Karuna Group eyes cabinet portfolio

The Tamil National Alliance candidates in Batticaloa who might be elected in the April polls to Sri Lankas Parliament should be ready to work with the government that comes to power in Colombo, according to instructions issued Monday by the Karuna Group to Tamil politicians in the troubled eastern district, sources said. One of the TNA MPs elected from Batticaloa would be given a cabinet portfolio, according to Mr. Rajan Sathiyamoorthy, a TNA candidate who is a confidante of Mr. V. Muraleetharan, the leader of the Karuna Group.
The Sunday Leader, an independent English weekly published from Colombo reported in its latest issue that the Karuna Group had begun negotiations with the alliance between President Chandrika Kumaratungas Sri Lanka Freedom Party (SLFP) and the Marxist Janatha Vimukthi Peramuna (United Peoples Freedom Alliance- UPFA) from last month.

We are in a messy quandary because there is no development worth talking about in Batticaloa, a TNA candidate said.

Meanwhile, SLFP sources in Colombo told TamilNet their party had neither talks nor contacts with the Karuna Group.

Karuna has been accused of ordering the massacre of 600 Policemen who surrendered to the LTTE in 1990, of killing Buddhist monks in Arantalawa, of murdering hundreds of Muslims and abducting thousands of children. மட்டக்களப்பு- திகாமடுல்ல கூட்டமைப்பு வேட்பாளர்களின் பிரசார வழிமுறைகள் குறித்து கருணா தரப்பு அறிவுறுத்தல்

மட்டக்களப்பு- திகாமடுல்ல மாவட்டங்களில் தமிழ்த் தேசியக் கூட்டமைப்பில் போட்டியிடும் வேட்பாளர்களுடன் கருணா தரப்பினர் நேற்று திங்கட்கிழமை சந்தித்து கலந்துரையாடியுள்ளனர்.

கரடியனாறிலுள்ள தேனகத்தில் நேற்றுக் காலை 11 மணிக்கு நடைபெற்ற இந்தச் சந்திப்பின்போது மட்டக்களப்பு- திகாமடுல்ல மாவட்டங்களில் போட்டி யிடும் தமிழ்த் தேசியக் கூட்டமைப்பு வேட்பாளர்களுடன் இருதரப்பாக இந்தச் சந்திப்பு இடம்பெற்றுள்ளது.

இந்தச் சந்திப்பின்போது கருணா தரப்பு சார்பாக விசு, துரை, ராபட், பாவா ஆகியோர் கலந்து கொண்டுள்ளனர்.

மட்டக்களப்பு- அம்பாறை மாவட்டங்களின் அபிவிருத்தி, புனரமைப்பு நடவடிக்கைகளை முன்னெடுப்பது தொடர்பாக மட்டுமே தேர்தல் பிரசார நடவடிக்கைகளை முன்னெடுக்க வேண்டுமென்றும், வேறு எந்தவொரு விடயங்கள் தொடர்பாகவும் பிரசாரத்தில் ஈடுபடக்கூடாதென்றும் கருணா தரப்பினரால் வலியுறுத்தப்பட்டுள்ளது.

தமிழ்த் தேசியத்தின் ஒற்றுமைக்கு எதிராக பிராந்திய ரீதியிலான பிரசார நடவடிக்கைகளைத் தம்மால் மேற்கொள்ள முடியாதென்று கூட்டமைப்பின் மட்டக்களப்பு மாவட்ட முதன்மை வேட்பாளர் ஜோசப் பரராஜசிங்கம் தனது நிலைப்பாட்டை தெளிவுபடுத்தியதாகவும் தெரிய வருகிறது.

இது தொடர்பான தமது நிலைப்பாடு குறித்து இரு தினங்களில் தமது முழுமையான நிலைப்பாட்டை தெரிவிப்பதாகவும் கருணா தரப்பினர் தெரிவித்துள்ளனர்.

கருணா ஒரு 'புருட்டஸ்'..... - கரிகாலன் செவ்வி

மட்டக்களப்பு அம்பாறை மாவட்டத்தின் தளபதியாக இருந்த கருணாவின் செயற்பாட்டால் பல்வேறு குழப்பங்கள் வதந்திகள் மக்கள் மனதில் ஏற்பட்டிருக்கும் வேதனைகள் என தாயக மக்களும் புலம்பெயர்ந்த மக்களும் ஒருவிதமான வேதனையில் இருக்கின்ற நிலையில் இந்த விடயம் தொடர்பாக மக்களுக்கு தெளிவுபடுத்தவேண்டும். என்ற நோக்கில் நாம் புலிகளின் இயக்கத்தின் மூத்த உறுப்பினர்களில் ஒருவரான கரிகாலன் அவர்களை சந்தித்து நாம் சென்ற விடயத்தைக் கூறினோம்.
அது ஒரு மாலை நேரம் மங்கிய மின்னொளி விளக்கு வெளிச்சத்தில் அவர் அமர்ந்திருந்த கொட்டகையில் மட்டு-அம்பாறை மாவட்டத்தில் கருணா என்ற தனிமனிதன் ஏற்படுத்திய சிறு சலசலப்புத் தொடர்பாக எங்களுடன் தன்னுடைய கருத்துக்களையும் இந்த விடயம் ஏற்பட்டதன் பின்னணி தொடர்பாகவும் கருணாவின் உண்மையான சுயரூபத்தையும் எம்மிடம் தெளிவாக எடுத்துக்கூறினார்.

இந்த விடயம் தொடர்பாக தென்னிலங்கை சிங்கள ஆங்கில மற்றும் சில சர்வதேச ஊடகங்கள் ஊதிப்பெருப்பிக்கும் நிலையில் கரிகாலன் இது ஒரு சிறு சலசலப்பு என்றும் இந்த நெருக்கடி மிகவிரைவில் முடிவுக்கு கொண்டு வரப்படும் என்றும் கருணாவின் இந்த முயற்சி ஒருபோதும் வெற்றியளிக்கப் போவதில்லையெனவும் எம்மிடம் தெளிவுபடக் கூறினார்.

அவர் கருணாவின் இந்த செயற்பாட்டிற்கு பின்புலமாக நின்று செயற்படும் சக்திகள் ஒரு கட்டத்தில் அவர்களின் தேவை நிறைவுகிற போது கைவிட்டுவிடக்கூடும் எனவும் அப்போது கருணா தமிழ் மக்களின் வரலாற்றில் தோன்றிய ஒரு 'புருட்டஸ்'ஸாகவே நிச்சயம் நோக்ப்படுவார் என்றும் எம்மிடம் கூறினார்.

இனி நாம் புலிகள் இயக்கத்தின் மூத்த உறுப்பினர்களில் ஒருவரான கரிகாலன் அவர்களுடனான செவ்விக்குச் செல்வோம்.

கருணா தான் செய்த ஒழுக்கக்கேடான நடவடிக்கைகளையும் நிதி மோசடிகளையும் மூடி மறைப்பதற்காக தான் ஒரு மாவட்டத்தினுடைய விசுவாசி எனவும் தான் தான் இவ்வளவு காலமும் கஸ்ரப்பட்டுப் போராடியது போலவும் காட்டுகின்ற அதேவேளை எமது தலைமையால் மட்டக்களப்பு மாவட்டம் புறக்கணிக்கப்படுவது போலவும் உண்மைக்குப் புறம்பான நயவஞ்சகமான பிரதேச வாதத்தைக் கிளம்பிவிட்டிருக்கிறார்.

இந்த பிரதேசவாதமானது காலத்திற்குக்காலம் தேர்தல் காலங்களில் மட்டும் தான் அது பிரதிபலிப்பது உண்டு. ஏனைய காலங்களில் வழக்கிழந்து போய் மறைந்து போய் விடுவதுண்டு.

தற்போதும் தேர்தல் காலம் என்பதால் கருணாவும் அதே உத்தியைப் பயன்படுத்தி கருணா என்ற மனிதனுக்கு ஏற்பட்ட நெருக்கடிகளை தீர்த்துக்கொள்வதற்காக இந்த பிரதேசவாதத்தைக் கையில் எடுத்திருக்கிறார். இதனூடாக தன்னை நியாயப்படுத்த முனைகிறார். நிச்சயமாக கிழக்கு மக்கள் மத்தியில் கருணாவின் இந்த உழுத்துப்போன பிரதேசவாதம் எடுபடாது. கிழக்கு மக்களும் கிழக்குப் போராளிகளும் இதற்கு அனுமதிக்கப்போவதில்லை.

கிழக்கில் உள்ள மக்களும் போராளிகளும் தலைவர் பிரபாகரனையும் தமிழீழத் தேசியத்தலைமைகளையும் தங்கள் நெஞ்சங்களில் உயரிய இடத்தில் வைத்து பூசித்து வருகிறார்கள்.

கருணாவின் இந்த நிலைப்பாடு அவருக்கு தற்காலிகமாக ஒரு இடைவெளியை ஏற்படுத்திக்கொடுக்கலாம். ஆனால் இது நீண்ட கால அடிப்படையில் அவருக்கும் அவருக்குப் பின்னால் இருக்கும் பின்புல சக்திகளுக்கும் எந்த வெற்றியையும் பெற்றுக் கொடுக்கப்போவதில்லை.

கருணா ஏதோ ஒரு பின்புலசக்தியோடு இணைந்து எடுத்த ஒரு தீர்க்கமான முடிவை கிழக்கு மக்கள் மத்தியிலும் நடைமுறைப்படுத்துவதில் குறியாக இருந்தாரே ஒழிய அங்கிருந்த தளபதிகளோடும் போராளிகளோடும் பொறுப்பானவர்களுடனும் கலந்தாலோசிக்கவோ அவர்களது ஆலோசனைகளைப் பெற்றுக்கொள்ளவோ தயாராக இருக்கவில்லை. இதன் விளைவுதான் இன்று கிழக்கில் கருணாவால் ஏற்படுத்தப்பட்டிருக்கும் சிறு சலசலப்பு ஆகும்.

இதில் வேதனை தரும் விடயம் என்னவென்றால் கிழக்கு மக்களினதும் போராளிகளினதும் விரும்பங்களையும் அபிலாசைகளையும் இறுதிவரை அவருக்கு நாங்கள் எடுத்துச் சொல்ல முயன்றது பயனளிக்காமல் போனது தான்.

இதில் இன்னுமொன்றைக் கவனிக்க வேண்டும். கிழக்கு பிரச்சினை தொடர்பாக ஒரு முடிவு வரமுதலே கருணா தன்னுடைய அடிமனதில் எடுக்கப்பட்டிருந்த முடிவை பிரிந்து செயற்படப்போவதாக அறிவிப்பதிலேயே கவனம் செலுத்தினார். இதில் முக்கியமானது என்னவென்றால் ஏற்கனவே எடுக்கப்பட்ட முடிவை செயற்படுத்துவதற்கான தந்திரரோபாயம்இ ஆகவே இந்த மாவட்ட நலனை அவர் கையில் எடுத்துக்கொண்டார். அவர் உண்மையில் ஒரு போலியான மனிதர்.

நாம் கொஞ்சக்காலமாகவே கருணாவிடம் பல மாற்றங்களை அவதானித்து வந்தோம். அவர் பல இரகசிய சந்திப்புக்களை மேற்கொண்டு வந்தார்.

கருணாவின் இந்த முயற்சி சர்வதேச hPதியாக எமது போராட்டம் ஏற்றுக்கொள்ளப்பட்டு ஒரு தீர்வு கனித்துவரும் நேரம் எல்லா நாடுகளும் பேச்சுவார்த்தைகளை நடாத்தி தீர்வைக் கொண்டு வரவேண்டும் என்பதில் ஈடுபட்டிருக்கும் இந்த வேளை இதனை விரும்பாத சக்திகளுக்கு கருணாதுணை போய்விட்டார்.

கிழக்கு நிலைமை தொடர்பாக பேசுவதற்கு எமது தலைவர் கருணாவை வருமாறு அழைத்துத்தான் இருந்தார். இது சிறியவிடயம். தலைவருடன் சந்தித்து ஏற்கனவே பல்வேறு பிரச்சினைகள் தீர்க்கப்பட்டுள்ளன. இதுவும் ஒரு தீர்க்கப்படக்கூடிய விடயமே. கிழக்கு மக்களின் அபிலாசைகளில் கை வைத்துள்ளார்.

எனக்கு ஒன்று மட்டும் தெளிவாக தெரிந்தது. இவர் ஏதோ ஒரு சக்தியிடம் விலை போய்விட்டார். அத்தோடு அதற்கான ஒரு முடிவையும் எடுத்துவிட்டார்.

அதற்கான ஒரு வழிவகையாகவே அவர் இந்த உத்திகளை தெரிந்தது.

தலைவரோடு இணைந்து முப்பது வருடகாலப்போராட்டத்தில் நீண்ட காலம் போராடியவர் என்றவகையில் உண்மையாக கருணா மாவட்ட மக்களிலும்இ போராளிகளினதும் நலனில் அக்கறை கொள்பவராக இருந்திருந்தால் இந்த விடயத்தை தலைவருக்குத் தெரியப்படுத்தியிருந்தால் இந்த பிரச்சினையை சுமூகமாக தலைவர் தீர்த்துவைத்திருப்பார்.

மேலும் கரிகாலன் அவர்களிடம் கிழக்கில் மேற்கொள்ளப்படும் எதிர்ப்புக்கள் தொடர்பாக நாம் கேட்டபோதுஇஅது ஒருசில கருணாவின் அடியாட்களாலும் கருணாவின் உறவினர்களாலும் மேற்கொள்ளப்படும் ஒரு போலியான நாடகம். முப்பது வருடங்களுக்கு மேலாக கிழக்கு மக்கள் தங்கள் நெஞ்சங்களில் தலைவரை சுமந்து வருகின்றார்கள். இது ஒரு சில நாட்களில் கருணா என்ற மனிதனால் தூக்கிய எறியக்கூடிய விடயமல்ல.

கருணா உலகிற்கு ஒரு போலியான ஆதரவு தனக்கிருப்பதாக காட்ட நினைக்கும் ஒரு பலாத்கார முயற்சி.

ஆனால் உண்மையில் கிழக்குப் போராளிகளும் மக்களும் தங்கள் மனங்களுக்குள் குமுறிக் கொண்டிருக்கின்றார்கள்.

நாம் அங்குள்ள மக்களோடு தொடர்பு கொள்கின்றபோது அவர்கள் கண்ணீர் வடிக்கிறார்கள். எமது தேசிய எழுச்சிப்பாடல்களை கேட்கும்போது தங்களால் கண்ணீர் வடிக்க முடியாமல் இருக்கமுடியவில்லையென எங்களிடம் முறையிடுகிறார்கள். இது எதைக்காட்டுகிறது என்றால் கிழக்கு மக்களின் உணர்வுகைள கருணா என்ற மனிதனால் மழுக்கடிக்ச் செய்ய முடியாதென்பதையே.

இப்பொழுது கருணா மிகவும் குழம்பிப்போன மனிதராக உள்ளார். தன்னை மறைப்பதற்காக கற்பனையான சில பிரச்சினைகளை உருவாக்கி மக்களின் உணர்ச்சிகளை தூண்ட முயற்சிக்கிறார். இந்த முயற்சியும் கருணாவுக்கு தோல்வியையே தரும்.

கருணாவுக்கும் சிறிலங்கா இராணுவத் தளபதி பலகல்லவுக்கும் இடையே நெருக்கிய தொடர்பு ஏற்பட்டிருக்கிறது. இந்த விடயம் மக்களுக்கு இன்னும் தெரியவரவில்லை. இந்த விடயம் தெரியவரும்போது மக்கள் முழுமையான இவருடைய சுயரூபத்தைப் புரிந்து கொள்வார்கள்.

கருணா தன்னுடைய பிரதேசவாதத்திற்கு வலுச்சேர்க்கும் வகையில் யாழ்ப்பாண வர்த்தகர்களை அங்கிருந்து வெளியேற்றியும் அதேநேரம் கிழக்கு மாணவர்களை யாழ்ப்பாணத்தில் இருந்து வெளியேற்றுவதாக பொய் வதந்தியை கிளப்பி வருகிறார். இதனால் பாதிக்கப்படபோவது மட்டக்களப்பு மக்களும் மாணவர்களுமே ஆகும்.

கருணா சிறிலங்கா இராணுவத்தோடு ஒரு ஒப்பந்தம் செய்ய முயற்சி செய்தார். அப்படிப்பார்த்தால் கருணா யாரோடு சண்டை செய்ய முயற்சி செய்கின்றார் என்ற கேள்வி எழும்.

அந்தவகையில் கருணா தமிழருக்கெதிராகவும் தமிழர் தலைமைக்கெதிராகவும் ஒட்டுமொத்தமாக தமிழ்த்தேசிய தலைமைக்கெதிராகவும் சண்டை செய்ய முயற்சிப்பது தெரியவரும். அப்போது கிழக்கு மக்கள் கருணாவைப் புறந்தள்ளி விடுவார்கள். இந்த நிலைக்கு பெற்றோர்கள் தமது பிள்ளைகளை கருணாவோடு இணைந்து செயற்பட அனுமதிக்கமாட்டார்கள். எந்தவொரு காலகட்டத்திலும் தேசியத்தலைவருக்கு எதிராக தமது பிள்ளைகளையோ தாங்களோ செயற்பட அனுமதிக்கப்போவதில்லை.

ஏனென்றால் நாம் கிழக்கில் இருக்கும் போது எங்களிடம் தங்கள் பிள்ளைகளை ஒப்படைக்கும் போது அவர்களிடம் நாம் ஒரு வாக்குறுதி அளித்திருந்தோம். உங்களுடைய பிள்ளைகள் எமது நாட்டிற்காக தேசியத்திற்காக போராட வந்திருக்கிறார்கள். அவர்கள் நிச்சயமாக வெற்றி பெறுவார்கள். ஒரு நாளைக்கு உங்களுடைய பிரச்சினைகளுக்கெல்லாம் தீர்வு வரும் என நம்புங்கள் எனக் கூறியே பிள்ளைகளை நாம் பொறுப்போடுத்தோம். அந்த பிள்ளைகளின் அந்தப் பெற்றோர்களும் எமது தலைமைக்கு எதிராக ஒருநாளும் செயற்படமாட்டார்கள். அவர் அப்படி கருதுவாரானால் அவர் கற்பனையில்
வாழவேண்டியதுதான்.

கருணா யாழ் பல்கலைக்கழக விரிவுரையாளர்களைக்கூட வெளியேற்றியிருக்கிறார். இதனால் பாதிக்கப்படப்போவது மட்டக்களப்பு மாணவர்கள்தான். மட்டக்களப்பு மாணவர்களுடைய கல்விதான் இதனால் பாழடிக்கப்பட்டு இருக்கிறது.

மாவட்ட நன்மைக்காக கஸ்ரப்படுவதாக கூறும் இவர் மட்டக்களப்பு மாணவர்களுடைய கல்வியை சீரழிப்பது எந்தவகையில் நியாயம். இதனை மாணவர்களும் மக்களும் ஒருபோதும் அனுமதிக்கப் போவதில்லை.

இன்னுனொருவகையில் தலைவரால் படைபலாPதியாக வழங்கப்பட்ட ஆயுத விபரங்களை ஊடகங்கள் மூலமாக பகிரங்கப்படுத்தி வருகிறார். அத்தோடு போராளிகளின் தொகையையும் புள்ளிவிபரங்களில் வெளியிட்டு வருகிறார். இதன் மூலம் கருணா எதிரிகளுக்கு தகவல்களை வழங்கிவருகிறார். ஒரு சிறந்த இராணுவத்தளபதி இத்தகைய தகவல்களை வெளியிடமாட்டார். இதன்மூலம் அவர் எமது இனத்தையே காட்டிக்கொடுக்கிறார்.

இந்தவிடயம் தொடர்பாக தலைவர் கதைக்கும்போது அவரின் ஒரு உணர்ச்சிவசப்பட்ட ஒரு துரோகத்தனத்தைத்தான் பார்ப்பதாகக் கூறினார்.

கருணாவால் முன்வைக்கப்பட்டிருக்கும் குற்றச்சாட்டுக்களும் நிபந்தனைகளும் வைத்திருக்கும் காலப்பகுதியே இங்கு முக்கியம் தருகிறது. கருணா எத்தனை தடவைகள் தலைவரைச் சந்தித்திருக்கிறார். அத்தோடு அவர் ஒரு தலைவரின் நம்பிக்கைக்குரியவராகவும் அதேநேரத்தில் மத்தியகுழு உறுப்பினராகவும் கருதப்பட்டவர். அப்படி அவர் இருக்கும்போது தலைவரரோடு எதையும் பேசக்கூடிய சந்தர்ப்பங்கள் இருந்தபோதிலும் அப்போதெல்லாம் பேசாது கருணா இப்போது மட்டும் பேசுகிறார் என்றால் அவரது உண்மையான சுயநலம் வெளிப்படுவது அப்பட்டமாகத் தெரிகிறது.

இந்தக் கருணாவை நம்பித்தான் தலைவர் அவர்கள் இந்த ஜெயசிக்குறு சண்டையையே ஒப்படைந்திருந்தார். அப்படிப்பட்ட தலைவர் கருணாவின் கோரிக்கைகளுக்கு செவிசாய்க்காமலா இருந்திருப்பார்.

கருணாவின் தற்போதைய இந்த நிலைப்பாடுகள் எவையும் கருணாவின் சுயமுயற்சியின் அடிப்படையில் எடுக்கப்பட்டது அல்ல. அவரின் பின்னால் இருக்கும் புறசக்தியின் தூண்டுதலினால் எடுக்கப்பட்ட முடிவேயாகும்.

கருணாவின் பொறுப்பு நீக்கம் செய்யப்பட்டிருப்பதால் அவர் ஒரு சாதாரண மனிதர் ஆகிவிட்டார். ஆனால் அங்குள்ள போராளிகள் எங்களுடைய போராளிகள். அதை அங்குள்ள போராளிகள் உணர்ந்து கொள்வார்கள். எங்களுடைய தளபதிகள் அங்கு சென்றவுடன் நிலைமை தலைகீழாக மாறிவிடும்.

அத்தோடு அங்குள்ள போராளிகளின் உள்ளக்குமுறுல்களும் அழுத்தங்களும் வெடிக்கிற போது அங்குள்ள போராளிகளாலேயே கருணா ஆபத்தை எதிர்நோக்கலாம்.

இறுதியாக நாம் அவரிடம் தேர்தல் தொடர்பாகக்கேட்டபோது முக்கியமாக வீடு சின்னத்துக்கே வாக்களிக்குமாறு கேட்டிருந்தோம். இதனை அங்குள்ள மக்கள் செய்வார்கள் என்றே நம்புகிறேன்.

கருணாவின் பின்புலமாக இருக்கும் சக்திகளும் சிறிலங்கா அரசும் இந்தத்தேர்தலை எப்படியாவது குழப்பிவிடவேண்டும் என்பதற்காக பலகாரியங்களை செய்யலாம் என நாம் கருதுகிறோம். ஆனால் இந்த முயற்சியை முறியடிப்பதோடு கிழக்கு மக்கள் விரைவில் கருணாவுக்கும் கருணாவின் பின்புலத்தில் இருக்கும் சக்திக்கும் நல்லதொரு பாடம் புகட்டுவார்கள்.

Money, power and the rebellion in the LTTE

The Karuna story has been analysed with great glee from every possible angle in the Sinhala and English media in the south. Some Sunday papers carried ball-by-ball accounts, too, garnished of course with some juicily curious fabrications and falsities.

But the military and political implications of Karuna's decision lie buried under the swarm of wire stories, photos, stunning quotes and revelations.

First let us look at some of the straight facts of the split. <span style='color:#ff0051'><b>Signs of friction between the Wanni administration and Karuna's command came into the open after the intelligence/audit unit of the LTTE's finance division (FD) arrived in Batticaloa in October last year.</b>

Karuna was informed by traders loyal to him that operatives of the finance division intelligence unit from the Wanni were collecting information about all transactions between local Tigers and the business and farming community in Batticaloa.

Businessmen and other well-to-do contributors to the LTTE's coffers in the east were immediately contacted and warned by Karuna's men not to provide any information about their dealings to the finance intelligence unit from the Wanni.
It was clear that something was seriously amiss.

In the Wanni, all tariffs, taxes and other levies by the LTTE are paid to the Thamil Eelam Bank to prevent irregularities and corruption. The collections are handled by civilian employees under the supervision of members of the LTTE's finance division.

The monies to the various arms of the LTTE are released by the finance division through the Eelam Bank according to an annual budget for each section approved by the Chief Secretariat, which functions directly under Prabhakaran.
All the funds released thus are subject to audit by the LTTE's finance division.

In addition to the audit, the FD intelligence unit monitors all dealings between Tigers and civilians and the transactions between the many departments of the LTTE.
The Tigers found it difficult to implement the same financial discipline in Batticaloa when Karuna and his troops returned from the Wanni in 2001.

This largely owed to lack of a strong centralised regional administrative structure and leadership in the east. The difficulty was further compounded by the fact that the areas they controlled were not contiguous.

As a consequence several LTTE cadres who were in charge of finance in the district in the past ran away with collections. (Kousalyan was the only LTTE head of finance in Batticaloa who was not accused of irregularities.)

In 2002, the Tigers' FD appointed the one-armed Humson to regulate, centralise and manage all the finances of the Batticaloa-Amparai region. A finance intelligence unit was also established under Humson.

The LTTE's finance division gave Karuna's administration 10-12 million rupees a month to supplement the funds it generated in Batticaloa.

Three months after the arrival of the audit from Wanni, Humson was reported missing. It was rumoured in the areas-controlled by the Tigers that he had run away with more than 50 million rupees from the LTTE's coffers in Batticaloa.

The story gained further credence when Humson's relatives and associates were threatened and questioned by Karuna's men. Some of them were beaten up mercilessly. Later it was said that Humson had surrendered to the Tigers in the Wanni.

The fact, however, was that he had gone to the north without informing Karuna and had reported to his headquarters that the eastern commander had no accounts for more than fifty million rupees of LTTE funds in Batticaloa.

The Humson episode triggered the events that led to the split. But administrative/command related problems too were brewing since the ceasefire agreement was signed, contributing in some measure to the final break. Many writers in their eagerness for the juicier bits of the story miss this aspect of the split.

Karuna says that the LTTE's finance division and intelligence wing were conspiring to undermine his authority and credibility as the special commander for the Batticaloa region. Here one should have an understanding of the special command/administrative structure that Prabhakaran 'bestowed' on Karuna as an expression of gratitude for the crucial role of Batticaloa fighters in stopping Op. Jeya Sikurui and in the successes of Op. Unceasing Waves, particularly in the destruction of the Elephant Pass camp.

Under this special system, Karuna was put in charge of all the divisions of the LTTE in the region, including Pottu Amman's feared 'national intelligence'. The cadre in charge of each division in Batticaloa was selected and appointed with Karuna's approval and had to report to his respective head in the Wanni through him. (The man in charge of the LTTE's intelligence wing in the east, Keerthy, was handpicked by Karuna, not by Pottu Amman.)

Basically this system of command and administration was a replication of the structures in Wanni with some strategic exceptions such as Sea Tigers, Air Tigers, armour and artillery divisions.

Karuna was the only regional commander who was allowed to start his own daily, Thamil Alai, and printing press - parallel to the Eelanatham in the Wanni (He got his men to attack and close down the independent Batticaloa Tamil daily Thinakathir in 2002 before starting Thamil Alai).

According to sources close to Karuna, Prabhakaran had even granted him a degree of freedom for procuring weapons from abroad. The Tiger leader had never entrusted any other commander with so much power in the LTTE's history.

The LTTE's administrative structure in Batticaloa was so unique that it was the only regional command ever to be granted the right to carry out its own covert operations in Colombo through its special military intelligence wing.

The Batticaloa military intelligence wing of the LTTE was a semi-autonomous entity that functioned directly and under the sole command of Karuna. It was the only unit in the LTTE other than Pottu Amman's 'national intelligence division' to independently plan and carry out strikes outside the northeast.

All this was considered a mixture of implicit trust and gratitude that Prabhaharan had in Karuna. But the system started showing signs of strain since early last year as the Wanni headquarters of each LTTE division began to expand and regulate their operations in the Batticaloa-Amparai region.

Firstly, there were troubles between the military and political cadres who were working directly under Karuna and LTTE Police and courts in Batticaloa. Tiger Police officials reported the interference directly to their head of division in the Wanni.

Karuna told his loyalists that the various chiefs of divisions in the Wanni, particularly those of finance, intelligence and Police, were systematically undermining his command over the Batticaloa-Amparai District.

As the only commander in the LTTE who had been allowed to hold his position for 17 long years, and particularly after he was vested with unparalleled autonomous powers in 2002, Karuna got used to the idea of running the region as its sole military/political authority.

Prabhakaran had no objections to Karuna's unique power as long as it functioned as the cocoon in which the structures of the Eelam state could be evolved and be firmly established in the east.

But the LTTE leader's most trusted lieutenant could not accept this process whereby the Tiger army was going to eventually lose its power over civil society in the east. The powerful patronage network on which his influence among his people and his cadres in Batticaloa stood was ultimately going to be dismantled.

The structures of state being developed by the LTTE in the Wanni essentially mean one important thing in very practical terms - the separation of the military from civil society.

In other words, the structures emerging in the Wanni are predicated on the waning of the guerrilla who lived among his people and enjoyed a measure of influence and power over them on the basis of his individual personality and reputation.

Resistance to this process was minimal in the Wanni because of Prabhakaran's powerful and overbearing presence there. But in Batticaloa it was a different story. Karuna could not accept his role as a mere guardian of the Eelam cocoon in the east.</span>

[b]Karuna is the new found hero of the Sinhala people. They are thrilled about his advent. They know his real name, the tongue-twisting Vinayagamoorthy Muralitharan. They are aware that he is from Kiran. They also know that the 38-year old former eastern commander is married to Nira and is the father of three children.

Sinhala media gives him top spot. They feed the Sinhala people all the facts in their news, features and editorial comments necessary to make him the first topic of their conversation. The Sinhala people talk more about him than the April 2 polls. Karuna has stolen the thunder from the violent Sri Lankan election campaign.

That is not without reason. Karuna, single-handedly, is destroying the basis of all the demands Tamil people had fought for since independence. He is demolishing, one by one, all the gains the Tamil struggle - the democratic non-violent and the subsequent armed struggle - won for the Tamil people, said a Sinhala political analyst who wanted anonymity.

The analyst added that Karuna is also targeting the gains Tamil people hoped to win in the forthcoming parliamentary elections.

The demands that Tamils are a separate nation and the northeast is their homeland were won indirectly by Thanthai Chelva through his pacts with former prime ministers S. W. R. D. Bandaranaike and Dudley Senanayake and through legislation enacted by another former prime minister Sirimavo Bandaranaike.


The Bandaranaike Chelvanayakam Pact of 1957 indirectly admitted both the demands by making Tamil the administrative language of the north and east and by admitting that district councils of both the provinces could merge beyond provincial boundaries. The Dudley Senanayake - Chelvanayakam Agreement of 1965 extended this admission by laying down a scheme to prevent Sinhala colonization. The Language of the Courts Act of 1973 enacted by Sirimavo Bandaranaike government decreed that the language of the courts in the north and east should be Tamil.

The armed struggle fortified these gains through the Indo - Sri Lanka Agreement of 1987 and the subsequent merger of the northern and eastern provinces.

Karuna is now demolishing these gains. He has questioned, in most of the interviews given to the local English and Sinhalese language papers and to the international media, the basis of the Tamil nation and homeland. He said Sri Lankan Tamils do not constitute a nation. There are only regional groups. He said, Batticoloa Tamils are different from Jaffna Tamils. Both differ from Vanni Tamils.

He also said that the eastern province is not the homeland of the Tamils. It is the homeland of Tamils, Sinhalese and Muslims. He said, The Eastern Province is not the homeland of the Tamils. It is the homeland of the people who live there - Tamils, Muslims and Sinhalese.

Sunday Times seized with glee on Karuna's comments and launched an attack on the gains the Tamil freedom struggle has won the past half a century. It wrote, Ask any Tamil and he will tell you the chronic differences in the community- Trincomalee Tamils, Batticoloa Tamils, Jaffna Tamils, Colombo Tamils and Tamils of the plantation sector who were not tolerated in Jaffna once upon a time.

Karuna, naturally, became a darling of the Sinhalese. His statements are helping the Sinhalese to wrest back whatever their leaders had reluctantly conceded.

Tamils are naturally pained. Senior Tamil academics and intellectuals who know the history of the Tamil freedom struggle are hurt. They are aware of the amount of trouble Thanthai Chelva took and the amount of legal skill he used to win those basic positions.

Prof. K. Sivathamby gave expression to the feeling of hurt when he told the BBC that the present conflict should not be permitted to disturb the accepted realities that Tamils are a nation and the northeast is their homeland. He said. It is now a political reality that the northeast is the homeland of the Tamil people. Nothing should be permitted to disturb it.

Karuna also attacked the two gains Tamils hope to win through the April 2 election: Tamil unity and the Tigers as the sole representatives of the Tamil people. Both are essential to present the Tamil case with firmness and with one

voice at the forthcoming peace negotiations. Victory in the elections will help the Tamil demand to win international support.

Karuna says Tamils are not united. Northern Tamils and eastern Tamils are two distinct groups. He adds that eastern Tamils should have separate representation in any peace talks. By saying so is he not playing straight into the hands of President Chandrika Kumaratunga and her former Foreign Minister Lakshman Kadirgamar who enjoy quibbling with words?

Kadirgamar, who announced that the newly forged United People's Freedom Alliance (UPFA) would commence negotiations with the LTTE without conditions soon after it forms the government and that the government and the LTTE would be the only parties to sit at the negotiating table, watered down his position following Karuna's revolt. The UPFA's election manifesto lays down that the government may present reasonable conditions for talks and that other parties also should be involved.

Sinhala chauvinism has begun its campaign to weaken the Tamil side. The Sunday Times editorial to which we adverted earlier begins, Velupillai Prabahaharan, the undisputed leader of the Liberation Tigers of Tamil Eelam (LTTE)is now its disputed leader. The Sinhala campaign is to show the world that the LTTE is split and Prabhaharan is no more its undisputed leader.

The campaign had gone further. It says that, since Karuna had rejected the LTTE's Interim Self Governing Authority (ISGA) proposal, it should not be the basis for talks.

The Sinhala people, though glad about Karuna's revolt, supportive of his actions and hero-worshiping him for challenging Pirapaharan, are still reluctant to discard the LTTE as a major factor in the peace process. That is the reason why JVP leader Somawansa Amarasinghe's views about exploiting Karuna's revolt to the advantage of the Sinhalese failed to evoke support.

The United National Front government of Ranil Wickremesinghe has taken a definite decision not to make use of the split in the LTTE for its benefit. President Chandrika Kumaratunga also has adopted that stand till now. She instructed Defence Secretary Cyril Herath to reject Karuna's request to sign a separate Memorandum of Understanding with him. But there are rumours that the army is secretly helping Karuna.

Whether that is true or not, Karuna has failed so far to win the support of the Sri Lankan president and the government. He has also not won the acceptance of the international community. British and German envoys visited Kilinochchi and not Batticoloa. Norway, the facilitators, and the Sri Lanka Monitoring Mission (SLMM) have refused to have any dealing with Karuna. The agencies of the United Nations also are pulling out of the area under Karuna's control.

Political analysts now pose two questions. Will Karuna be able to sustain his revolution? If he succeeds to sustain it for some time, what will be the fate of the Tamil National Alliance?

P. K. Balachandran of the Hindustan Times, who carried out a survey in the Batticoloa - Ampara district last week, feels that Karuna will not be able to sustain the revolt. He said the regional feeling that swept the province in the wake of Karuna's revolt is ebbing. Voices that question the advisability of Karuna's revolt are becoming louder. Karuna loyalists stage-managed the protests, effigy burning and Jaffna bashing, a trader had told him.

Does Karuna have the money to feed the 6000 cadres he has under his control, a Catholic priest who belongs to the east, had asked.

Karikalan, Karuna's former deputy now in Kilinochchi, told the media on Sunday that it costs Rs. 200 to feed and maintain a cadre each day. The LTTEs Finance Department sends Rs. 10 million a month to Karuna to maintain his men and carry on his administration. That has been stopped.

He could not carry on unless some outside force provides him that money, Karikalan said.

Is he getting that money? The only possible providers are the Indian RAW and the American CIA. That suspicion has been voiced in Kilinochchi. These are mere speculations.

Indications reaching Colombo show that Karuna has begun to feel the pinch. Financial difficulties are surfacing. And the corruption and other charges leveled against Karuna have also begun to disturb Karuna's loyalists. The LTTE leadership is prepared to wait until these pressures make Karuna's men revolt.

The Batticoloa - Ampara problem would not affect the election in three of the five electoral districts in the northeast- Jaffna, Vanni and Trincomalee. The Jaffna peninsula elects nine members, Vanni six, Trincomalee four, Batticoloa five and Ampara seven, Of these the TNA is trying to win all the nine seats in Jaffna, four in Vanni and two in Trincomalee. In Batticoloa the TNA may bag four and in Ampara one.

Karuna will not disturb the poll in Batticoloa and Ampara where TNA candidates had taken a pro - Karuna stand. Karuna, if his revolt does not crumble before the election, would have four to six MPs under his control, while 12 to 15 MPs would be supportive of the LTTE.

Kumaratunga's political strategists are talking about attracting Karuna's MPs in case they need numbers to form the government. That would complicate matters more. </b>

This largely owed to lack of a strong centralised regional administrative structure and leadership in the east. The difficulty was further compounded by the fact that the areas they controlled were not contiguous.

As a consequence several LTTE cadres who were in charge of finance in the district in the past ran away with collections. (Kousalyan was the only LTTE head of finance in Batticaloa who was not accused of irregularities.)

In 2002, the Tigers' FD appointed the one-armed Humson to regulate, centralise and manage all the finances of the Batticaloa-Amparai region. A finance intelligence unit was also established under Humson.

The LTTE's finance division gave Karuna's administration 10-12 million rupees a month to supplement the funds it generated in Batticaloa.

Three months after the arrival of the audit from Wanni, Humson was reported missing. It was rumoured in the areas-controlled by the Tigers that he had run away with more than 50 million rupees from the LTTE's coffers in Batticaloa.

The story gained further credence when Humson's relatives and associates were threatened and questioned by Karuna's men. Some of them were beaten up mercilessly. Later it was said that Humson had surrendered to the Tigers in the Wanni.

The fact, however, was that he had gone to the north without informing Karuna and had reported to his headquarters that the eastern commander had no accounts for more than fifty million rupees of LTTE funds in Batticaloa.

The Humson episode triggered the events that led to the split. But administrative/command related problems too were brewing since the ceasefire agreement was signed, contributing in some measure to the final break. Many writers in their eagerness for the juicier bits of the story miss this aspect of the split.

Karuna says that the LTTE's finance division and intelligence wing were conspiring to undermine his authority and credibility as the special commander for the Batticaloa region. Here one should have an understanding of the special command/administrative structure that Prabhakaran 'bestowed' on Karuna as an expression of gratitude for the crucial role of Batticaloa fighters in stopping Op. Jeya Sikurui and in the successes of Op. Unceasing Waves, particularly in the destruction of the Elephant Pass camp.

Under this special system, Karuna was put in charge of all the divisions of the LTTE in the region, including Pottu Amman's feared 'national intelligence'. The cadre in charge of each division in Batticaloa was selected and appointed with Karuna's approval and had to report to his respective head in the Wanni through him. (The man in charge of the LTTE's intelligence wing in the east, Keerthy, was handpicked by Karuna, not by Pottu Amman.)

Basically this system of command and administration was a replication of the structures in Wanni with some strategic exceptions such as Sea Tigers, Air Tigers, armour and artillery divisions.

Karuna was the only regional commander who was allowed to start his own daily, Thamil Alai, and printing press - parallel to the Eelanatham in the Wanni (He got his men to attack and close down the independent Batticaloa Tamil daily Thinakathir in 2002 before starting Thamil Alai).

According to sources close to Karuna, Prabhakaran had even granted him a degree of freedom for procuring weapons from abroad. The Tiger leader had never entrusted any other commander with so much power in the LTTE's history.

The LTTE's administrative structure in Batticaloa was so unique that it was the only regional command ever to be granted the right to carry out its own covert operations in Colombo through its special military intelligence wing.

The Batticaloa military intelligence wing of the LTTE was a semi-autonomous entity that functioned directly and under the sole command of Karuna. It was the only unit in the LTTE other than Pottu Amman's 'national intelligence division' to independently plan and carry out strikes outside the northeast.

All this was considered a mixture of implicit trust and gratitude that Prabhaharan had in Karuna. But the system started showing signs of strain since early last year as the Wanni headquarters of each LTTE division began to expand and regulate their operations in the Batticaloa-Amparai region.

Firstly, there were troubles between the military and political cadres who were working directly under Karuna and LTTE Police and courts in Batticaloa. Tiger Police officials reported the interference directly to their head of division in the Wanni.

Karuna told his loyalists that the various chiefs of divisions in the Wanni, particularly those of finance, intelligence and Police, were systematically undermining his command over the Batticaloa-Amparai District.

As the only commander in the LTTE who had been allowed to hold his position for 17 long years, and particularly after he was vested with unparalleled autonomous powers in 2002, Karuna got used to the idea of running the region as its sole military/political authority.

Prabhakaran had no objections to Karuna's unique power as long as it functioned as the cocoon in which the structures of the Eelam state could be evolved and be firmly established in the east.

But the LTTE leader's most trusted lieutenant could not accept this process whereby the Tiger army was going to eventually lose its power over civil society in the east. The powerful patronage network on which his influence among his people and his cadres in Batticaloa stood was ultimately going to be dismantled.

The structures of state being developed by the LTTE in the Wanni essentially mean one important thing in very practical terms - the separation of the military from civil society.

In other words, the structures emerging in the Wanni are predicated on the waning of the guerrilla who lived among his people and enjoyed a measure of influence and power over them on the basis of his individual personality and reputation.

Resistance to this process was minimal in the Wanni because of Prabhakaran's powerful and overbearing presence there. But in Batticaloa it was a different story. Karuna could not accept his role as a mere guardian of the Eelam cocoon in the east.</span>

How April 2 polls are critical for LTTE

Assuming that the internal war in the LTTE between supremo Velupillai Prabhakaran and his sacked eastern commander, Colonel Karuna, is not resolved one way or the other within the next few days, the April 2 elections to the Sri Lankan parliament will become a major battleground for the two.


Each side will strive to show that it has the support of the people of Batticaloa-Amparai (BA) district by getting the Tamil National Alliance (TNA) candidates to tout its line.


The Prabhakaran group will ask the people to reject Karuna's Eastern regionalistic or sectarian line, and instead, opt for "Tamil unity", or unity between the Tamils of the North and the Tamils of the East for the sake of fighting the common enemy, namely, the Sri Lankan state and Sinhala majoritarianism which that state allegedly represents.


But the Karuna group will ask the voters to support its move to get for the BA district and Eastern Tamils, justice from Northern Tamils, who allegedly dominate both the LTTE and the various institutions in the East.


While Karuna called candidates of the Tamil National Alliance (TNA) from BA district, for a meeting in his office at "Meenagam" deep inside his territory in Batticaloa on monday, the northern TNA leader, Mavai Senadhirajah said in Jaffna that Northern TNA leaders would go to BA district to campaign for the party there. This is in view of the distinct possibility that Karuna may not allow local pro-unity, pro- Prabhakaran elements do any electoral work.


Political observers in Battcaloa told Hindustan Times that the Northern leadership of the TNA and the pro-Pabhakaran faction will ask voters to vote for the TNA list as a whole and refrain indicating individual preferences. This will prevent candidates loyal to Karuna from getting into parliament.


Under the Sri Lankan electoral system when the voting is for the whole party list and not for individual candidates in that list, the party executive can nominate any party man to parliament.
But the Karuna group is expected to ask the voters to indicate the preferences in the party list because many of the those in the list are Karuna's nominees.


Thus, political observers expect intense political activity in BA district, even as Prabhakaran makes efforts to politically marginalize or even physically silence or eliminate Karuna.


For both Prabhakaran and Karuna, the elections are important. Prabhakaran has to prove that his claim to be the "sole" representative of the Tamils has not lost its basis because of "individual" Karuna's revolt. And Karuna has to prove that he has the support of BA district in his campaign against a perceived Northern domination. He has to prove that he did not have a personal axe to grind when he raised the banner of revolt and split the LTTE and that he did not revolt only to prevent being dubbed a corrupt and high handed man.


Because of the peace process which began in February 2002, both the Tamil war lords have been constrained to look for and prove their political legitimacy and public acceptability through democratic elections under international monitoring.


The Prabhakaran group would want to avoid a situation wherein a section of TNA MPs owing allegiance to Karuna, could enter into a deal with the "war mongering" anti-LTTE Freedom Alliance (FA) led by President Chandrika Kumaratunga. The Prabhakaran group is exploiting Karuna's demand for a separate Ceasefire Agreement (CFA) between him and the Sri Lankan government, and his attempts to forge links with the Sri Lankan Army to dub him as a potential ally of the FA in parliament and Sri Lankan politics.


The media loyal to the United National Front (UNF) led by Prime Minister Ranil Wickremesinghe is alleging that Kumaratunga has already established a link with Karuna and that Karuna had come to Colombo to meet her.


On its part, the FA, through one of its constituents, Janatha Vimukthi Peramuna (JVP), has accused the UNF government of having a secret understanding with the Prabhakaran group. The JVP Supremo Somawansa Amarasinghe has openly accused the UNF regime of not making use of the split in the LTTE to isolate Prabhakaran.


The anxiety in both the Prabhakaran and Karuna groups to use the forthcoming elections and parliamentary politics is understandable also in the context of the wide expectation that the April 2 elections will bring into being a hung parliament. In case there is a hung parliament, both the major parties, the FA and the UNF, will be vying for the support of smaller parties like the TNA and any split in the TNA will only reduce Prabhakaran's bargaining power and clout, while it will increase Karuna's.


Karuna will get his hands on the levers of power at least in so far as BA district is concerned. And Prabhakaran will have to be satisfied as a Northern regional satrap rather than an all-Tamil potentate, which is what he wants to be.


Character assassination as a political tool


Primarily because the Prabhakaran group cannot, as yet, do any political work in BA district, it has resorted to tarnishing the image of Karuna by levelling serious charges of betrayal, corruption and moral turpitude against him.


A full page article in the Sunday Virakesari dated March 14, lists the Prabhakaran group's charges against Karuna. The author "Chathriyan" says that Karuna had for long been utilizing the opportunities provided by an unsuspecting Prabhakaran to amass a private fortune as well as to create an administrative and military structure in BA district, which would be loyal to him personally.


Chathriyan alleges that Karuna was using LTTE funds to invest in private business in areas under his influence and control. He has invested in fisheries, a bakery, a lodge and an eating house. He has floated his own newspaper too.


According to Chathriyan, an intelligence report about Karuna's questionable private activities was submitted to Prabhakaran as far back as three years ago. The intelligence unit chief, and Prabhakaran loyalist, Pottu Amman, had tipped off Prabhakaran about it. But the supremo still believed that Karuna was not capable of doing the things alleged.


The report in "Virakesari" alleges that Karuna had sent off his wife and children to Malaysia several months ago and that he had been sending Sri Lanka Rs 20 lakhs per month for their upkeep. Based on adverse reports from BA district, the LTTE's finance-in-charge, Tamilenthi, told Karuna that unless he came clear in an investigation, further funds would not be sent from the central exchequer in Kilinochchi. DBS Jeryaraj, writing in "Sunday Leader" of March 14, said that Kilinochchci was sending to BA district SLRs one crore per month for expenses. But this was stopped.


On the basis of information provided by the auditor sent by the Kilinoichchi leadership, Prabhakaran asked Karuna to come over to his headquarters to answer charges. Karuna kept giving excuses for not going to see the Tiger's chieftain.


When the heat on him began to increase, Karuna decided to act. On March 3, he said he was splitting from the LTTE and that in matters concerning BA district, the army must deal with him and not Prabhakaran. He also asked for a fresh Ceasefire Agreement (CFA) with him.


Chathriyan alleges that Karuna also asked the 600-strong Jayanthan brigade, a unit raised by him from the East, stationed in Muhamalai in north Wanni, to cross over to the army-checkpoint and surrender to the Sri Lankan forces for repatriation to BA district.But the commander of the unit, got in touch with Prabhakaran's headquarters, which put paid to Karuna's efforts to get them over.


The Prabhakaran group then summoned all the leaders in BA district to come over to the Wanni immediately. Almost all the top brass, including the chief military trainer, Naresh Master, left in a few days, leaving Karuna virtually without a political or military second line. It is said that all Karuna has, now, is an army of 6000 cadres, many very young kids.

Karuna sees Prabha as traitor

LTTE's Eastern Province renegade leader Karuna has reportedly called on the Tamils in the east to treat LTTE leader Velupillai Prabhakaran as a traitor and remove his portraits and all trappings in his honour from public places in areas under Karuna's command, military intelligence sources claimed yesterday.


They said this appeared to be an obvious tit-for-tat action by Karuna for the LTTE Wanni Leadership's decision to end the amnesty granted to him.


But Karuna's spokesman Varthan said they gave no specific directive to remove Prabakaran's portraits, though he admitted there was "growing anger" towards the LTTE supremo by the people in the East.


"We don't need to tell the people to do anything. If the people like the Wanni leader they will keep his portraits or remove them if they feel otherwise. The people can't be forced either way," he stressed. Meanwhile, Karuna has also announced an amnesty on the LTTE leaders, who fled from east to Wanni since the split, to return to the East promising that there was no threat to their lives to join their families in the East.

The Karuna faction also maintain that their administration under the Leadership of Karuna works smoothly, and the eastern people are rounding up with the new eastern commander.
