, the UPF was making every effort to align with the LTTE proxy, Tamil National Alliance, the main party for Sri Lankan Tamils contesting in the northern and eastern provinces.

The aim of this move was to form a grand alliance of minority Tamils -- Sri Lankan Tamils in the north and east and Tamils of Indian origin in the Central Province -- in a bid to maximize the pro-LTTE representation in Parliament.

The attempts did not materialize because of regional differences.

Many now fear the UPF's decision to contest alone will expose the divisions in the Indian Tamil vote, and consequentially reduce their already limited political bargaining power.

Remarks S. Arulsamy, a former CWC provincial councilor turned UPF candidate, "The CWC leaders enjoy perks and ministerial privileges. But they fail to address basic issues like housing and unemployment. It is thanks to their lethargy that 90 percent of the Indian Tamils still live as laborers in the plantations."

The UPF is quite popular among Indian Tamil youths who are angry about the lack of employment opportunities and the Sri Lankan Tamil population in the district of Nuwara Eliya.

Says Pujitha Manawadu, Nuwara Eliya organizer of the UNP, "The UPF, with its revolutionary slogans, is attracting the youth vote. Also, with its LTTE links, it will get the bulk of the Jaffna Tamil votes in the district."

Manawadu thinks the CWC will be able to retain the three seats it holds in the district, but adds, "Whichever way the vote goes, the UNP will be the winner. The UPF, through going solo, is likely to help the UNP form the next government if it wins more seats than Kumaratunga's Sri Lanka Freedom Party (SLFP) led alliance."

The parents of Indian Tamils are worried about the CWC's growing popularity. They allege the UPF is instigating youths to revolt and demanding they express solidarity with the LTTE, which has for two decades fought a guerrilla war that has claimed around 60,000 lives and displaced thousands of people.

Complains estate laborer Appadorai Ramanathan from Pedro Estate, Nuwara Eliya, "We don’t like the way Chandrasekaran instigates our sons to revolt. Our living standards are much better now than what they were a few years ago. We enjoy harmonious relations with the Sinhalese. Chandrasekaran's agenda is to upset this stability." Ramanathan has a teenage son.

Chandrasekaran is heavily criticized by nationalist parties like the SLFP, Marxist Janatha Vimukthi Peramuna (JVP) and Sinhala Urumaya for his publicized remarks that Tamils should fight for a separate state if their demands aren't met.

Discloses casual labourer Suresh Kandasamy, the father of a four-year-old son, "We saw very difficult times but now things have improved. Chandrasekaran's plan is to get our youths to join the LTTE and promote separatism. The CWC is the only party we can trust and we owe almost everything to them."

He adds, "The division of the Indian Tamil vote due to Chandrasekaran's moves will only see us losing our bargaining power."

Arulsamy dismisses the charges against the party and its leader. "There is no basis to these allegations. All we want is unity among Indian and Sri Lankan Tamils."

He offers, "Since it was only the CWC that represented Indian Tamils for the last five decades, people are a little skeptical about the new entrants."

Remarks political analyst Upul Joseph Fernando, "There seems to be a steady increase in Chandrasekaran's popularity. But rather than the quality of politics, it has more to do with people's desire to try various political choices."

Fernando predicts that the UPF is likely to pose a huge threat to the CWC in the near future.
