Karuna cadres burn Tamil dailies

A group of youths believed to be cadres working for the renegade LTTE commander Karuna Thursday morning seized and burnt about four thousand copies of Thursday edition of a Tamil daily THINAKKURAL and about one thousand copies of another daily VIRAKESARI when they were transported to Batticaloa for sale, police said.

A group of persons came in a three-wheeler removed all newspapers parcels from the Batticaloa bus stand and took them to a place near the lagoon and had burnt them, sources said.

The managements of both newspaper establishments have lodged complaints with the Batticaloa Police and the Sri Lanka Monitoring Mission (SLMM), sources said.

Several copies of THINAKKURAL were seized and burnt on Tuesday by persons said to be working for the renegade LTTE commander Karuna, sources said.

இயக்கத்தில் இருந்து நீக்கப்பட்ட கருணாவுடன் இலங்கை அரசோ அல்லது ராணுவமோ எந்த ஒப்பந்தம் செய்து கொள்ளவில்லை என்று கூறியுள்ள தமிழீழ விடுதலைப் புலிகள் இயக்கம், ஆனால், கருணாவிற்கு இலங்கை ராணுவத்தின் ஒரு பகுதியினர் உதவி வருவதாக தங்களுக்கு தகவல் கிடைத்துள்ளதென கூறியுள்ளது.

Renegade rebel commander willing to meet Sri Lanka's top Tiger leader on condition

AP, March 11. COLOMBO, Sri Lanka (AP) _ A renegade guerrilla commander said Thursday he would meet with the head of Sri Lanka's Tamil Tiger rebels if the Tigers allow his breakaway group to exist separately.
Vinayagamoorthi Muralitharan ``is not averse to such a meeting,'' his spokesman, Varathan, told The Associated Press.

``But it would be on condition that we are recognized as a separate entity and don't come under the leadership of (Tamil Tiger leader) Velupillai Prabhakaran,'' said Varathan, who like many rebels uses one name.

The announcement came amid efforts by Kingsley Swamypillai, the Catholic bishop of eastern Sri Lanka, to facilitate a meeting between the rebel commanders to prevent the crisis from escalating into bloodshed.

The rebel schism has raised the prospect of a Tamil-versus-Tamil conflict on top of a continuing power struggle within Sri Lanka's government. The president, accusing the prime minister of being too soft on the rebels, has dismissed his government and called April 2 parliamentary elections.

Muralitharan, also known as Karuna, defected from the Tamil Tigers last week, pulling out 40 percent of the group's 15,000 troops in an unprecedented split.

There was no immediate response from the Tamil Tigers about the prospects for a meeting.

The Liberation Tigers of Tamileelam first launched its insurgency in 1983, but the conflict was halted with a February 2002 cease-fire accord. Peace talks started after the cease-fire have been on hold in part due to the squabbling within the government

Muralitharan, who commanded rebel troops in eastern Sri Lanka, pulled his forces out from the main rebel army because he believes the movement may be preparing to go back to war, Varathan said Wednesday. The Tigers' main northern faction denied it was preparing for war.

Muralitharan also says the Tigers' northern-based leadership has demanded that too many recruits from the east be deployed to the north, where he says they face discrimination at the hands of northern Tamils when competing for posts in the rebel administration.

About 65,000 people have been killed in the conflict between the Tamil rebels and the government.

Muralitharan is seeking a separate cease-fire with the government, but has vowed to honor the existing one until a new one is agreed.

Sri Lankan Breakaway Rebels Prepare for Fight With Tamil Tigers

March 11 (Bloomberg) -- Sri Lanka's Tamil Tiger chief Velupillai Prabhakaran has ordered his troops to prepare for battle with a rebel splinter group, a spokesman for the breakaway group's leader said.

``We are picking up that Prabhakaran has ordered some troops to come to our borders and we're ready for this,'' Varathan, a spokesman for the splinter group leader Colonel Karuna, said in a telephone interview from Batticaloa, in the east of the island.

Prabhakaran last weekend fired Karuna, who has since rejected the leader's offer for amnesty in return for resigning. Karuna, whose real name is Vinayagamoorthi Muralitharan, objects to top rebel leaders being appointed from northern Sri Lanka even as most fighters are from the east.

The split in the rebel group has further disrupted Sri Lanka's peace process aimed at ending a 20-year civil war. A dispute between the country's president and prime minister on concessions given to the Liberation Tigers of Tamil Eelam has already raised concerns about a cease-fire agreement in place since February 2002.

Both rebel factions said they will maintain the cease-fire agreement with the government. Karuna's faction has about 6,000 members, a third of the whole rebel fighting force.

The Sri Lankan army, which monitors government-controlled areas in the east, hasn't detected any movement of troops from the north although factional fighting between Tamil Tiger troops hasn't been ruled out.

No Movement

``We don't see any movement from the north but Prabhakaran's troops can move down from Trincomalee without us knowing about it,'' said Sumedha Perera, a spokesman for the Sri Lankan army, in a telephone interview in Colombo. ``We don't expect violations of the cease-fire agreement, but there may be an outbreak of fighting between the two Tamil Tiger sides.''

The Liberation Tigers of Tamil Eelam have fought since 1983 for an independent Tamil homeland in the north and east of Sri Lanka. More than 60,000 people have died in the conflict.

Tamils, who are mostly Hindu and comprise less than 20 percent of the population, say they are discriminated against by the Buddhist Sinhalese, about 70 percent of the population. The Tigers are labeled a terrorist group by the U.S., U.K. and India.

Norwegians facilitators and the German Ambassador in separate meetings with LTTE

Norwegian Special peace envoy Erik Solheim and H.E. the Ambassador for Norway in Sri Lanka Mr. Hans Brattskar, along with the Norwegian team members, met with Mr. S.P. Tamilselvan, Head of the LTTE Political Wing in its Head Quarters today the 11th March 2004.

Discussions centered round the situation in Batticaloa-Amparai consequent to Karuna's discharge from the LTTE, the role of the facilitators and the SLMM in this context, polling arrangements for the people in the Vanni, the role of the EU monitors and the humanitarian assistance to the war affected people in the NorthEast vis-à-vis the mechanism for funds. Mr. Tamilselvan assured that the LTTE stands ready to be accommodative in providing all the facilities to the voters to exercise their franchise.

These subjects and matters relating to rehabilitation and reconstruction in the area of education were also discussed by Mr. Tamilselvan with H.E. Mr. Elias, the Ambassador for Germany, Dr. Steuerer and the GTZ representatives who came with him.

The newly appointed Batticaloa-Amparai Special Commander Ramesh, Batticaloa-Amparai Political Head Kausalyan and senior member Karikalan were associated with Mr. Tamilselvan to clarify issues related to Karuna's discharge and the background that led to the leadership's decision in taking disciplinary action. They explained in detail to the Norwegian team, the various shortcomings, offenses and fraudulent acts of Karuna resulting in this unfortunate situation.

Earlier in the day the Norwegian team met with Miss. Thamilini, Head of the Women Poliitical Wing and discussed matters pertaining to the war affected women in the NorthEast, welfare programs connected with it and the role of the women in the upcoming general elections.
