பிரித்தானிய இளவரசர் சார்ள்ஸ் சுனாமி பேரனர்த்த பகுதிகளை பார்வையிடுவதற்காக இம்மாத இறுதியில் 28ஆம் திகதி இலங்கை வருவார் என்று தெரிவிக்கப்பட்டிருந்த நிலையில் அவரது பயண நிகழ்ச்சிநிரலை தயாரிப்பதில் சிறீலங்கா அரசாங்கத்துடன் பிரச்சினை ஏற்பட்டுள்ளது. இலங்கையில் சுனாமியில் கூடுதலாக பாதிக்கப்பட்ட கிழக்கு மாகாணத்துக்கு குறிப்பாக மட்டக்களப்புக்கு விஜயம் மேற்கொள்ள இளவரசர் சார்ள்ஸ் விரும்புகின்றார். ஆனால் அதனை சிறீலங்கா அரசு விரும்பாததுடன் அதுதொடர்பாக அதிர்ச்சியும் தெரிவித்திருக்கின்றது என்று செய்திகள் தெரிவிக்கின்றன.

மட்டக்களப்புக்கு இளவரசர் சார்ள்ஸ் செல்ல விரும்புவதாக கொழும்பிலுள்ள பிரித்தானிய தூதரகம் தெரிவித்த போது அதற்கு பதிலாக திருகோணமலைக்கு செல்லலாம் என்று வெளிவிவகார அமைச்சு கூறியிருக்கின்றது. கிழக்கு மாகாணத்துக்கு சென்று பார்வையிட்டிருந்த பிரித்தானிய தூதரக அதிகாரிகள் மட்டக்களப்பிலேயே கூடுதல் பாதிப்பு என்பதால் அங்கு செல்ல இளவரசர் சார்ள்ஸ் விரும்புகின்றார் என்று தெரிவித்திருக்கின்றனர். அதற்கு அரசாங்கத்தின் தீர்மானத்தை எதிர்பார்ப்பதாக கூறி சரியான பதிலை அளிக்காது வெளிவிவகார அமைச்சு இழுத்தடித்து வருகின்றது என்று செய்திகள் தெரிவிக்கின்றன.

இதுவரை வெளிநாடுகளில் இருந்து வரும் அரசு தலைவர்களை சிறீலங்கா அரசு கொழும்பில் வரவழைத்து பின்னர் தெறிகில் மாத்தறை உள்ளிட்ட சிங்கள பகுதிகளை காட்டிவிட்டு திருப்பி அனுப்பி வருகின்றது. வடக்கு கிழக்குக்கு பாகுபாடு காட்டவில்லை என்றும் அங்கும் நிவாரண மற்றும் மீட்பு பணிகளுக்கான பொருட்களை உரிய அளவில் அனுப்புவதாகவும் வெளிநாடுகளுக்கு பிரச்சாரம் செய்யும் சிறீலங்கா அரசு அந்த பகுதிகளுக்கு வெளிநாட்டு தலைவர்கள் செல்லாதவாறு பார்த்துக்கொண்டிருக்கின்றது. இந்நிலையில் பிரித்தானிய இளவரசர் சார்ள்சும் வடக்கு கிழக்கு பகுதிகளுக்கு செல்லாதிருப்பதை உறுதிப்படுத்தும் வகையில் அனைத்து முயற்சிகளையும் அரசு மேற்கொண்டிருக்கின்றது என்று கொழும்பு தகவல்கள் தெரிவிக்கின்றன.


இதற்கிடையில் ஜனாதிபதி சந்திரிகாவும் எதிர்க்கட்சி தலைவர் ரணில் விக்கிரமசிங்கவும் கடந்த ஞாயிற்றுக்கிழமை மட்டக்களப்புக்கு விஜயம் செய்ய இருப்பதாக ஓர் அறிவிப்பு வெளிவந்து பின்னர் அந்த விஜயம் நடைபெறவில்லை. அவர்களது விஜயத்துக்கு பதிலாக அன்று பிரதமர் மகிந்த ராஜபக்ச அங்கு செல்வார் என்று மற்றொரு அறிவிப்பு வந்திருந்தும் அந்த விஜயமும் இடம்பெறவில்லை என்பது குறிப்பிடத்தக்கது.

இங்கிலாந்தின் இளவரசர் சாள்ஸின் குறுகியகால இலங்கைப் பயணத்தின்போது ஆழிப் பேர லையால் பாதிக்கப்பட்ட மட்டக்களப்புக்கும் அவர் செல்லவிருக்கின்றார் எனக் கூறப்படுகின்றது. அவருடன் கலந்துரையாடப் புலிகள் விருப்பமாக இருக்கிறார்கள் எனக் கூறப்படுகிறது. இது குறித்துப் புலிகளின் சமாதானச் செயலகத்தின் பணிப்பாளர் எஸ்.புலித்தேவன் ரோய்ட்டருக்கு நேற்றுக் கருத்துத் தெரிவித்தார். அவர் கூறியதாவது:-
சாள்ஸை முழுமனதுடன் வரவேற்பதுடன், அவருடன் கலந்துரையாடுவதையும் விடு தலைப் புலிகள் அமைப்பும் தமிழ்ச் சமூகமும் விரும்புகின்றன.
அரசினாலும் வெளிநாட்டுப் பிரமுகர்களாலும் புறக்கணிக்கப்பட்ட - பாதிக்கப்பட்ட - வடக்கு - கிழக்குப் பிரதேசங்களின் நிலைமைகளைத் தெரியப்படுத்துவது முக்கியமானதாக உள்ளது - என்றார்.

இலங்கை வெளியுறவு மந்திரி லட்சுமண் கதிர்காமர் நிருபர்களுக்கு பேட்டி அளித்தார். அவர் கூறியதாவது:_

இங்கிலாந்து இளவரசர் சார்லஸ் நாளை (திங்கட்கிழமை) இலங்கையில் சுனாமி பாதித்த பகுதிகளை பார்வையிட கொழும்பு நகருக்கு அதிகாலை 6 மணிக்கு வருகிறார். இந்த பயணத்தின் போது அவர் விடுதலைப்புலிகளை சந்தித்தால் அது மிகப்பெரிய குற்றமாகும். ஏனென்றால் இங்கிலாந்து நாட்டில் விடுதலைப்புலிகள் இயக்கம் தடை செய்யப்பட்ட ஒன்று. அதனால் இளவரசர் சார்லஸ் விடுதலைப்புலிகளை சந்தித்தால் அது பெரிய குற்றமாக கருதப்படும்.

ஐ.நா. சபை செயலாளர் கோபி அனன் கடந்த மாதம் இலங்கை வந்தார். இலங்கையின் தென் பகுதியில் சுனாமி பாதித்த பகுதிகளை அவர் பார்வையிடச் சென்றபோது, விடுதலைப்புலிகள் அதிகமாக உள்ள பகுதியில் சுனாமி பாதித்த பகுதிகளை அவர் பார்க்கவில்லை. இளவர சர்சார்லசின் இலங்கை பயணத்தில் விடுதலைப்புலிகளை சந்திக்கும் திட்டம் இருப்பதாக எங்களுக்கு தகவல் எதுவும் இல்லை.

இவ்வாறு இலங்கை வெளியுறவு மந்திரி லட்சுமண் கதிர் காமர் கூறினார்.

விடுதலைப்புலிகள் இயக்க அமைதி பேச்சு வார்த்தை செயலக செக்ரட்டரி ஜெனரல் புலிதேவன் கூறியதாவது:_

இலங்கை வரும் இளவரசர் சார்லசை நாங்கள் வரவேற்க தயாராக இருக்கிறோம். அதில் எந்த சந்தேகமும் இல்லை. அவரை எப்போதும் நாங்கள் வரவேற்போம்.

இவ்வாறு அவர் கூறினார்.

விடுதலைப்புலிகளுடன் மீண்டும் உடனடியாக அமைதிபேச்சு வார்த்தையை புதுப்பிக்கும் திட்டம் எதுவும் இல்லை. அமைதி பேச்சு வார்த்தை கடந்த 20 மாதங்களுக்கு முன்பே முறிந்து விட்டது. சுனாமி பாதித்த பகுதி களை விரைவாக சீரமைப்பது தான் முதல்கட்ட வேலை என்பதை விடுதலைப்புலிகளும் இலங்கை அரசும் தெளிவாக உணர்ந்துள்ளன.

விடுதலைப்புலிகளின் கட்டுப்பாட்டில் உள்ள சுனாமி பாதித்த பகுதிகளுக்கு இலங்கை அரசு எந்த நிவாரண உதவியும் செய்யவில்லை என்பதை ஏற்றுக் கொள்ள முடியாது. பல டிரக்குகளில் நாங்கள் ஏராளமான நிவாரண பொருட்களை விடுதலைப்புலிகள் கட்டுப்பாட்டில் உள்ள பகுதிகளுக்கு அனுப்பி வைத்தோம். அதை அவர்கள் பெற்றுக் கொண்டார்கள். ஆனால் அதை வெளிப்படையாக சொல்ல அவர்கள் விரும்பவில்லை. சுனாமி நிவாரண பணிகளை அரசுடன் இணைந்து தான் செய்ய முடியும் என்ற முக்கியத்துவத்தை விடுதலைப்புலிகள் உணர்ந்து விட்டார்கள். நன்கொடையாளர்களும், விடுதலைப்புலிகளுக்கு தனியாக எந்த உதவியும் அதிகமாக அளிக்கவில்லை.

இளவரசர் இலங்கையில் 5 மணிநேரம் மட்டுமே

பிரிட்டனின் முடிக்குரிய இளவரசர் சார்ள்ஸ் நாளை உத்தியோகபூர்வமாக இலங்கைக்கு விஜயம் செய்யவுள்ளார். இளவரசர் சுனாமியால் பாதிக்கப்பட்ட ஆசிய நாடுகளுக்கான தனது உத்தியோகபூர் விஜயத்தின் ஒரு கட்டமாகவே அவர் இலங்கைக்கு விஜயம் செய்கிறார். இவர் சுனாமியால் பாதிக்கப்பட்ட மட்டக்களப்பு மாவட்டத்துக்கு விஜயம் செய்யவுள்ளார்.

பிரித்தானிய இளவரசர் சார்ள்ஸ் திங்கட்கிழமை இலங்கைக்கு விஜயம் செய்தார். அவர் கொழும்பு கட்டுநாயக்கா விமான நிலையத்தில் வந்திறங்கியதும் அங்கிருந்து நேரடியாக உலங்குவானூர்தியில் மட்டக்களப்புக்கு சென்றார். சுனாமி கடற்கோளின் பேரழிவுகளுக்கு உள்ளான மட்டக்களப்பு நகரின் சுற்றுப்புறத்தில் உள்ள நாவலடி திருச்செந்தூர் கரையோர பகுதிகளை நேரில் பார்வையிட்டார். பாதிப்புக்களை பார்த்து தாம் மிகவும் மனம் கலங்குவதாக அவர் சொன்னார்.

கொழும்பு கட்டுநாயக்கா விமானநிலையத்தில் அவரை வெளிவிவகார அமைச்சர் கதிர்காமர் மின்சக்தி அமைச்சர் பிரேமஜயந்த பிரதி வெளிவிவகார அமைச்சர் வர்ணபால ஆகியோர் வரவேற்றனர். அங்கிருந்து அவர் விசேட விமானப்படை உலங்குவானூர்தியில் மட்டக்களப்பு சென்றார். கடுமையான பாதுகாப்பு ஒழுங்குகள் செய்யப்பட்டிருந்தன.

மட்டக்களப்பு வெபர் மைதானத்தில் காலை 7.10 மணிக்கு அவர் வந்திறங்கினார். அங்கிருந்து நாவலடிக்கு சென்று கடற்கோள் பாதிப்புக்களை பார்வையிட்டார். பிரித்தானிய செஞ்சிலுவைச்சங்கத்தின் தலைவரான அவர் அந்த அமைப்பினால் மட்டிக்கழியில் அமைக்கப்பட்டு வரும் தற்காலிக குடியிருப்புக்களை சென்று பார்வையிட்டார்.

சுனாமியில் பாதிக்கப்பட்ட கடற்தொழிலாளர்களை அவர் சந்தித்தார். வேலுப்பிள்ளை செல்லையா என்பவரை இளவரசர் சார்ள்ஸ் சந்தித்து அவர் தமது தொழிலை மீண்டும் தொடக்குவதற்கு ஏதேனும் உதவி கிடைத்துள்ளதா என்று வினாவினார். தமது படகையும் அனைத்து மீன்பிடி வலைகளையும் உபகரணங்களையும் இழந்துவிட்ட அவர் தமக்கு உதவுவதாக அரசாங்கத்திடம் இருந்து உறுதி மட்டுமே கிடைத்திருக்கின்றது என்றும் இதுவரை எந்த உதவியும் தமக்கு கிடைக்கவில்லை என்றும் சொன்னார்.

கடற்கோளில் ஒருபகுதி சேதமான இந்து ஆலயமொன்றையும் அவர் சென்று பார்த்தார். அங்கு அவர் மாலை அணிவித்தும் நெற்றியில் விபூதி சந்தனமிட்டும் வரவேற்கப்பட்டார்.

செஞ்சிலுவை சங்கத்தின் தொண்டர்களை அவர் சந்தித்து அவர்களுடன் கலந்துரையாடினார். உங்களுடைய கடின பணிகளுக்கு நடுவே நான் வந்து உங்களை சிறிது இடைநிறுத்தியதை தவிர நான் வேறொன்றும் செய்துவிடவில்லை என்று வருத்தமாயிருக்கின்றது. நான் சென்றதும் நீங்கள் மேலும் கூடுதலாக பாடுபட வேண்டும் என்று அவர்களிடம் இளவரசர் சார்ள்ஸ் சொன்னார்.

அவர் கொழும்பு திரும்பியதும் ஜனாதிபதி சந்திரிகாவை காலை 11 மணிக்கு ஜனாதிபதி மாளிகையில் சந்தித்து பேசினார். ஆறு மணி நேர இலங்கை விஜயத்தை முடித்துக்கொண்டு பின்னர் அவுஸ்திரேலியாவுக்கு புறப்பட்டு சென்றார். அதையடுத்து நியூசீலந்து பிஜி தீவுகள் ஆகியவற்றுக்கும் அவர் செல்கின்றார்.

இளவரசர் சார்ள்ஸ் தாம் மட்டக்களப்புக்கு சென்று அங்குள்ள உண்மையான நிலையை நேரில் பார்வையிட வேண்டும் என வலியுறுத்தியிருந்தார். முதலில் அவர் மட்டக்களப்பு செல்வதற்கு சிறீலங்கா அரசாங்கம் எதிர்ப்பு தெரிவித்ததுடன் அதற்கு பதிலாக அவர் திருகோணமலைக்கு சென்று பார்வையிடலாம் என்று கூறியிருந்தது. ஆனால் சுனாமியில் பெரிதும் பாதிக்கப்பட்ட மட்டக்களப்புக்கே தாம் செல்ல வேண்டும் என இளவரசர் சார்ள்ஸ் வலியுறுத்தியதை தொடர்ந்து அரசு வேறுவழியின்றி அதற்கு இணங்கியது.

சுனாமி அழிவுகளை பார்வையிட வரும் வெளிநாட்டு தலைவர்களை சிறீலங்கா அரசு மாத்தறை உட்பட நாட்டின் சிங்கள தென்பகுதிகளை காட்டிவிட்டு திருப்பி அனுப்புவதும் கூடுதல் பாதிப்புக்கு உள்ளான வடக்கு கிழக்குக்கு அவர்களை செல்ல விடாது தடுத்து வருவதும் தெரிந்ததே. ஐநா செயலாளர் நாயகம் கோபி அனான் சுனாமி அழிவுகளை பார்வையிட வந்தபோது விடுதலைப் புலிகளின் கட்டுப்பாட்டில் உள்ள முல்லைத்தீவுக்கு செல்ல அவர் விரும்பிய போதிலும் சிறீலங்கா அரசு அதனை தடுத்துவிட்டதும் குறிப்பிடத்தக்கது. இதனால் இளவரசர் சார்ள்ஸ் மட்டக்களப்பு செல்வது நடைபெறுமா என்பது இறுதிநேரம் வரை நிச்சயமற்றதாகவே இருந்தது. இவ்வகையில் இளவரசர் சார்ள்ஸ் தாம் நினைத்ததை வலியுறுத்தி செயற்படுத்தியதன் மூலம் தமிழ் மக்களின் பாராட்டை பெறுகின்றார்.

இளவரசர் சார்ள்ஸ் இதற்கு முன்னர் 1988ஆம் ஆண்டில் இலங்கையின் 50ஆம் ஆண்டு சுதந்திர தின வைபவங்களுக்காக வருகை தந்திருந்தார்.

அவரது மட்டக்களப்பு விஜயம் பற்றி சுனாமி அகதிகளுக்கு உதவும் பிரித்தானிய ஒக்ஸ்பாம் தொண்டர் அமைப்பின் இலங்கை பிரிவு தலைவர் டாவிட் கிரோபோர்ட் கருத்து தெரிவிக்கையில் உங்களை நாம் மறந்துவிடவில்லை என்று மக்களிடம் தெரிவிக்கும் எவையும் வரவேற்கப்பட வேண்டியதை என்று சொன்னார். தூரத்தேயுள்ள இடத்துக்கு செல்வதற்கு இளவரசர் சார்ள்ஸ் கூடுதல் முயற்சி எடுத்ததும் வரவேற்கப்பட வேண்டியது என்று அவர் கூறினார்.

பிரித்தானிய அரச குடும்ப அதிகாரி ரெபெக்கா பக்காம் இந்த விஜயம் பற்றி குறிப்பிடுகையில் இதவொரு அரசியல் விஜயமல்ல என்று சொன்னார். உள்ளூர் மக்களையும் தொண்டர்களையும் சந்திப்பதே அவரது நோக்கம் என்று தெரிவித்தார்.

கடல்கோளால் மோசமாக பாதிக்கப்பட்ட பகுதிகளிலொன்றான மட்டக்களப்புக்கு நேற்று திங்கட்கிழமை விஜயம் செய்த பிரிட்டனின் முடிக்குரிய இளவரசர் சார்ள்ஸ் பேரழிவுக்குள்ளான இடங்களைப் பார்வையிட்டதுடன் பாதிக்கப்பட்ட மக்களையும் சந்தித்து ஆறுதல் வார்த்தை கூறியது மட்டுமல்லாமல் இயல்பு வாழ்வை ஏற்படுத்துவதற்கான உதவிகளை பிரிட்டன் வழங்குமெனவும் உறுதியளித்தார்.

நேற்றுக் காலை 6 மணிக்கு கட்டுநாயக்க விமான நிலையத்தை வந்தடைந்த இளவரசர் அங்கிருந்து காலை 7.30 மணியளவில் விசேட விமானத்தின் மூலம் மட்டக்களப்பு வெபர் மைதானத்திற்கு வந்தார். பின்னர் மட்டக்களப்பு, கல்லடி, திருச்செந்தூர், டச்பார் பகுதிகளுக்கு காரில் சென்றார்.

திருச்செந்தூர் ஆலயத்தில் பொது மக்களால் ஏற்பாடு செய்யப்பட்ட விஷேட வழிபாட்டில் கலந்துகொண்ட இளவரசர் பின்னர் கல்லடி பிரதேசத்தை சுற்றி பார்வையிட்டார். பின்னர் நாவலடிக்கு சென்றார்.

இலங்கை செஞ்சிலுவைச் சங்கத்தின் தொண்டர் காரியாலயத்துக்கு இளவரசர் சென்றபோது சங்கத்தின் மட்டக்களப்பு தலைவர் ரி. வசந்தராஜா அவரை வரவேற்றார்.

அங்கு உரையாற்றிய இளவரசர், இலங்கைச் செஞ்சிலுவைச் சங்கத்தினர் தங்கள் பணிகளை தொடர்ந்தும் மேற்கொண்டு பாதிப்புக்குள்ளான மக்களின் வாழ்க்கையினை மேம்படுத்த உதவ வேண்டும். குறுகிய நேர விஜயத்தை மேற்கொண்டு வந்ததால் இங்குள்ள பாதிப்புற்ற, ஏனையவர்களையும் சந்திக்க முடியாமைக்கு வருந்துகின்றேன். முடியுமானால், மீண்டும் ஓர்தடவை இங்கு வரும்போது அனைத்து தரப்பினரையும் சந்திப்பேன். அகதிமுகாம் வாழ்க்கையில் இருந்து மக்களை விரைவாக மீட்டு வீடுகளை நிர்மாணிக்கும் பணிகள் துரிதமாக மேற்கொள்ளப்படுவது அவசியமாகும் என்று தெரிவித்தார்.

பாதிக்கப்பட்ட மக்களைச் சந்தித்தபோது அவர்கள் கண்கலங்கியவாறு தமது குறைகளை தெரிவித்தனர். "உயிர்களையும், உடைமைகளையும் இழந்த எங்களுக்கு அரசாங்கத்தின் உதவிகள் முறையாகக் கிடைக்கவில்லை. அரச சார்பற்ற நிறுவனங்களின் உதவிகளே கிடைக்கின்றன. உணவுப் பொருட்களும், முத்திரைகளையும் தவிர வேறு எந்த உதவிகளுமே கிடைக்கவில்லை. கடும் வெயிலால் கூடாரத்திற்குள் இருக்க முடியாமல் அவதியுறுகின்றோம். எங்களுக்கு தற்காலிக குடிமனைகளையாவது உடனடியாக அமைத்துத் தாருங்கள்" என மிக உருக்கமாக வேண்டினர். இதனைக் கேட்ட இளவரசர் வேதனையடைந்தார்.

இதன்பின் இளவரசர் முகத்துவாரம், பால மீன்மடு, மட்டிக்களி ஆகிய பிரதேசங்களுக்கு சென்று அங்குள்ள அகதிமுகாம்களை பார்வையிட்டார். மக்களுடன் மக்களாக கலந்துரையாடி அவர்களின் குறைகளை கேட்டறிந்தார். பொது மக்களும் மற்றும் மீனவர் அமைப்புகளும் இளவரசரிடம் மகஜர்களை சமர்ப்பித்தனர்.

பாதிப்புக்குள்ளான மீனவர்களை சந்தித்து கலந்துரையாடியதுடன், சேதமடைந்த படகுகளையும் அவர் பார்வையிட்டார். இதன் பின் தனது விஜயத்தை முடித்துக்கொண்டு விஷேட விமானம் மூலம் கொழும்புக்கு திரும்பினார்.

கிழக்குப் பிராந்திய பிரதி பொலிஸ் மா அதிபர் நெவில் விஜயசிங்க, மட்டு. மாவட்ட அரசாங்க அதிபர் வே. சண்முகம், வெளிநாட்டு அலுவல்கள் அமைச்சின் பணிப்பாளர் பீ.எம்.எம். ஹம்சா, முப்படைகளின் தளபதி, இராணுவத்தளபதி ஆகியோர் இளவரசருடன் வருகை தந்திருந்தனர். இளவரசர் சுமார் 2 மணித்தியாலம் மட்டக்களப்பில் செலவிட்டார்.
