COLOMBO (AFP) - Scandinavian ceasefire monitors in Sri Lanka are blaming Tamil Tigers for shooting at an unarmed military helicopter earlier this week and said the attack seriously undermined the fragile truce.
The Norwegian-led Sri Lanka Monitoring Mission (SLMM) called Wednesday's shooting of a Mi-17 transport helicopter flying over the east of the island a "gross violation" of a ceasefire that went into force in February 2002.
The aircraft was en route to pick up 21 passengers, including Italy's deputy minister of foreign affairs, the SLMM said in a statement.
"The SLMM concludes as the small arms fire against the helicopter originated from an area controlled by the LTTE (Liberation Tigers of Tamil Eelam), the LTTE must bear the responsibility for the incident," it said.
"The incident clearly comes under the ceasefire agreement in which the parties are stated responsible for all military activity in the areas under their control, including avoidance of hostile acts."
The monitors appealed to the LTTE "to do all in its power to avoid similar incidents in the future, as such activity can lead to serious consequences jeopardising the ceasefire."
The Mi-17 transport helicopter took four hits from small arms fire in the Arugam Bay area and made an emergency landing at Ampara airfield but there were no casualties, military officials said.
There was no immediate reaction from the Tamil Tigers.
The latest SLMM ruling, which carries no punitive action, came after the Colombo government formally invited the Tigers to resume peace talks, saying it was "amenable" to a key guerrilla demand to hold negotiations abroad.
Government spokesman Nimal Siripala de Silva said Colombo no longer insisted that any future negotiations be conducted within the island.
Direct talks between Colombo and the LTTE have been on hold since April 2003 despite repeated diplomatic efforts to revive the negotiations.
Both sides have sought fresh talks on their shaky truce since August but disagreed over the venue.
An upsurge in violence linked to the island's ethnic conflict that claimed the lives of at least 35 people in the space of a week recently has raised doubts over the truce.
Truce monitors have said that over 200 people were killed in clashes this year. But both the LTTE and the government have committed themselves to upholding the ceasefire.
De Silva said the government felt it was important to have urgent talks with the LTTE either on the truce or even on the broader issue of a peace deal to end three decades of ethnic bloodshed that has claimed over 60,000 lives.
The air force said this month its aircraft were ready to go into action against the Tamil Tigers if the truce broke down.
