யுத்தத்தின் பின்னர் இலங்கையில் மாற்றங்களை ஏற்படுத்துவதற்கு இந்தியா முனைப்பு காட்டவில்லை என சர்வதேச அனர்த்த குழு குற்றம் சுமத்தியுள்ளது. மிக நீண்ட காலமாக இலங்கை மீது தாக்கம் செலுத்தி வரும் இந்தியா, யுத்தத்தின் பின்னர் காத்திரமான பங்களிப்பினை

வழங்கத் தவறியுள்ளதாக ஜெனீவாவை மையமாகக் கொண்டு இயங்கி வரும் அனர்த்த குழு சுட்டிக்காட்டியுள்ளது.

நிலையான சமாதானத்தை ஏற்படுத்துவதற்கான முனைப்புக்களை மேற்கொள்ளவில்லை என குற்றம் சுமத்தப்பட்டுள்ளது.

இந்தியாவின் தலையீடு குறித்து இலங்கையின் சகல இன மக்களுக்கு மத்தியிலும் சந்தேகம் நிலவி வருவதாகக் குறிப்பிடப்பட்டுள்ளது.

தமிழீழ விடுதலைப் புலிகளை தோற்கடிப்பதில் இந்தியா முக்கிய பங்கு வகித்த போதிலும், அநேகமான சிங்கள மக்கள் இந்தியா தமிழர்களுக்கு ஆதரவாக செயற்படுவதாகவே கருதுகின்றனர் என அனர்த்தக் குழு சுட்டிக்காட்டியுள்ளது.

மறுபுறத்தில், தமிழ் மக்களின் உரிமைகளை உறுதிப்படுத்துவதாக இந்தியா பல சந்தர்ப்பங்களில் உறுதியளித்த போதிலும் அந்த உறுதி மொழிகள் நிறைவேற்றப்படாமையினால் தமிழ் மக்கள் மத்தியில் அதிருப்தி நிலவி வருவதாகக் குறிப்பிடப்படுகிறது.

தமிழீழ (புலிகள்) விடுதலை புலிகளின் தோல்விக்கு பின்னர் இரண்டு ஆண்டுகளில் இலங்கைக்கு புது தில்லி தான் உறவுகளை நான்கு முக்கிய முன்னுரிமைகளில் இருந்தது:

* வடக்கு மற்றும் கிழக்கில் இடம்பெயர்ந்த தமிழர்களுக்கு மனிதாபிமான உதவிகள் வழங்குவது;

* concessionary கடன்கள் முதன்மையாக வடக்கு முக்கிய அபிவிருத்தி திட்டங்கள், ஆதரவு;

*இலங்கை அரசாங்கம் மற்றும் முக்கிய இலங்கை தமிழ் அரசியல் கூட்டு அழுத்தம், தமிழ் தேசிய கூட்டமைப்பு (TNA), வடக்கு மற்றும் கிழக்கில் உள்ள தமிழ் பெரும்பாலான பகுதிகளில் அதிகார அதிகார பகிர்வு மூலம் இன முரண்பாடுகளுக்கு ஒரு பேச்சுவார்த்தை மூலமான தீர்வு நோக்கி நகர்வது; மற்றும் இரண்டு நாடுகளுக்குமிடையில் இடையே பெரிய பொருளாதார ஒருங்கிணைப்பை ஊக்குவித்தல்.

மேலும், இலங்கை தற்போது பயணிக்கும் பாதை பிiயானது என்பதனை அமெரிக்கா, ஜப்பான் மற்றும் ஐரோப்பிய ஒன்றிய நாடுகளுடன் இணைந்து இந்தியா வலியுறுத்த வேண்டுமென சுட்டிக்காட்டப்பட்டுள்ளது.

வடக்கில் இராணுவமயப்படுத்தல்களை தடுத்த நிறுத்தவும், சிவில் நிர்வாகத்தை ஏற்படுத்தவும் இந்தியா, இலங்கைக்கு அழுத்தம் கொடுக்க வேண்டுமென தெரிவிக்கப்பட்டுள்ளது.

EXECUTIVE SUMMARY

India has long been the country with the greatest influence over Sri Lanka but its policies to encourage the government there towards a sustainable peace are not working. Despite India’s active engagement and unprecedented financial assistance, the Sri Lankan government has failed to make progress on pressing post-war challenges. Government actions and the growing political power of the military are instead generating new grievances that increase the risk of an eventual return to violence. To support a sustainable and equitable post-war settlement in Sri Lanka and limit the chances of another authoritarian and military-dominated government on its borders, India needs to work more closely with the United States, the European Union and Japan, encouraging them to send the message that Sri Lanka’s current direction is not acceptable. It should press for the demilitarisation of the north, a return to civil administration there and in the east and the end of emergency rule throughout the country.

New Delhi’s relations with Sri Lanka in the two years since the defeat of the Liberation Tigers of Tamil Eelam (LTTE) have had four main priorities:

• providing humanitarian assistance to displaced Tamils in the north and east;
  
• supporting major development projects, primarily in the north, with concessionary loans;
  
• pressing the Sri Lankan government and the main Sri Lankan Tamil political alliance, the Tamil National Alliance (TNA), to work towards a negotiated settlement of ethnic conflict through the devolution of power to Tamil-majority areas in the north and east; and
  
• encouraging greater economic integration between the two economies.

ஒரு குருடன்.. முடவனிடம் வழி கேட்டானாம்.. முடவனோ உமது கஸ்டம் எனக்கு பிரியுது.. எனக்க்கு நடக்க முடியாது.. உமக்கு கண் தெரியாது.. நாம் இருவருக்கும் உகந்த வழி ஒன்று கூறுகிறேன் என்று சொல்ல .. குருடன் ஆகா அற்புதமான வழி என ஏற்று கொண்டான்... அதன் படி குருடன் தோளில் முடவன் ஏறிகொள்ள விசாரித்து கொண்டே வந்தானாம்... இப்படி அனைவரிடமும் விலாசம் (அட்ரசு) விசாரித்து வரும் போது.. ஒவ்வொரு வரிடமும் விசாரித்து மீண்டும் தங்கள் பயணத்தினை தொடரும் போது குருடன் சொன்னானாம் .... இன்று நீ சந்தித்த பெண்களில் அழகானவர்கள் 13 பேர் என்று!!!!
